Mentoring the first-year superintendent in Texas public schools.

Description: This study determined what mentoring experiences first-year superintendents have had and what they need from a mentoring relationship. Structured interviews and field notes were used in this qualitative study focused on Texas first-year superintendents' perceived needs from mentors. Three patterns of mentoring relationships were found: 1) no mentor in the first year, 2) mentor-protégé relationship - those who developed mentoring relationships early in a career with a more senior person in the same school system, and 3) mentoring relationships of convenience - young relationships which developed outside the same system. Skills and knowledge areas novice superintendents identified as critical for mentor assistance were school finance, development of effective relationships with groups that have expectations of the superintendent while also improving student achievement, and working within the politics of the position. Mentor characteristics novice superintendents considered necessary for a positive effect on job success include: trustworthiness, confidentiality, empathy, encouraging, active listening, and integrity. An attitude in which the mentor problem solved with the protégé, and did not give an immediate solution was displayed. Mentors actively and frequently initiated contact. Ideas were freely exchanged, giving the protégé undivided attention while not making the protégé feel inferior. The effects that previous mentoring experiences had on novice superintendents influenced whether they chose to mentor another person. Most reported seeking or engaged in a new mentoring relationship. Differences in areas where help was needed among first-year superintendents associated with district size were reported. Assistance in finance was needed regardless of district size, gender, or ethnicity. Superintendents in small districts reported needing assistance in specific skill and knowledge areas. Those in larger districts reported mentor assistance in problem-solving processes to accomplish a task. School Governance and Student Achievement: Revealing Factors Beyond the McCarty-Ramsey Model

Description: The purpose of this study was to identify and investigate the specific superintendent leadership type and underlying factors that support significant student achievement gains in communities where misalignment with the McCarty-Ramsey model exists. Utilizing a mixedmethod research strategy, contributing school districts were identified through a survey developed by McCarty and Ramsey. This survey indicated that districts could show positive student achievement gains while exhibiting misalignment among these factors. While all four types of superintendent leadership style were revealed in the survey, a prevalent superintendent leadership types was associated with the misaligned districts showing significant academic growth. This study indicated the professional advisor or the professional advisor/decision maker superintendent had the greatest achievement results in misaligned districts. The second investigation phase involved school districts that met two criteria: misalignment with the McCarty-Ramsey model, and three years of significant student achievement gains, as measured by the California Academic Performance Indicator. Interviews were conducted with identified school board presidents and superintendents to reveal practices or initiatives promoting these results. The interview protocol consisted of a series of open-ended questions regarding effective leadership and programs. The second finding revealed the effective superintendent focuses efforts on five specific district leadership actions identified by researchers such as Waters and Marzano. More specifically, this study revealed two practices were present in top performing school districts. First, a narrow focus on non-negotiable instructional practices across the district, and frequent monitoring by the superintendent, site and district leadership teams including follow - up debriefings regarding implementation of district expectations. These findings have significance in districts dealing with challenges among the community power structures, board types or superintendent leadership. Superintendent Preparation for the 21St Century

Description: This study focused on the perceptions of six superintendents regarding the state of the profession as of 2012, and it reports their thoughts and suggestions as to what preparation is needed by superintendents for the 21st century. The participating superintendents, who were all members of the Western States Benchmarking Consortium, were employed in six school districts in five states. Data were collected through surveys and telephone interviews. The findings of this study clearly indicate a lack of cohesion between what superintendents learned in their university professional preparation programs and what they practice in their day to day activities. The superintendents involved in this study tended to favor a hybrid approach – rigorous theoretical insight grounded in real world practice. Since superintendents typically spend a good deal of their time solving challenging problems including funding shortfalls, competition from other educational institutions, and the constant scrutiny of the media; their preparation needs to provide opportunities to develop their leadership skills and solve real world problems in an environment where they can take risks. Mentoring and participation in professional consortiums were recommended as key elements for the preparation of the twenty-first century superintendent. This study contributes to the discussion of how to best prepare school leaders for the current and future demands of superintendency.

Bureaucracy and Social Interaction: A Study in the Perceived Interaction Between a Superintendent and Campus Principals

Description: Effective relationships among the levels of educational administrators will support the emphasis on academic excellence at national, state, and local levels. Recognizing the factors involved and understanding the interactions of those factors is a complex process. This study examined the bureaucratic leadership style of a superintendent in the organizational structure and the social interaction between the superintendent and campus principals in that organization as perceived by the principals. Quantitative data were collected by using two instruments: (1) the Administration Organi zationa1 Inventory to define the superintendent's bureaucratic leadership style and (2) the Perceived Social Interaction Questionnaire to determine the degree of social interaction between the superintendent and the campus principals. The study included the superintendent and the forty-three principals of a Texas suburban public school. Data analysis examined the leadership style and its relationship to the social interaction and both style and social interaction in relationship to age, sex, elementary or secondary level, and years of experience as a principal. Results of the study did not clearly define the superintendent's leadership style in a bureaucratic organization and indicated no significant difference between the style and social interaction and the four biographical variables. However, analysis of the data revealed that more principals perceived the superintendent as a Professional with a high degree of expertise and low degree of authority when biographical data were considered. Principals who perceived the superintendent as having a high degree of expertise also indicated they had a warm and friendly social relationship with the superintendent. Further analysis revealed that older, male, secondary principals with more than ten years of experience had a warm and friendly social interaction with the superintendent. Hispanic Representation in the Superintendency: Perceived Competencies and Organizational Outcomes That Benefit School Districts

Description: This study assessed 40 factors often cited in literature to determine the extent that Hispanic superintendents perceive them as influential when accessing the superintendency. Eight Hispanic superintendents in Texas participated in this qualitative study, which was based on interviews as well as written responses to a survey. This study found that the factors considered most influential to these superintendents were their ability to communicate, self-perception/self-efficacy, and level of overall preparedness. These findings contrast with previous research indicating that race or ethnicity, mentoring, and career path are most influential. The study also identified factors related to race and ethnicity that most influenced a Hispanic's ability to access the superintendency, albeit to a lesser degree. These factors were the ability to serve as a Hispanic role model to students, ability to increase Hispanic students' academic performance, and the ability to speak a second language. Moreover, through analysis of a large number of survey responses the study examined the extent to which a superintendent's race or ethnicity is significant to addressing the needs of Hispanics. To assure this question a comparative analysis of Hispanics' and non-Hispanics competencies and organizational outcome was conducted. The results indicate that superintendents, in general, regardless of race or ethnicity, can acquire knowledge about the Hispanic culture, develop cultural competence, and produce outcomes that affect Hispanics. A Hispanic, however, who possesses the ability to speak Spanish and has authentic cultural experiences, can potentially provide unique competencies in serving Hispanics. Cultural competence with Hispanics, however, does not supersede the importance of a superintendent's overall effectiveness and ability to meet the needs of all students. Commonalities Among Women Superintendents in Texas

Description: The major purpose of this descriptive study was to determine common characteristics and influences among women who were serving as public school superintendents of independent districts in Texas during the 1988-89 school year. Commonalities were determined in (1) personal characteristics, (2) personality traits, and (3) perceived barriers to career mobility. A seventy-item survey was developed, validated, and mailed to the thirty-three women superintendents in Texas. Data from the survey were analyzed to determine if commonalities existed among women superintendents. Based on the findings of this study, the following conclusions seem justified: (1) Commonalities in personal characteristics which exist among women superintendents include age, ethnicity, marital status, parenthood, positive attitudes toward being both mothers and superintendents, preference for husbands in the field of education, demonstration of early leadership traits, and self-perceptions of being assertive and risk-taking; (2) Most women superintendents share common views on subjective measures concerning their own personalities, and they rated themselves highest in areas which include self-esteem, general daily activity level, independence, job satisfaction, ability to operate under pressure and practicality; and (3) Most women superintendents perceive similar internal and external barriers to their career mobility; a lack of professional network and employers' negative attitudes toward women are the most common external barriers.

Classification of the End-of-Term Archive: Extending Collection Development to Web Archives

The School-Family-Community Partnership: A Superintendent's Perspective

Description: The purpose of this study was to describe, from a superintendent's perspective, the current status of school-family-community partnerships in North Texas school districts. A secondary purpose of this study was to allow the superintendents to express themselves in an open-ended format regarding factors that encourage and limit the development of these partnerships, as well as their three-year goals for creating successful partnerships in their districts. A review of the literature revealed that very limited research exists regarding the relationship between the school superintendent and the school-family-community partnership. This literature review focused on research related to the school-family-community partnership including its place in federal legislation, and a historical and current perspective of the school superintendency. The target population for this study included 156 superintendents from the two educational service centers that make up the Dallas/Fort-Worth Metroplex. This research study employed an online survey research methodology. The instrument used in this study was the Measure of School, Family, and Community Partnerships by Dr. Joyce Epstein of Johns Hopkins University. Participants were asked to respond to fifty-two items placed in the six categories that represent Dr. Epstein's six types of involvement. Superintendents were also asked to respond to open-ended questions regarding what they perceive to be major factors that contribute to and limit the success of their school districts' school-family-community partnership efforts and what their primary goals were for improving these partnerships over the next three years. An analysis of district size in relation to superintendent perceptions of their district's school-family-partnership practices yielded no significant partnership practices. An analysis of district accountability ratings in relation to superintendent perceptions of their district's school-family-partnership practices yielded seven significant partnership practices.
