Financial Regulatory Reform: Systemic Risk and the Federal Reserve

Description: The recent financial crisis contained a number of systemic risk episodes, or episodes that caused instability for large parts of the financial system. The lesson some policymakers have taken from this crisis is that a systemic risk or "macroprudential" regulator is needed to prevent similar episodes in the future. This report defines the potential duties and responsibilities of a systemic risk regulator, relating those duties to events that potentially contributed to the recent crisis. It then identifies the powers that would need to be given to a regulator to perform those duties, and compares those powers and responsibilities to the Fed's existing powers and responsibilities. It discusses advantages and disadvantages of giving those responsibilities to the Fed or the executive branch. The report also includes a brief overview of major elements of the Administration's proposal, H.R. 4173, which passed the House on December 11, 2009, and the Restoring American Financial Stability Act, which was ordered to be reported out of the Senate Banking Committee on March 22, 2010.

Tucannon Model Watershed 1997 Habitat Projects : Annual Progress Report Project Period: January 1, 1997 to March 31, 1998.

Description: The Tucannon Model Watershed 1997 habitat projects were designed to address critical limiting factors identified through the watershed assessment and Plan development. Construction elements were composed of bioengineering techniques designed to increase salmonid habitat complexity, insure stream bank and geomorphic stability, and reduce stream temperature and sediments in spawning gravels. Cooperation and agreement between landowners and resource agencies for restoring resource conditions has grown due to project success and is expected to continue for the benefit of all.

Analysis of alternatives for immobilized low activity waste disposal

Description: This report presents a study of alternative disposal system architectures and implementation strategies to provide onsite near-surface disposal capacity to receive the immobilized low-activity waste produced by the private vendors. The analysis shows that a flexible unit strategy that provides a suite of design solutions tailored to the characteristics of the immobilized low-activity waste will provide a disposal system that best meets the program goals of reducing the environmental, health, and safety impacts; meeting the schedule milestones; and minimizing the life-cycle cost of the program.

United States Historical Climatology Network Daily Temperature and Precipitation Data (1871-1997)

Description: This document describes a database containing daily observations of maximum and minimum temperature, precipitation amount, snowfall amount, and snow depth from 1062 observing stations across the contiguous US. This database is an expansion and update of the original 138-station database previously released by the Carbon Dioxide Information Analysis Center (CDIAC) as CDIAC numeric data package NDP-042. These 1062 stations are a subset of the 1221-station US Historical Climatology Network (HCN), a monthly database compiled by the National Climatic Data Center (Asheville, North Carolina) that has been widely used in analyzing US climate. Data from 1050 of these daily records extend into the 1990s, while 990 of these extend through 1997. Most station records are essentially complete for at least 40 years; the latest beginning year of record is 1948. Records from 158 stations begin prior to 1900, with that of Charleston, South Carolina beginning the earliest (1871). The daily resolution of these data makes them extremely valuable for studies attempting to detect and monitor long-term climatic changes on a regional scale. Studies using daily data may be able to detect changes in regional climate that would not be apparent from analysis of monthly temperature and precipitation data. Such studies may include analyses of trends in maximum and minimum temperatures, temperature extremes, daily temperature range, precipitation ''event size'' frequency, and the magnitude and duration of wet and dry periods. The data are also valuable in areas such as regional climate model validation and climate change impact assessment. This database is available free of charge from CDIAC as a numeric data package (NDP).

The First Decommissioning of a Fusion Reactor Fueled by Deuterium-Tritium

Description: The Tokamak Fusion Test Reactor (TFTR) at the Plasma Physics Laboratory of Princeton University (PPPL) was the first fusion reactor fueled by a mixture of deuterium and tritium (D-T) to be decommissioned in the world. The decommissioning was performed over a period of three years and was completed safely, on schedule, and under budget. Provided is an overview of the project and detail of various factors which led to the success of the project. Discussion will cover management of the project, engineering planning before the project started and during the field work as it was being performed, training of workers in the field, the novel adaptation of tools from other industry, and the development of an innovative process for the use of diamond wire to segment the activated/contaminated vacuum vessel. The success of the TFTR decommissioning provides a viable model for the decommissioning of D-T burning fusion devices in the future.

Regulation of coal polymer degradation by fungi. Ninth quarterly report, [July--September, 1996]

Description: Several investigations have demonstrated that oxalate anion secreted by fungi is able to mediate solubilization of leonardite, a highly oxidized lignite. We have studied oxalate mediated solubilization of several Argonne Premium Coals. Results showed that, relative to leonardite, oxalate solubilized minimal amounts of these coals.

MCNP criticality validation and bias for LEU systems

Quarterly environmental radiological survey summary

Description: Routine radiological surveys are part of the near-facility environmental monitoring program which monitors and helps direct the reduction of the radiological areas at the Hanford Site. The routine radiological surveys are performed by the Southern Area Remediation Support Group and the Site Support Services Radiological Control Group as directed by Near- Field Monitoring. The surveys included in this program consist of inactive waste sites; outdoor radiological control areas; tank farm perimeters and associated diversion boxes, lift stations, and vent stations; perimeters of active or uncovered waste Bites such as burial grounds, retention basins, ponds, process trenches, and ditches; underground pipelines; and road and rail surfaces (Figures 1 through 10). This report provides a Bummary of the radiological surveys performed during the Third Quarter of 1996. The status of corrective actions required from current and past reports are also discussed. A waste site survey schedule, WHC-SP-0098-7, was developed by Near-Field Monitoring and reviewed by the Southern Area Remediation Support Group and the Site Support Services Radiological Control Group. Near-Field Monitoring reviews the radiological survey reports and files a copy for historical purposes and reference. Radiological conditions are tracked and trends noted. All sites are surveyed at least once each year. The survey frequencies for particular sites are based on site history, radiological conditions, and general maintenance. special surveys may be conducted at irregular frequencies if conditions warrant (e.g., growth of deep-rooted vegetation is noted at a waste site). Radiological surveys are conducted to detect surface contamination and document changes in vegetation growth, biological intrusion, erosion, and general site maintenance conditions. Survey data are compared with standards identified in WHC-CM-7-5, Environmental Comipliance, as well as previous surveys `to recognize possible trends, assess environmental impacts, and help determine where corrective actions are needed. Interdisciplinary study of reservoir compartments. Annual technical report

Description: This DOE research project was established to document the integrated team approach for solving reservoir engineering problems. The goal will be to provide tools and approaches that can be used to detect reservoir compartments, reach a better reserve estimate, and improve profits early in the life of a field. Field selection consumed nearly the first four months of the project. The choice was the Hambert Field area which is the field area being studied. During the remainder of the year, a significant portion of the data was gathered and entered into a data base. Cores have been described, log analysis performed on over 100 wells, and regional mapping and correlation of sedimentary packages completed. Compressional (P) and shear (S) wave velocity data was measured on 8 core plugs at various conditions and lithologies. The analysis of the 3D seismic data has been started and supports the interpretation that the structural component will be a significant factor for reservoir compartmentalization in this reservoir. The experimental permeability work completed includes the pressure decay profile permeability measurements on the cores. Relationships of porosity and permeability with net confining stress were developed. Core relative permeability measurements were also completed during the year. Additional experimental measurements completed include Young`s Modulus, Shear Modulus, Poisson`s ratio, and the bulk compressibility as a function of the effective stress. Preliminary engineering analysis of the pressure build-up data from two wells supports the conclusion that sealing faults may act as barriers to flow.

Thermal decomposition of mercuric sulfide

Description: The rate of thermal decomposition of mercuric sulfide (HgS) has been measured at temperatures from 265 to 345 C. These data have been analyzed using a first-order chemical reaction model for the time dependence of the reaction and the Arrhenius equation for the temperature dependence of the rate constant. Using this information, the activation energy for the reaction was found to be 55 kcal/mol. Significant reaction vessel surface effects obscured the functional form of the time dependence of the initial portion of the reaction. The data and the resulting time-temperature reaction-rate model were used to predict the decomposition rate of HgS as a function of time and temperature in thermal treatment systems. Data from large-scale thermal treatment studies already completed were interpreted in terms of the results of this study. While the data from the large-scale thermal treatment studies were consistent with the data from this report, mass transport effects may have contributed to the residual amount of mercury which remained in the soil after most of the large-scale runs.

Pressure Fluctuations as a Disgnostic Tool for Fluidized Beds.

Description: The validity of using bubbling fluidized bed (BFB) similitude parameters to match a hot BFB to a cold BFB is being studied. Sand in a BFB combustor and copper powder in cold BFB model have been analyzed and found to be out of similitude. In the analysis process, it was determined that the condition of the screen covering the pressure tap affects the quality of pressure data recorded. In addition, distributor plate design and condition will affect the hydrodynamics of the bed. Additional tests are planned to evaluate the validity of similitude concepts in BFB.

Assessing potential future environmental legal events

Description: This report addresses the topic of environmental citizenship in the United States. The term refers to responsibilities each of us have with respect to helping our communities and nation make sound environmental decisions. This research centers on the citizens and what we ought to be doing, as opposed to what the government ought to be doing for us, to improve environmental citizenship. This report examines four central questions: What are the requirements (i.e., responsibilities) of citizenship vis-a-vis environmental decision- making processes; what constraints limit people`s ability to meet these requirements; what does our form of governance do to help or hinder in meeting these requirements; and what recommendations can be put forth to improve public participation in environmental decision making?

Manipulation of high-current pulses for heavy-ion fusion

Description: For efficient induction-driven heavy-ion fusion, the current profile along a pulse must be modified in a non-selfsimilar manner between the accelerator and the target. In the accelerator, the pulse should have a duration of at least 50 ns in order to make efficient use of the induction cores, and the current should by nearly uniform along the pulse to minimize the aperture. In contrast, the optimal current profile on target consists of a main pulse of about 10 ns preceded by a longer low-current `foot.` This pulse-shape manipulation must be carried out at the final pulse energy (5-10 GeV for 200 amu ions) in the presence of a large nonlinear longitudinal space-charge field. A straightforward method is presented here for doing the required pulse shaping. Induction-ceU voltages are generated using idealized beam profiles both in the accelerator and on target, and they are verified and checked for error sensitivity using the fluid/envelope code CIRCE.
