Nondestructive Characterization Methods for Monolithic Solid Oxide Fuel Cells

Description: Monolithic solid oxide fuel cells (MSOFCS) represent a potential breakthrough in fuel cell technology, provided that reliable fabrication methods can be developed. Fabrication difficulties arise in several steps of the processing: First is the fabrication of uniform thin (305 {mu}m) single-layer and trilayer green tapes (the trilayer tapes of anode/electrolyte/cathode and anode/interconnect/cathode must have similar coefficients of thermal expansion to sinter uniformly and to have the necessary… more

Recovery and purification of nickel-63 from HFIR-irradiated targets

Description: The production of large quantities of high-specific-activity [sup 63]Ni (>10 Ci/g) requires both a highly enriched [sup 62]Ni target and a long irradiation period at high neutron flux. Trace impurities in the nickel and associated target materials are also activated and account for a significant fraction of the discharged activity and essentially all of the gamma activity. While most of these undesirable activation products can be removed as chloride complexes during anion exchange, chromium, p… more

Pacific Northwest Laboratory Annual Report for 1992 to the DOE Office of Energy Research

Description: This report summarizes progress in OHER biological research and general life sciences research programs conducted at PNL in FY 1992. The research develops the knowledge and fundamental principles necessary to identify, understand, and anticipate the long-term health consequences of energy-related radiation and chemicals. Our continuing emphasis is to decrease the uncertainty of health risk estimates from energy-related technologies through an increase understanding of the ways in which radiatio… more

On the economic analysis of problems in energy efficiency: Market barriers, market failures, and policy implications

Description: In his recent paper in The Energy Journal, Ronald Sutherland argues that several so-called market barriers'' to energy efficiency frequently cited in the literature are not market failures in the conventional sense and are thus irrelevant for energy policy. We argue that Sutherland has inadequately analyzed the idea of market barrier and misrepresented the policy implications of microeconomics. We find that economic theory, correctly interpreted, does not provide for the categorical dismissal o… more

Quality assurance grading guidelines for research and development at DOE facilities

Description: The quality assurance (QA) requirements for the US Department of Energy (DOE) are established in DOE Order 5700.6C. This order is applicable for all DOE departmental elements, management, and maintenance and operating contractors and requires that documented Quality Assurance Programs (QAPs) are prepared at all levels; it has one attachment. The DOE Office of Energy Research (DOE-ER) has issued a standard to ensure implementation of the full intent of this order in the ER community.

A comparison group analysis of DOE's Energy-Related Inventions Program

Description: Over the past decade, Oak Ridge National Laboratory has conducted four evaluations of the economic impacts of the US DOE's Energy-Related Inventions Program (ERIP). None of these evaluations has involved the use of a comparison group. Instead, statistics on the innovation process have been compiled from a review of the literature. Unfortunately, the types of technologies and inventors documents by previous studies do not match those supported by the Energy-Related Inventions Program. ERIP-suppo… more

Determination of the shape of a plutonium deposit from a leaking crucible

Description: An analytical model was developed which predicts that the leak rate (or drip rate) of molten plutonium onto a substrate must be low in order for plutonium to solidify into a problematical hemispherical shape. The heat transfer to the substrate is the significant factor in how quickly the fuel solidifies. Analysis and experiment show that for a given substrate, the deposit center height is independent of the leakrate. A good conductor, such as copper on the bottom of a fuel casting furnace, will… more
