U.S. Assistance to the Former Soviet Union

Description: Since 1992, the United States has provided more than $26 billion in assistance to the 12 states of the former Soviet Union (FSU). It continues to provide nearly $2 billion annually. This report describes the broad framework of U.S. assistance programs and policies in the region and then focuses on the FREEDOM Support Act (FSA) account under the foreign operations budget which, encompassing all U.S. objectives in the region, has often been the means by which Congress has expressed its views and sought to influence policy.

Possible Missile Attack on Malaysia Airlines Flight 17

Description: This report examines the circumstances surrounding the crash of Malaysia Airlines Flight 17 (MH17). The report considers several factors that lead investigators to believe that the plane may have been shot down by a surface-to-air missile fired from a Buk road-mobile missile erector-launcher, including the type of damage directly sustained by the plane, the large debris field, the crash's proximity to an active conflict zone in which military aircraft had recently been shot down and U.S. intelligence that detected a missile launch from the area around the time the plane was overhead.
