The Military Commissions Act of 2009: Overview and Legal Issues

Report on 8-inch isostatic press explosion at Site 300

Description: On 3 March 1960 at 11:30 a.m. a detonation occurred in the 8-inch isostatic press. The press and building were completely destroyed. Operating personnel were protected and no injuries resulted. Adjacent facilities were not affected. The press was housed in a temporary facility located in the southwest portion of Section 26, Site 300. The facility was situated approximately 1000 feet west of the main site road, and 1400 feet north of the county road. The press building was of frangible wood construction and was surrounded by an earth barricade. A remote control building, provided with overhead protection, a mechanical equipment room, and a transportainer magazine were located outside the barricaded press building.

Development of a cooled microwave window. CRADA final report for CRADA Number Y-1293-0200

Description: The objective of this Cooperative Research and Development project (CRADA) was to generate a new design for a microwave vacuum window to be used with ASTeX Corporation plasma processing equipment. This vacuum window allows transmission of microwave power from an input waveguide into a vacuum chamber for creation of plasma using the electron cyclotron resonance process. Requirements for the window design are: higher power capability, improved resistance to chemical attack, and physical compatibility with previous window models. In these applications, a significant portion of the input power is deposited in the window by plasma bombardment so the window must remove a great deal of heat to remain at a reliable operating temperature. A power level increase from 1.5 kW to 5 kW is desired by ASTeX for the new window which must have {approximately} 120 mm diameter and be compatible with existing hardware. New applications for these processing systems are being developed by ASTeX; these require the use of highly reactive fluorine plasmas which can rapidly etch some window materials. Therefore, the use of a fluorine compatible window ceramic is required. Two new window designs were investigated using advanced window-modeling techniques and low-power laboratory testing. It was determined that both concepts were capable of operating at significantly higher power levels than present commercial windows and would meet the CRADA design objectives. The compatibility of the window materials considered with fluorine plasmas are believed to be acceptable. ASTeX has a continuing interest in pursuing these window designs and will likely begin manufacturing design work of the improved design in the near future. There will also be a continuing effort to keep AlN ceramic manufacturers interested in improving the quality of large AlN disks. Additional window tests and development work could be performed by ORNL/MMES if a suitable funding source is available.

Minority Energy Technical Assistance Program (METAP): Phase 1. Final technical report

Description: The Phase 1 Triple E (Energy, Economic development, Environment) METAP series has been a success. Its broad acceptance and considerations of exceptional quality and substance by the man seminar participants who attended in the seven cities, have made the businesses of community empowerment, education, and awareness as they relate to energy, obviously important. Many community leaders and legislators have expressed their immense gratitude to the US Department of Energy, for initiating such an important agenda within their communities. There have been over 110 legislators and almost 1,200 participants collectively, who have participated in this very valuable initiative. The participants range from community leaders and legislators to members from the private and public sectors, universities, not for profits, civic and church leaders. Highlights and accomplishments of these seminars are summarized.

Statistical Review of Data from DWPF's Process Samples for Batches 19 Through 30

Description: The measurements derived from samples taken during the processing of batches 19 through 30 at the Defense Waste Processing Facility (DWPF) affords an opportunity for review and comparisons. This report has looked at some of the statistics from these data. Only the data reported by the DWPF lab (that is, the data provided by the lab as representative of the samples taken) are available for this analysis. In some cases, the sample results reported may be a subset of the sample results generated by the analytical procedures. A thorough assessment of the DWPF lab's analytical procedures would require the complete set of data. Thus, the statistics reported here, specifically, as they relate to analytical uncertainties, are limited to the reported data for these samples, A fell for the consistency of the incoming slurry is the estimation of the components of variation for the Sludge Receipt and Adjustment Tank (SRAT) receipts. In general, for all of the vessels, the data from batches after 21 show smaller batch-to-batch variation than the data from all the batches. The relative contributions of batch-to-batch versus residual, which includes analytical, are presented in these analyses.

Phase I - Final report: Improved position sensitive detectors for thermal neutrons. Design, fabrication, and results of testing the Phase I - Proof-of-Principal Improved Position Sensitive Thermal Neutron Detector Prototype in the laboratory and at the Intense Pulsed Neutron Source (IPNS), Argonne National Laboratory

Description: A position sensitive neutron detector was designed and fabricated with bundles of individual detector elements with diameters of 120 mm. These neutron scintillating fibers were coupled with optoelectronic arrays to produce a ''Fiber Detector.'' A fiber position sensitive detector was completed and tested with scattered and thermal neutrons. Deployment of improved 2D PSDs with high signal to noise ratios at lower costs per area was the overall objective of the project.

Risk assessment of K basin twelve-inch drain valve failure from a postulated seismic initiating event

Description: The Spent Nuclear Fuel (SNF) Project will transfer metallic SNF from the Hanford 105 K-East and 105 K-West Basins to safe interim storage in the Canister Storage Building in the 200 Area. The initial basis for design, fabrication, installation, and operation of the fuel removal systems was that the basin leak rates which could result from a postulated accident condition would not be excessive relative to reasonable recovery operations. However, an additional potential K Basin water leak path is through the K Basin drain valves. Three twelve-inch drain valves are located in the main basin bays along the north wall. The sumps containing the valves are filled with concrete which covers the drain valve body. Visual observations suggest that only the valve's bonnet and stem are exposed above the basin concrete floor. It was recognized, however, that damage of the drain valve bonnet or stem during a seismic initiating event could provide a potential K Basin water leak path. The objectives of this activity are to: (1) evaluate the risk of damaging the three twelve-inch drain valves located along the north wall of the main basin from a seismic initiating event, and (2) determine the associated potential leak rate from a damaged valve.

Energy Technology Division research summary 2001.

Description: The Energy Technology Division provides materials and engineering technology support to a wide range of programs important to the U.S. Department of Energy. As shown on the preceding page, the Division is organized into eight sections, four with concentrations in the materials area and four in engineering technology. Materials expertise includes fabrication, mechanical properties, corrosion, friction and lubrication, and irradiation effects. Our major engineering strengths are in heat and mass flow, sensors and instrumentation, nondestructive testing, transportation, and electromechanics and superconductivity applications. The Division Safety Coordinator, Environmental Compliance Officer, Quality Assurance Representative, Financial Administrator, and Communication Coordinator report directly to the Division Director. The Division Director is personally responsible for cultural diversity and is a member of the Laboratory-wide Cultural Diversity Advisory Committee. This Overview highlights some major ET research areas. Research related to the operational safety of commercial light water nuclear reactors (LWRs) for the U.S. Nuclear Regulatory Commission (NRC) remains a significant area of interest for the Division. We currently have programs on environmentally assisted cracking, steam generator integrity, and the integrity of high-burnup fuel during loss-of-coolant accidents. The bulk of the NRC research work is carried out by three ET sections: Corrosion and Mechanics of Materials; Irradiation Performance; and Sensors, Instrumentation, and Nondestructive Evaluation.

Plutonium reclamation facility (PRF), building 236-Z layup plan

Description: This document reviews each system inside PRF to determine the operation and maintenance requirements necessary to maintain safe and predictable system performance for facility systems needed to remain operational while minimizing the maintenance and surveillance being performed. License Application Design Selection Feature Report: Aging and Blending

Description: The purpose of this document is to evaluate the concepts of Aging and Blending for waste sent to the Monitored Geologic Repository (MGR). These design features are based on pre-emplacement treatment of the waste stream. The envelope of the analysis has been performed under the direction of the License Application Design Selection Team (LADST), which advocated utilizing the Viability Assessment (VA) repository design (DOE 1998c) as the basis. Therefore, this evaluation attempts to modify the VA design only to the extent that Aging and Blending can be accomplished. This modified VA design will be contrasted to the VA Design and the difference in design, costs, and performance will be presented.

Venezuela-MEM/USA-DOE Fossil Energy Report IV-11: Supporting technology for enhanced oil recovery - EOR thermal processes

Description: This report contains the results of efforts under the six tasks of the Tenth Amendment anti Extension of Annex IV, Enhanced Oil Recovery Thermal Processes of the Venezuela/USA Energy Agreement. This report is presented in sections (for each of the six Tasks) and each section contains one or more reports that were prepared to describe the results of the effort under each of the Tasks. A statement of each Task, taken from the Agreement Between Project Managers, is presented on the first page of each section. The Tasks are numbered 68 through 73. The first through tenth report on research performed under Annex IV Venezuela MEM/USA-DOE Fossil Energy Report Number IV-1, IV-2, IV-3, IV-4, IV-5, IV-6, IV-7, IV-8, IV-9, IV-10 contain the results of the first 67 Tasks. These reports are dated April 1983, August 1984, March 1986, July 1987, November 1988, December 1989, October 1991, February 1993, March 1995, and December 1997, respectively.

Superclean coal-water slurry combustion testing in an oil-fired boiler. Quarterly technical progress report, November 15, 1989--February 15, 1990

Description: The Pennsylvania State University is conducting a superclean coal-water slurry (SCCWS) program for the US Department of Energy (DOE) and the Commonwealth of Pennsylvania with the objective of demonstrating the capability of effectively firing SCCWS in industrial boilers designed for oil. Penn State has entered into a cooperative agreement with DOE to determine if SCCWS (a fuel containing coal with less than 3% ash and 0.9% sulfur) can effectively be burned in oil-designed industrial boilers without adverse impact on boiler rating, maintainability, reliability, and availability. The project will provide information on the design of new systems specifically configured to fire these clean coal-based fuels. The project consists of three phases: (1) design, permitting, and test planning, (2) construction and start up, and (3) operations and disposition. The boiler testing will determine if the SCCWS combustion characteristics, heat release rate, slagging and fouling factors, erosion and corrosion limits, and fuel transport, storage, and handling can be accommodated in an oil-designed boiler. In addition, the proof-of-concept demonstration will generate data to determine how the properties of SCCWS and its parent coal affect boiler performance. Economic factors associated with retrofitting and operating boilers will be identified to assess the viability of future oil-to-coal retrofits. Progress for this quarter is summarized.

Tank 241-S-107 tank characterization plan

Description: The Defense Nuclear Facilities Safety Board (DNFSB) has advised the Department of Energy (DOE) to concentrate the near-term sampling and analysis activities on identification and resolution of safety issues (Conway 1993). The data quality objective (DQO) process was chosen as a tool to be used to identify the sampling and analytical needs for the resolution of safety issues. As a result, a revision in the Federal Facility Agreement and Consent Order (Tri-Party Agreement) milestone M-44 has been made, which states that ``A Tank Characterization Plan (TCP) will also be developed for each double-shell tank (DST) and single-shell tank (SST) using the DQO process``. This document satisfies that requirement for tank 241-S-107 (S-107) sampling activities. The report gives a summary of descriptive information available on Tank S-107. Included are the present status and physical description of the tank, its age, process history, and expected tank contents from previous sampling and analytical data. The different types of waste, by layer, for Tank S-107 will also be discussed. As of December 1994, Tank S-107 has been categorized as sound and was partially isolated in December 1982. It is a low-heat load tank and is awaiting stabilization. Tank S-107 is expected to contain two primary layers of waste. The bottom layer should contain a mixture of REDOX waste and REDOX cladding waste. The second layer contains S1 saltcake (waste generated from the 242-S evaporator/crystallizer from 1973 until 1976), and S2 salt slurry (waste generated from the 242-S evaporator-crystallizer from 1977 until 1980).
