Capitol Visitor Center: Update on Status of Project's Schedule and Cost as of September 25, 2007

Description: Testimony issued by the Government Accountability Office with an abstract that begins "Since the July 31, 2007, Capitol Visitor Center (CVC) hearing, the project's construction has progressed, and Architect of the Capitol (AOC) is now anticipating a November 2008, opening date. In addition, AOC and the sequence 2 contractor have signed a contract modification that extends the date for completing the majority of the sequence 2 work from September 15, 2006 to November 15, 2007. However, because delays have occurred on a number of near-critical paths, and risks to the project's schedule remain, we agree with the November 2008 opening date. AOC has increased its estimate of the cost to complete the CVC project's construction to about $621 million to cover the costs associated with extending the sequence 2 schedule and to provide for delays, change orders, and remaining uncertainties. We believe this estimate is reasonable, provided there are no unusual delays. To date, about $556.2 million has been approved for CVC construction, and AOC has $18.6 million more that it has not yet received approval to obligate. Of this amount, AOC plans to use about $6 million for construction and the remainder for operations. For fiscal year 2008, AOC has requested $20 million for CVC construction and believes that it may need another $39 million."

The impact of these changes on the project is still not fully known. Therefore, we could not thoroughly assess the project's schedule or estimated cost at completion and are basing our views on the information available as of March 6, 2007, recognizing our views could change as more information on the impact of these changes becomes available."

Our remarks will focus on (1) the Architect of the Capitol's (AOC) progress in managing the project's schedule since Congress's September 15 hearing on the project, (2) issues associated with the CVC's fire protection system, and (3) the project's costs and funding. Our ability to fully address these issues is limited by two important factors. First, AOC's sequence 2 construction contractor's--Manhattan Construction Company--September 2005 schedule reflects a number of significant changes, and AOC has not yet had the opportunity to fully evaluate these changes. Second, neither AOC nor its construction management contractor--Gilbane Building Company--has completed the evaluation of elements of the project schedule that we recommended during Congress's September 15 hearing. Thus, while we will discuss the schedule's status, we will not be able to provide specific estimated completion dates until AOC and its construction management contractor complete their assessments and we have the opportunity to evaluate them. Similarly, while we will discuss the status of the project's costs and funding, we will wait until the project schedule is fully reviewed and stabilized and we have had an opportunity to evaluate AOC's consultant's, McDonough Bolyard Peck (MBP), cost-estimation work before we comprehensively update our November 2004 estimate of the cost to complete the project."

Capitol Visitor Center: Priority Attention Needed to Manage Schedules and Contracts

Description: Testimony issued by the Government Accountability Office with an abstract that begins "Approved in the late 1990s, the Capitol Visitor Center (CVC) is the largest project on the Capitol grounds in over 140 years. Its purposes are to provide greater security for all persons working in or visiting the U.S. Capitol and to enhance the educational experience of visitors who have come to learn about Congress and the Capitol building. When completed, this three-story, underground facility, located on the east side of the Capitol, is designed to be a seamless addition to the Capitol complex that does not detract from the appearance of the Capitol or its historic landscaping. According to current plans, it will include theaters, an auditorium, exhibit space, a service tunnel for truck loading and deliveries, storage, and additional space for use by the House and Senate. This testimony discusses the Architect of the Capitol's (AOC) management of the project's schedules and contracts; the project's estimated costs, including risks and uncertainties; worker safety issues; and AOC's monthly reporting to Congress on the project. This testimony also discusses recommendations that we have made in previous testimony and briefings and the actions AOC has taken in response."

Capitol Visitor Center: Update on Status of Project's Schedule and Cost as of July 31, 2007

Description: Testimony issued by the Government Accountability Office with an abstract that begins "Since the June 27, 2007, Capitol Visitor Center (CVC) hearing, the project's construction has progressed, and according to the latest schedule, Architect of the Capitol (AOC) is still projecting a June 27, 2008, completion date and a September 22, 2008 opening date. Work has advanced on the project's heating, ventilation, and air-conditioning (HVAC) system, interior wall stone and ceiling installation, and other interior and exterior construction work. However, some delays have occurred in activities on the project's critical path (i.e., the work on the fire alarm system) and on most of its near-critical paths, and further delays are possible. AOC was able to mitigate the delay in the project's critical path by reducing the time available for future fire alarm testing. This action may not produce the desired results, though, given the complexity of the requirements for fire alarm testing. Delays in near-critical activities such as the ceiling close-ins and the House and Senate expansion spaces have reduced the time reserved for contingencies along those near-critical paths, but have not yet affected the critical path. Furthermore, a number of risks to the project's schedule remain. These include potential problems in completing the installation, integration, operation, and testing of the fire alarm, security, and HVAC systems. Recently, for example, AOC's Chief Fire Marshal completed his initial plan for final acceptance testing of the fire alarm systems and found additional complexity in testing requirements that has the potential to delay the project for a number of months. In addition, the Fire Marshal has added testing requirements for all of the CVC's smoke detectors, which could further delay the project's completion. However, we will not, as originally planned, provide specific estimated completion dates because AOC's contractors revised the schedule in August to reflect recent delays, but AOC has not yet evaluated the revised schedule. AOC believes that the time added to the schedule by its contractors is unreasonable. Until AOC completes its evaluation and we assess it, any estimates of specific completion dates are, in our view, tentative and preliminary.
