Who Needs what to Implement the Kyoto Protocol?: An Assessment of Capacity Building Needs in 33 Developing Countries

Description: For African countries, it is imperative to increase capacity for implementing both the Climate Convention and the Kyoto Protocol, in view of the continent’s vulnerability to the adverse impacts of climate change, including the threat to food security and sustainable development. The country surveys, which are framed around the list of perceived capacity building needs annexed to Decision 10/CP.5, provided insight into the capacity building needs of the project-countries. Hence, the aspects examined during the assessment exercise reflect some of the concerns of African countries; and the stakeholders’ responses can be taken as indications of the capacity building needs of the African countries assessed.

Impacts of Comprehensive Climate and Energy Policy Options on the U.S. Economy

Description: This study compiles and updates the findings of 16 comprehensive state climate action plans and extrapolates the results to the nation. The study then takes those results and using a widely accepted econometric model projects the national impact of these policies on employment, incomes, gross domestic product (GDP) and consumer energy prices. Finally, using the bottom-up data developed by the states and aggregated here, the study models the national impact of major features of the Kerry-Lieberman climate bill under consideration in Congress in 2010. These state action plans and supporting assessments were proposed by over 1,500 stakeholders and technical work group experts appointed by 16 governors and state legislatures to address climate, energy and economic needs through comprehensive, fact-based, consensus-driven, climate action planning processes conducted over the past five years with facilitative and technical assistance by the Center for Climate Strategies. Findings show potential national improvements from implementation of a top set of 23 major sector-based policies and measures drawn from state plans.

Land-use change and carbon sinks: Econometric estimation of the carbon sequestration supply function

Description: Increased attention by policy makers to the threat of global climate change has brought with it considerable interest in the possibility of encouraging the expansion of forest area as a means of sequestering carbon dioxide. The marginal costs of carbon sequestration or, equivalently, the carbon sequestration supply function will determine the ultimate effects and desirability of policies aimed at enhancing carbon uptake. In particular, marginal sequestration costs are the critical statistic for identifying a cost-effective policy mix to mitigate net carbon dioxide emissions. We develop a framework for conducting an econometric analysis of land use for the forty-eight contiguous United States and employing it to estimate the carbon sequestration supply function. By estimating the opportunity costs of land on the basis of econometric evidence of landowners' actual behavior, we aim to circumvent many of the shortcomings of previous sequestration cost assessments. By conducting the first nationwide econometric estimation of sequestration costs, endogenizing prices for land-based commodities, and estimating land-use transition probabilities in a framework that explicitly considers the range of land-use alternatives, we hope to provide better estimates eventually of the true costs of large-scale carbon sequestration efforts. In this way, we seek to add to understanding of the costs and potential of this strategy for addressing the threat of global climate change.

Earth System Governance: People, Places, and the Planet

Description: This science plan elaborates upon the concept of Earth system governance, defined as the interrelated systems of formal and informal rules and actor-networks that are set up to steer societies towards preventing, mitigating, and adapting to environmental change within the normative context of sustainable development. The notion of governance here refers to a less hierarchical and more decentralized system than traditional governmental policy-making, inclusive of non-state actors such as non-governmental organizations, indigenous communities, and international organizations.
