Trends in household energy conservation attitudes and behaviors in the northwest: 1983-1987

Description: The objective of this report is to present the results of a 1987 telephone survey on attitudes and behaviors toward energy conservation and to compare them with the results of similar surveys in 1983 and 1985. The surveys were conducted in the Bonneville Power Administration (BPA) service area: Washington, Oregon, Idaho and Western Montana. Data collected during the surveys were analyzed by Pacific Northwest Laboratory to assist the BPA in its energy conservation program planning, design, and m… more

Energy conservation in rental housing: landlords' perceptions of problems and solutions

Description: Rental housing owners have had little incentive to invest in energy conservation measures for their buildings. As the cost of energy continues to rise, market incentives increase. This research explores the decision processes and criteria of a purposive sample of landlords in four cities: Boston, Chicago, Denver, and San Francisco. The report outlines landlords' reasons for investing or not investing in energy conservation measures, the barriers they perceive to energy conservation, and their p… more

Conservation and economic development

Description: This oral presentation is about the Espanola Power Savers Project which involves both the utility and for the community. I'm going to spend much of my time today discussing why this project makes sense for the community, but I would like to start with a brief word about why community-based conservation makes sense for utilities. A number of reasons are listed to show why conservation is today's energy resource of choice. But if, for a moment, we take that as a given and ask why community-based … more

Measured energy savings and economics of retrofitting existing single-family homes: An update of the BECA-B database

Description: The energy bill for US single-family households was over $77 billion in 1987 (excluding auto fuel purchases), accounting for approximately 20% of national energy expenditures. Large sums are spent on residential retrofits by individual homeowners, government agencies, and utilities. As of late 1987, over 21 million households indicated that they had added at least one energy-saving measure in the previous two years, while a recent Electric Power Research Institute (EPRI) study estimated that ne… more

Evaluation of the Federal Weatherization-Assistance Program in Minnesota

Description: An evaluation of the Federal Weatherization Assistance Program to determine the fuel savings for participants in Minnesota has been completed. The homes selected in this study were weatherized between April and October 1978. Therefore, a comparison of normalized fuel consumption for the 1976 to 1977 and 1977 to 1978 heating seasons was an appropriate measure of the fuel savings achieved. In addition, a control group was established to reflect fuel consumption changes resulting from the effect o… more

Experimental plan for the Single-Family Study

Description: The national evaluation of the Weatherization Assistance Program (WAP) consists of five separate studies. The Single-Family Study is one of three studies that will estimate program energy savings and cost effectiveness in principal WAP submarkets. This report presents the experimental plan for the Single-Family Study, which will be implemented over the next three years (1991--1993). The Single-Family Study will directly estimate energy savings for a nationally representative sample of single-fa… more

Evaluation plan for the Weatherization Assistance Program

Description: The most recent national evaluation of the impacts of the US Department of Energy (DOE)'s Weatherization Assistance Program (WAP) was completed in 1984 based on consumption data for households weatherized in 1981. WAP regulations and operations have changed substantially over the last decade, and new opportunities are on the horizon. DOE recognizes the need for a more current national level evaluation of the program and has developed a plan for conducting the evaluation with the support of the … more

Summary of residential environmental issues and program consistency

Description: The Northwest Power Planning Act authorizes the Bonneville Power Administration to acquire all necessary energy resources to serve Northwest utilities choosing to acquire power from the agency and to give conservation the highest priority in responding to the demand for electricity. To meet this mandate, the agency has established residential conservation programs for weatherizing existing homes, building new energy-efficient homes, and promoting energy-efficient appliances. Report exploring the differences and similarities in approach, and results of documents concerned with energy conservation in existing dwelling units. Final report

Description: Literature on ways for saving energy by retrofitting single family homes was surveyed, and each energy conservation option is evaluated for economic desirability. The options considered include the prevention of heat losses by reducing air infiltration and by increasing thermal insulation, optimizing furnace operation, lowering space and water heater temperatures, flue gas heat recovery, and controlling hot water flow. The cost and payback period is given for each option. (LCL)

Household attitudes toward energy conservation in the Pacific Northwest: overview and comparisons

Description: This report presents an overview of a baseline residential energy conservation study for the Pacific Northwest conducted in November 1983 by RMH Research, Inc. It also compares the study results with available data from other surveys. The primary focus of the RMH study is conservation marketing. As such it assesses the attitudes, perceptions, and past conservation actions of the region's residents and provides market segmentation based upon past conservation actions and the propensity to invest… more

Estimating energy impacts of residential and commercial building development. A manual for the Pacific Northwest and Alaska

Description: This energy-impact manual presents information on energy implications of new building design and operation, providing a reasonably accurate means of assessing the total energy impact of new construction in the commercial and residential sectors. While developed specifically for the states of Alaska, Idaho, Oregon, and Washington, much of the data used are national averages; the procedures described are applicable to other regions of the nation, with appropriate adjustments for climatic differen… more

Weatherization program: a study of progress

Description: Progress of the Weatherization Assistance Program (WAP) and other weatherization activities toward national energy conservation goals is reported. Low-income people are among the first to feel the pinch of rising fuel prices, particularly for home heating fuel. WAP installs insulation, storm windows and doors, and other energy efficiency improvements to reduce heat loss in the homes of low-income people, especially with the elderly and the handicapped. The weatherization activities of Federal a… more

Home retrofitting for energy conservation and solar considerations

Description: This manual explains both the key concepts behind our need for and our impact on energy usage, as well as a nuts-and-bolts explanation of how to improve the energy efficiency of your home. By reviewing both the concepts and practices of energy conservation, the manual presents a comprehensive picture of how home energy use is effected by the inhabitants and by the structure itself. The manual begins with an explanation of why we are looking at energy, then proceeds to explain how the heat trans… more

Weatherization and minority energy use: A preliminary analysis

Description: This paper presents an analysis of the patterns of minority and non-minority energy consumption with and without weatherization measures. The behavior of the household in response to a weatherization-induced income gain is modeled using ANL's Minority Economic Assessment Model (MEAM). Weatherization is then examined from a programmatic perspective in light of the MEAM findings. This work is the first part of a larger analysis to assess the economic impact of weatherization on minority household… more

Experimental plan for the fuel-oil study

Description: An up-to-date assessment of the Weatherization Assistance Program (WAP) is being performed by the US Department of Energy WAP Division and the Oak Ridge National Laboratory. Five studies form the evaluation. Major goals of the Fuel-Oil Study are to estimate the fuel oil saved by the WAP in the Northeast during the 1990 and 1991 program years, identify and quantify non-energy impacts of the WAP, assess the cost effectiveness of the WAP within this submarket, and assess factors which may cause sa… more
