Summary of operations and performance of the Utica aquifer and North Lake Basin wetlands restoration project in December 2008-November 2009.

Description: This document summarizes the performance of the groundwater restoration systems installed by the Commodity Credit Corporation of the U.S. Department of Agriculture (CCC/USDA) at the former CCC/USDA grain storage facility in Utica, Nebraska, during the fifth year of system operation, from December 1, 2008, until November 30, 2009. Performance in earlier years was reported previously (Argonne 2005, 2006, 2008, 2009a). In the project at Utica, the CCC/USDA is cooperating with multiple state and federal agencies to remove carbon tetrachloride contamination from a shallow aquifer underlying the town and to provide supplemental treated groundwater for use in the restoration of a nearby wetlands area. Argonne National Laboratory has assisted the CCC/USDA by providing technical oversight for the aquifer restoration effort and facilities during this review period. This document presents overviews of the aquifer restoration facilities (Section 2) and system operations (Section 3), then describes groundwater production results (Section 4), groundwater treatment results (Section 5), and associated groundwater monitoring, system modifications, and costs during the review period (Section 6). Section 7 summarizes the present year of operation.

Wetland Issues

Description: Instead of a single comprehensive federal wetland protection law, multiple laws provide varying levels of protection in different forms: the permit program authorized in §404 in the Clean Water Act; programs for agricultural wetlands; laws that protect specific sites; and laws that protect wetlands which perform certain functions. Many protection advocates view these laws and their implementation as inadequate or uncoordinated. Others, who advocate the rights of property owners and development interests, by contrast, characterize these efforts, especially the §404 permit program, as too intrusive. Numerous state and local wetland programs add to the complexity of the protection effort.

Delineation of Waters of the United States for Lawrence Livermore National Laboratory, Site 300

Description: This report presents the results of a delineation of waters of the United States, including wetlands, for Lawrence Livermore National Laboratory's Site 300 in Alameda and San Joaquin Counties, California. Jones & Stokes mapped vegetation at Site 300 in August, 2001, using Global Positioning System (GPS) data recorders to collect point locations and to record linear features and map unit polygons. We identified wetlands boundaries in the field on the basis of the plant community present. We returned to collect additional information on wetland soils on July 3, 2002. Forty-six wetlands were identified, with a total area of 3.482 hectares (8.605 acres). The wetlands include vernal pools, freshwater seeps, and seasonal ponds. Wetlands appearing to meet the criteria for federal jurisdictional total 1.776 hectares (4.388 acres). A delineation map is presented and a table is provided with information on the type, size, characteristic plant species of each wetland, and a preliminary jurisdictional assessment.

Results of preliminary reconnaissance trip to determine the presence of wetlands in wet forest habitats on the Island of Hawaii as part of the Hawaii Geothermal Project, October 1993

Description: In October 1993, the authors sampled soils, vegetation, and hydrology at eight sites representing a range of substrates, elevations, soil types, and plant community types within rainforest habitats on the Island of Hawaii. Their purpose was to determine whether any of these habitats were wetlands according to the 1987 Corps of Engineers Wetlands Delineation Manual. None of the rainforest habitats they sampled was wetland in its entirety. However, communities established on pahoehoe lava flows contained scattered wetlands in depressions and folds in the lava, where water could accumulate. Therefore, large construction projects, such as that associated with proposed geothermal energy development in the area, have the potential to impact a significant number and/or area of wetlands. To estimate those impacts more accurately, they present a supplementary scope of work and cost estimate for additional sampling in the proposed geothermal project area.

Environmental Assessment and Finding of No Significant Impact: Transfer of the Department of Energy Grand Junction Office to Non-DOE Ownership

Description: The scope of this environmental assessment (EA) is to analyze the potential consequences of the Proposed Action on human health and the environment. Accordingly, this EA contains an introduction to the site and the history of the Grand Junction Office (Chapter One), a description of the Purpose and Need for Agency Action (Chapter Two), a description of the Proposed Action and Alternatives (Chapter Three), and the description of the Affected Environment and the Environmental Consequences (Chapter Four). Resource categories addressed in this EA include geology, soils and topography, groundwater and surface water, floodplains and wetlands, land use and infrastructure, human health, ecological resources, cultural resources, air quality, noise, visual resources, solid and hazardous waste management, transportation, and socioeconomic and environmental justice.
