THE ECONOMICAL PRODUCTION OF ALCOHOL FUELS FROM COAL-DERIVED SYNTHESIS GAS. Includes quarterly technical progress report No.25 from 10/01/1997-12/31/1997, and quarterly technical progress report No.26 from 01/01/1998-03/31/1998

Description: This project was divided into two parts. One part evaluated possible catalysts for producing higher-alcohols (C{sub 2} to C{sub 5+}) as fuel additives. The other part provided guidance by looking both at the economics of mixed-alcohol production from coal-derived syngas and the effect of higher alcohol addition on gasoline octane and engine performance. The catalysts studied for higher-alcohol synthesis were molybdenum sulfides promoted with potassium. The best catalysts produced alcohols at a rate of 200 g/kg of catalyst/h. Higher-alcohol selectivity was over 40%. The hydrocarbon by-product was less than 20%. These catalysts met established success criteria. The economics for mixed alcohols produced from coal were poor compared to mixed alcohols produced from natural gas. Syngas from natural gas was always less expensive than syngas from coal. Engine tests showed that mixed alcohols added to gasoline significantly improved fuel quality. Mixed-alcohols as produced by our catalysts enhanced gasoline octane and decreased engine emissions. Mixed-alcohol addition gave better results than adding individual alcohols as had been done in the 1980's when some refiners added methanol or ethanol to gasoline.

Energy R and D in Germany

Description: Germany's total national (i.e., combined public and private sector) funding for R&D stood at $42 billion in 1997. The private sector accounted for nearly 62% ($24 billion) of the total, while the public sector accounted for approximately 38%. Since the late 1970s, when the public and private sectors each funded roughly half of Germany's R&D, the private sector has steadily assumed a larger and larger role as the dominant supporter of R&D activity, while overall government funding has remained essentially flat for much of the past two decades. In addition to declining relative to private R&D expenditures, public R&D expenditures in Germany declined by 4% in real terms between 1991 and 1997, to approximately $15 billion. The reduction in R&D investments in the public sector can be attributed in large part to the financial challenges associated with German reunification and related shifts in social priorities including efforts to address high unemployment and to rebuild basic infrastructure in the eastern states. R&D expenditures have also declined as a percentage of the total public budget, from a peak of 3.4% in 1985 to 2.7% in 1996. Energy R&D has been the hardest hit of all major socioeconomic areas of R&D expenditure funded by the German government. Between 1981 and 1997, public energy R&D fell from approximately $1.6 billion to $400 million--a 75% real decline. The $850 million reduction in Germany's fission R&D budget (which constituted two-thirds of government R&D investment in 1985) explains some 90% of the funding decline. Negative public perceptions regarding the safety and environmental impacts of nuclear energy have reduced nuclear power's viability as a long-term energy option for Germany. Discussions of a complete nuclear phaseout are now under way. At the same time, the German government has slashed its investments in fossil energy R&D by more than 90%. ...

Issue Management Risk Ranking Systems

Description: Thousands of safety issues have been collected on-line at the Idaho National Engineering and Environmental Laboratory (INEEL) as part of the Issue Management Plan. However, there has been no established approach to prioritize collected and future issues. The authors developed a methodology, based on hazards assessment, to identify and risk rank over 5000 safety issues collected at INEEL. This approach required that it was easily applied and understandable for site adaptation and commensurate with the Integrated Safety Plan. High-risk issues were investigated and mitigative/preventive measures were suggested and ranked based on a cost-benefit scheme to provide risk-informed safety measures. This methodology was consistent with other integrated safety management goals and tasks providing a site-wide risk-informed decision tool to reduce hazardous conditions and focus resources on high-risk safety issues. As part of the issue management plan, this methodology was incorporated at the issue collection level and training was provided to management to better familiarize decision-makers with concepts of safety and risk. This prioritization methodology and issue dissemination procedure will be discussed. Results of issue prioritization and training efforts will be summarized. Difficulties and advantages of the process will be reported. Development and incorporation of this process into INEEL's lessons learned reporting and the site-wide integrated safety management program will be shown with an emphasis on establishing self reliance and ownership of safety issues.

Confinement Vessel Dynamic Analysis

Description: A series of hydrodynamic and structural analyses of a spherical confinement vessel has been performed. The analyses used a hydrodynamic code to estimate the dynamic blast pressures at the vessel's internal surfaces caused by the detonation of a mass of high explosive, then used those blast pressures as applied loads in an explicit finite element model to simulate the vessel's structural response. Numerous load cases were considered. Particular attention was paid to the bolted port connections and the O-ring pressure seals. The analysis methods and results are discussed, and comparisons to experimental results are made.

Initial source and site characterization studies for the U. C. San Diego campus

Description: The basic approach of the Campus Laboratory Collaboration (CLC) project is to combine the substantial expertise that exists within the University of California (UC) system in geology, seismology, geotechnical engineering, and structural engineering to evaluate the effects of large earthquakes on UC facilities. These estimates draw upon recent advances in hazard assessment, seismic wave propagation modeling in rocks and soils, dynamic soil testing, and structural dynamics. The UC campuses currently chosen for applications of our integrated methodology are Riverside, San Diego, and Santa Barbara. The basic procedure is first to identify possible earthquake source regions and local campus site conditions that may affect estimates of strong ground motion. Combined geological , geophysical, and geotechnical studies are conducted to characterize each campus with specific focus on the location of particular target buildings of special interest to the campus administrators. The project will then drill and log deep boreholes next to the target structure, to provide direct in-situ measurements of subsurface material properties and to install uphole and downhole 3-component seismic sensors capable of recording both weak and strong motions. The boreholes provide access to deeper materials, below the soil layers, that have relatively high seismic shear-wave velocities. Analysis of conjugate downhole and uphole records provides a basis for optimizing the representation of the low-strain response of the sites. Earthquake rupture scenarios of identified causative faults are combined with the earthquake records and nonlinear soil models to provide site-specific estimates of strong motions at the selected target locations. The predicted ground motions are then used as input to the dynamic analysis of the buildings.

Small Sample Properties of an Adaptive Filter with Application to Low Volume Statistical Process Control

Description: In many manufacturing environments such as the nuclear weapons complex, emphasis has shifted from the regular production and delivery of large orders to infrequent small orders. However, the challenge to maintain the same high quality and reliability standards while building much smaller lot sizes remains. To meet this challenge, specific areas need more attention, including fast and on-target process start-up, low volume statistical process control, process characterization with small experiments, and estimating reliability given few actual performance tests of the product. In this paper we address the issue of low volume statistical process control. We investigate an adaptive filtering approach to process monitoring with a relatively short time series of autocorrelated data. The emphasis is on estimation and minimization of mean squared error rather than the traditional hypothesis testing and run length analyses associated with process control charting. We develop an adaptive filtering technique that assumes initial process parameters are unknown, and updates the parameters as more data become available. Using simulation techniques, we study the data requirements (the length of a time series of autocorrelated data) necessary to adequately estimate process parameters. We show that far fewer data values are needed than is typically recommended for process control applications. We also demonstrate the techniques with a case study from the nuclear weapons manufacturing complex.

Fusion Materials Semiannual Progress Report for the Period Ending June 30, 1999

Description: This is the twenty-sixth in a series of semiannual technical progress reports on fusion materials. This report combines the full spectrum of research and development activities on both metallic and non-metallic materials with primary emphasis on the effects of the neutronic and chemical environment on the properties and performance of materials for in-vessel components. This effort forms one element of the materials program being conducted in support of the Fusion Energy Sciences Program of the US Department of Energy. The other major element of the program is concerned with the interactions between reactor materials and the plasma and its reported separately.

Development of a Rapidly Deployed Department of Energy Emergency Response Element

Description: The Federal Radiological Emergency Response Plan (FRERP) directs the Department of Energy (DOE) to maintain a viable, timely, and fully documented response option capable of supporting the responsible Lead Federal Agency in the event of a radiological emergency impacting any state or US territory (e.g., CONUS). In addition, the DOE maintains a response option to support radiological emergencies outside the continental US (OCONUS). While the OCUNUS mission is not governed by the FREP, this response is operationally similar to that assigned to the DOE by the FREP. The DOE is prepared to alert, activate, and deploy radiological response teams to augment the Radiological Assistance Program and/or local responders. The Radiological Monitoring and Assessment Center (RMAC) is a phased response that integrates with the Federal Radiological Monitoring and Assessment Center (FRMAC) in CONUS environments and represents a stand-alone DOE response for OCONUS environments. The FRMAC/RMAC Phase I was formally ''stood up'' as an operational element in April 1999. The FRMAC/RMAC Phase II proposed ''stand-up'' date is midyear 2000.

Automation and Other Extensions of the SMAC Modal Parameter Extraction Package

Description: As model validation techniques gain more acceptance and increase in power, the demands on the modal parameter extractions increase. The estimation accuracy, the number of modes desired, and the data reduction efficiency are required features. An algorithm known as SMAC (Synthesize Modes And Correlate), based on principles of modal filtering, has been in development for a few years. SMAC has now been extended in two main areas. First, it has now been automated. Second, it has been extended to fit complex modes as well as real modes. These extensions have enhanced the power of modal extraction so that, typically, the analyst needs to manually fit only 10 percent of the modes in the desired bandwidth, whereas the automated routines will fit 90 percent of the modes. SMAC could be successfully automated because it generally does not produce computational roots.

Measurement of the hybrid photodiode response - Fiber optic window

Description: The hybrid photodiode (HPD[1]) will be used for the CMS HCAL readout [2]. A fiber-optic front window is used to reduce optical cross-talk between the pixels of the multi-pixel HPD�s. A mismatch of numerical aperture between optical fibers carrying light to the HPD window and the fibers composing the fiber-optic front window of the HPD could lead to light loss. The light loss would appear as a reduced effective quantum efficiency of the device. The goal of this set of measurements was to see if there was in fact a reduction in the effective quantum efficiency of the HPD�s.

Surface Micromachined Flexural Plate Wave Device Integrable on Silicon

Description: Small, reliable chemical sensors are needed for a wide range of applications, such as weapon state-of-health monitoring, nonproliferation activities, and manufacturing emission monitoring. Significant improvements in present surface acoustic wave sensors could be achieved by developing a flexural plate-wave (FPW) architecture, in which acoustic waves are excited in a thin sensor membrane. Further enhancement of device performance could be realized by integrating a piezoelectric thin film on top of the membrane. These new FPW-piezoelectric thin film devices would improve sensitivity, reduce size, enhance ruggedness and reduce the operating frequency so that the FPW devices would be compatible with standard digital microelectronics. Development of these piezoelectric thin film // FPW devices requires integration of (1) acoustic sensor technology, (2) silicon rnicromachining techniques to fabricate thin membranes, and (3) piezoelectric thin films. Two piezoelectric thin film technologies were emphasized in this study: Pb(Zr,Ti)O{sub 3} (PZT) and AlN. PZT thin films were of sufficient quality such that the first high frequency SAW measurements on PZT thin films were measured during the course of this study. Further, reasonable ferroelectric properties were obtained from PZT films deposited on Si surface micromachined FPW device membranes. Fundamental understanding of the effect of nanodimension interfacial layers on AlN thin film domain configurations and piezoelectric response was developed. Description: The Liquid Crystal Point Diffraction Interferometer (LCPDI) can be employed to evaluate the Omega Laser system for optimum firing capabilities. This device utilizes a nickel dithiolene infrared absorbing liquid crystal dye dissolved in a liquid crystal host medium (Merck E7). Three nickel dithiolene dyes were characterized for both their solubility in the E7 host and their infrared spectral absorption.

Dislocation accumulation at large plastic strains -- An approach to the theoretical strength of materials

Description: The usual method of introducing engineers to the concept of dislocations and their role in plastic flow is to compare an estimate of the theoretical strength of solid (of order {micro}/30 where {micro} is the shear modulus) and the observed strength of either single crystals ({mu}/10{sup 4}) or practical engineering material such as structural steels where the yield stress in shear is of order {mu}/10{sup 3}. However, if one considers the problem in reverse, one can consider the accumulation of dislocations as an important mechanism by which one can produce engineering materials in which the strength level approaches the theoretical strength. If one assumes that the flow stress can be expressed in terms of te mean free path between stored dislocations or as the square root of the global dislocation density, then one can see the influence of dislocation density in a diagrammatic form. It is clear that the strengthening by dislocation accumulation due to large imposed plastic strains represents an important approach both to the development of new, potentially valuable, engineering materials and an important area of basic understanding in terms of the mechanical response of materials close to their theoretical strength. Thus, this article will survey some of the factors which influence dislocation accumulation at large strains and the consequences of such accumulation processes.

Wackenhut Services, Incorporated: Report from the DOE Voluntary Protection Program onsite review, August 10--14, 1998

Description: This report summarizes the Department of Energy Voluntary Protection Program (DOE-VPP) Review Team`s findings from the five-day onsite evaluation of Wackenhut Services, Inc. (WSI) at Savannah River Site (SRS), conducted August 10-14, 1998. The site was evaluated against the program requirements contained in US Department of Energy Voluntary Protection Program, Part 1: Program Elements to determine its success in implementing the five DOE-VPP tenets. The Team determined that WSI has met in varying degrees, all the tenets of the DOE-VPP. In every case, WSI programs and procedures exceed the level or degree necessary for compliance with existing standards, DOE Orders, and guidelines. In addition, WSI has systematically integrated their occupational safety and health (OSH) program into management and work practices at all levels. WSI`s efforts toward implementing the five major DOE-VPP tenets are summarized.

APEX and ALPS, high power density technology programs in the U.S.

Description: In fiscal year (FY) 1998 two new fusion technology programs were initiated in the US, with the goal of making marked progress in the scientific understanding of technologies and materials required to withstand high plasma heat flux and neutron wall loads. APEX is exploring new and revolutionary concepts that can provide the capability to extract heat efficiently from a system with high neutron and surface heat loads while satisfying all the fusion power technology requirements and achieving maximum reliability, maintainability, safety, and environmental acceptability. ALPS program is evaluating advanced concepts including liquid surface limiters and divertors on the basis of such factors as their compatibility with fusion plasma, high power density handling capabilities, engineering feasibility, lifetime, safety and R and D requirements. The APEX and ALPS are three-year programs to specify requirements and evaluate criteria for revolutionary approaches in first wall, blanket and high heat flux component applications. Conceptual design and analysis of candidate concepts are being performed with the goal of selecting the most promising first wall, blanket and high heat flux component designs that will provide the technical basis for the initiation of a significant R and D effort beginning in FY2001. These programs are also considering opportunities for international collaborations.

Simple front tracking

Description: A new and simplified front tracking algorithm has been developed as an aspect of the extension of this algorithm to three dimensions. Here the authors emphasize two main results: (1) a simplified description of the microtopology of the interface, based on interface crossings with cell block edges, and (2) an improved algorithm for the interaction of a tracked contact discontinuity with an untracked shock wave. For the latter question, they focus on the post interaction jump at the contact, which is a purely 1D issue. Comparisons to other methods, including the level set method, are included.

Transmission electron microscopy of undermined passive films on stainless steel

Description: A study has been made of the passive film remaining over pits on stainless steel using a high resolution transmission electron microscope. Type 305 stainless steel was passivated in a borate buffer solution and pitted in ferric chloride. Passive films formed at 0.2 V relative to a saturated calomel electrode were found to be amorphous. Films formed at higher potentials showed only broad diffraction rings. The passive film was found to cover a remnant lacy structure formed over pits passivated at 0.8 V. The metallic strands of the lace were roughly hemitubular in shape with the curved surface facing the center of the pit.

Competing structures in nuclei near closed shells. Final report, September 1, 1993--November 30, 1996

Description: This report summarizes the progress made during this period. A series of experiments on levels in {sup 144}Nd have led to the identification of quadrupole-octupole coupled states in the nucleus. These experiments included the measurement of excited level lifetimes using the GRID technique, the measurement of transition conversion coefficients and the measurement of weak transition intensities. A fast electronic timing system has been set-up at Tennessee Tech. This system can be used to measure nuclear excited state lifetimes in the range from 5 ps upward. A new variation of the centroid shift method has been developed which eliminates the need to determine a prompt position. This centroid difference method employs both forward and reverse gating of gamma cascades to generate two timing spectra.

Description: The Petroleum Marketing Monthly (PMM) provides information and statistical data on a variety of crude oils and refined petroleum products. The publication presents statistics on crude oil costs and refined petroleum products sales for use by industry, government, private sector analysts, educational institutions, and consumers. Data on crude oil include the domestic first purchase price, the f.o.b. and landed cost of imported crude oil, and the refiners` acquisition cost of crude oil. Refined petroleum product sales data include motor gasoline, distillates, residuals, aviation fuels, kerosene, and propane. Monthly statistics on purchases of crude oil and sales of petroleum products are presented in the Petroleum Marketing Monthly in five sections: initial estimates; summary statistics; crude oil prices; prices of petroleum products; volumes of petroleum products; and prime supplier sales volumes of petroleum products for local consumption. 7 figs., 70 tabs.

Historical Exposures to Chemicals at the Rocky Flats Nuclear Weapons Plant: A Pilot Retrospective Exposure Assessment

Description: In a mortality study of white males who had worked at the Rocky Flats Nuclear Weapons Plant between 1952 and 1979, an increased number of deaths from benign and unspecified intracranial neoplasms was found. A case-control study nested within this cohort investigated the hypothesis that an association existed between brain tumor death and exposure to either internally deposited plutonium or external ionizing radiation. There was no statistically significant association found between estimated radiation exposure from internally deposited plutonium and the development of brain tumors. Exposure by job or work area showed no significant difference between the cohort and the control groups. An update of the study found elevated risk estimates for (1) all lymphopoietic neoplasms, and (2) all causes of death in employees with body burdens greater than or equal to two nanocuries of plutonium. There was an excess of brain tumors for the entire cohort. Similar cohort studies conducted on worker populations from other plutonium handling facilities have not yet shown any elevated risks for brain tumors. Historically, the Rocky Flats Nuclear Weapons Plant used large quantities of chemicals in their production operations. The use of solvents, particularly carbon tetrachloride, was unique to Rocky Flats. No investigation of the possible confounding effects of chemical exposures was done in the initial studies. The objectives of the present study are to (1) investigate the history of chemical use at the Rocky Flats facility; (2) locate and analyze chemical monitoring information in order to assess employee exposure to the chemicals that were used in the highest volume; and (3) determine the feasibility of establishing a chemical exposure assessment model that could be used in future epidemiology studies.

Electron cyclotron current drive in DIII-D

Description: Clear measurements of the localized current density driven by electron cyclotron waves have been made on the DIII-D tokamak. Direct evidence of the current drive is seen on the internal magnetic field measurements by motional Stark effect spectroscopy. Comparison with theoretical calculations in the collisionless limit shows the experimental current drive exceeds the predictions by a substantial amount for currents driven near the half radius. In all cases the experimental current density profile is broader than the predicted one.
