Description: This report analyzes the consolidation of Department of Energy (DOE) and National Security Administration (NNSA) counterintelligence (CI) offices -- first authorized by Congress at DOE's request and a second time initiated by DOE. It examines the impact of each on the effectiveness of the DOE CI program and discusses related oversight issues for Congress.
