TRA Closure Plan REV 0-9-20-06 HWMA/RCRA Closure Plan for the TRA/MTR Warm Waste System Voluntary Consent Order SITE-TANK-005 Tank System TRA-007

Description: This Hazardous Waste Management Act/Resource Conservation and Recovery Act closure plan was developed for portions of the Test Reactor Area/Materials Test Reactor Warm Waste System located in the Materials Test Reactor Building (TRA-603) at the Reactor Technology Complex, Idaho National Laboratory Site, to meet a further milestone established under Voluntary Consent Order Action Plan SITE-TANK-005 for Tank System TRA-007. The reactor drain tank and canal sump to be closed are included in the Test Reactor Area/Materials Test Reactor Warm Waste System. The reactor drain tank and the canal sump were characterized as having managed hazardous waste. The reactor drain tank and canal sump will be closed in accordance with the interim status requirements of the Hazardous Waste Management Act/Resource Conservation and Recovery Act as implemented by the Idaho Administrative Procedures Act 58.01.05.009 and 40 Code of Federal Regulations 265. This closure plan presents the closure performance standards and methods for achieving those standards.

Disaster Debris Management: Requirements, Challenges, and Federal Agency Roles

Description: This report focuses on the requirements applicable to disaster debris management and the challenges that communities face when attempting to manage it both quickly and safely. This report also provides an overview of the types of support provided by FEMA, the Corps, and EPA with respect to disaster debris removal. A discussion of the programs or statutory authorities under which that support may be provided is beyond the scope of this report. There are a number of conditions under which federal agencies may support communities with disaster debris removal. With respect to FEMA's involvement in debris removal assistance, this report focuses on support that may be provided after the President declares the incident to involve a "major disaster" under the Robert T. Stafford Disaster Relief and Emergency Assistance Act (Stafford Act, P.L. 93-288, as amended).

ICDF Complex Operations Waste Management Plan

Description: This Waste Management Plan functions as a management and planning tool for managing waste streams generated as a result of operations at the Idaho CERCLA Disposal Facility (ICDF) Complex. The waste management activities described in this plan support the selected remedy presented in the Waste Area Group 3, Operable Unit 3-13 Final Record of Decision for the operation of the Idaho CERCLA Disposal Facility Complex. This plan identifies the types of waste that are anticipated during operations at the Idaho CERCLA Disposal Facility Complex. In addition, this plan presents management strategies and disposition for these anticipated waste streams.

Managing Electronic Waste: An Analysis of State E-Waste Legislation

Description: As more states propose e-waste legislation, potentially regulated stakeholders (particularly electronics manufacturers and retailers) have expressed concern that they will be required to comply with a patchwork of state requirements throughout the United States. This concern has led to an increased call for federal legislation regarding e-waste management. To help policy makers better understand the impact of state e-waste legislation, this report discusses issues that have led to state action, common elements in state-waste laws and proposals, and an overview of each enacted state law.

Managing Electronic Waste: An Analysis of State E-Waste Legislation

Description: In 2005, two congressional hearings were held to explore issues associated with e-waste, and the Congressional E-Waste Working Group was formed. One goal common to both the hearings and the establishment of the working group was to explore potential national solutions to the e-waste management issue. With increased legislative activity in the states, it is anticipated that stakeholders will increase their call for federal legislation regarding e-waste management. To illustrate the issues associated with individual state action, this report discusses the key issues that have led to state action, describes common elements in state waste laws and proposals, and provides an overview of each enacted state law.

Plan of Study for the Northern Atlantic Coastal Plain Regional Aquifer System Analysis

Description: Abstract: Sediments of Cretaceous to Holocene age compose the Northern Atlantic Coastal Plain aquifer system in an area of 50,000 square miles from North Carolina to New York. The aquifer system is the principal source of water supply for most of the area. About 1.4 billion gallons are withdrawn each day. Increasing pumpage has create~ problems such as declining water levels, saltwater intrusion, and land subsidence. The U.S. Geological Survey has begun a comprehensive study of the aquifer system that will define the geology, hydrology, and geochemistry of the system. The effects of future utilization of the aquifer system will be determined and alternative water withdrawal plans will be evaluated through computer simulation modeling. This report describes the objectives, organization, and work plans of the study.

Nevada National Security Site 2011 Waste Management Monitoring Report, Area 3 and Area 5 Radioactive Waste Management Site

Description: Environmental monitoring data are collected at and around the Area 3 and Area 5 Radioactive Waste Management Sites (RWMSs) at the Nevada National Security Site (NNSS). These data are associated with radiation exposure, air, groundwater, meteorology, and vadose zone. This report summarizes the 2011 environmental data to provide an overall evaluation of RWMS performance and to support environmental compliance and performance assessment (PA) activities. Some of these data (e.g., radiation exposure, air, and groundwater) are presented in other reports. Direct radiation monitoring data indicate exposure levels at the RWMSs are within the range of background levels measured at the NNSS. Slightly elevated exposure levels outside the Area 3 RWMS are attributed to nearby historical aboveground nuclear weapons tests. Air monitoring data show tritium concentrations in water vapor and americium and plutonium concentrations in air particles are only slightly above detection limits and background levels. The measured levels of radionuclides in air particulates and moisture are below derived concentration guides for these radionuclides. During the last 2 weeks of March 2011, gamma spectroscopy results for air particles showed measurable activities of iodine-131 (131I), cesium-134 (134Cs), and cesium-137 (137Cs). These results are attributed to the release of fission products from the damaged Fukushima Daiichi power plant in Japan. The remaining gamma spectroscopy results for air particulates collected at the Area 3 and Area 5 RWMS were below minimum detectable concentrations. Groundwater monitoring data indicate the groundwater in the uppermost aquifer beneath the Area 5 RWMS is not impacted by RWMS operations. Results of groundwater analysis from wells around the Area 5 RWMS were all below established investigation levels. Solid Waste Disposal Act

Description: The Resource Conservation and Recovery Act (RCRA) gives EPA the authority to control hazardous waste from the "cradle-to-grave." This includes the generation, transportation, treatment, storage, and disposal of hazardous waste. RCRA also set forth a framework for the management of non-hazardous solid wastes. The 1986 amendments to RCRA enabled EPA to address environmental problems that could result from underground tanks storing petroleum and other hazardous substances. HSWA - the Federal Hazardous and Solid Waste Amendments - are the 1984 amendments to RCRA that focused on waste minimization and phasing out land disposal of hazardous waste as well as corrective action for releases. Some of the other mandates of this law include increased enforcement authority for EPA, more stringent hazardous waste management standards, and a comprehensive underground storage tank program.
