Keystone XL Pipeline Project: Key Issues

Description: This report describes the Keystone XL Project Presidential Permit application, and the process that the State Department is obligated to complete in processing that permit application. It also reviews selected issues that arose during the 2008 permit application process, particularly those that may affect the current permit application. This report also summarizes key arguments that have been raised, both for and against the pipeline, by the pipeline's developers, state and federal agencies, environmental groups, and other stakeholders. Finally, the report discusses the constitutional basis for the State Department's authority to issue a Presidential Permit, and opponents' possible challenges to this authority.

Nuclear Energy: Overview of Congressional Issues

Biomass Crop Assistance Program (BCAP): Status and Issues

Description: The Food, Conservation, and Energy Act of 2008 (P.L. 110-246, 2008 farm bill) created the Biomass Crop Assistance Program (BCAP). This report discusses the two main purposes of BCAP, which are (1) to support the establishment and production of eligible crops for conversion to bioenergy in selected areas, and (2) to assist agricultural and forest land owners and operators with collection, harvest, storage, and transportation of eligible material for use in a biomass conversion facility.

U.S.-Russian Civilian Nuclear Cooperation Agreement: Issues for Congress

Description: The United States and Russia signed a civilian nuclear cooperation agreement on May 6, 2008. President Bush submitted the agreement to Congress on May 13. The agreement was withdrawn from congressional consideration by President George W. Bush on September 8, 2008, in response to Russia's military actions in Georgia. President Obama transmitted the proposed text of the agreement to Congress on May 10, 2010, along with the required Nuclear Proliferation Assessment (NPAS) and his determination that the agreement promotes U.S. national security. This report discusses key policy issues related to the agreement, including future nuclear energy cooperation with Russia, U.S.-Russian bilateral relations, nonproliferation cooperation, and Russian policies toward Iran.

Keeping America's Pipelines Safe and Secure: Key Issues for Congress

Description: This report discusses new legislation being considered by the 111th Congress to improve the safety and security of the U.S. pipeline network. H.R. 6008 would require pipeline operators to provide immediate telephonic notice of a pipeline release to federal emergency response officials and would increase civil penalties for pipeline safety violations. S. 3824 would increase the number of federal pipeline safety inspectors, would require automatic shutoff valves for natural gas pipelines, and would mandate internal inspections of transmission pipelines, among other provisions
