Magnetotelluric Data, Mid Valley, Nevada Test Site, Nevada.

Description: The United States Department of Energy (DOE) and the National Nuclear Security Administration (NNSA) at their Nevada Site Office (NSO) are addressing ground-water contamination resulting from historical underground nuclear testing through the Environmental Management (EM) program and, in particular, the Underground Test Area (UGTA) project. One issue of concern is the nature of the somewhat poorly constrained pre-Tertiary geology and its effects on ground-water flow. Ground-water modelers would like to know more about the hydrostratigraphy and geologic structure to support a hydrostratigraphic framework model that is under development for the Rainier Mesa/Shoshone Mountain Corrective Action Unit (CAU) (Bechtel Nevada, 2006). During 2003, the U.S. Geological Survey (USGS), in cooperation with the DOE and NNSA-NSO, collected and processed data at the Nevada Test Site in and near Yucca Flat (YF) to help define the character, thickness, and lateral extent of the pre-tertiary confining units. We collected 51 magnetotelluric (MT) and audio-magnetotelluric (AMT), stations for that research (Williams and others, 2005a, 2005b, 2005c, 2005d, 2005e, 2005f). In early 2005 we extended that research with 26 additional MT data stations (Williams and others, 2006), located on and near Rainier Mesa and Shoshone Mountain (RM-SM). The new stations extended the area of the hydrogeologic study previously conducted in Yucca Flat. This work was done to help refine what is known about the character, thickness, and lateral extent of pre-Tertiary confining units. In particular, a major goal was to define the upper clastic confining unit (UCCU). The UCCU is comprised of late Devonian to Mississippian siliciclastic rocks assigned to the Eleana Formation and Chainman Shale. The UCCU underlies the Yucca Flat area and extends westward towards Shoshone Mountain, southward to Buckboard Mesa, and northward to Rainier Mesa. Legal Services Corporation: Governance and Accountability Practices Need to Be Modernized and Strengthened

Description: A letter report issued by the Government Accountability Office with an abstract that begins "The Legal Services Corporation (LSC) was federally created as a private nonprofit corporation to support legal assistance for low-income people to resolve their civil matters and relies heavily on federal appropriations. Due to its unique status, its governance and accountability requirements differ from those of federal entities and nonprofits. This report responds to a congressional request that GAO review LSC board oversight of LSC's operations and whether LSC has sufficient governance and accountability. GAO's report objectives are to (1) compare LSC's framework for corporate governance and accountability to others', (2) evaluate LSC's governance practices, and (3) evaluate LSC's internal control and financial reporting practices. We reviewed the LSC Act, legislative history, relevant standards and requirements, and LSC documentation and accountability requirements and interviewed board and staff."

Freight Railroads: Updated Information on Rates and Other Industry Trends

Description: Correspondence issued by the Government Accountability Office with an abstract that begins "Over 25 years ago, Congress transformed federal freight rail transportation policy. At that time, after almost 100 years of economic regulation, the railroad industry was in serious economic decline, with rising costs, losses, and bankruptcies. In response, Congress passed the Railroad Revitalization and Regulatory Reform Act of 1976 and the Staggers Rail Act of 1980. Together, these pieces of legislation substantially deregulated the railroad industry. In particular, the 1980 act encouraged greater reliance on competition to set rates and gave railroads increased freedom to price their services according to market conditions, including the freedom to use differential pricing--that is, to recover a greater proportion of their costs from rates charged to those shippers with a greater dependency on rail transportation. At the same time, the 1980 act anticipated that some shippers--commonly referred to as "captive shippers"--might not have competitive alternatives and gave the Interstate Commerce Commission (ICC), and later the Surface Transportation Board (STB), the authority to establish a process through which shippers could obtain relief from unreasonably high rates. This process establishes a threshold for rate relief, allowing a rate to be challenged if it produces revenue equal to or greater than 180 percent of the variable cost of transporting a shipment. Since the passage of the Staggers Rail Act of 1980, we have issued several reports on the freight railroad industry. On October 6, 2006, we issued our most recent report, in which we reported that industry rates and the rates for many commodities (e.g., coal and motor vehicles) had generally declined from 1985 through 2004. Securities and Exchange Commission: Additional Actions Needed to Ensure Planned Improvements Address Limitations in Enforcement Division Operations

Description: A letter report issued by the Government Accountability Office with an abstract that begins "The Securities and Exchange Commission's (SEC) ability to conduct investigations and bring enforcement actions for violations of securities laws is critical to its mission to protect investors and maintain fair and orderly markets. SEC's Division of Enforcement (Enforcement) is charged with investigating securities law violations; recommending civil enforcement actions when appropriate, either in a federal court or before an administrative law judge; and negotiating settlements on behalf of the Commission. The types of sanctions that Enforcement can seek on behalf of the Commission include monetary penalties or fines and disgorgements of the profits that individuals or companies may derive by having committed securities violations. While SEC has only civil authority, it also works with various law enforcement agencies, including the United States Department of Justice (Justice), to bring criminal cases when appropriate. In addition, Enforcement is responsible for overseeing the Fair Fund program, which seeks to compensate investors who suffer losses resulting from fraud or other securities violations by individuals and companies. Under the Fair Fund program, SEC can combine the proceeds of monetary penalties and disgorgements into a single fund and then distribute the proceeds to harmed investors. In recent years, Enforcement has initiated high-profile actions that resulted in record civil fines against companies and senior officers and in some cases contributed to criminal convictions. However, the capacity of SEC in general and Enforcement in particular to appropriately plan and effectively manage their activities and fulfill their critical law enforcement and investor protection responsibilities on an ongoing basis has been criticized in the past. Dynamic modeling efforts for system interface studies for nuclear hydrogen production.

Description: System interface studies require not only identifying economically optimal equipment configurations, which involves studying mainly full power steady-state operation, but also assessing the operability of a design during load change and startup and assessing safety-related behavior during upset conditions. This latter task is performed with a dynamic simulation code. This report reviews the requirements of such a code. It considers the types of transients that will need to be simulated, the phenomena that will be present, the models best suited for representing the phenomena, and the type of numerical solution scheme for solving the models to obtain the dynamic response of the combined nuclear-hydrogen plant. Useful insight into plant transient behavior prior to running a dynamics code is obtained by some simple methods that take into account component time constants and energy capacitances. Methods for determining reactor stability, plant startup time, and temperature response during load change, and tripping of the reactor are described. Some preliminary results are presented.

CH-TRU Waste Content Codes (CH-TRUCON)

Description: The CH-TRU Waste Content Codes (CH-TRUCON) document describes the inventory of the U.S. Department of Energy (DOE) CH-TRU waste within the transportation parameters specified by the Contact-Handled Transuranic Waste Authorized Methods for Payload Control (CH-TRAMPAC). The CH-TRAMPAC defines the allowable payload for the Transuranic Package Transporter-II (TRUPACT-II) and HalfPACT packagings. This document is a catalog of TRUPACT-II and HalfPACT authorized contents and a description of the methods utilized to demonstrate compliance with the CH-TRAMPAC. A summary of currently approved content codes by site is presented in Table 1. The CH-TRAMPAC describes "shipping categories" that are assigned to each payload container. Multiple shipping categories may be assigned to a single content code. A summary of approved content codes and corresponding shipping categories is provided in Table 2, which consists of Tables 2A, 2B, and 2C. Table 2A provides a summary of approved content codes and corresponding shipping categories for the "General Case," which reflects the assumption of a 60-day shipping period as described in the CH-TRAMPAC and Appendix 3.4 of the CH-TRU Payload Appendices. For shipments to be completed within an approximately 1,000-mile radius, a shorter shipping period of 20 days is applicable as described in the CH-TRAMPAC and Appendix 3.5 of the CH-TRU Payload Appendices. For shipments to WIPP from Los Alamos National Laboratory (LANL), Nevada Test Site, and Rocky Flats Environmental Technology Site, a 20-day shipping period is applicable. Table 2B provides a summary of approved content codes and corresponding shipping categories for "Close-Proximity Shipments" (20-day shipping period). For shipments implementing the controls specified in the CH-TRAMPAC and Appendix 3.6 of the CH-TRU Payload Appendices, a 10-day shipping period is applicable. Design of the ILC Crab Cavity System

Description: The International Linear Collider (ILC) has a 14 mrad crossing angle in order to aid extraction of spent bunches. As a result of the bunch shape at the interaction point, this crossing angle at the collision causes a large luminosity loss which can be recovered by rotating the bunches prior to collision using a crab cavity. The ILC baseline crab cavity is a 9-cell superconducting dipole cavity operating at a frequency of 3.9 GHz. In this paper the design of the ILC crab cavity and its phase control system, as selected for the RDR in February 2007 is described in fuller detail.

Risk, Courage, and Women Contemporary Voices in Prose and Poetry

William & Rosalie: a Holocaust Testimony

Description: William & Rosalie is the gripping and heartfelt account of two young Jewish people from Poland who survive six different German slave and prison camps throughout the Holocaust. Zeroth-order inversion of transient head observations

Description: A high-frequency, asymptotic solution for transient head,appropriate for a medium containing smoothly varying heterogeneity,provides a basis for efficient inverse modeling. The semi analyticsolution is trajectory based, akin to ray methods used in modeling wavepropagation, and may be constructed by post processing the output of anumerical simulator. For high frequencies, the amplitude sensitivities,the relationship between changes in flow properties and changes in headampliude, are dominated by the phase term which may be computed directlyfrom the output of the simulator. Thus, transient head waveforms may beinverted with little more computation than is required to invert arrivaltimes. An applicatino to synthetic head values indicates that thetechnique can be used to improve the fit to waveforms. An application totransient head data from the Migration experiment in Switzerland revealsa narrow, high conductivity pathway within a 0.5 m thick zone offracturing.

Similarity-Guided Streamline Placement with Error Evaluation

Description: Most streamline generation algorithms either provide a particular density of streamlines across the domain or explicitly detect features, such as critical points, and follow customized rules to emphasize those features. However, the former generally includes many redundant streamlines, and the latter requires Boolean decisions on which points are features (and may thus suffer from robustness problems for real-world data). We take a new approach to adaptive streamline placement for steady vector fields in 2D and 3D. We define a metric for local similarity among streamlines and use this metric to grow streamlines from a dense set of candidate seed points. The metric considers not only Euclidean distance, but also a simple statistical measure of shape and directional similarity. Without explicit feature detection, our method produces streamlines that naturally accentuate regions of geometric interest. In conjunction with this method, we also propose a quantitative error metric for evaluating a streamline representation based on how well it preserves the information from the original vector field. This error metric reconstructs a vector field from points on the streamline representation and computes a difference of the reconstruction from the original vector field.

REVIEW REPORT: BUILDING C-400 THERMAL TREATMENT 90 PERCENT REMEDIAL DESIGN REPORT AND SITE INVESTIGATION, PGDP, PADUCAH, KENTUCKY

Description: On 9 April 2007, the U.S. Department of Energy (DOE) Headquarters, Office of Soil and Groundwater Remediation (EM-22) initiated an Independent Technical Review (ITR) of the 90% Remedial Design Report (RDR) and Site Investigation (RDSI) for thermal treatment of trichloroethylene (TCE) in the soil and groundwater in the vicinity of Building C-400 at the Paducah Gaseous Diffusion Plant (PGDP). The general ITR goals were to assess the technical adequacy of the 90% RDSI and provide recommendations sufficient for DOE to determine if modifications are warranted pertaining to the design, schedule, or cost of implementing the proposed design. The ultimate goal of the effort was to assist the DOE Paducah/Portsmouth Project Office (PPPO) and their contractor team in ''removing'' the TCE source zone located near the C-400 Building. This report provides the ITR findings and recommendations and supporting evaluations as needed to facilitate use of the recommendations. The ITR team supports the remedial action objective (RAO) at C-400 to reduce the TCE source area via subsurface Electrical Resistance Heating (ERH). Further, the ITR team commends PPPO, their contractor team, regulators, and stakeholders for the significant efforts taken in preparing the 90% RDR. To maximize TCE removal at the target source area, several themes emerge from the review which the ITR team believes should be considered and addressed before implementing the thermal treatment. These themes include the need for: (1) Accurate and site-specific models as the basis to verify the ERH design for full-scale implementation for this challenging hydrogeologic setting; (2) Flexible project implementation and operation to allow the project team to respond to observations and data collected during construction and operation; (3) Defensible performance metrics and monitoring, appropriate for ERH, to ensure sufficient and efficient clean-up; and (4) Comprehensive (creative and diverse) contingencies to address the potential for system underperformance, and ...

MODELING OF ION-EXCHANGE FOR CESIUM REMOVAL FROM DISSOLVED SALTCAKE IN SRS TANKS 1-3, 37 AND 41

Description: This report presents an evaluation of the expected performance of engineered Crystalline Silicotitanate (CST) and spherical Resorcinol-Formaldehyde (RF) ion exchange resin for the removal of cesium from dissolved saltcake in SRS Tanks 1-3, 37 and 41. The application presented in this report reflects the expected behavior of engineered CST IE-911 and spherical RF resin manufactured at the intermediate-scale (approximately 100 gallon batch size; batch 5E-370/641). It is generally believed that scale-up to production-scale in RF resin manufacturing will result in similarly behaving resin batches whose chemical selectivity is unaffected while total capacity per gram of resin may vary. As such, the predictions provided within this report should provide reasonable estimates of production-scale column performance. Two versions of the RF cesium isotherm were used. The older version provides a conservative estimate of the resin capacity while the newer version more accurately fits the most recent experimental data.

Baryon Triality And Neutrino Masses From An Anomalous FlavorU(1)

Description: We construct a concise U(1){sub X} Froggatt-Nielsen model in which baryon triality, a discrete gauge Z{sub 3}-symmetry, arises from U(1){sub X} breaking. The proton is thus stable, however, R-parity is violated. With the proper choice of U(1){sub X} charges we can obtain neutrino masses and mixings consistent with an explanation of the atmospheric and solar neutrino anomalies in terms of neutrino oscillations, with no right-handed neutrinos required. The only mass scale apart from M{sub grav} is m{sub soft}.

GAMMA-RAY COMPTON LIGHT SOURCE DEVELOPMENT AT LLNL

Description: A new class of tunable, monochromatic {gamma}-ray sources capable of operating at high peak and average brightness is currently being developed at LLNL for nuclear photoscience and applications. These novel systems are based on Compton scattering of laser photons by a high brightness relativistic electron beam produced by an rf photoinjector. A prototype, capable of producing > 10{sup 8} 0.7 MeV photons in a single shot, with a fractional bandwidth of 1%, and a repetition rate of 10 Hz, is currently under construction at LLNL; this system will be used to perform nuclear resonance fluorescence experiments. A new symmetrized S-band rf gun, using a Mg photocathode, will produce up to 1 nC of charge in an 8 ps bunch, with a normalized emittance modeled at 0.8 mm.mrad; electrons are subsequently accelerated up to 120 MeV to interact with a 500 mJ, 10 ps, 355 nm laser pulse and generate {gamma}-rays. The laser front end is a fiber-based system, using corrugated-fiber Bragg gratings for stretching, and drives both the frequency-quadrupled photocathode illumination laser and the Nd:YAG interaction laser. Two new technologies are used in the laser: a hyper-Michelson temporal pulse stacker capable of producing 8 ps square UV pulses, and a hyper-dispersion compressor for the interaction laser. Other key technologies, basic scaling laws, and recent experimental results will also be presented, along with an overview of future research and development directions.
