Use of the Beck Depression Inventory in Northern Brazil

Description: The Beck Depression Inventory (BDI) is a popular screening and research instrument for measuring severity of depression. The instrument was translated to Portuguese for use in Brazil in 1979; however, it was not until recently that its psychometric properties have been tested empirically for the Brazilian population. The purpose of the present study was to explore the BDI's psychometric properties in a northern region of Brazil and to test for possible relationships between certain demographic variables and BDI outcomes. Samples used in this study were from an urban area in Roraima, the northernmost state of Brazil. The BDI showed adequate levels of internal consistency in nonclinical and clinical samples. Female respondents had significantly higher scores than male respondents. Those who had lower levels of education, income, or occupational status had significantly higher scores than those with higher levels of these variables. Adolescents had significantly higher scores than adults from all age groups except those from age 19 to 22. No significant difference was found between those who identified themselves as “indigenous” and those who identified themselves as “non-indigenous.” Regression analysis results showed that the combination of gender, education, and age best accounted for the variance in BDI scores. An ANCOVA revealed that clinically depressed adults had significantly higher BDI scores than nonclinically depressed adults. Factor analysis results showed that there were two main factors in the item structure for both female respondents and male and female respondents combined: one factor of mainly cognitive-affective items and the other factor of mainly somatic items. The results were discussed in terms of the future use of the BDI in Brazil.

Effective Size Analysis of the Diametral Compression (Brazil) Test Specimen

Description: This study considers the finite element analysis (FEA) simulation and Weibull effective size analysis for the diametral compression (DC) or Brazil specimen loaded with three different push-rod geometries. Those geometries are a flat push-rod, a push-rod whose radius of curvature is larger than that for the DC specimen, and a push-rod whose radius of curvature matches that of the DC specimen. Such established effective size analysis recognizes that the tensile strength of structural ceramics is typically one to two orders of magnitude less than its compressive strength. Therefore, because fracture is much more apt to result from a tensile stress than a compressive one, this traditional analysis only considers the first principal tensile stress field in the mechanically loaded ceramic component for the effective size analysis. The effective areas and effective volumes were computed as function of Weibull modulus using the CARES/Life code. Particular attention was devoted to the effect of mesh sensitivity and localized stress concentration. The effect of specimen width on the stress state was also investigated. The effects of push-rod geometry, the use of steel versus WC push-rods, and considering a frictionless versus no-slip interface between push-rod and specimen on the maximum stresses, where those stresses are located, and the effective area and effective volume results are described. Of the three push-rod geometries, it is concluded that the push-rod (made from WC rather than steel) whose radius of curvature matches that of the DC specimen is the most apt to cause fracture initiation within the specimen's bulk rather than at the loading interface. Therefore, its geometry is the most likely to produce a valid diametral compression strength test. PREMIUM ENERGY FOR LACTEC INSTITUTE FOR TECHNOLOGY DEVELOPMENT LACTEC R&D DPT. CURITIBA, STATE OF PARANA. BRAZIL

Description: On April 2002 a 200KW Phosphoric Acid Fuel Cell (PAFC) Power Plant. was installed at LACTEC Institute For Technology Development, Research and Development facilities. The power plant installed at LACTEC site is the second of its kind in the Southern Hemisphere. Its presence, not only contributed to the creation of a Fuel Cell Stationary Power market for Brazil and the rest of the region, but increased the knowledge about fuel cell technology, and marked the point of entry as a reference for the education of a new generation of applied scientists. On its first year the power plant has operated 8,558 hours achieving an availability factor of 97% and supplying 730.50MWh of premium energy. As a second regional experience with fuel cell technology, we expect this report about LACTEC PACFC power plant performance, applications and cost-benefit evaluation will provide relevant information for future regional investments on this technology.

The Effects of Priming, Culture, and Context on Perception of Facial Emotion, Self-representation and Thought: Brazil and the United States

Description: Individualist and collectivist cultural approaches describe the relationship between an individual and his or her social surroundings. the current study had a two-fold purpose. the first was to investigate whether Brazilians, like other collective peoples, displayed more group self-representations, categorized items more relationally and paid more attention to context than Americans. the second purpose of this study was to investigate if counter-cultural primes played a role in activating either collective or individual selves. Both American (n = 100) and Brazilian (n = 101) participants were assigned either to a no-prime condition or a counter-cultural prime condition and then were asked to rate emotion cartoons, categorize items, complete the Twenty Statement Test (TST), and choose a representative object. As expected, unprimed Brazilian participants displayed more collectivist patterns on emotional (F[1,196] = 10.1, p = .001, ?²= .049; F[1,196] = 7.9, p = .006, ?²= .038; F[1,196] = 9.0, p = .005, ?²= .044) and cognitive (F[1, 196] = 6.0, p < .01, ?² = .03) tasks than Americans. However, Brazilians offered more individualist self-representations (F[1, 195] = 24.0, p < .001, ?² = .11) than American participants. Priming only had a marginal effect on item categorization (F[1,194] = 3.9, p = .051, ?² = .02). Understanding such cultural differences is necessary in the development of clinicians’ multicultural competence. Therefore, these findings, along with the strengths and limitations of this study and suggestions for future research, are discussed.

Sustainable Rural Energy Development in Brazil

Description: Under the Luz Para Todos ('Lights for All') Program, the Government of Brazil (GOB) seeks to provide basic electricity services to all its citizens by 2008. An estimated 2.5 million rural households (over 12 million Brazilians) currently lack electric service, with approximately 80% of them located in rural areas. Since many of these households are too geographically isolated to be connected to the national grid, they will receive distributed energy systems, and the government hopes to maximize the use of local renewable resources to service them. The National Renewable Energy Laboratory (NREL) is working with the GOB and a variety of local partners to identify and implement sustainable off-grid solutions to meet Brazil's rural energy needs. Focused in the Amazon region, these collaborative activities are, on one hand, using field-based activities to build local technical capacity and design replicable models for rural energy development, while on the other hand helping to develop the institutional structures that will be necessary to sustain distributed renewable energy development on a large-scale in Brazil.

Economic and Non-proliferation Policy Considerations of Uranium Enrichment in Brazil and Argentina

Description: The nuclear development programs of both Argentina and Brazil have, since the 1970s, been premised on the desire for self-sufficiency and assurance of nuclear fuel supply. While military rivalry and mutual distrust led to nuclear weapons related development programs in the 1970s and 1980s, both countries have since terminated these programs. Furthermore, the governments of both countries have pledged their commitment to exclusively non-explosive use of nuclear energy and have signed the Non Proliferation Treaty (NPT). Utilizing rights provided for under the NPT, both Argentina and Brazil have nuclear fuel production facilities, with the notable exception of enrichment plants, that provide much of the current indigenous fuel requirements for their nuclear power plants. However, both countries are actively developing enrichment capability to fill this gap. The purpose of this report is to assess the economic basis and non-proliferation policy considerations for indigenous enrichment capability within the context of their desired self-sufficiency and to evaluate possible United States Government policy options.

Exercises Abroad: How Differing National Experiences are Reflected in Emergency Response Planning and Exercises

Description: Recently a member of the U.S. Department of Energy’s (DOE) Consequence Management Response Team took part in outreaches and an exercise in different foreign countries. In Brazil and South Korea, the outreaches revolved around a nuclear power plant exercise. In Canada, participation was limited to a table top Consequence Management exercise. This talk will briefly discuss each event and resulting pertinent observations. In each case, it became evident that governments respond to disasters very differently, and that these differences are not only culturally based, but also influenced by each government’s respective experience in dealing with natural disasters.

Spatial and temporal patterns of biotic exchanges of CO{sub 2} between the atmosphere and tropical landscapes and their role in the global carbon cycle. Final report

Description: Land cover change is one of the most important components of global change. It might be argued that over the next 20 to 50 years the global effects on ecosystems and human habitability from land cover conversion will be much larger than any estimated to arise from climate change. Only a few datasets exist, and these suffer from a number of technical and interpretive problems. There are three areas of uncertainty which need much better documentation and analysis: (1) the state (ie information on biomass, net primary production, etc.) and distribution on existing land cover, (2) the rate and distribution of land cover conversion, both historically and currently, and (3) the underlying driving forces which determine the rate and extent of land cover conversion. Some combination of historical reconstruction and remote sensing are needed to refine the first two areas. Future research can be developed around three general areas: (a) acquisition and analysis of new data on existing and pre-disturbance land cover, using a combination of satellite data, historical reconstructions, and maps, (b) acquisition and analysis of mapped data on the distribution of primary agents of land cover change, such as deforestation or agricultural expansion using satellite data for the contemporary period (since 1978), and tabular census data for historical periods, (c) development of models, both explanatory and numerical, which are abased on simple extrapolation for short term analyses and socio-economic factors for long term analyses.

Projected refined product balances in key Latin American countries: A preliminary examination

Description: Over the years, the East-West Center (EWC) has developed considerable expertise in refinery modeling, especially in the area of forecasting product balances for countries, given planned capacity changes, changes in product demand, changes in crude slates, and changes in product specifications. This expertise has been applied on an ongoing basis to the major refiners in the Middle East and the Asia-Pacific region, along with the US West Coast as region in its own right. Refinery modeling in these three areas has been ongoing for nearly 15 years at the Center, and the tools and information sources are now well developed. To date, the EWC has not applied these tools to Latin America. Although research on Latin America has been an ongoing area of concern at the Center in recent years, the information gathered to date is still not of the level of detail nor quality available for other areas. The modeling efforts undertaken in this report are of a ``baseline`` nature, designed to outline the major issues, attempt a first cut at emerging product balances, and, above all, to elicit commentary from those directly involved in the oil industry in the key countries modeled. Our experience in other regions has shown that it takes a few years dialogue with refiners and government planner in individual countries to develop a reliable database, as well as the insights into operational constraints and practices that make accurate modeling possible. This report is no more than a first step down the road.

Advanced manufacturing: Technology diffusion

Description: In this paper we examine how manufacturing technology diffuses rom the developers of technology across national borders to those who do not have the capability or resources to develop advanced technology on their own. None of the wide variety of technology diffusion mechanisms discussed in this paper are new, yet the opportunities to apply these mechanisms are growing. A dramatic increase in technology diffusion occurred over the last decade. The two major trends which probably drive this increase are a worldwide inclination towards ``freer`` markets and diminishing isolation. Technology is most rapidly diffusing from the US In fact, the US is supplying technology for the rest of the world. The value of the technology supplied by the US more than doubled from 1985 to 1992 (see the Introduction for details). History shows us that technology diffusion is inevitable. It is the rates at which technologies diffuse to other countries which can vary considerably. Manufacturers in these countries are increasingly able to absorb technology. Their manufacturing efficiency is expected to progress as technology becomes increasingly available and utilized.

THE IMPACT OF THE GLOBAL NUCLEAR SAFETY REGIME IN BRAZIL

Description: A turning point of the world nuclear industry with respect to safety occurred due to the accident at Chernobyl, in 1986. A side from the tragic personal losses and the enormous financial damage, the Chernobyl accident has literally demonstrated that ''a nuclear accident anywhere is an accident everywhere''. The impact was felt immediately by the nuclear industry, with plant cancellations (e.g. Austria), elimination of national programs (e.g. Italy) and general construction delays. However, the reaction of the nuclear industry was equally immediate, which led to the proposal and establishment of a Global Nuclear Safety Regime. This regime is composed of biding international safety conventions, globally accepted safety standard, and a voluntary peer review system. In a previous work, the author has presented in detail the components of this Regime, and briefly discussed its impact in the Brazilian nuclear power organizations, including the Regulatory Body. This work, on the opposite, briefly reviews the Global Nuclear Safety Regime, and concentrates in detail in the discussion of its impact in Brazil, showing how it has produced some changes, and where the peer pressure regime has failed to produce real results.

POTENTIAL AND FUTURE TRENDS ON INDUSTRIAL RADIATION PROCESSING TECHNOLOGY APPLICATION IN EMERGING COUNTRY - BRAZIL

Description: Brazil started the use of radiation technology in the seventies on crosslinking polyethylene for insulation of wire and electronic cables and sterilization of medical care devices. The present status of industrial applications of radiation shows that the use of this technology is increasing according to the economical development and the necessity to become the products manufactured in the local industries competitive in quality and price for internal and external market. The on going development activities in this area are concentrated on polymers processing (materials modification), foodstuff treatment and environmental protection. The development, the promotion and the technical support to consolidate this technology to the local industries is the main attribution of Institute for Energetic and Nuclear Research-IPEN, a governmental Institution.
