Dealing with duplicate regulations and conflicting jurisdictions

Description: There are a number of situations where mixed wastes are regulated by dual regulations and regulators. This presentation attempts to show where such duplication exists and how it evolved historically through legislative actions. The presentation includes a discussion of strategies that have been used to deal with the problems that result from duplicate regulations and jurisdictional conflicts. The RCRA and AEA regulations are really more similar than dissimilar. There are significant issues that… more

State-by-State Comparison of Selected Electricity Restructuring Provisions

Description: Since 1996, twenty-one states have restructured their electricity markets. While the extent of this restructuring varies by state, four issues have generally been considered by all state legislatures: stranded costs, aggregation, universal service, and public benefits. This report compares the treatment of these issues in the restructuring legislation of the twenty-one states. Using information collected directly from the relevant state laws and the rules promulgated by state public utility com… more

Preparing the radiation protection worker to meet multiple needs

Description: At the Oak Ridge National Laboratory (ORNL) the radiation protection worker aids in protecting personnel and their surrounding environment from the hazards of radiation. These individuals use their technical knowledge, skills, and abilities to survey and monitor various project-related activities. They must also provide guidance in project design, development, and implementation. These combined efforts assure that protective measures are taken in accordance with applicable standards. The ORNL p… more

Approach to ecological assessment of power-plant-intake (316b) related issues: the Prairie Island case

Description: Assessment approaches and strategies useful in addressing important issues in section 316(b) of the 1972 Federal Water Pollution Control Act are illustrated in this report through the analysis and evaluation of the Prairie Island Nuclear Station 316(b) data base. The main issues in 316(b) demonstrations, cooling water intake operation and location, involve determining the impacts of entrainment and impingement. Entrainment impacts were addressed by applying the equivalent adult approach and cor… more

Scaling region meson photoproduction and elastic form factors of hadrons

Description: First, the author defines generalized Bloom-Gilman duality and Bjorken-like scaling for inclusive photoproduction of pions, relating Quark-Parton Model description in the deep-inelastic region to the properties of exclusive resonance excitation. Secondly, connection between inclusive and exclusive processes is established in the formalism of Nonforward Parton Densities used here to predict deviations from dimensional scaling for a variety of observables: nucleon and pion elastic form factors, a… more

Space-time symmetries: P and CP violation

Description: We begin with a few remarks on an explicit construction of a Bargmann-Wightman-Wigner-type quantum field theory in which bosons and antibosons have opposite relative intrinsic parities. We then construct (1,0) {circle_plus} (0,1) Majorana (CP self conjugate) and Majorana-like (CT{sup 5} self conjugate, {Gamma}{sup 5} = chirality operator) fields. We point out that this new structure in the space time symmetries may be relevant to P and CP violation.

The changing Arena: New DOE waste management orders

Description: There are five orders that address waste management within the Department of Energy (DOE); three of these orders are being revised, which emphasize the rapidly changing arena in which the department is contending in this field. The need to change the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) Order arose from the Superfund amendments of 1986 (SARA) with its hammer provisions in Section 120 for compliance at Federal facilities. The need to change the Hazardous … more

Profile Modification and Hot Electron Temperature From Resonant Absorption at Modest Intensity

Description: Resonant absorption is investigated in expanding plasmas. The momentum deposition associated with the ejection of hot electrons toward low density via wavebreaking readily exceeds that of the incident laser radiation and results in significant modification of the density profile at critical. New scaling of hot electron temperature with laser and plasma parameters is presented.

Molecular dynamics simulations

Description: The molecular dynamics computer simulation discovery of the slow decay of the velocity autocorrelation function in fluids is briefly reviewed in order to contrast that long time tail with those observed for the stress autocorrelation function in fluids and the velocity autocorrelation function in the Lorentz gas. For a non-localized particle in the Lorentz gas it is made plausible that even if it behaved quantum mechanically its long time tail would be the same as the classical one. The general… more

Clem Mueller, M.D. of Alert Citizens of Texas, Inc. to supporters of the corporation "who are concerned about the various threats posed by homosexual conduct to the normal citizens of this State" (p. 3). "BEWARE" is written in red ink on the first page of the letter. In the letter, Mueller cites various studies and statistics about the "Gay Plague" (i.e., AIDS) and includes other warnings about how "homosexuality is extremely dangerous from a public health standpoint" (p. 2). Report on the workshop on ion sources for hadron colliders

Description: A workshop on Ion Sources for Hadron Colliders was held September 4--5, 1997 in Gelnhausen, Germany. This workshop, organized by the WE-Heraeus-Stiftung Foundation, the University of Frankfurt, Brookhaven National Laboratory, and CERN, directly followed the 7th Symposium on Electron Beam Ion Sources and Traps. Various options were reviewed for the development of a high current, intermediate charge state heavy ion source for use on colliders such as RHIC and LHC. In addition to status reports on… more
