Wildfire Damages to Homes and Resources: Understanding Causes and Reducing Losses

Description: This report focuses on options for protecting structures and for protecting wildlands and natural resources from wildfires. It begins with a brief overview of the nature of wildfires, followed by a discussion of protecting structures. Then, it discusses wildfire damages to wildlands and natural resources, fuel treatment options and their benefits and limitations, and public involvement in federal decisions.

Wildfire Fuels and Fuel Reduction

Description: This report examines wildfire biomass fuels. It discusses fuel characteristics and their relation to wildfire intensity and spread, and includes a description of actions proposed to reduce biomass fuel levels, their effectiveness for protecting property and resources from wildfires, and their impacts on other resource values. It concludes with an examination of the federal authorities for fuel reduction activities on federal and non-federal lands, together with data on the funding provided under each of these authorities.

Wildfire Management: Federal Funding and Related Statistics

Description: This report provides wildfire management statistics (e.g., number of wildfires, acres burned, select state wildfire activity, firefighter personnel), presents wildfire management (WFM) appropriations from fiscal years 2008 to the present, and discusses two related issues--wildfire suppression funding estimation and air tanker readiness.

Forest Fire/Wildfire Protection

Description: This report provides historical background on wildfires, and describes concerns about the wildland-urban interface and about forest and rangeland health. The report discusses fuel management, fire control, and fire effects. The report then examines federal, state, and landowner roles and responsibilities in protecting lands and resources from wildfires, and concludes by discussing current issues for federal wildfire management.

Is Biopower Carbon Neutral?

Description: This report assesses the variables involved in determining whether or not biopower (i.e., electricity generated from biomass) is a carbon-neutral alternative to fossil fuels as a way to help meet meet U.S. energy demands and reduce U.S. greenhouse gas (GHG) emissions. It includes information about the biomass carbon cycle, GHG accounting for biopower production, recent developments affecting the assessment, and overview of whether or not it can be considered carbon neutral, and legislative implications.

Biomass Feedstocks for Biopower: Background and Selected Issues

Description: The production of bioenergy - renewable energy derived from biomass - could potentially increase national energy security, reduce greenhouse gas emissions, and contribute to rural economic growth. This report provides analyses of commonly discussed biomass feedstocks and their relative potential for power generation. Additional biopower issues - feedstock accessibility, the biomass power plant carbon-neutrality debate, and unintended consequences of legislative activities to promote bioenergy - are also discussed.

Meeting the Renewable Fuel Standard (RFS) Mandate for Cellulosic Biofuels: Questions and Answers

Description: The Renewable Fuel Standard (RFS) was expanded under the Energy Independence and Security Act of 2007 (EISA; P.L. 110-140) in an effort to reduce dependence on foreign oil, promote biofuel use, and stabilize transportation fuel prices, among other goals. Over a 15-year period, the RFS seeks to establish a market for biofuels in the transportation sector by requiring that increasing amounts of biofuels-36 billion gallons by 2022-be blended into transportation fuel. The mandate is to be accomplished with an assortment of advanced biofuels, including cellulosic biofuels-fuels produced from cellulosic materials including grasses, trees, and agricultural and municipal wastes-which will ramp up over time to comprise some 44% of the RFS in 2022.
