Delaware Basin Monitoring Annual Report

Description: The Delaware Basin Drilling Surveillance Program (DBDSP) is designed to monitor drilling activities in the vicinity of the Waste Isolation Pilot Plant (WIPP). This program is based on Environmental Protection Agency (EPA) requirements. The EPA environmental standards for the management and disposal of transuranic (TRU) radioactive waste are codified in 40 CFR Part 191 (EPA 1993). Subparts B and C of the standard address the disposal of radioactive waste. Performance Demonstration Program Plan for Analysis of Simulated Headspace Gases

Description: The Performance Demonstration Program (PDP) for headspace gases distributes sample gases of volatile organic compounds (VOCs) for analysis. Participating measurement facilities (i.e., fixed laboratories, mobile analysis systems, and on-line analytical systems) are located across the United States. Each sample distribution is termed a PDP cycle. These evaluation cycles provide an objective measure of the reliability of measurements performed for transuranic (TRU) waste characterization. The primary documents governing the conduct of the PDP are the Quality Assurance Program Document (QAPD) (DOE/CBFO-94-1012) and the Waste Isolation Pilot Plant (WIPP) Waste Analysis Plan (WAP) contained in the Hazardous Waste Facility Permit (NM4890139088-TSDF) issued by the New Mexico Environment Department (NMED). The WAP requires participation in the PDP; the PDP must comply with the QAPD and the WAP. This plan implements the general requirements of the QAPD and the applicable requirements of the WAP for the Headspace Gas (HSG) PDP. Participating measurement facilities analyze blind audit samples of simulated TRU waste package headspace gases according to the criteria set by this PDP Plan. Blind audit samples (hereafter referred to as PDP samples) are used as an independent means to assess each measurement facility’s compliance with the WAP quality assurance objectives (QAOs). To the extent possible, the concentrations of VOC analytes in the PDP samples encompass the range of concentrations anticipated in actual TRU waste package headspace gas samples. Analyses of headspace gases are required by the WIPP to demonstrate compliance with regulatory requirements. These analyses must be performed by measurement facilities that have demonstrated acceptable performance in this PDP. These analyses are referred to as WIPP analyses and the TRU waste package headspace gas samples on which they are performed are referred to as WIPP samples in this document. Alternative Bench Standards: Sample Production Report

Description: The INL has prepared four standards representing krypton concentrations of 1.1X, 1.54X, 10X and 100X the reported atmospheric value of 70 dpm 85Kr per cubic centimeter of Kr gas at 25 degrees C (ie. 1.1X is 1.1 x 70, or 77 dpm 85Kr per cubic centimeter of Kr gas at 25 degrees C). A t-zero date and time of January 1, 2012 at 1200 Zulu was used for all standards. The Alternative Bench Standards (ABS) of 1.1X, 1.54X, 10X and 100X, are designated by titles of ABS-A, ABS-B, ABS C and ABS-D, respectively. The concentration of Kr in air is 1.14 ppm.

Greenhouse Gas Management Program Overview (Fact Sheet)

Description: Program fact sheet highlighting federal requirements for GHG emissions management, FEMP services to help agencies reduce emissions, and additional resources. The U.S. Department of Energy (DOE) Federal Energy Management Program (FEMP) assists Federal agencies with managing their greenhouse gas (GHG) emissions. GHG management entails measuring emissions and understanding their sources, setting a goal for reducing emissions, developing a plan to meet this goal, and implementing the plan to achieve reductions in emissions. FEMP provides the following services to help Federal agencies meet the requirements of inventorying and reducing their GHG emissions: (1) FEMP offers one-on-one technical assistance to help agencies understand and implement the Federal Greenhouse Gas Accounting and Reporting Guidance and fulfill their inventory reporting requirements. (2) FEMP provides training, tools, and resources on FedCenter to help agencies complete their annual inventories. (3) FEMP serves a leadership role in the interagency Federal Working Group on Greenhouse Gas Accounting and Reporting that develops recommendations to the Council on Environmental Quality (CEQ) for the Federal Greenhouse Gas Accounting and Reporting Guidance. (4) As the focus continues to shift from measuring emissions (completing inventories) to mitigating emissions (achieving reductions), FEMP is developing a strategic planning framework and resources for agencies to prioritize among a variety of options for mitigating their GHG emissions, so that they achieve their reduction goals in the most cost-effective manner. These resources will help agencies analyze their high-quality inventories to make strategic decisions about where to use limited resources to have the greatest impact on reducing emissions. Greenhouse gases trap heat in the lower atmosphere, warming the earth's surface temperature in a natural process known as the 'greenhouse effect.' Impacts of Wind and Solar on Fossil-Fueled Generators: Preprint

Description: High penetrations of wind and solar power will impact the operations of the remaining generators on the power system. Regional integration studies have shown that wind and solar may cause fossil-fueled generators to cycle on and off and ramp down to part load more frequently and potentially more rapidly. Increased cycling, deeper load following, and rapid ramping may result in wear-and-tear impacts on fossil-fueled generators that lead to increased capital and maintenance costs, increased equivalent forced outage rates, and degraded performance over time. Heat rates and emissions from fossil-fueled generators may be higher during cycling and ramping than during steady-state operation. Many wind and solar integration studies have not taken these increased cost and emissions impacts into account because data have not been available. This analysis considers the cost and emissions impacts of cycling and ramping of fossil-fueled generation to refine assessments of wind and solar impacts on the power system.

Testing of Gas Reactor Materials and Fuel in the Advanced Test Reactor

Description: The Advanced Test Reactor (ATR) has long been involved in testing gas reactor materials, and has developed facilities well suited for providing the right conditions and environment for gas reactor tests. This paper discusses the different types of irradiation hardware that have been utilized in past ATR irradiation tests of gas reactor materials. The new Gas Test Loop facility currently being developed for the ATR is discussed and the different approaches being considered in the design of the facility. The different options for an irradiation experiment such as active versus passive temperature control, neutron spectrum tailoring, and different types of lead experiment sweep gas monitors are also discussed. The paper is then concluded with examples of different past and present gas reactor material and fuel irradiations.

Performance Characteristics of an Extended Throat Flow Nozzle for the Measurement of High Void Fraction Multi-phase Flows

Description: An extended throat flow nozzle has been examined as a device for the measurement of very high void fraction (a ³ 0.95) multi-phase flows. Due to its greater density and partial contact with the wall, the equilibrium velocity of the liquid phase appreciably lags that of the lighter gas phase. The two phases are strongly coupled resulting in pressure drops across the contraction and in the extended throat that are significantly different than those experienced in single-phase flow. Information about the mass flow rates of the two phases can be extracted from the measured pressure drops. The performance of an extended throat flow nozzle has been evaluated under multi-phase conditions using natural gas and hydrocarbon liquids at 400 and 500 psi. Two hydrocarbon solvents were used as the test liquids, Isopar MÒ (sp = 0.79) and Aromatic 100â (sp = 0.87). These data are compared to prior air-water data at nominally 15 psi. The high and low pressure data were found to be consistent, confirming that the temperature, pressure, and size scaling of the extended throat venturi are correctly represented. This consistency allows different sized devices to be applied under different fluid conditions (temperature, pressure, gas and liquid phase composition, etc) with confidence.

Gas Hydrates: Resource and Hazard

Description: Solid gas hydrates are a potentially huge resource of natural gas for the United States. The U.S. Geological Survey estimated that there are about 85 trillion cubic feet (TCF) of technically recoverable gas hydrates in northern Alaska. Gas hydrates are both a potential resource and a risk, representing a significant hazard to conventional oil and gas drilling and production operations. This report addresses the issue of cost and method of recovering potential gas hydrates, as well as the advantages and disadvantages of using gas hydrates as a potential energy source. Included is information on the Methane Hydrate Research and Development Act of 2000 and the Energy Policy Act of 2005.

Site Selection for DOE/JIP Gas Hydrate Drilling in the Northern Gulf of Mexico

Description: Studies of geologic and geophysical data from the offshore of India have revealed two geologically distinct areas with inferred gas hydrate occurrences: the passive continental margins of the Indian Peninsula and along the Andaman convergent margin. The Indian National Gas Hydrate Program (NGHP) Expedition 01 was designed to study the occurrence of gas hydrate off the Indian Peninsula and along the Andaman convergent margin with special emphasis on understanding the geologic and geochemical controls on the occurrence of gas hydrate in these two diverse settings. NGHP Expedition 01 established the presence of gas hydrates in Krishna- Godavari, Mahanadi and Andaman basins. The expedition discovered one of the richest gas hydrate accumulations yet documented (Site 10 in the Krishna-Godavari Basin), documented the thickest and deepest gas hydrate stability zone yet known (Site 17 in Andaman Sea), and established the existence of a fully-developed gas hydrate system in the Mahanadi Basin (Site 19).

Reid Vapor Pressure Requirements for Ethanol

Description: This report discusses legislation (H.R. 1311, S. 517) regarding providing a waiver for ethanol-fuel blends containing greater than 10% ethanol (E15) from the Clean Air Act's (CAA) strict requirements on volatility of gasoline. This requirement currently prevents E15 gas from being sold during the summer. Major points of the legislation, various types of waivers and current rules under the CAA for gasoline and possible options for Congress are discussed.

Gas Hydrates: Resource and Hazard

Description: This report discusses gas hydrates, which are potentially huge resource of natural gas for the United States. The U.S. Geological Survey estimated that there are about 85 trillion cubic feet (TCF) of technically recoverable gas hydrates in northern Alaska. The Minerals Management Service estimated a mean value of 21,000 TCF of in-place gas hydrates in the Gulf of Mexico. By comparison, total U.S. natural gas consumption is about 23 TCF annually. Gas hydrates are both a potential resource and a risk, representing a significant hazard to conventional oil and gas drilling and production operations, and to date gas hydrates have no confirmed commercial production.

Description: Moratoria measures for the outer continental shelf (OCS) establish bans or restrictions on oil and gas exploration and development in federal ocean areas. With some exceptions for marine sanctuaries and monuments, no portion of the federal OCS has a permanent moratorium on oil and gas leasing and development. While some areas are under temporary development bans, such as suspensions or moratoria directed by either legislative or executive powers, most of the OCS is free of such restrictions and is considered permissible for offshore leasing activity.

U.S. Offshore Oil and Gas Resources: Prospects and Processes

Description: Access to potential oil and gas resources under the U.S. Outer Continental Shelf (OCS) continues to be controversial. Moratoria on leasing and development in certain areas were largely eliminated in 2008 and 2009, although a few areas remain legislatively off limits to leasing. The 112th Congress may be unlikely to reinstate broad leasing moratoria, but some Members have expressed interest in protecting areas (e.g., the Georges Bank or Northern California) or establishing protective coastal buffers. Pressure to expand oil and gas supplies and protect coastal environments and communities will likely lead Congress and the Administration to consider carefully which areas to keep open to leasing and which to protect from development.
