Description: This report discusses actions the 110th Congress is considering that affect the various uses and management of federal lands administered by the Bureau of Land Management and the Forest Service. These actions include legislation, administrative or regulatory proposals, and litigation and judicial decisions. Issues areas include access to energy resources on federal lands, especially implementation of the Energy Policy Act of 2005; development of hardrock minerals; roadless area management and protection; management, protection, and disposal of wild horses and burros; wilderness designation and management; and wildfire management and protection. Many of these issues have been of interest to Congress and the nation for decades.

Ground-Water Resources of the Alluvial Aquifers in Northeastern Larimer County, Colorado

Greenhouse Gas Emission Baselines and Reduction Potentials from Buildings in South Africa

Description: The report concludes that the operation of non-residential and residential building sectors account for around 23% of total emissions. Of this, non-residential sector accounts for around 10% of total emissions and the urban and rural high-medium income residential sectors account for around 8%. In addition, it is estimated that the manufacture of building materials accounts for around 5% of total emissions.

A Storm Water Runoff Investigation Using Gis and Remote Sensing

Description: Environmental controls are becoming more and more expensive to implement, so environmental management is becoming more technologically advanced and efficient through the adoption of new techniques and models. This paper reviews the potential for storm water runoff for the city of Denton, Texas and with the main objective to perform storm water runoff analyses for three different land use datasets; each landuse dataset created with a different methodology. Also analyzed was the difference between two North Central Texas Council of Governments land use datasets and my own land use dataset as a part of evaluating new and emerging remote sensing techniques. The results showed that new remote sensing techniques can help to continually monitor changes within watersheds by providing more accurate data.

Attitudes Toward Increased Government Control of Land Use

Description: This investigation is concerned with perceived detrimental aspects of land use and the desirability of extending government participation in land use goals. Interviews with 179 persons were conducted. The data reveal a possible direct relationship between social class and the acceptance of land use and economic controls. The project endorses the following proposals: Local regulations should require housing developers to provide the streets and utilities and to dedicate land for parks and schools. Taxation should be used as a regulatory tool for the attainment of public policy objectives. A federal commission is needed to encourage comprehensive land management programs. It is also suggested that future land management questionnaires should use random samples and ask questions about specific land use problems.

Global land use data for integrated assessment modeling

Description: Changes in land use and land cover have been one of the major drivers of global change over the last three centuries. Detailed spatially-explicit data sets characterizing these historical land cover changes are now emerging. By synthesizing remotely-sensed land cover classification data sets with historical land use census data, our research group has developed comprehensive databases of historical land use and land cover change. Moreover, we are building estimates of the land suitability for agriculture to predict the constraints on future land use. In this project, we have interacted with the Global Trade and Analysis Project (GTAP) at Purdue University, to adapt our land use data for use with the GTAP database, a baseline database widely used by the integrated assessment modeling community. Moreover, we have developed an interactive website for providing these newly emerging land use data products for the integrated assessment (IA) community and to the climate modeling community.

Buruli Ulcer Disease and Its Association with Land Cover in Southwestern Ghana

Effects of Land Use on Surface-Water Quality in the East Everglades, Dade County, Florida

Description: From purpose and scope: Concern by officials of both Everglades National Park and Dade County about the effects of development of land in the East Everglades for various uses created the need for additional information on the hydrology of this wetland. The hydrology of wetlands is also a major thrust of the U.S. Geological Survey. Because of this mutual interest, the U.S. Geological Survey and Dade County have cooperated in a study of one element of wetland hydrology--the effects that certain land uses have on the surface-water quality (Metropolitan Dade County Planning Department, 1978, p. 49-52).

Drilling Down Natural Gas Well Permitting Policy: Examining the Effects of Institutional Arrangements on Citizen Participation and Policy Outcomes

Description: Over the past decade the movement of natural gas drilling operations toward more suburban and urban communities has created unique policy challenges for municipalities. Municipal response is manifest in a variety of institutional arrangements, some more enabling than others regarding citizen access to public hearings. This observation lead to the main research question, “How are variations in citizen participation affecting policy outcomes?” The argument is made that institutions affecting citizen participation, in turn affect policy outcomes. If the general public is given access to public hearings, their preferences for longer setbacks will be taken into account and the approved gas wells will have greater distances from neighboring residences – effectively providing for greater safety. Given the paucity of research on the topic of natural gas drilling, the research first begins with the presentation of a theoretical framework to allow for analysis of the highly complex topic of gas well permitting, emphasizing the rule-ordered relationships between the various levels of decision making and provides a typology of collective action arenas currently used by Texas municipalities. The research uses paired case studies of most similar design and employs a mixed methods process for the collection, analysis and interpretation of the municipal level gas well permitting process. The investigation includes a complete census of 185 approved gas wells from four North Texas cities between the years 2002-2012; 20 interviews comprised of city officials and drilling operators; and archival records such as gas well site plans, ordinances, on-line government documents and other public information. The findings reveal that zoning institutions are associated with a 15% longer gas well setback than siting institutions and institutions without waivers are associated with a 20% longer gas well setback than institutions with waiver rules. Habitat Fragmentation by Land-Use Change: One-Horned Rhinoceros in Nepal and Red-Cockaded Woodpecker in Texas

Description: This research focuses on the spatial analysis of the habitat of two vulnerable species, the one-horn rhinoceros in the grasslands of southern Nepal, and the red-cockaded woodpecker in the Piney woods of southeast Texas, in the USA. A study sites relevant for biodiversity conservation was selected in each country: Chitwan National Park in Nepal, and areas near the Big Thicket National Preserve in Texas. Land-use differs in the two study areas: the first is still undergoing agrarian development while the second is in a technological phase and undergoing urbanization processes. Satellite remote sensing images were used to derive land-cover maps by supervised classification. These maps were then processed by Geographic Information Systems methods to apply habitat models based on basic resources (food and cover) and obtain habitat suitability maps. Several landscape metrics were computed to quantify the habitat characteristics especially the composition and configuration of suitable habitat patches. Sensitivity analyses were performed as the nominal values of some of the model parameters were arbitrary. Development potential probability models were used to hypothesize changes in land-use of the second study site. Various scenarios were employed to examine the impact of development on the habitat of red-cockaded woodpecker. The method derived in this study would prove beneficial to guide management and conservation of wildlife habitats.

Sharp-tailed Grouse Restoration; Colville Tribes Restore Habitat for Sharp-tailed Grouse, Annual Report 2002-2003.

Description: Columbian Sharp-Tailed Grouse (Tympanuchus phasianellus columbianus) (CSTG) are an important traditional and cultural species to the Colville Confederated Tribes (CCT), Spokane Tribe of Indians (STOI), and other Tribes in the Region. They were once the most abundant upland bird in the Region. Currently, the largest remaining population in Washington State occurs on the CCT Reservation in Okanogan County. Increasing agricultural practices and other land uses has contributed to the decline of sharp-tail habitat and populations putting this species at risk. The decline of this species is not new (Yokum, 1952, Buss and Dziedzic, 1955, Zeigler, 1979, Meints 1991, and Crawford and Snyder 1994). The Tribes (CCT and STOI) are determined to protect, enhance and restore habitat for this species continued existence. When Grand Coulee and Chief Joseph Hydro-projects were constructed, inundated habitat used by this species was lost forever adding to overall decline. To compensate and prevent further habitat loss, the CCT proposed a project with Bonneville Power Administration (BPA) funding to address this species and their habitat requirements. The projects main focus is to address habitat utilized by the current CSTG population and determine ways to protect, restore, and enhance habitats for the conservation of this species over time. The project went through the NPPC Review Process and was funded through FY03 by BPA. This report addresses part of the current CCT effort to address the conservation of this species on the Colville Reservation.

INL Sitewide Institutional Controls Annual Report FY2006

Description: This document reports the results of the fiscal year 2006 institutional controls assessment at Comprehensive Environmental Response, Compensation, and Liability Act sites at the Idaho National Laboratory. These activities are described in the INEEL Sitewide Institutional Control Plan. Inspections were performed by Long-term Stewardship Program personnel with representatives of the various facilities. The assessments showed that the various institutional control measures in place across the Idaho National Laboratory Site are functioning as intended. Information in the Idaho National Engineering and Environmental Laboratory Comprehensive Facilities and Land Use Plan was reviewed as part of the annual assessment and was revised as needed to reflect the current status of the institutional control sites.

Impact of land use change on the local climate over the Tibetan Plateau

Description: Observational data show that the remotely sensed leaf area index (LAI) has a significant downward trend over the east Tibetan Plateau (TP), while a warming trend is found in the same area. Further analysis indicates that this warming trend mainly results from the nighttime warming. The Single-Column Atmosphere Model (SCAM) version 3.1 developed by the National Center for Atmospheric Research is used to investigate the role of land use change in the TP local climate system and isolate the contribution of land use change to the warming. Two sets of SCAM simulations were performed at the Xinghai station that is located near the center of the TP Sanjiang (three rivers) Nature Reserve where the downward LAI trend is largest. These simulations were forced with the high and low LAIs. The modeling results indicate that, when the LAI changes from high to low, the daytime temperature has a slight decrease, while the nighttime temperature increases significantly, which is consistent with the observations. The modeling results further show that the lower surface roughness length plays a significant role in affecting the nighttime temperature increase.

Development of a Future Representative Concentration Pathway for Use in the IPCC 5th Assessment Earth System Model Simulations

Description: The representative concentration pathway to be delivered is a scenario of atmospheric concentrations of greenhouse gases and other radiatively important atmospheric species, along with land-use changes, derived from the Global Change Assessment Model (GCAM). The particular representative concentration pathway (RCP) that the Joint Global Change Research Institute (JGCRI) has been responsible for is a not-to-exceed pathway that stabilizes at a radiative forcing of 4.5Wm-2 in the year 2100.
