Description: The 111th Congress may elect to consider legislation (H.R. 500 and S. 237) that has been introduced to amend and reauthorize the Nonindigenous Aquatic Nuisance Prevention and Control Act of 1990 to further study vessel ballast water management standards and modify how ballast water is handled. This report provides background on various approaches to ballast water management and reviews current ballast water management laws and programs.

Description: The arrival of zebra mussels in the Great Lakes and their subsequent damage to city water supplies and electric utilities has focused significant attention on ballast water discharge by cargo ships as a high-risk mechanism for species invasion. New management efforts attempt to address this concern. Congress is considering legislative proposals to amend and reauthorize the Nonindigenous Aquatic Nuisance Prevention and Control Act, including specific provisions that would modify how ballast water is managed. This report provides background on various approaches to ballast water management and reviews current ballast water management laws and programs.

Spatio-temporal Variation of Nitrate Levels in Groundwater in Texas, 1970 to 2010

Description: This study looks at spatial variation of groundwater nitrate in Texas and its fluctuations at 10 year increments using data from the Texas Water Development Board. While groundwater nitrate increased in the Ogallala and Seymour aquifers across the time period, the overall rate in Texas appears to be declining as time progresses. However, the available data is limited. Findings show that a much more targeted, knowledge based strategy for sampling would not only reduce the cost of water quality analysis but also reduce the risk of error in these analyses by providing a more realistic picture of the spatial variation of problem contaminants, thereby giving decision-makers a clearer picture on how best to handle the reduction and elimination of problem contaminants.

Origins and Distribution of Saline Ground Waters in the Floridian Aquifer in Coastal Southwest Florida

Description: From introduction: Recognizing the need for comprehensive information about these waters of variable quality, the U.S. Geological Survey, in cooperation with the Southwest Florida Water Management District, investigated their character and distribution in the Mansota and lower Peace Basins (fig. 1). Municipal Solid-Waste Disposal and Ground-Water Quality in a Coastal Environment, West-Central Florida

Description: From introduction: This report explains how landfills can affect ground-water resources in a coastal environment. The report defines solid waste and briefly describes the four common methods for its disposal. The landfill method used in coastal west-central Florida is described in detail. It also presents hydrologic and geologic factors to be considered when locating landfills in a coastal environment and describes how to plan a water-quality monitoring program at a landfill site. Examples from other studies of the impact of landfills on ground water in coastal areas of west-central Florida are included.

Water Quality of Alignment, Farquar, and Long Lakes in Apple Valley, Minnesota

Description: Abstract: Alimagnet, Farquar, and Long Lakes, in Apple Valley, Minnesota, were sampled from 1973-79 to determine their physical and chemical characteristics. A storm-sewer inlet to Alimagnet Lake was also sampled during two storms in 1978. The 1976-77 drought caused a more noticeable effect on the quality of the lakes than any other factor. Chloride concentrations were 10 to 15 milligrams per liter before the drought, but increased 2 to 4 times during the drought. Dissolved solids reacted similarly . Dissolved oxygen and pH were governed mainly by biological activity. In February 1977, dissolved-oxygen concentration was less than 0.5 milligrams per liter in the three lakes. Ratios between mean total nitrogen and mean total phosphorus ranged from 22:1 to 26:1. Tropic-state indices indicate that the lakes are eutrophic. Blue-green algae dominated the phytoplankton populations. Storms sampled at a storm-sewer inlet to Alimagnet Lake showed higher concentrations pf chromium, copper, nickel, and zinc than of lead, arsenic, cadmium, and mercury. Total phosphorus for the September 1978 storm had a concentration of 1.7 milligrams per liter, which means that approximately 29 pounds entered the lake during the 5.5-hour sampling period.

Assessment of Water Quality in Streams Draining Coal-Producing Areas in Ohio

Description: From introduction: In 1975 a project was begun to provide information on several aspects of coal hydrology in Ohio. The first phase was a reconnaissance of water-quality conditions in coal-mining regions. Phase one had two primary objectives; to document the occurrence of certain inorganic and organic constituents in waters of the coal-mining regions and to determine if the concentrations of those constituents were related to coal mining. The second phase of the project was a more detailed study of four basins sampled during the first phase.

A Reconnaissance of Ground-Water Contamination at Selected Landfills in Colorado

Description: Abstract: A reconnaissance study of eight landfills in Colorado shows that they have contaminated the shallow ground-water system. Contamination is indicated by values of specific conductance and concentrations of major ions and trace elements. Because only shallow ground water was sampled, it was not possible to determine whether deeper ground-water systems also are contaminated. The major effects on water quality caused by contaminants in the land-fills were increased salinity, nitrogen, iron, manganese, and phenols in the shallow ground-water system.
