Description: This report is divided into two volumes. The first volume contains EIA`s findings and analyses on reformulated gasoline as it affects the petroleum industry. The data contained herein should assist members of the Congress, Federal, State and local governments, analysts, researchers, the media and academia to understand the RFG program and the current status of implementation. This second volume contains 10 appendices that include letter from Congressman Dingell, survey results, survey forms, and historical summary data. A glossary and a list of acronyms and abbreviations are printed in Volumes 1 and 2.

Systems and economic analysis of microalgae ponds for conversion of CO{sub 2} to biomass. 4th Quarterly technical progress report

Description: Microalgae cultivation in large open ponds is the only photosynthetic process likely to directly utilize power plant flue gas CO{sub 2} for production of biomass. The algal biomass can be converted into substitutes for fossil fuels, in particular liquid fuels such as biodiesel (vegetable oil methyl or ethyl esters), thus reducing atmospheric CO{sub 2} levels and the potential for global warming. This concept is being investigated, among others, at the National Renewable Energy Laboratory at Golden, Colorado, with support from PETC.

Understanding and managing health and environmental risks of CIS, CGS, and CdTe photovoltaic module production and use: A workshop

Description: Environmental, health and safety (EH&S) risks presented by CIS, CGS and CdTe photovoltaic module production, use and decommissioning have been reviewed and discussed by several authors. Several EH&S concerns exit. The estimated EH&S risks are based on extrapolations of toxicity, environmental mobility, and bioavailability data for other related inorganic compounds. Sparse data, however, are available for CIS, CGS or CdTe. In response to the increased interest in these materials, Brookhaven National Laboratory (BNL) has been engaged in a cooperative research program with the National Renewable Energy Laboratory (NREL), the Fraunhofer Institute for Solid State Technology (IFT), the Institute of Ecotoxicity of the GSF Forschungszentrum fair Umwelt und Gesundheit, and the National Institute of Environmental Health Sciences (NIEHS) to develop fundamental toxicological and environmental data for these three compounds. This workshop report describes the results of these studies and describes their potential implications with respect to the EH&S risks presented by CIS, CGS, and CdTe module production, use and decommissioning.

Interdisciplinary study of reservoir compartments. Annual technical report

Description: This DOE research project was established to document the integrated team approach for solving reservoir engineering problems. The goal will be to provide tools and approaches that can be used to detect reservoir compartments, reach a better reserve estimate, and improve profits early in the life of a field. Field selection consumed nearly the first four months of the project. The choice was the Hambert Field area which is the field area being studied. During the remainder of the year, a significant portion of the data was gathered and entered into a data base. Cores have been described, log analysis performed on over 100 wells, and regional mapping and correlation of sedimentary packages completed. Compressional (P) and shear (S) wave velocity data was measured on 8 core plugs at various conditions and lithologies. The analysis of the 3D seismic data has been started and supports the interpretation that the structural component will be a significant factor for reservoir compartmentalization in this reservoir. The experimental permeability work completed includes the pressure decay profile permeability measurements on the cores. Relationships of porosity and permeability with net confining stress were developed. Core relative permeability measurements were also completed during the year. Additional experimental measurements completed include Young`s Modulus, Shear Modulus, Poisson`s ratio, and the bulk compressibility as a function of the effective stress. Preliminary engineering analysis of the pressure build-up data from two wells supports the conclusion that sealing faults may act as barriers to flow.

Thermal decomposition of mercuric sulfide

Description: The rate of thermal decomposition of mercuric sulfide (HgS) has been measured at temperatures from 265 to 345 C. These data have been analyzed using a first-order chemical reaction model for the time dependence of the reaction and the Arrhenius equation for the temperature dependence of the rate constant. Using this information, the activation energy for the reaction was found to be 55 kcal/mol. Significant reaction vessel surface effects obscured the functional form of the time dependence of the initial portion of the reaction. The data and the resulting time-temperature reaction-rate model were used to predict the decomposition rate of HgS as a function of time and temperature in thermal treatment systems. Data from large-scale thermal treatment studies already completed were interpreted in terms of the results of this study. While the data from the large-scale thermal treatment studies were consistent with the data from this report, mass transport effects may have contributed to the residual amount of mercury which remained in the soil after most of the large-scale runs.

AFM studies of a new type of radiation defect on mica surfaces caused by highly charged ion impact

Description: Radiation induced defects on mica caused by the impact of slow very highly charged ions (SVHCI) have been investigated with an atomic force microscope (AFM). Freshly cleaved surfaces of different types of muscovite were irradiated with SVHCI extracted from the LLNL electron beam ion trap (EBIT) at velocities of ca. 2 keV/amu. Atomic force microscopy of the surface reveals the formation of blisterlike defects associated with single ion impact. The determined defect volume which appears to increase linearly with the incident charge state and exhibits a threshold incident charge state has been determined using the AFM. These results indicate that target atoms are subjected to mutual electrostatic repulsion due to ionization through potential electron emission upon approach of the ion. If the repulsion leads to permanent atomic displacement, surface defects are formed.

Distributed measurements of tracer response on packed bed flows using a fiberoptic probe array. Final report

Description: Scale-up of packed bed processes, particularly those involving chromatographic separations, is made difficult by a seemingly inevitable increase in dispersion due to packing nonuniformity. To provide a suitable characterization, the authors measured the spatial distribution of dispersion and mixing in packed beds of uniform impervious spherical glass particles by a tracer impulse technique. The key feature in this work is the use of a fiberoptic array at the exit plane to obtain a time-resolved spatially distributed response. All experiments were in the creeping flow regime. The authors used a fluorescent dye with laser excitation through the fiber terminations in the bed. The fluoresced radiation was collected through the same fibers. They analyzed the data by the use of indices of the extent of micromixing based on Danckwerts`s original degree of segregation and an additional index of structural uniformity. The computations involve a moment analysis of the individual and average probe responses. A simple model gives expressions for the indices in terms of the Peclet number and is shown to provide a useful limiting case. The computed indices are also shown to be very sensitive to adsorption of dye on the surface of the glass. However, for some of the experiments with the largest spheres using Pyrex glass, the effects of adsorption are indiscernible. This technique successfully separates the contribution of micromixed fluid to overall bed dispersion from the contribution due to the transverse variation of the flow residence time.

Small-scale cookoff bomb (SSCB) tests on solutions of DMSO/LX-10-1 and DMSO/PBX-9404

Description: The small-scale cookoff bomb test was developed by the Navy at China Lake as a method for evaluation of the violence of thermal decomposition of explosives and propellants. The UN {open_quotes}Recommendations on the Transport of Dangerous Goods - Tests and Criteria{close_quotes} (ST/SG/AC.10/11) have accepted the small-scale cookoff bomb test as a test for classification of a substance as an explosive (class 1 substance) for storage and shipment. The US Departments of Transportation and Defense have agreed to use the UN tests as US criteria for storage and shipment. The UN scheme is designed to assess the relative hazard of explosives so that an appropriate classification for transport can be made by the competent authority (DOT). Three thermal tests have been approved: the Koenen test, the internal ignition test and the small-scale cookoff bomb (SSCB) test. Lawrence Livermore National Laboratory has designed a dissolution work station for removal of the plastic bonded explosives (PBXs) LX-10-1 and PBX-9404 from two artillery fired atomic projectiles (AFAPs) using dimethyl sulfoxide (DMSO) as the solvent. The DOE Explosives Safety Manual allows up to 33% solutions of explosives to be handled as non-explosive in the laboratory and 25% solutions to be stored as non-explosives unless the explosive precipitates out. In order to ship solutions of LX-10-1 or PBX-9404 in DMSO on US highways for waste or recycling as non-explosives, these solutions must be approved for shipping by the DOT based on the results of UN test series 1. The compositions of LX-10-1 and PBX-9404 are given in Table 1. Radiological Impact of 1993 Operations at the Savannah River Site

Description: An offsite individual residing at the SRS boundary at the point of the maximum exposure (maximum individual) received a dose of 0.11 mrem from SRS atmospheric releases in 1993 (See Table 1 for a 5-yr history of doses). This dose was only 1.1% of the EPA public dose limit of 10 mrem/yr (DOE, 1990). Tritium oxide releases were responsible for 90% of the atmospheric dose. Ninety-nine percent of the atmospheric dose was accounted for with the inclusion of I-129, U-235, U-238, Pu-238 and Pu-239. The 50-mile population received a collective dose of 7.6 person-rem from 1993 atmospheric releases. Ninety-nine percent of this dose also resulted from the release of the same isotopes that dominated the maximum individual dose due to atmospheric releases. For both the individual and the population, atmospheric radiation dose was dominated by the inhalation and vegetation consumption pathways. The maximum dose received by an offsite individual as a result of SRS liquid releases in 1993 was 0.14 mrem (See Table 1 for a 5-yr history). This does was only 3.5% of the EPA limit for drinking water of 4 mrem/yr (DOE, 1990). This dose was dominated by Cs-137 accumulated in Savannah River fish and tritium in drinking water. More than 99% of the maximum individual dose from liquid releases resulted from tritium, Sr-90, Cs-137,and Pu-239. The population dose from liquid releases in 1993 was 1.5 person-rem. Again, tritium, Sr-90, Cs-137, and Pu-239 contributed more than 99% of this dose. The major exposure pathway to the population was drinking water. Radiation dose to the general public from operations at the Savannah River Site continued to be a very small fraction of the natural background dose. Magnetic thin films formed in a glow discharge. Final report

Description: Since this project is a continuation of a cooperative effort between UMR and General Motor Research Laboratories (GMR), it seemed fitting to provide some background information which was instrumental in the evolution of this program. A family of filled epoxies that can be cast-to-size into sheet metal stamping dies has been developed by GMR. Advantages of this material over commercial plastic tooling materials are a fast curing rate, high strength, and negligible volume shrinkage after curing. Superior Tooling And Molding Plastic (STAMP) tooling dies are considerably cheaper and faster to make than steel tooling dies; therefore, they are currently used for prototype applications throughout General Motors. With improvement of wear resistance, STAMP dies can be used for limited production applications involving 10,000 or 20,000 parts. GMR proposed to provide a thin (< 25 {micro}m) wear surface for the cast-to-size STAMP die to extend its wear performance. The objective of the University of Missouri-Rolla (UMR) research effort is to technically evaluate methodologies to coat STAMP material to appreciably improve wear resistance. This does not necessarily mean that various types of coatings will be developed and evaluated. Rather, the primary responsibility is to characterize the nature of the STAMP material and design engineered films which will lead to an optimized system. An example of this was the finding that a thin polymer layer existed on the surface of an as-cast STAMP die necessitating removal if satisfactory adherence and toughness were to be attained. The next important finding involved the influence of particle size on wear. The theme of the research approach was maintained throughout the course of the project, with improvements being made as the causes of failure were determined and appropriate corrections or improvements were made.

Field measurements of tracer gas transport by barometric pumping

Description: Vertical gas motions induced by barometric pressure variations can carry radioactive gases out of the rubblized region produced by an underground nuclear explosion, through overburden rock, into the atmosphere. To better quantify transit time and amount of transport, field experiments were conducted at two sites on Pahute Mesa, Kapelli and Tierra, where radioactive gases had been earlier detected in surface cracks. At each site, two tracer gases were injected into the rubblized chimney 300-400 m beneath the surface and their arrival was monitored by concentration measurements in gas samples extracted from shallow collection holes. The first ``active`` tracer was driven by a large quantity of injected air; the second ``passive`` tracer was introduced with minimal gas drive to observe the natural transport by barometric pumping. Kapelli was injected in the fall of 1990, followed by Tierra in the fall of 1991. Data was collected at both sites through the summer of 1993. At both sites, no surface arrival of tracer was observed during the active phase of the experiment despite the injection of several million cubic feet of air, suggesting that cavity pressurization is likely to induce horizontal transport along high permeability layers rather than vertical transport to the surface. In contrast, the vertical pressure gradients associated with barometric pumping brought both tracers to the surface in comparable concentrations within three months at Kapelli, whereas 15 months elapsed before surface arrival at Tierra. At Kapelli, a quasisteady pumping regime was established, with tracer concentrations in effluent gases 1000 times smaller than concentrations thought to exist in the chimney. Tracer concentrations observed at Tierra were typically an order of magnitude smaller. Comparisons with theoretical calculations suggest that the gases are traveling through {approximately}1 millimeter vertical fractures spaced 2 to 4 meters apart. 6 refs., 18 figs., 3 tabs.

International petroleum statistics report, March 1994

Description: The International Petroleum Statistics Report presents data on international oil production, demand, imports, exports, and stocks. The report has four sections. Section 1 contains time series data on world oil production, and on oil demand and stocks in the Organization for Economic Cooperation and Development (OECD). This section contains annual data beginning in 1985, and monthly data for the most recent two years. Section 2 presents an oil supply/demand balance for the world. This balance is presented in quarterly intervals for the most recent two years. Section 3 presents data on oil imports by OECD countries. This section contains annual data for the most recent year, quarterly data for the most recent two quarters, and monthly data for the most recent twelve months. Section 4 presents annual time series data on world oil production and oil stocks, demand, and trade in OECD countries. World oil production and OECD demand data are for the years 1970 through 1992; OECD stocks from 1973 through 1992; and OECD trade from 1982 through 1992.

Simulations of creep in ductile-phase toughened Nb{sub 5}Si{sub 3}/Nb in-situ composites

Description: The primary and steady-state creep behavior of ductile-phase toughened Nb{sub 5}Si{sub 3}/Nb in-situ composites has been simulated using analytical and finite element (FE) continuum techniques. The microstructure of these composites is complex, consisting of large, elongated primary dendrites of the ductile (Nb) solid-solution phase in a eutectoid matrix with the silicide as the continuous phase. This microstructure has been idealized to facilitate the modeling; the effects of these idealizations on the predicted composite creep rates are discussed. Further, it has been assumed that the intrinsic creep behavior of each phase within the composite is the same as that of the corresponding bulk material. Thus, the experimentally measured creep properties of the bulk Nb{sub 5}Si{sub 3} and (Nb) phases have been analyzed to provide the required material constants in the creep constitutive equation. Model predictions of the steady-state composite creep rate have been compared with the experimental results for a Nb-10 at.% Si alloy. While accurate at low stress, the models under predict the composite creep rate at large stresses because the composite stress exponent is under predicted. In the case of primary creep, the models somewhat over predict the composite creep strain but are reasonably accurate given uncertainties in the primary creep data. Finally, FE predictions of the tensile stress distributions within the composites have been shown to be qualitatively consistent with the cracking observed experimentally during tertiary creep.

Analysis, Optimization, and Assessment of Radioisotope Thermophotovoltaic System Design for an Illustrative Space Mission

Description: A companion paper presented at this conference described the design of a Radioisotope Thermophotovoltaic (RTPV) Generator for an illustrative space mission (Pluto Fast Flyby). It presented a detailed design of an integrated system consisting of a radioisotope heat source, a thermophotovoltaic converter, and an optimized heat rejection system. The present paper describes the thermal, electrical, and structural analyses which led to that optimized design, and compares the computed RTPV performance to that of a Radioisotope Thermoelectric Generator (RTG) designed for the same mission. RTPV's are of course much less mature than RTGs, but our results indicate that - when fully developed - they could result in a 60% reduction of the heat source's mass, cost, and fuel loading, a 50% reduction of generator mass, a tripling of the power system's specific power, and a quadrupling of its efficiency. The paper concludes by briefly summarizing the RTPV's current technology status and assessing its potential applicability for the PFF mission. For other power systems (e.g. RTGs), demonstrating their flight readiness for a long mission is a very time-consuming process to determine the long-term effect of temperature-induced degradation mechanisms. But for the case of the described RTPV design, the paper lists a number of factors, primarily its cold (0 to 10 degrees C) converter temperature, that may greatly reduce the need for long-term tests to demonstrate generator lifetime. In any event, our analytical results suggest that the RTPV generator, when developed by DOE and/or NASA, would be quite valuable not only for the Pluto mission but also for other future missions requiring small, long-lived, low mass generators. Petroleum supply monthly, June 1994

Description: The Petroleum Supply Monthly (PSM) is one of a family of four publications produced by the Petroleum Supply Division within the Energy Information Administration (EIA) reflecting different levels of data timeliness and completeness. The other publications are the Weekly Petroleum Status Report (WPSR), the Winter Fuels Report, and the Petroleum Supply Annual (PSA). Data presented in the PSM describe the supply and disposition of petroleum products in the United States and major US geographic regions. The data series describe production, imports and exports, inter-Petroleum Administration for Defense (PAD) District movements, and inventories by the primary suppliers of petroleum products in the United States (50 States and the District of Columbia). The reporting universe includes those petroleum sectors in primary supply. Included are: petroleum refiners, motor gasoline blenders, operators of natural gas processing plants and fractionators, inter-PAD transporters, importers, and major inventory holders of petroleum products and crude oil. When aggregated, the data reported by these sectors approximately represent the consumption of petroleum products in the United States. Data presented in the PSM are divided into two sections: Summary Statistics and Detailed Statistics.
