An Analysis of the Economic and Institutional Factors Affecting Recovery by Local Governments from Huricanes

Description: This dissertation examines the impact of major hurricanes on changes in GDP for counties in four states – Alabama, Florida, Louisiana, and Texas. The analysis examines the effectiveness of intergovernmental financing for major hurricanes between 2000 and 2014. It also examines whether institutional proximity of the disaster management function to the Governor's Office and the career status of the director affect the speed of recovery from the disaster. The analysis also assesses the impact that a counties's prior experience at dealing with disasters has on the speed of recovery.

Effects of the R and D tax credit on energy R and D expenditures: an econometric analysis

Description: Objective of the study was to estimate the effects on industrial energy research and development (R and D) expenditures of the R and D Tax Credit component of the Economic Recovery Tax Act of 1981. Two tasks were performed. The first task was to collect data on industrial R and D expenditures, sales, oil prices, and price deflators. The R and D expenditure data were obtained from the National Science Foundation; other data were collected from Commerce Department and Department of Energy publications. The second task was to perform an econometric analysis of the effects of the tax credit on industrial R and D expenditures. Equations relating: (1) total; and (2) energy-related R and D expenditures to sales, oil prices, and a variable representing the availability of the tax credit were estimated, using data for each of seven manufacturing industries and eleven years. The analysis showed that the tax credit caused real total industrial R and D expenditures to be 9.1% greater than they would have been without the credit, but caused real energy industrial R and D expenditures to be 13.8% less than they would have been without the tax credit.

Economic feasibility of solar-thermal industrial applications and selected case studies

Description: The economic feasibility is assessed of utilizing solar energy to augment an existing fossil fuel system to generate industrial process heat. Several case studies in the textile and food processing industries in the southern United States were analyzed. Sensitivity analyses were performed, and comparisons illustrating the effects of the Economic Recovery Tax Act of 1981 were made. The economic desirability of the proposed solar systems varied with the type of system selected, location of the facility, state tax credits, and type of fuel displaced. For those systems presently not economical, the projected time to economic feasibility was ascertained.
