SSA Disability Representatives: Fee Payment Changes Show Promise, but Eligibility Criteria and Representative Overpayments Require Further Monitoring

Description: A letter report issued by the Government Accountability Office with an abstract that begins "The Social Security Protection Act of 2004 temporarily expanded the practice of paying representatives' fees directly out of a claimant's benefits. This practice, known as fee withholding, was previously available only to attorneys in Disability Insurance (DI) cases. It has been extended to attorneys in Supplemental Security Income (SSI) cases, and to nonattorneys--who meet eligibility criteria--in both DI and SSI cases. The act also mandated that GAO examine (1) the professional experience of disability representatives, (2) how judges and claimants view representatives' performance, (3) how the implementation of fee withholding for nonattorneys has been viewed, and (4) the impact of fee withholding in the SSI program. Immigration Enforcement: ICE Could Improve Controls to Help Guide Alien Removal Decision Making

Description: A letter report issued by the Government Accountability Office with an abstract that begins "Officers with U.S. Immigration and Customs Enforcement (ICE) within the Department of Homeland Security (DHS) investigate violations of immigration laws and identify aliens who are removable from the United States. ICE officers exercise discretion to achieve its operational goals of removing any aliens subject to removal while prioritizing those who pose a threat to national security or public safety and safeguarding aliens' rights in the removal process. The General Accountability Office (GAO) was asked to examine how ICE ensures that discretion is used in the most fair, reasoned, and efficient manner possible. GAO reviewed (1) when and how ICE officers and attorneys exercise discretion and what internal controls ICE has designed to (2) guide decision making and (3) oversee and monitor officers' decisions. To conduct this work, GAO reviewed ICE manuals, memorandums, and removal data, interviewed ICE officials, and visited 21 of 75 ICE field offices."

The Diaries of John Gregory Bourke: Volume 3, June 1, 1878-June 22, 1880

Description: John Gregory Bourke kept a monumental set of diaries beginning as a young cavalry lieutenant in Arizona in 1872, and ending the evening before his death in 1896. As aide-de-camp to Brigadier General George Crook, he had an insider's view of the early Apache campaigns, the Great Sioux War, the Cheyenne Outbreak, and the Geronimo War. Bourke's writings reveal much about military life on the western frontier, but he also was a noted ethnologist, writing extensive descriptions of American Indian civilization and illustrating his diaries with sketches and photographs. Previously, researchers could consult only a small part of Bourke's diary material in various publications, or else take a research trip to the archive and microfilm housed at West Point. Now, for the first time, the 124 manuscript volumes of the Bourke diaries are being compiled, edited, and annotated by Charles M. Robinson III, in a planned set of eight books easily accessible to the modern researcher. Volume 3 begins in 1878 with a discussion of the Bannock Uprising and a retrospective on Crazy Horse, whose death Bourke called "an event of such importance, and with its attendant circumstances pregnant with so much of good or evil for the settlement between the Union Pacific Rail Road and the Yellowstone River." Three other key events during this period were the Cheyenne Outbreak of 1878-79, the Ponca Affair, and the White River Ute Uprising, the latter two in 1879. The mistreatment of the Poncas infuriated Bourke: when recording the initial meeting between Crook and the Poncas, he wrote: "This conference is inserted verbatim merely to show the cruel and senseless ways in which the Government of the United States deals with the Indian tribes who confide in its justice or trust themselves to its mercy." Advanced Burner Reactor Preliminary NEPA Data Study.

Description: The Global Nuclear Energy Partnership (GNEP) is a new nuclear fuel cycle paradigm with the goals of expanding the use of nuclear power both domestically and internationally, addressing nuclear waste management concerns, and promoting nonproliferation. A key aspect of this program is fast reactor transmutation, in which transuranics recovered from light water reactor spent fuel are to be recycled to create fast reactor transmutation fuels. The benefits of these fuels are to be demonstrated in an Advanced Burner Reactor (ABR), which will provide a representative environment for recycle fuel testing, safety testing, and modern fast reactor design and safeguard features. Because the GNEP programs will require facilities which may have an impact upon the environment within the meaning of the National Environmental Policy Act of 1969 (NEPA), preparation of a Programmatic Environmental Impact Statement (PEIS) for GNEP is being undertaken by Tetra Tech, Inc. The PEIS will include a section on the ABR. In support of the PEIS, the Nuclear Engineering Division of Argonne National Laboratory has been asked to provide a description of the ABR alternative, including graphics, plus estimates of construction and operations data for an ABR plant. The compilation of this information is presented in the remainder of this report. Currently, DOE has started the process of engaging industry on the design of an Advanced Burner Reactor. Therefore, there is no specific, current, vendor-produced ABR design that could be used for this PEIS datacall package. In addition, candidate sites for the ABR vary widely as to available water, geography, etc. Therefore, ANL has based its estimates for construction and operations data largely on generalization of available information from existing plants and from the environmental report assembled for the Clinch River Breeder Reactor Plant (CRBRP) design [CRBRP, 1977]. A Study of Double-Charm and Charm-Strange Baryons inElectron-Positron Annihilations

Description: In this dissertation I describe a study of double-charm and charm-strange baryons based on data collected with the BABAR Detector at the Stanford Linear Accelerator Center. In this study I search for new baryons and make precise measurements of their properties and decay modes. I seek to verify and expand upon double-charm and charm-strange baryon observations made by other experiments. The BABAR Detector is used to measure subatomic particles that are produced at the PEP-II storage rings. I analyze approximately 300 million e+e- {yields} c{bar c} events in a search for the production of double-charm baryons. I search for the double-charm baryons {Xi}{sup +}{sub cc} (containing the quarks ccd) and {Xi}{sup ++}{sub cc} (ccu) in decays to {Lambda}{sup +}{sub c}K{sup -}{pi}{sup +} and {Lambda}{sup +}{sub c}K{sup -}{pi}{sup +}{pi}{sup +}, respectively. No statistically significant signals for their production are found, and upper limits on their production are determined. Statistically significant signals for excited charm-strange baryons are observed with my analysis of approximately 500 million e+e- {yields} c{bar c} events. The charged charm-strange baryons {Xi}{sub c}(2970){sup +}, {Xi}{sub c}(3055){sup +}, {Xi}{sub c}(3123){sup +} are found in decays to {Lambda}{sup +}{sub c}K{sup -}{pi}{sup +}, the same decay mode used in the {Xi}{sup +}{sub cc} search. The neutral charm-strange baryon {Xi}{sub c}(3077){sup 0} is observed in decays to {Lambda}{sup +}{sub c}K{sub 8}{pi}{sup -}. I also search for excited charm-strange baryon decays to {Lambda}{sup +}{sub c}K{sub 8}, {Lambda}{sup +}{sub c}K{sup -}, {Lambda}{sup +}{sub c}K{sub 8}{pi}{sup -}{pi}{sup +}, and {Lambda}{sup +}{sub c}K{sup -}{pi}{sup -}{pi}{sup +}. No significant charm-strange baryon signals a f h these decay modes. For each excited charm-strange baryon state that I observe, I measure its mass, natural width (lifetime), and production rate. Dalitz Plot Analysis of D0 to Anti-K0 K+ K- And D/SJ States at BaBar

Description: A Dalitz plot analysis of D{sup 0} events reconstructed in the hadronic decay D{sup 0} {yields} {bar K}{sup 0}K{sup +}K{sup -} is presented here. The analysis is based on a data sample of 91.5 fb{sup -1}. Herewith enclosed is an updated, preliminary analysis of D{sub sJ} states using 125 fb{sup -1}. All data have been collected with the BABAR detector at the PEP-II asymmetric-energy e+e- storage rings at SLAC running at center-of-mass energies on and 40 MeV below the {Upsilon}(4S) resonance.

Six-week time series of eddy covariance CO2 flux at Mammoth Mountain, California: performance evaluation and role of meteorological forcing

Description: CO{sub 2} and heat fluxes were measured over a six-week period (09/08/2006 to 10/24/2006) by the eddy covariance (EC) technique at the Horseshoe Lake tree kill (HLTK), Mammoth Mountain, CA, a site with complex terrain and high, spatially heterogeneous CO{sub 2} emission rates. EC CO{sub 2} fluxes ranged from 218 to 3500 g m{sup -2} d{sup -1} (mean = 1346 g m{sup -2} d{sup -1}). Using footprint modeling, EC CO{sub 2} fluxes were compared to CO{sub 2} fluxes measured by the chamber method on a grid repeatedly over a 10-day period. Half-hour EC CO{sub 2} fluxes were moderately correlated (R{sup 2} = 0.42) with chamber fluxes, whereas average-daily EC CO{sub 2} fluxes were well correlated (R{sup 2} = 0.70) with chamber measurements. Average daily EC CO{sub 2} fluxes were correlated with both average daily wind speed and atmospheric pressure; relationships were similar to those observed between chamber CO{sub 2} fluxes and the atmospheric parameters over a comparable time period. Energy balance closure was assessed by statistical regression of EC energy fluxes (sensible and latent heat) against available energy (net radiation, less soil heat flux). While incomplete (R{sup 2} = 0.77 for 1:1 line), the degree of energy balance closure fell within the range observed in many investigations conducted in contrasting ecosystems and climates. Results indicate that despite complexities presented by the HLTK, EC can be reliably used to monitor background variations in volcanic CO{sub 2} fluxes associated with meteorological forcing, and presumably changes related to deeply derived processes such as volcanic activity.

Seismicity in the Vicinity of Yucca Mountain, Nevada, for the Period October 1, 2003 to September 30, 2004

Description: This report describes the seismicity and earthquake monitoring activities within the Yucca Mountain region during fiscal year 2004 (FY2004 - October 1, 2003, through September 30, 2004) based on operation of the Southern Great Basin Digital Seismic Network (SGBDSN). Network practices and earthquake monitoring conducted at the Nevada Seismological Laboratory (NSL) under DOE directives for prior fiscal years are covered in similar yearly reports (see references). Real-time systems, including regional data telemetry and data management at NSL, provide for the automatic determination of earthquake locations and magnitudes and notification of important earthquakes in the region to UNR staff and DOE management. All waveform and meta-data, including automatic locations, phase arrival information, and analyst reviewed information, are managed through a relational database system allowing quick and reliable evaluation and analysis of ongoing earthquake activity near Yucca Mountain. This network, which contains weak-motion and strong-motion instrumentation, addresses the seismic hazard of the Yucca Mountain area by providing accurate earthquake magnitudes for earthquake recurrence estimates, spatial hypocentral control to very low magnitudes for identifying and assessing active faults and verifying tectonic models, true ground motions over the complete range of expected earthquake amplitudes for developing predictive models, and earthquake source information for characterizing active faulting. The Nevada Seismological Laboratory operated a 30-station monitoring network within a ring of approximately 50 km radius around Yucca Mountain during FY2004. This year showed the second-lowest seismic moment rate in the NTS and Yucca Mountain region for any fiscal year reporting period since prior to the 1992 M 5.6 Little Skull Mountain (LSM) earthquake. PURIFICATION OF URANIUM FROM URANIUM/MOLYBDENUM ALLOY

Description: The Savannah River Site will recycle a nuclear fuel comprised of 90% uranium-10% molybdenum by weight. The process flowsheet calls for dissolution of the material in nitric acid to a uranium concentration of 15-20 g/L without the formation of precipitates. The dissolution will be followed by separation of uranium from molybdenum using solvent extraction with 7.5% tributylphosphate in n-paraffin. Testing with the fuel validated dissolution and solubility data reported in the literature. Batch distribution coefficient measurements were performed for the extraction, strip and wash stages with particular focus on the distribution of molybdenum.

FULL-SCALE TESTING OF A CAUSTIC SIDE SOLVENT EXTRACTION SYSTEM TO REMOVE CESIUM FROM SAVANNAH RIVER SITE RADIOACTIVE WASTE

Description: Savannah River Site (SRS) personnel have completed construction and assembly of the Modular Caustic Side Solvent Extraction Unit (MCU) facility. Following assembly, they conducted testing to evaluate the ability of the process to remove non-radioactive cesium and to separate the aqueous and organic phases. They conducted tests at salt solution flow rates of 3.5, 6.0, and 8.5 gpm. During testing, the MCU Facility collected samples and submitted them to Savannah River National Laboratory (SRNL) personnel for analysis of cesium, Isopar{reg_sign} L, and Modifier [1-(2,2,3,3-tetrafluoropropoxy)-3-(4-sec-butylphenoxy)-2-propanol]. SRNL personnel analyzed the aqueous samples for cesium by Inductively-Coupled Plasma Mass Spectroscopy (ICP-MS) and the solvent samples for cesium using a Parr Bomb Digestion followed by ICP-MS. They analyzed aqueous samples for Isopar{reg_sign} L and Modifier by gas chromatography (GC).

SEARCH FOR A RELIABLE STORAGE ARCHITECTURE FOR RHIC.

Description: Software used to operate the Relativistic Heavy Ion Collider (RHIC) resides on one operational RAID storage system. This storage system is also used to store data that reflects the status and recent history of accelerator operations. Failure of this system interrupts the operation of the accelerator as backup systems are brought online. In order to increase the reliability of this critical control system component, the storage system architecture has been upgraded to use Storage Area Network (SAN) technology and to introduce redundant components and redundant storage paths. This paper describes the evolution of the storage system, the contributions to reliability that each additional feature has provided, further improvements that are being considered, and real-life experience with the current system.

REALIZATION OF A CUSTOM DESIGNED FPGA BASED EMBEDDED CONTROLLER.

Description: As part of the Low Level RF (LLRF) upgrade project at Brookhaven National Laboratory's Collider-Accelerator Department (BNL C-AD), we have recently developed and tested a prototype high performance embedded controller. This controller is a custom designed PMC module employing a Xilinx V4FX60 FPGA with a PowerPC405 embedded processor, and a wide variety of on board peripherals (DDR2 SDRAM, FLASH, Ethernet, PCI, multi-gigabit serial transceivers, etc.). The controller is capable of running either an embedded version of LINUX or VxWorks, the standard operating system for RHIC front end computers (FECs). We have successfully demonstrated functionality of this controller as a standard RHIC FEC and tested all on board peripherals. We now have the ability to develop complex, custom digital controllers within the framework of the standard RHIC control system infrastructure. This paper will describe various aspects of this development effort, including the basic hardware, functional capabilities, the development environment, kernel and system integration, and plans for further development.

USING SEQUENCING TO IMPROVE OPERATIONAL EFFICIENCY AND RELIABILITY

Description: Operation of an accelerator requires the efficient and reproducible execution of many different types of procedures. Some procedures, like beam acceleration, magnet quench recovery, and species switching can be quite complex. To improve accelerator reliability and efficiency, automated execution of procedures is required. Creation of a single robust sequencing application permits the streamlining of this process and offers many benefits in sequence creation, editing, and control. In this paper, we present key features of a sequencer application commissioned at the Collider-Accelerator Department of Brookhaven National Laboratory during the 2007 run. Included is a categorization of the different types of sequences in use, a discussion of the features considered desirable in a good sequencer, and a description of the tools created to aid in sequence construction and diagnosis. Finally, highlights from our operational experience are presented, with emphasis on Operations control of the sequencer, and the alignment of sequence construction with existing operational paradigms.

TRACKING ACCELERATOR SETTINGS.

Description: Recording setting changes within an accelerator facility provides information that can be used to answer questions about when, why, and how changes were made to some accelerator system. This can be very useful during normal operations, but can also aid with security concerns and in detecting unusual software behavior. The Set History System (SHS) is a new client-server system developed at the Collider-Accelerator Department of Brookhaven National Laboratory to provide these capabilities. The SHS has been operational for over two years and currently stores about IOOK settings per day into a commercial database management system. The SHS system consists of a server written in Java, client tools written in both Java and C++, and a web interface for querying the database of setting changes. The design of the SHS focuses on performance, portability, and a minimal impact on database resources. In this paper, we present an overview of the system design along with benchmark results showing the performance and reliability of the SHS over the last year.
