Food Safety on the Farm: Federal Programs and Legislative Action

Department of Defense Food Procurement: Background and Status

Description: This report describes the origin, authority, and policy in the procurement of food for the military. Military food items, also known as subsistence items, are generally procured under the auspices of the Defense Logistics Agency (DLA), an agency of the Department of Defense (DOD) which provides worldwide logistics support for the U.S. military services. Under DLA, DLA Troop Services (formerly the Defense Supply Center Philadelphia) is the inventory control point for food, clothing, textiles, medicines, medical equipment, general and industrial supplies, and services for the military, their eligible dependents, and other non-DOD customers worldwide. DLA Troop Services buys and manages about $13.4 billion worth of food, clothing, textiles, and other products.

Food Stamps: 1982 Legislation

Description: This report discusses legislative issues regarding food stamp appropriations. Authorization for food stamp appropriations was to have expired at the end of FY82; in addition, the FY83-85 budget resolution assumed substantial savings in food stamps. As a result, and with the potential of an FY82 food stamp funding shortfall averted by the appropriation of a $1 billion supplemental, Congress acted to reauthorize appropriations and limit program costs in the 1982 budget reconciliation process.

Description: Aerosol Observing System Upgraded--The Aerosol Observing System (AOS) at the SGP central facility recently received maintenance and was upgraded to improve its performance. The AOS measures the properties of the aerosol particles around it. Several AOS components were removed, repaired, and calibrated to operate within specifications. The system continuously gathers information about the way minute aerosol particles interact with solar radiation. A better understanding of these interactions will help climate change researchers integrate aerosol effects more accurately into global climate computer models. Polar Bears Make Work Dangerous at ARM North Slope of Alaska Site--The late development of seasonal sea ice has increased polar bear sitings at ARM's Barrow site. The bears were recently seen next to the ARM instrument towers at Barrow, making the normal work day a bit more tricky for the technicians who are at the site year-round. Polar bears are not afraid of people and will attack and kill. The bears usually spend most of their time on off-shore ice floes hunting seals. This season, a large storm pushed the floes out to sea while the bears were ashore at Barrow, leaving them to forage for food on land until the sea ice reforms with the onset of colder weather. The hungry bears have made working at the Barrow CART site a dangerous proposition. ARM workers carry shotguns with them at all times for protection. On a recent journey to the site, ARM instrument mentor Michael Ritsche encountered the animals. ''You become much more aware of your surroundings,'' said Ritsche after returning safely to Argonne. Barrow residents protect themselves by shooting warning shells to scare the bears away from developed areas. Hearing the firing in the early mornings and late evenings at Barrow reminded Ritsche that he was in a more dangerous world.

Science and Technology review: The search for mutagens from cooked foods

Description: This past year and a half has been one of the most unsettled periods in the history of the Livermore Laboratory. Our laboratory, like all federal laboratories, has felt the winds of change from Washington. Various committees are questioning the way in which the federal government supports scientific research and the appropriateness of certain to programs. Science and Technology Review is one of the principal mechanisms by which we inform and educate a broad readership about our research programs and accomplishments. Much of the Laboratory`s research is at the cutting edge of science and technology, making it particularly challenging to describe state-of-the-art accomplishments and their significance in widely understood terms. Our goal is that the articles presented here represent the full range of projects at Livermore and convey the challenge and excitement of working at the frontiers of science and technology.

Environmental report 1995. Volume 2

Description: This is Volume 2 of the Lawrence Livermore National Laboratory`s (LLNL`s) annual Environmental Report 1995. This volume is intended to support summary data from Volume 1 and is essentially a detailed data report that provides additional data points, where applicable. Some summary data are also included in Volume 2, and more detailed accounts are given of sample collection and analytical methods. Volume 2 includes information in eight chapters on monitoring of air, air effluent, sewage, surface water, ground water, soil and sediment, vegetation and foodstuff, and environmental radiation, as well as three chapters on ground water protection, compliance self-monitoring and quality assurance.

Feasibility study of a microwave radar system for agricultural inspection

Description: The feasibility of an impulse radar system for agricultural inspection is investigated. This system would be able to quickly determine the quality of foodstuffs that are passed through the system. A prototype was designed at the Lawrence Livermore National Laboratory and this report discusses it`s evaluation. A variety of apples were used to test the system and preliminary data suggests that this technology holds promise for successful application on a large scale in food processing plants.

Inhalation Exposure Input Parameters for the Biosphere Model

Description: This analysis is one of 10 reports that support the Environmental Radiation Model for Yucca Mountain, Nevada (ERMYN) biosphere model. The ''Biosphere Model Report'' (BSC 2004 [DIRS 169460]) describes in detail the conceptual model as well as the mathematical model and its input parameters. This report documents development of input parameters for the biosphere model that are related to atmospheric mass loading and supports the use of the model to develop biosphere dose conversion factors (BDCFs). The biosphere model is one of a series of process models supporting the total system performance assessment (TSPA) for a Yucca Mountain repository. Inhalation Exposure Input Parameters for the Biosphere Model is one of five reports that develop input parameters for the biosphere model. A graphical representation of the documentation hierarchy for the ERMYN is presented in Figure 1-1. This figure shows the interrelationships among the products (i.e., analysis and model reports) developed for biosphere modeling, and the plan for development of the biosphere abstraction products for TSPA, as identified in the Technical Work Plan for Biosphere Modeling and Expert Support (BSC 2004 [DIRS 169573]). This analysis report defines and justifies values of mass loading for the biosphere model. Mass loading is the total mass concentration of resuspended particles (e.g., dust, ash) in a volume of air. Mass loading values are used in the air submodel of ERMYN to calculate concentrations of radionuclides in air inhaled by a receptor and concentrations in air surrounding crops. Concentrations in air to which the receptor is exposed are then used in the inhalation submodel to calculate the dose contribution to the receptor from inhalation of contaminated airborne particles. Concentrations in air surrounding plants are used in the plant submodel to calculate the concentrations of radionuclides in foodstuffs contributed from uptake by foliar interception.

Uncertainty analysis for an updated dose assessment for a US nuclear test site: Bikini Atoll

Description: A detailed analysis of uncertainty and interindividual variability in estimated doses was conducted for a rehabilitation scenario for Bikini Island at Bikini Atoll, in which the top 40 cm of soil would be removed in the housing and village area, and the rest of the island is treated with potassium fertilizer, prior to an assumed resettlement date of 1999. Predicted doses were considered for the following fallout-related exposure pathways: ingested Cesium-137 and Strontium-90, external gamma exposure, and inhalation and ingestion of Americium-241 + Plutonium-239+240. Two dietary scenarios were considered: (1) imported foods are available (IA), and (2) imported foods are unavailable (only local foods are consumed) (IUA). Corresponding calculations of uncertainty in estimated population-average dose showed that after {approximately}5 y of residence on Bikini, the upper and lower 95% confidence limits with respect to uncertainty in this dose are estimated to be approximately 2-fold higher and lower than its population-average value, respectively (under both IA and IUA assumptions). Corresponding calculations of interindividual variability in the expected value of dose with respect to uncertainty showed that after {approximately}5 y of residence on Bikini, the upper and lower 95% confidence limits with respect to interindividual variability in this dose are estimated to be approximately 2-fold higher and lower than its expected value, respectively (under both IA and IUA assumptions). For reference, the expected values of population-average dose at age 70 were estimated to be 1.6 and 5.2 cSv under the IA and IUA dietary assumptions, respectively. Assuming that 200 Bikini resettlers would be exposed to local foods (under both IA and IUA assumptions), the maximum 1-y dose received by any Bikini resident is most likely to be approximately 2 and 8 mSv under the IA and IUA assumptions, respectively.

The Effects of Site Characterization Activities on the Abundance of Ravens (Corvus corax) in the Yucca Mountain Area

Description: In response to the Nuclear Waste Policy Act of 1982 and the Nuclear Waste Policy Amendments Act of 1987, the U.S. Department of Energy (DOE) developed and is implementing the Yucca Mountain Site Characterization Project. Raven abundance was measured from August 1991 through August 1995 along treatment and control routes to evaluate whether site characterization activities resulted in increased raven abundance at Yucca Mountain. This study fulfills the requirement set forth in the incidental take provisions of the Biological Opinion that DOE monitor the abundance of ravens at Yucca Mountain. Ravens were more abundant at Yucca Mountain than in the control area, and raven abundance in both areas increased over time. However, the magnitude of differences between Yucca Mountain and control surveys did not change over time, indicating that the increase in raven abundance observed during this study was not related to site characterization activities. Increases over time on both Yucca Mountain and control routes are consistent with increases in raven abundance in the Mojave Desert reported by the annual Breeding Bird Survey of the US. Fish and Wildlife Service. Evidence from the Desert Tortoise Monitoring Program at Yucca Mountain suggests that ravens are not a significant predator of small tortoises in this locale. Carcasses of small tortoises (less than 110 mm in length) collected during the study showed little evidence of raven predation, and 59 radiomarked hatchlings that were monitored on a regular basis were not preyed upon by ravens. Overall, no direct evidence of raven predation on tortoises was observed during this study. Small tortoises are probably encountered so infrequently by ravens that they are rarely exploited as a food source. This is likely due to the relatively low abundance of both desert tortoises and ravens in the Yucca Mountain area.

The Development of an Effective Transportation Risk Assessment Model for Analyzing the Transport of Spent Fuel and High-Level Radioactive Waste to the Proposed Yucca Mountain Repository

Description: Past approaches for assessing the impacts of transporting spent fuel and high-level radioactive waste have not been effectively implemented or have used relatively simple approaches. The Yucca Mountain Draft Environmental Impact Statement (DEIS) analysis considers 83 origins, 34 fuel types, 49,914 legal weight truck shipments, 10,911 rail shipments, consisting of 59,250 shipment links outside Nevada (shipment kilometers and population density pairs through urban, suburban or rural zones by state), and 22,611 shipment links in Nevada. There was additional complexity within the analysis. The analysis modeled the behavior of 41 isotopes, 1091 source terms, and used 8850 food transfer factors (distinct factors by isotope for each state). The model also considered different accident rates for legal weight truck, rail, and heavy haul truck by state, and barge by waterway. To capture the all of the complexities of the transportation analysis, a Microsoft{reg_sign} Access database was created. In the Microsoft{reg_sign} Access approach the data is placed in individual tables and equations are developed in queries to obtain the overall impacts. While the query might be applied to thousands of table entries, there is only one equation for a particular impact. This greatly simplifies the validation effort. Furthermore, in Access, data in tables can be linked automatically using query joins. Another advantage built into MS Access is nested queries, or the ability to develop query hierarchies. It is possible to separate the calculation into a series of steps, each step represented by a query. For example, the first query might calculate the number of shipment kilometers traveled through urban, rural and suburban zones for all states. Subsequent queries could join the shipment kilometers query results with another table containing the state and mode specific accident rate to produce accidents by state. One of the biggest advantages of the nested queries is in validation. ...

Update on Radioactive Waste Management in the UK

Description: This paper provides a brief background to the current position in the United Kingdom (UK) and provides an update on the various developments and initiatives within the field of radioactive waste management that have been taking place during 2002/03. These include: The UK Government's Department of Trade and Industry (DTi) review of UK energy policy; The UK Government's (Department of Environment, Food and Rural Affairs (Defra) and Devolved Administrations*) consultation program; The UK Government's DTi White Paper, 'Managing the Nuclear Legacy: A Strategy for Action'; Proposals for improved regulation of Intermediate Level Waste (ILW) conditioning and packaging. These various initiatives relate, in Nirex's opinion, to the three sectors of the industry and this paper will provide a comment on these initiatives in light of the lessons that Nirex has learnt from past events and suggest some conclusions for the future.

The present status of industrial applications of radiation shows that the use of this technology is increasing according to the economical development and the necessity to become the products manufactured in the local industries competitive in quality and price for internal and external market. The on going development activities in this area are concentrated on polymers processing (materials modification), foodstuff treatment and environmental protection. The development, the promotion and the technical support to consolidate this technology to the local industries is the main attribution of Institute for Energetic and Nuclear Research-IPEN, a governmental Institution.
