Description: This report tracks the status of ongoing legislative action and debate related to Federal Aviation Administration (FAA) reauthorization. It is organized into six major program areas: aviation system finance; airport financing; FAA management and organizational issues; system capacity and safety; environmental issues; and airline industry issues. In several cases, provisions that appear in various unrelated sections of proposed legislation have been rearranged in this report in an effort to group and discuss related items in an issue-driven or programmatic context. Recent Progress on the Standardized DOE Spent Nuclear Fuel Canister

Description: The Department of Energy (DOE) has developed a set of containers for the handling, interim storage, transportation, and disposal in the national repository of DOE spent nuclear fuel (SNF). This container design, referred to as the standardized DOE SNF canister or standardized canister, was developed by the Department's National Spent Nuclear Fuel Storage Program (NSNFP) working in conjunction with the Office of Civilian Radioactive Waste Management (OCRWM) and the DOE spent fuel sites. This canister had to have a standardized design yet be capable of accepting virtually all of the DOE SNF, be placed in a variety of storage and transportation systems, and still be acceptable to the repository. Since specific design details regarding the storage, transportation, and repository disposal of DOE SNF were not finalized, the NSNFP recognized the necessity to specify a complete DOE SNF canister design. This allowed other evaluations of canister performance and design to proceed as well as providing standardized canister users adequate information to proceed with their work. This paper is an update of a paper presented to the 1999 American Nuclear Society of Mechanical Engineers (ASME) Pressure Vessels and Piping (PVP) Conference. It discusses recent progress achieved in various areas to enhance acceptance of this canister not only by the DOE complex but also fabricators and regulatory agencies.

Bipartite graph partitioning and data clustering

Description: Many data types arising from data mining applications can be modeled as bipartite graphs, examples include terms and documents in a text corpus, customers and purchasing items in market basket analysis and reviewers and movies in a movie recommender system. In this paper, the authors propose a new data clustering method based on partitioning the underlying biopartite graph. The partition is constructed by minimizing a normalized sum of edge weights between unmatched pairs of vertices of the bipartite graph. They show that an approximate solution to the minimization problem can be obtained by computing a partial singular value decomposition (SVD) of the associated edge weight matrix of the bipartite graph. They point out the connection of their clustering algorithm to correspondence analysis used in multivariate analysis. They also briefly discuss the issue of assigning data objects to multiple clusters. In the experimental results, they apply their clustering algorithm to the problem of document clustering to illustrate its effectiveness and efficiency.

Observation of high energy atmospheric neutrinos with antarctic muon and neutrino detector array

Description: The Antarctic Muon and Neutrino Detector Array (AMANDA) began collecting data with ten strings in 1997. Results from the first year of operation are presented. Neutrinos coming through the Earth from the Northern Hemisphere are identified by secondary muons moving upward through the array. Cosmic rays in the atmosphere generate a background of downward moving muons, which are about 10{sup 6} times more abundant than the upward moving muons. Over 130 days of exposure, we observed a total of about 300 neutrino events. In the same period, a background of 1.05 x 10{sup 9} cosmic ray muon events was recorded. The observed neutrino flux is consistent with atmospheric neutrino predictions. Monte Carlo simulations indicate that 90 percent of these events lie in the energy range 66 GeV to 3.4 TeV. The observation of atmospheric neutrinos consistent with expectations establishes AMANDA-B10 as a working neutrino telescope.

Gallium Safety in the Laboratory

Description: A university laboratory experiment for the US Department of Energy magnetic fusion research program required a simulant for liquid lithium. The simulant choices were narrowed to liquid gallium and galinstan (Ga-In-Sn) alloy. Safety information on liquid gallium and galinstan were compiled, and the choice was made to use galinstan. A laboratory safety walkthrough was performed in the fall of 2002 to support the galinstan experiment. The experiment has been operating successfully since early 2002.

Web document clustering using hyperlink structures

Description: With the exponential growth of information on the World Wide Web there is great demand for developing efficient and effective methods for organizing and retrieving the information available. Document clustering plays an important role in information retrieval and taxonomy management for the World Wide Web and remains an interesting and challenging problem in the field of web computing. In this paper we consider document clustering methods exploring textual information hyperlink structure and co-citation relations. In particular we apply the normalized cut clustering method developed in computer vision to the task of hyperdocument clustering. We also explore some theoretical connections of the normalized-cut method to K-means method. We then experiment with normalized-cut method in the context of clustering query result sets for web search engines.

Time Evolution of Beam in the Recycler Ring

Description: We study the time evolution of the beam current in the Fermilab Recycler Ring due to abrupt physical processes (single coulomb scattering, nuclear scattering) that cause sudden loss of beam, and diffusive processes (multiple coulomb scattering, lattice dependence, etc.) which cause emittance growth. This emittance growth combined with finite aperture of the beam pipe will lead to eventual loss of most beam. We develop a fitting technique to the time evolution of beam current to estimate emittance growth. Finally we compare the directly measured growth with the fitted value.

Lifetime studies at the APS.

Description: The studies presented in this note are focused on the lifetime characterization with positrons for the symmetrical low {beta}{sub y} lattice. Before switching back to electrons, detailed lifetime studies were performed in order to gather data that could be compared to similar ones with electrons, the ultimate goal being to define a model that could be used to predict lifetimes. The report is divided into three parts: simulations to allow decoupling of the different contributions to the lifetime; review of the experimental conditions and related problems; and analysis of the data and discussion of the limitations.

Design of the extraction system and beamline of the superconducting ECR ion source VENUS

Description: A new, very high magnetic field superconducting ECR ion source, VENUS, is under construction at the LBNL 88-Inch Cyclotron [1,2]. The paper describes the VENUS extraction system and discusses the ion beam formation in the strong axial magnetic field (3 T) of the ECR ion source. Emittance values as expected from theory, which assumes a uniform plasma density across the plasma outlet hole, are compared with actual measurements from the AECR-U ion source. Results indicate that highly charged heavier ions are concentrated on the source axis. They are extracted from an ''effective'' plasma outlet hole, whose smaller radius must be included in ion optics simulations.

Understanding of Neutral Gas Transport in the Alcator C-Mod Tokamak Divertor

Description: A series of experiments on the effect of divertor baffling on the Alcator C-Mod tokamak provides stringent tests on models of neutral gas transport in and around the divertor region. One attractive feature of these experiments is that a trial description of the background plasma can be constructed from experimental measurements using a simple model, allowing the neutral gas transport to be studied with a stand-alone code. The neutral-ion and neutral-neutral elastic scattering processes recently added to the DEGAS 2 Monte Carlo neutral transport code permit the neutral gas flow rates between the divertor and main chamber to be simulated more realistically than before. Nonetheless, the simulated neutral pressures are too low and the deuterium Balmer-alpha emission profiles differ qualitatively from those measured, indicating an incomplete understanding of the physical processes involved in the experiment. Some potential explanations are examined and opportunities for future exploration a re highlighted. Improvements to atomic and surface physics data and models will play a role in the latter.

Imaging back scattered and near back scattered light in ignition scale plasmas

Description: Diagnostics have been developed and fielded at the Nova laser facility that image scattered light in the vicinity of the final laser focusing lens. The absolute calibration of optical components exposed to the target debris have been achieved by a combination of routine in situ calibration and maintenance. The scattering observed from plasmas relevant to ignition experiments indicates that light scattered just outside the lens can be larger than that collected by the lens, and is a significant factor in the energy balance when the f number is high.

The Tower Shielding Facility: Its glorious past

Description: The Tower Shielding Facility (TSF) is the only reactor facility in the US that was designed and built for radiation-shielding studies in which both the reactor source and shield samples could be raised into the air to allow measurements to be made without interference from ground scattering or other spurious effects. The TSF proved its usefulness as many different programs were successfully completed. It became active in work for the Defense Atomic Support Agency (DASA) Space Nuclear Auxiliary Power, Defense Nuclear Agency, Liquid Metal Fast Breeder Reactor Program, the Gas-Cooled and High-Temperature Gas-Cooled Reactor programs, and the Japanese-American Shielding Program of Experimental Research, just to mention a few of the more extensive ones. The history of the TSF as presented in this report describes the various experiments that were performed using the different reactors. The experiments are categorized as to the programs which they supported and placed in corresponding chapters. The experiments are described in modest detail, along with their purpose when appropriate. Discussion of the results is minimal, but references are given to more extensive topical reports.

Neutron source strength monitors for ITER

Description: There are several goals for the neutron source strength monitor system for the International Thermonuclear Experimental Reactor (ITER). Desired is a stable, reliable, time-dependent neutron detection system which exhibits a wide dynamic range and broad energy response to incident neutrons while being insensitive to gamma rays and having low noise characteristics in a harsh reactor environment. This system should be able to absolutely calibrated in-situ using various neutron sources. An array of proportional counters of varying sensitivities is proposed along with the most promising possible locations. One proposed location is in the pre-shields of the neutron camera collimators which would allow an integrated design of neutron systems with good detector access. As part of an ongoing conceptual design for this system, the detector-specific issues of dynamic range, performance monitoring, and sensitivity will be presented. The location options of the array will be discussed and most importantly, the calibration issues associated with a heavily shielded vessel will be presented.

Novel transport-vehicle design for moving optic modules in the National Ignition Facility

Description: The National Ignition Facility, currently under design and construction at Lawrence Livermore National Laboratory, will be the world`s largest laser when complete. The NIF will use about 8,000 large optics of 26 different types to focus up to 192 laser beams on a dime-size target. Given the constraints of the NIF operating environment, the tasks associated with optics transport and handling require a novel, versatile transport system. The system will consist of a computer system containing guidance, traffic management and order entry functions, and four or more automated laser-guided vehicles. This transport system will transport optics enclosures that are essentially portable clean rooms and will lift, align, and position them as needed to contact and engage mating points on the laser support structure.
