Issues areas include access to energy resources on federal lands, especially implementation of the Energy Policy Act of 2005; development of hardrock minerals; roadless area management and protection; management, protection, and disposal of wild horses and burros; wilderness designation and management; and wildfire management and protection. Many of these issues have been of interest to Congress and the nation for decades.

Greenhouse Gas Emission Baselines and Reduction Potentials from Buildings in South Africa

Description: The report concludes that the operation of non-residential and residential building sectors account for around 23% of total emissions. Of this, non-residential sector accounts for around 10% of total emissions and the urban and rural high-medium income residential sectors account for around 8%. In addition, it is estimated that the manufacture of building materials accounts for around 5% of total emissions.

Attitudes Toward Increased Government Control of Land Use

Description: This investigation is concerned with perceived detrimental aspects of land use and the desirability of extending government participation in land use goals. Interviews with 179 persons were conducted. The data reveal a possible direct relationship between social class and the acceptance of land use and economic controls. The project endorses the following proposals: Local regulations should require housing developers to provide the streets and utilities and to dedicate land for parks and schools. Taxation should be used as a regulatory tool for the attainment of public policy objectives. A federal commission is needed to encourage comprehensive land management programs. It is also suggested that future land management questionnaires should use random samples and ask questions about specific land use problems.

Ecosystem Services and Sustainability: A Framework for Improving Decision-Making in Urban Areas

Description: Ecosystem services are the varied goods and benefits provided by ecosystems that make human life possible. This concept has fostered scientific explorations of the services that nature provides to people with the goal of sustaining those services for future generations. As the world becomes increasingly urban, ecosystems are reshaped, and services are degraded. Provisioning and regulating ecosystem services, landscape planning, decision making, and agricultural systems and technologies play a distinctive role in feeding and sustaining the expanding urban population. Hence, the integrated assessment of these coupled components is necessary to understand food security and sustainable development. Nevertheless, frameworks that incorporate ecosystem services, urbanization, and human wellbeing are still scarce due to several conceptual and methodological gaps that challenge this assessment. As a consequence, these frameworks are not operationalized, and ecosystem services rarely receive proper attention in decision making. This dissertation seeks to improve our understanding of the role of ecosystem services at the landscape level and provides an approach for operationalizing decisions that affect sustainable practices and human wellbeing.

Idaho National Laboratory Comprehensive Land Use and Environmental Stewardship Report

Description: Land and facility use planning and decisions at the Idaho National Laboratory (INL) Site are guided by a comprehensive site planning process in accordance with Department of Energy Policy 430.1, 'Land and Facility Use Policy,' that integrates mission, economic, ecologic, social, and cultural factors. The INL Ten-Year Site Plan, prepared in accordance with Department of Energy Order 430.1B, 'Real Property Asset Management,' outlines the vision and strategy to transform INL to deliver world-leading capabilities that will enable the Department of Energy to accomplish its mission. Land use planning is the overarching function within real property asset management that integrates the other functions of acquisition, recapitalization, maintenance, disposition, real property utilization, and long-term stewardship into a coordinated effort to ensure current and future mission needs are met. All land and facility use projects planned at the INL Site are considered through a formal planning process that supports the Ten-Year Site Plan. This Comprehensive Land Use and Environmental Stewardship Report describes that process. The land use planning process identifies the current condition of existing land and facility assets and the scope of constraints across INL and in the surrounding region. Current land use conditions are included in the Comprehensive Land Use and Environmental Stewardship Report and facility assets and scope of constraints are discussed in the Ten-Year Site Plan. This report also presents the past, present, and future uses of land at the INL Site that are considered during the planning process, as well as outlining the future of the INL Site for the 10, 30, and 100-year timeframes.

Global land use data for integrated assessment modeling

Description: Changes in land use and land cover have been one of the major drivers of global change over the last three centuries. Detailed spatially-explicit data sets characterizing these historical land cover changes are now emerging. By synthesizing remotely-sensed land cover classification data sets with historical land use census data, our research group has developed comprehensive databases of historical land use and land cover change. Moreover, we are building estimates of the land suitability for agriculture to predict the constraints on future land use. In this project, we have interacted with the Global Trade and Analysis Project (GTAP) at Purdue University, to adapt our land use data for use with the GTAP database, a baseline database widely used by the integrated assessment modeling community. Moreover, we have developed an interactive website for providing these newly emerging land use data products for the integrated assessment (IA) community and to the climate modeling community.

Habitat Fragmentation by Land-Use Change: One-Horned Rhinoceros in Nepal and Red-Cockaded Woodpecker in Texas

Description: This research focuses on the spatial analysis of the habitat of two vulnerable species, the one-horn rhinoceros in the grasslands of southern Nepal, and the red-cockaded woodpecker in the Piney woods of southeast Texas, in the USA. A study sites relevant for biodiversity conservation was selected in each country: Chitwan National Park in Nepal, and areas near the Big Thicket National Preserve in Texas. Land-use differs in the two study areas: the first is still undergoing agrarian development while the second is in a technological phase and undergoing urbanization processes. Satellite remote sensing images were used to derive land-cover maps by supervised classification. These maps were then processed by Geographic Information Systems methods to apply habitat models based on basic resources (food and cover) and obtain habitat suitability maps. Several landscape metrics were computed to quantify the habitat characteristics especially the composition and configuration of suitable habitat patches. Sensitivity analyses were performed as the nominal values of some of the model parameters were arbitrary. Development potential probability models were used to hypothesize changes in land-use of the second study site. Various scenarios were employed to examine the impact of development on the habitat of red-cockaded woodpecker. The method derived in this study would prove beneficial to guide management and conservation of wildlife habitats.

Baselines For Land-Use Change In The Tropics: Application ToAvoided Deforestation Projects

Description: Although forest conservation activities particularly in thetropics offer significant potential for mitigating carbon emissions,these types of activities have faced obstacles in the policy arena causedby the difficulty in determining key elements of the project cycle,particularly the baseline. A baseline for forest conservation has twomain components: the projected land-use change and the correspondingcarbon stocks in the applicable pools such as vegetation, detritus,products and soil, with land-use change being the most difficult toaddress analytically. In this paper we focus on developing and comparingthree models, ranging from relatively simple extrapolations of pasttrends in land use based on simple drivers such as population growth tomore complex extrapolations of past trends using spatially explicitmodels of land-use change driven by biophysical and socioeconomicfactors. The three models of the latter category used in the analysis atregional scale are The Forest Area Change (FAC) model, the Land Use andCarbon Sequestration (LUCS) model, and the Geographical Modeling (GEOMOD)model. The models were used to project deforestation in six tropicalregions that featured different ecological and socioeconomic conditions,population dynamics, and uses of the land: (1) northern Belize; (2) SantaCruz State, Bolivia; (3) Parana State in Brazil; (4) Campeche, Mexico;(5) Chiapas, Mexico; and (6) Michoacan, Mexico. A comparison of all modeloutputs across all six regions shows that each model produced quitedifferent deforestation baseline. In general, the simplest FAC model,applied at the national administrative-unit scale, projected the highestamount of forest loss (four out of six) and the LUCS model the leastamount of loss (four out of five). Based on simulations of GEOMOD, wefound that readily observable physical and biological factors as well asdistance to areas of past disturbance were each about twice as importantas either sociological/demographic or economic/infrastructure factors(less observable) in explaining empirical land-use patterns. A Storm Water Runoff Investigation Using Gis and Remote Sensing

Description: Environmental controls are becoming more and more expensive to implement, so environmental management is becoming more technologically advanced and efficient through the adoption of new techniques and models. This paper reviews the potential for storm water runoff for the city of Denton, Texas and with the main objective to perform storm water runoff analyses for three different land use datasets; each landuse dataset created with a different methodology. Also analyzed was the difference between two North Central Texas Council of Governments land use datasets and my own land use dataset as a part of evaluating new and emerging remote sensing techniques. The results showed that new remote sensing techniques can help to continually monitor changes within watersheds by providing more accurate data.

Final Hanford Comprehensive Land-Use Plan Environmental Impact Statement, Hanford Site, Richland, Washington

Description: This Final ''Hanford Comprehensive Land-Use Plan Environmental Impact Statement'' (HCP EIS) is being used by the Department of Energy (DOE) and its nine cooperating and consulting agencies to develop a comprehensive land-use plan (CLUP) for the Hanford Site. The DOE will use the Final HCP EIS as a basis for a Record of Decision (ROD) on a CLUP for the Hanford Site. While development of the CLUP will be complete with release of the HCP EIS ROD, full implementation of the CLUP is expected to take at least 50 years. Implementation of the CLUP would begin a more detailed planning process for land-use and facility-use decisions at the Hanford Site. The DOE would use the CLUP to screen proposals. Eventually, management of Hanford Site areas would move toward the CLUP land-use goals. This CLUP process could take more than 50 years to fully achieve the land-use goals.

Rail Transit and Its Influence on Land Use: A Dallas Case Study

Description: Mass transit investments continue to be utilized in many cities as means of dealing with various transportation issues. In Dallas Texas, light rail transit was developed with the hopes of encouraging compact and orderly growth. This research uses the DART system as a case study in examining transportation/land use relationships in Dallas. As such, this thesis reviews past research that examined transit systems impacts on urban areas, analyzes historical changes in land use pattern development around the existing twenty stations of the DART light rail starter system, and summarizes the progression of land use trends in the transit corridor as they relate to DART impacts. Results of this study suggest that DART's light rail system has been an effective tool used in achieving the transportation and land use goals for the region. Finally, recommendations are presented with respect to what can be expected for future light rail development in Dallas.
