Renewable Energy Programs and the Farm Bill: Status and Issues

Description: This report discusses the Food, Conservation, and Energy Act of 2008 (P.L. 110-246, the 2008 farm bill) which extends and expands many of the renewable energy programs originally authorized in the Farm Security and Rural Investment Act of 2002 (P.L. 107-171, 2002 farm bill). The bill also continues the emphasis on the research and development of advanced and cellulosic bioenergy authorized in the 2007 Energy Independence and Security Act (P.L. 110-140).

Bibliography for Transportation Energy Conservation

Description: A listing is given of 578 reports, books, articles, and conference papers on transportation and energy. Coverage is primarily on U. S. developments and research from 1970 to 1975. Following a section of citations of general works on energy, the bibliography contains two main parts: ''Energy for Transportation'' and ''Transportation of Energy.'' Within each of these topics the arrangement is multimodal (at the urban, regional, national, or international level), then by mode. Selected information sources are listed in the last part. Within each section, entries are arranged alphabetically by author or, lacking an author, by title. References were drawn from the Transportation Center Library collection and other libraries in the Northwestern University system. An earlier bibliography, Transportation and Energy, compiled by the Transportation Center Library in March 1974, forms the basis for the arrangement and provides coverage from 1970 to 1973.

Renewable Energy Programs and the Farm Bill: Status and Issues

Description: This report focuses on those policies contained in the 2008 farm bill (the Food, Conservation, and Energy Act of 2008; P.L. 110-246) that support agriculture-based renewable energy, especially biofuels. The introductory sections briefly describe how these policies evolved and how they fit into the larger context of U.S. biofuels policy. Then, the policies specific to the 2008 farm bill are defined in terms of their function, goals, administration, funding, and implementation status. Finally, a section reviews the major emerging issues related to U.S. Department of Agriculture (USDA) energy programs, particularly as related to their possible inclusion in the next farm bill.

Conservation and the 2007 Farm Bill

Description: This report introduces some of the issues that are influencing the development of a conservation title. It then reviews the contents of the House-passed bill, H.R. 2419. Some alternative proposals that the House considered are summarized in an appendix. The House-passed bill includes some elements of the alternative proposals (usually in modified form). This report is limited to the conservation title. However, conservation topics in recent farm bills have been increasingly addressed in other titles, and that trend continues with the House-passed version, which contains conservation provisions in the energy, forestry, and research titles, and others as well.
