International nuclear waste management fact book

Description: The International Nuclear Waste Management Fact Book has been compiled to provide current data on fuel cycle and waste management facilities, R and D programs, and key personnel in 24 countries, including the US; four multinational agencies; and 20 nuclear societies. This document, which is in its second year of publication supersedes the previously issued International Nuclear Fuel Cycle Fact Book (PNL-3594), which appeared annually for 12 years. The content has been updated to reflect current information. The Fact Book is organized as follows: National summaries--a section for each country that summarizes nuclear policy, describes organizational relationships, and provides addresses and names of key personnel and information on facilities. International agencies--a section for each of the international agencies that has significant fuel cycle involvement and a list of nuclear societies. Glossary--a list of abbreviations/acronyms of organizations, facilities, and technical and other terms. The national summaries, in addition to the data described above, feature a small map for each country and some general information that is presented from the perspective of the Fact Book user in the US.

Activities with Argentina. Spring 1999. A U.S. Department of Energy Cooperative Program with the National Atomic Energy Commission of the Argentine Republic

Description: In 1989, the US Department of Energy (DOE) responded to the need to redirect resources from weapons production to environmental restoration and waste management by establishing the Office of Environmental Management (EM) and delegated to this office the responsibility of cleaning up the US nuclear weapons complex. Now in its eight year, EM`s mission has three central facets: (1) to assess, remediate, and monitor contaminated sites and facilities; (2) to store, treat, and dispose of waste from past and current operations; and (3) to develop and implement innovative technologies for environmental cleanup. To this end, EM has established domestic and international cooperative technology development programs, including one with the Republic of Argentina. Cooperating with Argentine scientific institutes and industries meets US cleanup objectives by: (1) identifying and accessing Argentine EM-related technologies, thereby leveraging investments and providing cost-savings; (2) improving access to technical information, scientific expertise, and technologies applicable to EM needs; and (3) fostering the development of innovative environmental technologies by increasing US private sector opportunities in Argentina in EM-related areas.

Criteria and techniques for field characterization and modelingrelated to selecting and evaluating performance of LILW disposalsites

Description: Argentina is faced with the challenging problem ofdeveloping technology for near-surface disposal and isolation of low- andintermediate-level radioactive waste (LILW). The preferred option fordisposal of LILW (including both relatively short-lived and long-livedradionuclides) is to use disposal facilities that arenear-surface--either above or below ground level [IAEA, 1985; 2001a;2004]. How individual components of a waste disposal system perform(including waste forms, waste containers, engineered barriers and hostenvironment) will determine system safety and the safety of thesurrounding environment [IAEA, 1999]. The lack of appropriate engineeringfor the backfill, and for the selection of sealing and covering materialsfor trenches, vaults, and ditches, could result in the escape ofradionuclides from the disposed wastes [IAEA, 1994a; 2001b]. Therefore,assessment and design of backfill, barriers, and cover materials are veryimportant, both for preventing invasion of water into the disposalsystem, and for retarding radionuclides that could potentially migratefrom the system into the atmosphere or groundwater [IAEA, 1982; 1994b;2001a].

Opera and Society in Early-Twentieth-Century Argentina: Felipe Boero's El matrero

Description: Premiering at the twilight of the gauchesco era and the dawn of Argentine musical Modernism, El matrero (1929) by Felipe Boero (1884-1958) remains underexplored in terms of its social milieu and artistic heritage. Instantly hailed as a masterpiece, the work retains a place in the local repertory, though it has never been performed internationally. The opera draws on myths of the gaucho and takes further inspiration from the energized intellectual environment surrounding the one-hundred-year anniversary of Argentine Independence. The most influential writers of the Centenary were Leopoldo Lugones (1874-1938), Ricardo Rojas (1882-1957), and Manuel Gálvez (1882-1962). Their times were marked by contradictions: xenophobia and the desire for foreign approbation; pride in an imaginary, "barbaric" yet noble ideal wiped out by the "civilizing" ambitions of revered nineteenth-century leaders. Krausism, a system of ideas following the teachings of Karl Friedrich Krause (1781-1832), had an impact on the period as exhibited in the political philosophy of Hipólito Yrigoyen (1852-1933), who served as president from 1916 to 1922 and 1928 to 1930 when he was deposed by a right-wing coup d'état. Uncritical applications of traditional understandings of nationalism have had a negative impact on Latin American music scholarship. A distillation of scholarly conceptions of Argentine nacionalismo, which address the meaning of the word as it was used in the early twentieth century, combined with an examination of major works of important literary figures of the Centenary provide a firmer ground for discussion. Gálvez paints a conservative portrait of a refined, well-traveled dilettante who finds true enlightenment only in his own rural, Argentine culture. A liberal, Rojas understands nationalism as devotion to the development of national institutions and local art. Lugones argues the foundation of national art should be the gaucho, and articulates the hierarchical sociabilities it should articulate. Boero adopts elements of Krausism and ...

Biofuel Feedstock Assessment For Selected Countries

Description: Findings from biofuel feedstock production assessments and projections of future supply are presented and discussed. The report aims to improve capabilities to assess the degree to which imported biofuel could contribute to meeting future U.S. targets to reduce dependence on imported oil. The study scope was focused to meet time and resource requirements. A screening process identified Argentina, Brazil, Canada, China, Colombia, India, Mexico, and the Caribbean Basin Initiative (CBI) region for initial analysis, given their likely role in future feedstock supply relevant to U.S. markets. Supply curves for selected feedstocks in these countries are projected for 2012, 2017 and 2027. The supply functions, along with calculations to reflect estimated supplies available for export and/or biofuel production, were provided to DOE for use in a broader energy market allocation study. Potential cellulosic supplies from crop and forestry residues and perennials were also estimated for 2017 and 2027. The analysis identified capacity to potentially double or triple feedstock production by 2017 in some cases. A majority of supply growth is derived from increasing the area cultivated (especially sugarcane in Brazil). This is supplemented by improving yields and farming practices. Most future supplies of corn and wheat are projected to be allocated to food and feed. Larger shares of future supplies of sugarcane, soybean and palm oil production will be available for export or biofuel. National policies are catalyzing investments in biofuel industries to meet targets for fuel blending that generally fall in the 5-10% range. Social and environmental concerns associated with rapid expansion of feedstock production are considered. If the 2017 projected feedstock supply calculated as 'available' for export or biofuel were converted to fuel, it would represent the equivalent of about 38 billion gallons of gasoline. Impact of Degraded RA-3 Fuel Condition on Transportation to and Storage in SRS Basins

Description: Aluminum-clad, aluminum-based spent nuclear fuel from the RA-3 Research and Test Reactor at the CNEA Ezeiza Atomic Center near Buenos Aires, Argentina, presently in wet storage at the Central Storage Facility, contains extensive corrosion and mechanical damage. Plans are being developed to return the fuel to the Savannah River Site in Fall 2000. The condition of the fuel and its impact on shipping, handling, and Basin storage when the fuel is returned to SRS, is discussed in this report.

Ion Exchange Modeling of Crystalline Silicotitanate (IONSIV(R) IE-911) Column for Cesium Removal from Argentine Waste

Description: The U.S. Department of Energy (DOE) and the Nuclear Energy Commission of Argentina (CNEA) have a collaborative project to separate cesium/strontium from waste resulting from the production of Mo-99. The Pacific Northwest National Laboratory (PNNL) is assisting DOE on this joint project by providing technical guidance to CNEA scientists. As part of the collaboration, PNNL staff works with staff at the Savannah River Technology Center (SRTC) to run the VERSE-LC model for removal of cesium from the Mo-99 waste using the crystalline silicotitanate (CST) material (IONSIV(R) IE-911, UOP LLC, DesPlaines, IL) based on technical data provided by CNEA. This report discusses the VERSE-LC ion-exchange-column model and the predicted results of CNEA test cases.

Basis for a Waste Management Public Communication Policy: Actual Situation Analysis and Implementation of Corrective Actions

Description: Argentina will require new sites for the location of radioactive waste final disposal systems. It is currently mandatory to have social and political consensus to obtain the corresponding agreements. The experience obtained with the cancellation of the project ''Feasibility Study and Engineering Project--Repository for High Level Radioactive Waste'', reinforces even more the necessity to count with the acceptance of the public to carry out projects of this kind. The first phase of the former was developed in the 80's: geological, geophysical and hydrogeological studies were performed in a compact granitic rock located in Sierra del Medio, Chubut province. This project had to be called off in the early 90's due to strong social rejection. This decision was closely related to the poor attention given to social communication issues. The governmental decision-makers in charge underwent a lot of pressure from social groups claiming for the cancellation of the project due to the lack of information and the fear it triggered. Thus, the lesson learnt: ''social communication activities must be carefully undertaken in order to achieve the appropriate management of the radioactive waste produced in our country.'' The same as in other countries, the specific National Law demands the formulation of a Strategic Plan which will not only include the research into radioactive waste, but the design of a Social Communication Programme as well. The latter will be in charge of informing the population clearly and objectively about the latest scientific and technological advances in the issue. A tentative perception-attitude pattern of the Argentine society about the overall nuclear issue is outlined in this paper. Strengthening regional safeguards

Description: Nuclear cooperation between Argentina and Brazil has been growing since the early 1980`s and as it grew, so did cooperation with the US Department of Energy (DOE). The Brazilian-Argentine Agency for Accounting and Control of Nuclear Materials (ABACC) was formed in December 1991 to operate the Common System of Accounting and Control of Nuclear Materials (SCCC). In April 1994, ABACC and the DOE signed an Agreement of Cooperation in nuclear material safeguards. This cooperation has included training safeguards inspectors, exchanging nuclear material measurement and containment and surveillance technology, characterizing reference materials, and studying enrichment plant safeguards. The goal of the collaboration is to exchange technology, evaluate new technology in Latin American nuclear facilities, and strengthen regional safeguards. This paper describes the history of the cooperation, its recent activities, and future projects. The cooperation is strongly supported by all three governments: the Republics of Argentina and Brazil and the United States.

International remote monitoring project Argentina Nuclear Power Station Spent Fuel Transfer Remote Monitoring System

Description: The Autoridad Regulataria Nuclear (ARN) and the United States Department of Energy (DOE) are cooperating on the development of a Remote Monitoring System for nuclear nonproliferation efforts. A Remote Monitoring System for spent fuel transfer will be installed at the Argentina Nuclear Power Station in Embalse, Argentina. The system has been designed by Sandia National Laboratories (SNL), with Los Alamos National Laboratory (LANL) and Oak Ridge National Laboratory (ORNL) providing gamma and neutron sensors. This project will test and evaluate the fundamental design and implementation of the Remote Monitoring System in its application to regional and international safeguards efficiency. This paper provides a description of the monitoring system and its functions. The Remote Monitoring System consists of gamma and neutron radiation sensors, RF systems, and video systems integrated into a coherent functioning whole. All sensor data communicate over an Echelon LonWorks Network to a single data logger. The Neumann DCM 14 video module is integrated into the Remote Monitoring System. All sensor and image data are stored on a Data Acquisition System (DAS) and archived and reviewed on a Data and Image Review Station (DIRS). Conventional phone lines are used as the telecommunications link to transmit on-site collected data and images to remote locations. The data and images are authenticated before transmission. Data review stations will be installed at ARN in Buenos Aires, Argentina, ABACC in Rio De Janeiro, IAEA Headquarters in Vienna, and Sandia National Laboratories in Albuquerque, New Mexico. 2 refs., 2 figs.

Projected refined product balances in key Latin American countries: A preliminary examination

Description: Over the years, the East-West Center (EWC) has developed considerable expertise in refinery modeling, especially in the area of forecasting product balances for countries, given planned capacity changes, changes in product demand, changes in crude slates, and changes in product specifications. This expertise has been applied on an ongoing basis to the major refiners in the Middle East and the Asia-Pacific region, along with the US West Coast as region in its own right. Refinery modeling in these three areas has been ongoing for nearly 15 years at the Center, and the tools and information sources are now well developed. To date, the EWC has not applied these tools to Latin America. Although research on Latin America has been an ongoing area of concern at the Center in recent years, the information gathered to date is still not of the level of detail nor quality available for other areas. The modeling efforts undertaken in this report are of a ``baseline`` nature, designed to outline the major issues, attempt a first cut at emerging product balances, and, above all, to elicit commentary from those directly involved in the oil industry in the key countries modeled. Our experience in other regions has shown that it takes a few years dialogue with refiners and government planner in individual countries to develop a reliable database, as well as the insights into operational constraints and practices that make accurate modeling possible. Electricity reform abroad and US investment

Description: This report reviews and analyzes the recent electricity reforms in Argentina, Australia, and the United Kingdom (UK) to illustrate how different models of privatization and reform have worked in practice. This report also analyzes the motivations of the U.S. companies who have invested in the electricity industries in these countries, which have become the largest targets of U.S. foreign investment in electricity. Two calculations of foreign investment are used. One is the foreign direct investment series produced by the U.S. Department of Commerce. The other is based on transactions in electric utilities of the three countries. The electricity reform and privatization experiences reviewed may offer some insight as to how the U.S. electricity industry might develop as a result of recent domestic reform efforts and deregulation at the state and national levels. 126 refs., 23 figs., 27 tabs.

Florida International University`s Hemispheric Center for Environmental Technology (FIU-HCET) serves as DOE-OST`s primary technology transfer agent. FIU-HCET acts as the coordinating and managing body for the Department of Energy (DOE)-Argentina National Atomic Energy Commission (CNEA) Arrangement. Activities include implementing standard operating procedures, tracking various technical projects, hosting visiting scientists, advising DOE of potential joint projects based on previous studies, and demonstrating/transferring desired technology. HCET hosts and directs the annual Joint Coordinating Committee for Radioactive and Mixed Waste Management meeting between the DOE and CNEA representatives. Additionally, HCET is evaluating the possibility of establishing similar arrangements with other Latin American countries.

Current trends in Latin America and the Argentine perspective

Description: The authors discusses the changes that are taking place in Argentina as well as in all of Latin America today -- privatization, deregulation, and the modernization of the economy, changes which will serve to strengthen the governments and provide a better quality of life for all of them. He gives an insight into the factors which helped bring about these changes, the support they are receiving, the problems which persist, and the measures that still must be taken so that these positive changes remain in place. He offers some useful information that will perhaps contribute to their understanding of the vast area which he refers to as Latin America, and more specifically, gives a thumbnail sketch of what is happening today in the Republic of Argentina. For many years now, Latin American leaders have travelled to other parts of the world and spoken about the plans and expectations for the region`s future. When these well-intentioned projects and plans never materialized, partners and supporters in the United States and other countries were frustrated and disappointed by the failure to make things work. The author`s intention here today is to describe things as they are, not as they might be, to tell about what is already happening in the sphere of business and growth of the economies in Latin America.

Nuclear rapprochement in Argentina and Brazil: Workshop summary

Description: On October 21 and 22, 1998, the Center for International Security Affairs at Los Alamos National Laboratory and the Center for Global Security and Cooperation at Science Applications International Corporation hosted the first of a series of work-shops on states that have chosen to roll back their pursuit of nuclear arms. The objective of the workshop series is to conduct a systematic evaluation of the roles played by U.S. nonproliferation policy in cases of nuclear rollback or restraint and to provide recommendations for future nonproliferation efforts based on lessons learned. Key attendees at the workshop included officials and former officials from the foreign ministries of Argentina and Brazil, and current and former officials from the U.S. Department of State, the Arms Control and Disarmament Agency (ACDA), and the Department of Energy (DOE). Scholars and independent researchers who have examined nuclear policy in Argentina and Brazil also participated. This workshop report includes important background information that helps set the stage for assessing nuclear policies in Argentina and Brazil. It describes national perspectives and areas of consensus and debate among the participants, particularly on the questions of lessons learned and their salience to proliferation challenges in other states. It also summarizes key questions and propositions regarding the roles played in these cases by U.S. nonproliferation policy.

Update on Monitoring Technologies for International Safeguards and Fissile Material Verification

Description: Monitoring technologies are playing an increasingly important part in international safeguards and fissile material verification. The developments reduce the time an inspector must spend at a site while assuring continuity of knowledge. Monitoring technologies' continued development has produced new seal systems and integrated video surveillance advances under consideration for Trilateral Initiative use. This paper will present recent developments for monitoring systems at Embalse, Argentina, VNHEF, Sarov, Russian, and Savannah River Site, Aiken, South Carolina.

Proposal to reduce greenhouse gas emissions via landfill gas management in Greater Buenos Aires, Argentina. Final report

Description: The purpose of this project was to evaluate the feasibility of reducing the emission of greenhouse gases by collection, flaring, and possibly beneficially using the gas from landfills in Greater Buenos Aires, Argentina (GBA). Another purpose was to prepare a proposal to the US Initiative on Joint Implementation (USIJI) for a project to collect and possibly use the landfill gas (LFG). The project was carried out from September 30, 1997 through September 30, 1998. Collection and flaring of gas is feasible provided private firms have sufficient incentive to obtain greenhouse gas emission reduction benefits. The value of those benefits that would be required to motivate funding of an LFG management project was not explicitly determined. However, one independent power producer has expressed an interest in funding the first phase of the proposed project and paid for a detailed feasibility study which was conducted in August and September of 1998. As a result of this project, a proposal was submitted to the USIJI Evaluation Panel in June, 1998. In August, 1998, an office was established for reviewing and approving joint implementation proposals. The proposal is currently under review by that office.

International Remote Monitoring Project Embalse Nuclear Power Station, Argentina Embalse Remote Monitoring System

Description: The Autoridad Regulatoria Nuclear of Argentina (ARN), the International Atomic Energy Agency (IAEA), ABACC, the US Department of Energy, and the US Support Program POTAS, cooperated in the development of a Remote Monitoring System for nuclear nonproliferation efforts. This system was installed at the Embalse Nuclear Power Station last year to evaluate the feasibility of using radiation sensors in monitoring the transfer of spent fuel from the spent fuel pond to dry storage. The key element in this process is to maintain continuity of knowledge throughout the entire transfer process. This project evaluated the fundamental design and implementation of the Remote Monitoring System in its application to regional and international safeguard efficiency. New technology has been developed to enhance the design of the system to include storage capability on board sensor platforms. This evaluation has led to design enhancements that will assure that no data loss will occur during loss of RF transmission of the sensors.
