The Workforce Investment Act and the One-Stop Delivery System

Description: This report provides details of WIA Title I state formula program structure, services, allocation formulas, and performance accountability. In addition, it provides a program overview for national grant programs. It also provides brief overviews of Titles II and IV. Title III of WIA amends the Wagner-Peyser Act of 1933, which establishes the Employment Service (ES), to make the ES an integral part of the One-Stop system created by WIA. Because the ES is a central part of the One-Stop system, it is discussed briefly in this report even though it is authorized by separate legislation (Wagner-Peyser Act of 1933).

Workforce Investment Act of 1998 (WIA): Reauthorization of Title I Job Training Programs

Description: Title I of the Workforce Investment Act of 1998 (WIA) (P.L. 105-220), the country’s chief job training legislation, authorizes several job training programs, including Youth, Adult, and Dislocated Worker Activities; Job Corps; Youth Opportunity Grants; and programs for Native Americans, migrant and seasonal farmworkers, and veterans. The funding authorization for WIA programs expires on September 30,2003. On March 6, 2003, the Administration released its proposal for reauthorization of the Title I programs. On March 27, 2003, the House Committee on Education and the Workforce approved H.R. 1261, as amended, the Workforce Reinvestment and Adult Education Act of 2003. In addition to reauthorizing the Title I job training programs, the bill would also reauthorize the adult education and literacy programs and the Rehabilitation Act of 1973. This report focuses on provisions related to the Title I programs.

The Work Opportunity Tax Credit (WOTC) and the Welfare-to-Work (WtW) Tax Credit

Description: The Work Opportunity Tax Credit and Welfare-to-Work Tax Credit are temporary provisions of the Internal Revenue Code. Since their initiation in the mid-1990s, the Congress has allowed the credits to lapse four of the five times they were up for reauthorization. In each instance, they were reinstated retroactive to their expiration dates as part of large tax-related measures. The employment tax credits never have been addressed independently of broader legislation. This report describes the WOTC and WtW Tax Credit and outlines issues for members of Congress.

Training Program Evaluation: A Comparison of the Effectiveness of School Versus On-the-Job Training

Description: The hypothesis was investigated that school training was more effective than on-the-job training. Of a sample of 349 male subjects, 217 received on-the-job training and 132 received school training. Data were collected and analyzed on tenure, performance, promotions, salary increases, and accidents. Training type had a significant positive correlation with tenure and accident occurrence at the .01 and .05 level, respectively, and a significant correlation with salary increase at the .05 level. A regression model using accident occurrence and salary increase yielded a prediction of training type significant at the .05 level. No difference was found between the two types of training, as measured by the study variables.

The Lower Rio Grande Valley: Are Education and Job Training Opportunities Shrinking the Labor Force?

Description: The purpose of this research project is to examine the educational and job-training opportunities offered in the Lower Rio Grande Valley, and how the skills acquired from these programs assimilate with the job opportunities available in the area. Specifically, we will look at the counties of Cameron, Hidalgo, Starr, and Willacy. The central hypothesis of this project is that the Rio Grande Valley in its efforts for a more highly trained workforce may actually be enabling its workforce to seek better employment opportunities in other areas.

Changes in Personality Traits Following an Intensive In-Service Para-Professional Counseling-Aide Program

Description: The primary purpose of the study was to determine the effectiveness of an intensive, in-service training program for modifying selected personality traits among para-professional counselor aides restricted to working with emotionally disturbed youth in a residential treatment center. Additionally, an attempt was made to identify the areas in which personality traits were modified, both between experimental and control groups and between males and females.
