Hat

Description: Hat of rust colored felt with folded back brim. Crown encircled in wide brown grosgrain ribbon tied slightly off center in front. Large brown feathers attached at knot on ribbon drape over the crown of the hat and have smaller brown and orange tone feathers and netting at base.

Dress

Description: Evening dress of orange/tangerine silk chiffon with cut velvet fish scale design in silvery white partly outlined with silver bugle beads. Sleeveless, with round scoop neck, and armholes cut to waist. Straight tubular shape with drop waist, with a swag of pleated self-fabric at left hip, trimmed with five rhinestone medallions. 1" fur trim at hem. Dress has been shortened and fur may have been added at that time. Probably originally 1918-20's style.

Bonnet

Description: Bonnet. High domed cylindrical crown is made of artificial material simulating straw or horsehair in a lose weave forming concentric rings. The crown has applied standing bands of the woven material and has applique of flowers and leaves in various colors of velvet. Tied around base of crown is a pink silk band. The wide oval brim is of the same material as the crown, set so that it is wider side-to-side and narrower from front-to-back. The outer edge of the underside of the brim has a lining of pleated blue silk(?) ribbon. The crown of the hat is lined in pink fabric. No labels.

Hat

Description: Hat of burnt orange/rust colored straw. The domed crown is of finely woven burnt orange/rust colored straw with secondary horizontal bands of slightly larger strands woven into the base material. At its base, the crown curves in, under, down and out, creating a "mushroom" effect, with the main part of the crown as the "cap", and a smaller section of "stalk" below. The oval brim is of the same woven straw, and set off-center to the crown, creating a much wider brim at sides and back, and a smaller brim in front. The edge of the brim is edged in coarl colored silk. The hat is unlined. There are no labels or tags in the hat.

A History of the Mississippi River Commission, 1879-1928: from Levees-Only to a Comprehensive Program of Flood Control for the Lower Mississippi Valley

Description: In 1879 Congress created the Mississippi River Commission (MRC) to develop and coordinate federal flood control policy for the Lower Mississippi River. Through 1927, that Commission clung stubbornly to a "levees-only" policy that was based on the mistaken belief that levees alone could be effective in controlling the flood waters of the Mississippi River. When the levees failed--and they occasionally did--the MRC responded by raising and strengthening the system but refused to adopt a more comprehensive program, one which would include outlets and reservoirs. Finally, a disastrous flood in 1927 forced the abandonment of levees-only and the adoption of a comprehensive plan for the Lower Mississippi River. Predictably, the MRC faced heavy criticism following the failure of its highly-touted levee system in 1927. While certainly the Commission was culpable, there was plenty of fault to go around and a plethora of mitigating circumstances. Developing a plan for achieving adequate flood control along the lower Mississippi River constituted what was probably the most difficult and complex engineering problem ever undertaken by the U. S. Government. Additionally, there were innumerable political and financial constraints that worked to shape MRC policy. This study will endeavor to tell the story of the MRC from its earliest origins through the landmark 1928 Flood Control Act, and, in the process, give evidence to the reality that the Commission did not function independently. As an organization, it relied upon outside forces for its membership, for its jurisdiction, and for the appropriations necessary to carry out its policies. Significantly, these forces were politically driven and did not always, or even often, share the MRC's priorities for the Lower Mississippi River.
