Federal Chief Information Officers: Opportunities Exist to Improve Role in Information Technology Management

Description: A letter report issued by the Government Accountability Office with an abstract that begins "The federal government invests billions in information technology (IT) each year to help agencies accomplish their missions. Federal law, particularly the Clinger-Cohen Act of 1996, has defined the role of Chief Information Officer (CIO) as the focal point for IT management within agencies. Given the longstanding challenges the government faces in managing IT and the continued importance of the CIO, GAO was asked to (1) determine the current roles and responsibilities of CIOs, (2) determine what potential modifications to the Clinger-Cohen Act and related laws could be made to enhance CIOs' authority and effectiveness, and (3) identify key lessons learned by CIOs in managing IT. To do this, GAO administered a questionnaire to 30 CIOs, compared responses to legislative requirements and the results of a 2004 GAO study, interviewed current CIOs, convened a panel of former agency CIOs, and spoke with the Office of Management and Budget's (OMB) Federal CIO."

Federal Chief Information Officers: Responsibilities, Reporting Relationships, Tenure, and Challenges

Description: A letter report issued by the Government Accountability Office with an abstract that begins "Although the federal government has invested substantially in information technology (IT), its success in managing information resources has varied. Agencies have taken steps to implement modern strategies, systems, and management policies and practices, but they still face significant information and technology management challenges. Recognizing the key role of the chief information officer (CIO) in helping an agency to achieve better results through IT, congressional requesters asked GAO to study the current status of CIOs at major departments and agencies. Among the topics this report describes are (1) CIOs' responsibilities and reporting relationships, and (2) current CIOs' professional backgrounds and the tenures of all of the CIOs since enactment of the Clinger-Cohen Act."

Chief Information Officers: Responsibilities and Information Technology Governance at Leading Private-Sector Companies

Description: A letter report issued by the Government Accountability Office with an abstract that begins "To help address the many challenges being faced by federal agencies, Congress has enacted a series of laws designed to improve agencies' performance. The Clinger-Cohen Act of 1996, for example, requires that each agency head designate a Chief Information Officer (CIO) to lead reforms to achieve real, measurable improvements in the agency's performance through better management of information resources. Recognizing the importance of the CIO position, congressional requesters asked GAO to conduct two reviews. The first, reported in July 2004, discussed the extent to which federal CIOs had responsibility for 12 functional areas that GAO had identified as either required by statute or critical to effective information and technology management, including information technology (IT) capital planning, strategic planning for information resources, and information security and privacy. This report focuses on the responsibilities of CIOs at 20 leading private-sector organizations. The questions GAO addressed were (1) What are the responsibilities of these CIOs, and how do they compare with those of federal CIOs? (2) What are the key challenges of these private-sector CIOs? (3) How do these organizations govern their information and IT assets enterprisewide?"
