Field Test Program to Develop Comprehensive Design, Operating and Cost Data for Mercury Control Systems on Non-Scrubbed Coal-Fired Boilers, Quarterly Technical Report: April-June 2002

Description: With the Nation's coal-burning utilities facing the possibility of tighter controls on mercury pollutants, the U.S. Department of Energy is funding projects that could offer power plant operators better ways to reduce these emissions at much lower costs. Mercury is known to have toxic effects on the nervous system of humans and wildlife. Although it exists only in trace amounts in coal, mercury is released when coal burns and can accumulate on land and in water. In water, bacteria transform the… more

The King Arrives: Chinese Government Inspections and Their Effects

Description: This dissertation studies a critical facet of Chinese politics, inspections by higher Chinese government to villages. Principally, it looks at how village economic development determines government inspection decisions and how inspections, once conducted, impact village politics. Specifically, I argue that villages perceived as destabilizing to the Chinese regime, villages with higher levels of economic inequality and villages located at the two extremes of economic development, should see more… more

Afghanistan: Current Issues and U.S. Policy

Description: The United States and its allies are helping Afghanistan emerging from more than 22 years of warfare, although substantial risk to Afghan stability remains. Before the U.S. military campaign against the orthodox Islamist Taliban movement began on October 7, 2001, Afghanistan had been mired in conflict since the Soviet invasion of Afghanistan in 1979. The defeat of the Taliban has enabled the United States and its coalition partners to send forces throughout Afghanistan to search for Taliban and… more

S833, S834, and S835 Airfoils: November 2001--November 2002

Description: A family of quiet, thick, natural-laminar-flow airfoils, the S833, S834, and S835, for 1 - 3-meter-diameter, variable-speed/variable-pitch, horizontal-axis wind turbines has been designed and analyzed theoretically. The two primary objectives of high maximum lift, relatively insensitive to roughness, and low profile drag have been achieved. The airfoils should exhibit docile stalls, which meet the design goal. The constraints on the pitching moment and the airfoils thicknesses have been satisfi… more
