Water Resources Development Act (WRDA): Corps of Engineers Project Authorization Issues

Description: WRDA is the main legislative vehicle for Corps civil works authorizations. This report considers the current status of WRDA and major issues shaping WRDA consideration in the 110th Congress, including changes to Corps project development practices and policies, coastal Louisiana wetlands restoration activities, Upper Mississippi River Illinois Waterway (UMR-IWW) investments, and Everglades restoration projects.

Merging spatially variant physical process models under an optimized systems dynamics framework.

Description: The complexity of water resource issues, its interconnectedness to other systems, and the involvement of competing stakeholders often overwhelm decision-makers and inhibit the creation of clear management strategies. While a range of modeling tools and procedures exist to address these problems, they tend to be case specific and generally emphasize either a quantitative and overly analytic approach or present a qualitative dialogue-based approach lacking the ability to fully explore consequences of different policy decisions. The integration of these two approaches is needed to drive toward final decisions and engender effective outcomes. Given these limitations, the Computer Assisted Dispute Resolution system (CADRe) was developed to aid in stakeholder inclusive resource planning. This modeling and negotiation system uniquely addresses resource concerns by developing a spatially varying system dynamics model as well as innovative global optimization search techniques to maximize outcomes from participatory dialogues. Ultimately, the core system architecture of CADRe also serves as the cornerstone upon which key scientific innovation and challenges can be addressed.

Overview of the Environmental and Water Resources Institute's "Guidelines For Integrated Water Resources Management" Project

Description: Integrated Water Resources Management is a systematic approach to optimizing our understanding, control and management of water resources within a basin to meet multiple objectives. Recognition of the need for integrating water resources within basins is not unique to the Environmental and Water Resources Institute’s Integrated Water Resources Management Task Committee. Many individuals, governments and other organizations have attempted to develop holistic water resources management programs. In some cases, the results have been very effective and in other cases, valiant attempts have fallen far short of their initial goals. The intent of this Task Committee is to provide a set of guidelines that discusses the concepts, methods and tools necessary for integrating and optimizing the management of the physical resources and to optimize and integrate programs, organizations, infrastructure, and socioeconomic institutions into comprehensive water resources management programs.

Benefit-Cost Analysis and the Discount Rate for the Corps of Engineers' Water Resource Projects: Theory and Practice

Description: Construction of large water resource projects, such as those of the Army Corps of Engineers (Corps), can be controversial because they involve trade-offs among various river uses, and between current and future generations. Pursuant to federal water project planning guidelines, the Corps weighs these trade-offs using benefit-cost analysis. If its analysis shows that a project’s national economic development (NED) benefits exceed its NED costs, the Corps seeks project authorization from Congress. Congress authorizes the Corps to construct some of these large water projects through (usually) biennial Water Resource Development Acts. Since the Corps rarely recommends a project that does not have a benefit-cost ratio greater than 1.0, this report describes the decisions that influence this ratio, with a focus on the role of the discount rate.

Energy's Water Demand: Trends, Vulnerabilities, and Management

Description: The nation's energy choices embody many tradeoffs. Water use is one of those tradeoffs. The energy choices before Congress represent vastly different demands on domestic freshwater. The energy sector's water consumption is projected to rise 50% from 2005 to 2030. This rising water demand derives from both an increase in the amount of energy demanded and shifts to more water-intense energy sources and technologies. This report discusses this issue as well as related issues that may arise for the 112th Congress.

Data collection for cooperative water resources modeling in the Lower Rio Grande Basin, Fort Quitman to the Gulf of Mexico.

Description: Water resource scarcity around the world is driving the need for the development of simulation models that can assist in water resources management. Transboundary water resources are receiving special attention because of the potential for conflict over scarce shared water resources. The Rio Grande/Rio Bravo along the U.S./Mexican border is an example of a scarce, transboundary water resource over which conflict has already begun. The data collection and modeling effort described in this report aims at developing methods for international collaboration, data collection, data integration and modeling for simulating geographically large and diverse international watersheds, with a special focus on the Rio Grande/Rio Bravo. This report describes the basin, and the data collected. This data collection effort was spatially aggregated across five reaches consisting of Fort Quitman to Presidio, the Rio Conchos, Presidio to Amistad Dam, Amistad Dam to Falcon Dam, and Falcon Dam to the Gulf of Mexico. This report represents a nine-month effort made in FY04, during which time the model was not completed.

Wetland Issues

Description: Wetlands, in a wide variety of forms, are found throughout the country. The various values of these areas have been increasingly recognized in recent years, but the remaining acreage has been disappearing rapidly. When European settlers first arrived, total wetland acreage was more than 220 million acres in the lower 48 states, according to estimates by the U.S. Fish and Wildlife Service. By 1980, total wetland acreage was estimated to be 104 million acres. Losses continue, although the rate of loss hasslowed considerably during the past decade. Recent losses have been concentrated in the lower Mississippi River Valley, the upper Midwest, and the Southeast.

When European settlers first arrived, total wetland acreage was more than 220 million acres in the lower 48 states, according to estimates by the U.S. Fish and Wildlife Service. It estimates that by 1997 total wetland acreage was 105.5 million acres. Losses continue, although the rate of loss has slowed considerably during the past decade and restoration efforts have grown, and some regions are approaching the national policy goal of no-net-loss. Recent losses have been concentrated in forested wetlands, and net losses are greatest in the eastern United States.

Many protection advocates view these laws and their implementation as inadequate or uncoordinated. Others, who advocate the rights of property owners and development interests, by contrast, characterize these efforts, especially the §404 permit program, as too intrusive. Numerous state and local wetland programs add to the complexity of the protection effort.
