US--EC fuel cycle study: Background document to the approach and issues

Description: In February 1991, DOE and the Commission of the European Communities (EC), signed a joint statement regarding the external costs of fuel cycles. This 18-month agreement committed their respective organizations to ``develop a comparative analytical methodology and to develop the best range of estimates of external costs from secondary sources`` for eight fuel cycles and four conservation options. In our study, a fuel cycle is defined as the series of physical and chemical processes and activitie… more

Proceedings: National conference on environmental externalities

Description: This report is the proceedings of the National Conference on Environmental Externalities. A environmental externality is the environmental impact of a process or a plant that society must endure. It is a social cost and is paid, but not by the company who produced it or the company`s customers who endure it. The main purpose of this report is to gather the many designs and ideas of how and why to internalize the externalities into the pricing systems of the public utility commissions, especiall… more

Power plant siting; an application of the nominal group process technique

Description: The application of interactive group processes to the problem of facility siting is examined by this report. Much of the discussion is abstracted from experience gained in applying the Nominal Group Process Technique, an interactive group technique, to the identification and rating of factors important in siting nuclear power plants. Through this experience, interactive group process techniques are shown to facilitate the incorporation of the many diverse factors which play a role in siting. In… more

Climate and energy: a comparative assessment of the Satellite Power System (SPS) and alternative energy technologies

Description: The potential effects of five energy technologies on global, regional, and local climate were assessed. The energy technologies examined were coal combustion, light water nuclear reactors, satellite power systems, terrestrial photovoltaics, and fusion. The assessment focused on waste heat rejection, production of particulate aerosols, and emissions of carbon dioxide. The current state of climate modeling and long-range climate prediction introduces considerable uncertainty into the assessment, … more
