Single Family Housing Construction Trends in the Denton Independent School District and Their Implications for School Enrollment

Description: The purpose of this study is to examine housing construction trends in the Denton Independent School District area for the next 5 years estimating impacts on the resulting school district enrollments. Combining enrollment data obtained from the DISD and housing data from the Denton County Appraisal District, it is possible to calculate enrollment multipliers for elementary, middle, and high school students based on predefined categories of single family home values. The study suggests that enrollment multipliers currently used by the DISD over estimate the number of students coming from new single family residences, especially at the elementary school level. Using data from real estate agents, builders, developers, and permitting boards, a map is created showing areas of the DISD that will likely see the largest gains in school-age children during the next 2 to 5 years.

Funds Budgeted for Educational Programs in Texas Schools during a Period of Changing Enrollment

Description: This study analyzes budgets of Texas school districts experiencing declining enrollments, as opposed to districts with increasing or steady enrollments. This study identifies how schools are expending funds to meet those needs while dealing with enrollment changes. A total of 924 school districts are studied. The changes in average daily attendance from 1993-1994 to 2003-2004 are used to categorize each district as having increasing, stable, or decreasing enrollments. The total dollar amount expended is compared to the total number of students in each district to determine the amount expended per student. The amounts expended for special education career and technology education, bilingual education, and compensatory education are compared to the number of students being served by those programs to determine a dollar amount that can also be compared from the 1993-1994 and 2003-2004 school years. The per-student expenditures for each educational program are compared to the overall per-student expenditures in each enrollment category (increasing, stable, decreasing). The study reveals no clear pattern of change in the comparison of overall spending to individual program spending as district enrollments fluctuated.

Short-Term Enrollment Projections Based on Traditional Time Series Analysis

Description: The problem of this study was to make short-term projections of student semester credit hour enrollments, at each of two state universities of comparable size, based on traditional time series analysis. 1. The first purpose of the study was to identify the cyclical component of deseasonalized enrollment data. 2. The second purpose was to determine a cyclical economic indicator having a high correlation with the cyclical component of the enrollment data. The selected economic indicator was used in establishing explanatory equations for projecting enrollment. 3. The third purpose was to compare projected 1979- 1980 academic year enrollment figures obtained from explanatory equations for each institution with actual enrollment figures of each institution for that year. 4. The fourth purpose was to compare the explanatory equations developed for the two institutions and the projections of student semester credit hour enrollments they yielded. 5. The fifth purpose was to discuss enrollment projections for each institution and the uses of enrollment projections in planning.

Final Technical Report; Nuclear Engineering Recruitment Effort

Concurrent Enrollment Programs

Description: Initiated in part as a proposal to reform U.S. high schools, concurrent enrollment programs enable high school aged students to take college level course work and receive college credit while enrolled in high school. Concurrent enrollment programs can be best described as a secondary/postsecondary school hybrid. This report provides a brief history of these programs and a description of the different types of programs, including participation data.

Use of the College Student Inventory to Predict At-Risk Student Success and Persistence at a Metropolitan University

Description: Using Tinto's longitudinal model of institutional departure as the theoretical basis for this research, the purpose was to determine what extent selected motivational factors measured by the College Student Inventory (CSI) predict academic success and persistence of at-risk students at the University of North Texas (UNT). The study focused on United States citizens and permanent residents entering UNT as at-risk first-time freshmen admitted via individual approval for the fall 1994 semester. The 409 subjects were enrolled in a developmental course titled Personal and Academic Effectiveness where the CSI was administered during the first 2 weeks of class. Selected predictor variables were tested in relation to the separate criterion variables of grade point average and enrolled status during the 2nd and 4th years of the study. Grade point averages and enrollment data for the 1995-96 and 1997-98 academic years were extracted from the student information management system. The research design employed appropriate multiple regressions, multiple correlations, multiple discriminant analyses, and bivariate correlations. Findings confirmed the ability of five CSI factors to predict grade point average (p < .05) of at-risk students over the time frames used in this study. Nine factors predicting enrolled status were also significant at the .05 level; however, results were not meaningful in the 2nd year as factors classified 95% of all subjects as persisters. By the end of the 4th year, the factors were able to predict correct classification of both persisters and nonpersisters approximately 24% better than chance. This research provides support for Tinto's institutional departure model, particularly associated with pre-entry attributes and goals/commitments over time. The CSI is a viable instrument for use with at-risk first-time freshmen at a metropolitan university; however, required enrollment in a developmental course likely confounded the ability of selected variables to meaningfully predict enrolled status during the 2nd year.

The Relationship between Certain Factors of Late and Regular Registrants

Description: The purpose of the study is to determine if significant differences and relationships exist between students who enrolled late and those who enrolled on time at Tarleton State College between the years 1955-1962 inclusive. The study involves comparing the records of 325 freshman and sophomore students who registered late with those of 325 matched freshman and sophomore students who enrolled on time.

A Comparison of Physics Enrollments in Selected Large Texas Secondary Schools

Description: The problem of this study is twofold. The first is to discover in what ways are physics teachers and counselors in large Texas public secondary schools encouraging students to take physics, and second, what are their perceptions of reasons for student avoidance of physics. The population consisted of physics teachers and counselors in large (1,310 minimum enrollment) high and low percentage physics enrollment schools. Percentage enrollment in physics is defined as the number of students enrolled in physics compared to total twelfth grade enrollment. Thirty high (above 8.9) and thirty low (below 8.0) percentage enrollment schools comprise the sample population. Data were collected using separate questionnaires that related to (a) school, (b) physics teacher, and (c) counselor variables that could affect physics enrollments. The questionnaires addressed to perceptions of both physics teachers and counselors covered (a) the exchange of physics course information between students, teachers, and counselors, (b) the method of exchange of physics course information, and (c) the extent to which the physics program is sold to the student body. Also elicited were eleven responses from both physics teachers and counselors that pertain to perceived reasons for student avoidance of physics courses. A statistical analysis was made between physics teachers and counselors perceptions pairing high and low percentage enrollment groups by chi square analysis of each item of the questionnaire, using a .05 level for significance.

Medicare Provider Enrollment: Opportunities to Enhance Program Integrity Efforts

Description: A letter report issued by the General Accounting Office with an abstract that begins "Staffing companies that contract with physicians to staff hospital departments--including emergency departments--are not permitted to bill Medicare. In the Medicare, Medicaid, and SCHIP Benefits Improvement and Protection Act of 2000, Congress directed GAO to assess the program integrity implications of enrolling these companies and allowing them to bill Medicare. GAO reviewed about 2.8 million emergency department claims for 2000 from five states and assessed whether contractor physicians retained by staffing companies billed Medicare comparably to other emergency department physicians. GAO also evaluated how the lack of information on staffing companies affects efforts to assure Medicare program integrity."

The Identification and Placement of Latino Students in Advanced Mathematics Courses

Description: Using a phenomenological approach, this qualitative study examined the perspectives of Latino parents and their involvement in the decision of their child to enroll in an advanced mathematics course in sixth grade. Since enrollment in Algebra I in high school is said to be a strong predictor of college attainment and with the growing number of Latino students across the nation, this study has the potential to help district and campus leaders establish whole-school systems for communicating with Latino parents to encourage their children to enroll in advanced mathematics courses at earlier grades. Participants in this study included four sixth-grade students enrolled in an advanced mathematics course, four enrolled in regular mathematics, their mother or father, two mathematics teachers, a school counselor, and two district administrators. Data analyzed included audio recordings of semi-structured interviews of each of the participants. The findings suggested that the district has proactively developed a systematic process of creating that includes six data points to create a student profile of students that will do well in advanced mathematics. This process is helping the district close the gap between total Latino school enrollment and the enrollment of Latino students in advanced mathematics. The findings also suggested that specific communication with parents about the importance of enrollment trajectories might influence the enrollment of students into advanced mathematics courses at earlier grades.

Social and Economic Characteristics Related to the Immediate College Transition of Recent High School Graduates: A Study of Southwest Region TRIO Participants' College Continuation

Description: The purpose of this study was to determine whether: 1) Southwest Region TRIO high school students between the years 1991 - 2001 continued to college immediately after high school at rates significantly different than similar population students on national and state levels; and 2) immediate college continuation for this group was a function of social and economic characteristics including race, gender, parental education, and home-care environment. The sample included 414 TRIO program participants from Texas, Oklahoma, New Mexico, Louisiana, and Arkansas. Data on the 414 participants were gathered using an existing database containing demographic and post-secondary enrollment information on study participants. The findings of this study reveal Southwest Region TRIO students during this ten-year period continued to college immediately after high school at rates not significantly different than the national low-income population of students. Results indicate that when compared to all students in the five-state southwest region, the majority low-income, first-generation TRIO population continued to college at rates not significantly different than all-income students in the region. Findings of this study also revealed select social and economic characteristics were not predictors of immediate college continuation for this group. Finally, the study showed out-of-home care environment students continued to college at significantly higher rates than in-home care Southwest Region TRIO students.

Enrollment Management in Higher Education: From Theory to Practice

Description: This study investigated enrollment management practices found in higher education. The research identified enrollment management and retention practices described in the higher education literature. These suggested practices were incorporated into a sixty-six question survey that was distributed to a random sample of colleges and universities taken from the 1999 US News and World Report of college rankings. The survey data were used to identify which of the suggested enrollment management practices were of greatest utility. First, the sixty-six items were grouped into 14 categories of enrollment management strategies. Second, the institutional responses for each category were averaged and then correlated with each institution's graduation rate. Finally, each institution's "yes" responses for the entire survey were totaled and correlated with each institution's graduation rate. This study developed a list of the 26 most frequently used enrollment management practices in higher education, and as well, identified the 10 least used enrollment management practices. Given the results of this study graduation rate is not a sufficient criterion to assess enrollment management practices at a college or university. Enrollment management strategies contribute to many institutional and student outcomes; thus, multiple indicators are required to accurately evaluate enrollment management practices.

The Effect of Participation in Advanced Placement And/or Dual Credit on Four-year Graduation Rates.

Description: Advanced Placement and dual credit programs are designed for high school students and are used to earn college credit and possibly gain college admissions advantages. The present research examined the impact of participation in one or both programs on four-year college graduation rates. Findings indicated significant differences between the programs as well as with students who did not participate in either program. Students in AP achieved the highest four-year graduation rate, followed by students in dual credit, both programs, and neither program. These findings indicate the need for further study to determine whether the programs substantially contribute to four-year graduation rates and what the implications are.

Description: The problem of this study is to ascertain the existing relationships between enrollment size and methods of financial management in selected public institutions of higher education. The purposes set forth for this investigation are to conduct a survey of the financial management methods of a major segment of Texas higher education, to analyze the existing relationships of these financial methods with increasing enrollments ranging from 2,537 to 26,531, and to assess the implications thereof for indicators of optimum and maximum enrollments under variable methods of financial management.

The History of the Industrial Arts Department of North Texas State University from 1955 To 1975

An Assessment of the Use of Student Price Response Models to Predict Changes in Undergraduate Enrollment at a Metropolitan University

Description: Most colleges and universities invest substantial resources in an effort to strategically plan for a sound financial base. The revenue for the financial base is dependent on student enrollment that must be effectively managed. Increases in the price of tuition and fees can lead to decreased enrollment and negatively impact the revenue of an institution. The increases can also impact the enrollment of certain student populations such as minority students and high school graduates enrolling in college for the first time. Many studies have analyzed the price elasticity and student price response models that have been developed over time by reviewing historical price increases and enrollment across institutions. Few studies have used the models to predict changes in the enrollment of students for one college or university after the increases in the cost of attendance are imposed on students. This study sought to analyze the effectiveness of the most commonly reviewed student price response and price elasticity models in predicting changes in undergraduate enrollment at one metropolitan academic university. The three models introduced by Leslie and Brinkman, St. John and Heller were used to analyze the tuition and fee increases and to identify the likely percentage of increase or decrease in student enrollment at the University of North Texas for the fall 2004 semester. The study predicted the change in undergraduate enrollment among Caucasian, Hispanic, African American and Asian student populations. The price elasticity among full-time students, part-time students, undergraduate transfer students and new from high school students entering the University of North Texas were also analyzed in the research study. The results of the study found the student price response developed by Heller accurately predicted decreases in enrollment among first-time undergraduate students, continuing undergraduate students and undergraduate Caucasian students. Analysis of Special Education Compliance and Special Education Funding in Four Texas Open-Enrollment Charter Schools.

Description: The purpose of this study was to conduct an in-depth examination of special education services in open-enrollment charter schools in north Texas and to examine relationships between special education compliance and funding. Six questions guided the research: How have the charter schools designed special education services, and do these services meet individual needs of students with disabilities? Have federal education and disability laws affected charter schools' admissions, operations, or student performance ratings? What were the levels of special education funding and compliance with federal and state regulations? Is there a relationship between special education funding and special education compliance with rules and regulations? Studies at the national and state levels have frequently been conducted in the form of surveys, and provide only preliminary information about the status of special education in charter schools. There is a paucity of case specific information about the management and delivery of special education services in open-enrollment charter schools. A within-case study research design was used for this investigation utilizing qualitative methods of structured open-ended interviews, observations at the schools, and document analysis. Administrators at four open-enrollment charter schools were interviewed to gather data for this multi-case study. The data supported the hypotheses related to special education services in open-enrollment charter schools. The schools in this study provided special education services with an inclusion model for the first two years. In their first years of operation, charter schools face challenges of small budgets, few if any special education students, and difficulty finding special education teachers and other staff. In the third year and beyond, the schools were able to add special education services and staff and were more stable in terms of budget and operations. The Influence of Selected Factors on Nonpersistence of Nontraditional Students at a Comprehensive Community College

Description: The purpose of the study was to determine the direct influences of selected environmental, academic, and background factors as well as academic outcomes and expression of intent to leave on persistence or non-persistence of nontraditional students at a comprehensive community college in the Dallas County Community College District. The study applied a conceptual model of nontraditional undergraduate student attrition. Data for this study were collected during the Fall, 1987 semester from 312 first-year nontraditional students using the two-year institution questionnaires from the National Center for Higher Education Management Systems. In addition, follow-up surveys were administered to the 97 students who did not reā€”enroll for the Spring, 1988 semester. The data were analyzed using discriminant function, chi square, and product-moment correlation. For these nontraditional students, educational goal commitment, cumulative grade point average (GPA) and expression of intent to leave at the end of the semester had significant direct influence on persistence or non-persistence decisions. In contrast, environmental factors such as finances, employment status, and family responsibilities, and background factors such as high school academic performance, enrollment status and parents' education level did not directly influence dropout decisions. Nontraditional students reported receiving moderate to high levels of encouragement to remain in college from outside sources, especially employers. In spite of this encouragement, a frequent reason given for leaving college was the inability to cope with working and going to school at the same time. The results generally confirmed that the conceptual model used in this study provided a valid framework for research on nontraditional student attrition. Accurate prediction of persistence or non-persistence of nontraditional students in a community college appears quite difficult due to the heterogeneity of this student population and their diverse educational goals.
