Description: Most voting systems used in U.S. elections rely on computers in some way. The most computerized is the direct recording electronic voting machine, or DRE. In this system, votes are recorded directly onto computer memory devices. This report discusses questions that arise frequently with respect to the controversy surrounding DREs. Possible misperceptions in the debate can be classified into three categories: those relating to DREs themselves, those that relate to paper audit trails, and those that relate to recounts and audits.

Federal Voluntary Voting System Guidelines: Issues

Description: This report discusses the Voluntary Voting System Guidelines (VVSG), which are a set of technical standards for voting systems that use computers to assist in recording or counting votes. Systems covered include most used in the United States—not only DREs (direct recording electronic systems) such as touchscreen voting machines, but also optical scan and punch card systems. Hand-counted paper-ballot and lever-machine systems, which do not involve computers, are not covered. However, they are used by a small and decreasing number of election jurisdictions.

Electronic Voting Systems (DREs): Legislation in the 108th Congress

Description: Several bills have been introduced in the 108th Congress to address issues that have been raised about the security of direct recording electronic (DRE) voting machines. Touchscreen and other DREs using computer-style displays are arguably the most versatile and voter-friendly of any current voting system. The popularity of DREs, particularly the touchscreen variety, has grown in recent years. In addition, the Help America Vote Act of 2002 (HAVA, P.L. 107 — 252), while not requiring or prohibiting the use of any specific kind of voting system, does promote the use of DREs through some of its provisions.

Voting Operating System (VOS)

Description: The electronic voting machine (EVM) plays a very important role in a country where government officials are elected into office. Throughout the world, a specific operating system that tends to the specific requirement of the EVM does not exist. Existing EVM technology depends upon the various operating systems currently available, thus ignoring the basic needs of the system. There is a compromise over the basic requirements in order to develop the systems on the basis on an already available operating system, thus having a lot of scope for error. It is necessary to know the specific details of the particular device for which the operating system is being developed. In this document, I evaluate existing EVMs and identify flaws and shortcomings. I propose a solution for a new operating system that meets the specific requirements of the EVM, calling it Voting Operating System (VOS, pronounced 'voice'). The identification technique can be simplified by using the fingerprint technology that determines the identity of a person based on two fingerprints. I also discuss the various parts of the operating system that have to be implemented that can tend to all the basic requirements of an EVM, including implementation of the memory manager, process manager and file system of the proposed operating system.
