“Campaigns Replete with Instruction”: Garnet Wolseley’s Civil War Observations and Their Effect on British Senior Staff College Training Prior to the Great War

Description: This thesis addresses the importance of the American Civil War to nineteenth-century European military education, and its influence on British staff officer training prior to World War I. It focuses on Garnet Wolseley, a Civil War observer who eventually became Commander in Chief of the Forces of the British Army. In that position, he continued to write about the war he had observed a quarter-century earlier, and was instrumental in according the Civil War a key role in officer training. Indeed, he placed Stonewall Jackson historian G.F.R. Henderson in a key military professorship. The thesis examines Wolseley’s career and writings, as well as the extent to which the Civil War was studied at the Senior Staff College, in Camberly, after Wolseley’s influence had waned. Analysis of the curriculum from the College archives demonstrates that study of the Civil War diminished rapidly in the ten years prior to World War I.

United States Psychological Operations in Support of Counterinsurgency: Vietnam, 1960 to 1965.

Description: This thesis describes the development of psychological operations capabilities, introduction of forces, and the employment in Vietnam during the period 1960-1965. The complex interplay of these activities is addressed, as well as the development of PSYOP doctrine and training in the period prior to the introduction of ground combat forces in 1965. The American PSYOP advisory effort supported the South Vietnamese at all levels, providing access to training, material support, and critical advice. In these areas the American effort was largely successful. Yet, instability in the wake of President Ngo Dinh Diem's overthrow created an impediment to the ability of psychological operations to change behaviors and positively affect the outcome.

Let the Dogs Bark: The Psychological War in Vietnam, 1960-1968

Description: Between 1960 and 1968 the United States conducted intensive psychological operations (PSYOP) in Vietnam. To date, no comprehensive study of the psychological war there has been conducted. This dissertation fills that void, describing the development of American PSYOP forces and their employment in Vietnam. By looking at the complex interplay of American, North Vietnamese, National Liberation Front (NLF) and South Vietnamese propaganda programs, a deeper understanding of these activities and the larger war emerges. The time period covered is important because it comprises the initial introduction of American PSYOP advisory forces and the transition to active participation in the war. It also allows enough time to determine the long-term effects of both the North Vietnamese/NLF and American/South Vietnamese programs. Ending with the 1968 Tet Offensive is fitting because it marks both a major change in the war and the establishment of the 4th Psychological Operations Group to manage the American PSYOP effort. This dissertation challenges the argument that the Northern/Viet Cong program was much more effective that the opposing one. Contrary to common perceptions, the North Vietnamese propaganda increasingly fell on deaf ears in the south by 1968. This study also provides support for understanding the Tet Offensive as a desperate gamble born out of knowledge the tide of war favored the Allies by mid-1967. The trend was solidly towards the government and the NLF increasingly depended on violence to maintain control. The American PSYOP forces went to Vietnam with little knowledge of the history and culture of Vietnam or experience conducting psychological operations in a counterinsurgency. As this dissertation demonstrates, despite these drawbacks, they had considerable success in the period covered. The Martial Arts of Medieval Europe

Description: During the late Middle Ages and into the Renaissance, fighting books—Fechtbücher—were produced in northern Italy, among the German states, in Burgundy, and on the Iberian peninsula. Long dismissed by fencing historians as “rough and untutored,” and largely unknown to military historians, these enigmatic treatises offer important insights into the cultural realities for all three orders in medieval society: those who fought, those who prayed, and those who labored. The intent of this dissertation is to demonstrate, contrary to the view of fencing historians, that the medieval works were systematic and logical approaches to personal defense rooted in optimizing available technology and regulating the appropriate use of the skills and technology through the lens of chivalric conduct. I argue further that these approaches were principle-based, that they built on Aristotelian conceptions of arte, and that by both contemporary and modern usage, they were martial arts. Finally, I argue that the existence of these martial arts lends important insights into the world-view across the spectrum of Medieval and early Renaissance society, but particularly with the tactical understanding held by professional combatants, the knights and men-at-arms. Three treatises are analyzed in detail. These include the anonymous RA I.33 Latin manuscript in the Royal Armouries at Leeds; the early German treatise attributed to Hanko Döbringer that glosses the great Johannes Liechtenauer; and the collection of surviving treatises by the Friulian master, Fiore dei Liberi. Each is compared in order to highlight common elements of usage that form the principles of the combat arts.

Looting and Restitution During World War II: a Comparison Between the Soviet Union Trophy Commission and the Western Allies Monuments, Fine Arts, and Archives Commission

Description: From the earliest civilizations, victorious armies would loot defeated cities or nations. the practice evolved into art theft as a symbol of power. Cultural superiority confirmed a country or empire’s regime. Throughout history, the Greeks and Romans cultivated, Napoleon Bonaparte refined, and Adolf Hitler perfected the practice of plunder. As the tides of Second World War began to shift in favor of the Allied Powers, special commissions, established to locate the Germans’ hoards of treasure, discovered Nazi art repositories filled with art objects looted from throughout Europe. the Soviet Union Trophy Commission and the Western Allies Monuments, Fine Arts, and Archives Commission competed to discover Nazi war loot. the two organizations not only approached the subject of plunder as a treasure hunt, but the ideology motivating both commissions made uncovering the depositories first, a priority. the Soviet trophy brigades’ mission was to dismantle all items of financial worth and ship them eastward to help rebuild a devastated Soviet economy. the Soviet Union wished for the re-compensation of cultural valuables destroyed by the Nazis’ purification practices regarding “inferior” Slavic art and architecture; however, the defeated German nation did not have the ability to reimburse the Soviet State. the trophy brigades implemented a process of restitution in kind to make physical reparations through the confiscation of Nazi war loot. the Western Allies disagreed with the Soviet Union’s policy. the Monuments, Fine Arts, and Archives Commission endeavored to return artwork looted by the Germans to the rightful owners or surviving descendants. Showing the Flag: War Cruiser Karlsruhe and Germandom Abroad

Description: In the early 1920s the Weimar Republic commissioned a series of new light cruisers of the Königsberg class and in July 1926, the keel of the later christened Karlsruhe was laid down. The 570 feet long and almost 50 feet wide ship was used as a training cruiser for future German naval officers. Between 1930 and 1936 the ship conducted in all five good-will tours around the world, two under the Weimar Republic and three under the Third Reich. These good-will tours or gute Willen Fahrten were an important first step in reconciling Germany to the rest of the world and were meant to improve international relations. The Foreign Office and the Ministry of Defense carefully orchestrated all stops of the vessels in conjunction with the respective embassies abroad. Final arrangements were made at least six-nine months before the scheduled visits and even small adjustments to the itinerary proved troublesome. Further, all visits were treated as “unofficial presentations.” The mission of the Karlsruhe was twofold: first to extend or renew relations with other nations, and second to foster notions of Heimat and the Germandom (Deutschtum) abroad. The dissertation is divided in two large parts; the individual training cruises with all the arrangements, the selection of the individual nations and ports, and explores the level of decision making amongst the various agencies, departments, and organizations involved. For the Weimar Republic, the ship represented modernity and a break with the past, and embodied at one and the same time, traditional German culture and the idea of progress. Since the cruiser continued its training abroad after 1933, a comparison between the “two Germanies” makes sense.
