Electric Reliability: Options for Electric Transmission Infrastructure Improvements

Description: The electric utility industry is inherently capital intensive. At the same time, the industry must operate under a changing and sometimes unpredictable regulatory system at both the federal and state level. The Energy Policy Act of 2005 has set in place government activities intended to relieve congestion on the transmission system. Several factors have contributed to the lack of new transmission capacity; these are outlined within this report. This report also discusses earlier pieces of energy legislation.

Electric Utility Provisions in House-Passed H.R. 6, 109th Congress

Description: This report describes Title XII of the House-passed H.R. 6 in the 109th Congress and other sections that deal with electric power issues. In part, Title XII would create an electric reliability organization (ERO) that would enforce mandatory reliability standards for the bulk-power system. All ERO standards would be approved by the Federal Energy Regulatory Commission (FERC). Under this title, the ERO could impose penalties on a user, owner, or operator of the bulk-power system that violates any FERC-approved reliability standard.

2007 Wholesale Power Rate Schedules : 2007 General Rate Schedule Provisions.

Description: This schedule is available for the contract purchase of Firm Power to be used within the Pacific Northwest (PNW). Priority Firm (PF) Power may be purchased by public bodies, cooperatives, and Federal agencies for resale to ultimate consumers, for direct consumption, and for Construction, Test and Start-Up, and Station Service. Rates in this schedule are in effect beginning October 1, 2006, and apply to purchases under requirements Firm Power sales contracts for a three-year period. The Slice Product is only available for public bodies and cooperatives who have signed Slice contracts for the FY 2002-2011 period. Utilities participating in the Residential Exchange Program (REP) under Section 5(c) of the Northwest Power Act may purchase Priority Firm Power pursuant to the Residential Exchange Program. Rates under contracts that contain charges that escalate based on BPA's Priority Firm Power rates shall be based on the three-year rates listed in this rate schedule in addition to applicable transmission charges. This rate schedule supersedes the PF-02 rate schedule, which went into effect October 1, 2001. Sales under the PF-07 rate schedule are subject to BPA's 2007 General Rate Schedule Provisions (2007 GRSPs). Products available under this rate schedule are defined in the 2007 GRSPs. For sales under this rate schedule, bills shall be rendered and payments due pursuant to BPA's 2007 GRSPs and billing process.

Electricity Restructuring: Comparison of S.1401, H.R. 655, H.R. 1230, S. 722, H.R. 1960, and S. 2287

Description: Once considered the nation's most regulated industry, the electric utility industry is evolving into a more competitive environment. At the current time, the focus of this development is the generating sector, where the advent of new generating technologies, such as gas-fired combined cycle, has lowered both entry barriers to competitors of traditional utilities and lowered the marginal costs of those competitors below those of some traditional utilities. This technological advance has been combined with legislative initiatives, such as the Energy Policy Act of 1992 (EPACT), to encourage the introduction of competitive forces into the electric generating sector. The questions now are whether further legislative action is desirable to encourage competition in the electric utility sector and how the transition between a comprehensive regulatory regime to a more competitive electric utility sector can be made with the least amount of economic and service disruption.

Electricity Restructuring Background: The Public Utility Regulatory Policies Act of 1978 and the Energy Policy Act of 1992

Description: The Energy Policy Act of 1992 (EPACT) increased competition in the electric generating sector by creating new entities that can generate and sell electricity at wholesale without being regulated as utilities under PUHCA. PURPA began to shift more regulatory responsibilities to the federal government, and EPACT continued that shift away from the states by creating new options for utilities and regulators to meet electricity demand.

Phase I privatization - raw and potable water design requirements document

Description: The U.S. Department of Energy has chosen to accomplish the Tank Waste Remediation System disposal mission via privatization. The disposal mission has been divided into two phases. Phase I, a `proof of concept` phase, will establish and demonstrate the technical, commercial, and procurement capabilities necessary for privatization to proceed. Once established on this relatively small scale, privatization will be expanded, through a second competition, in the form of a second phase (Phase II) to dispose of the remainder of the tank waste. The Phase I privatization site will be located in the former Grout Disposal Site area. To prepare the site for use for the private contractors, utilities must be extended from the 200 East Area infrastructure. This document describes the design requirements for the prime water services; i.e raw, fire suppression and sanitary (potable) to be provided to the private contractors. These requirements will be used in directing the conceptual design of these proposed water services.

Ancillary-service details: operating reserves

Description: Operating reserves are the front lines in the defense of bulk-power systems against major generation and transmission outages. Operating reserves are provided by generating units that can increase their output rapidly to restore the system to generation/load balance after a major disturbance occurs. Dramatic changes are under way in the U.S. electricity sector, in particular the unbundling of generation from transmission and the increasingly competitive nature of bulk-power markets. Therefore, it is important to revisit the industry`s definitions of, procurement of, and payment for operating reserves. The procedures traditionally used by vertically integrated utilities may not serve the needs of an increasingly fragmented and competitive electricity industry. This report examines the past and current functions of, as well as the national and regional requirements for, operating reserves. We examine the data and analysis that support minimum-operating-reserve requirements. We obtained data on the number and severity of generator outages for three large U.S. electrical systems, including a power pool, a regional reliability council, and a utility. These limited data sets show a range of 15 to 40 major (>500 MW) outages a year for systems ranging in size from 20, 000 MW to 48,000 MW of peak demand. Finally, we discuss several emerging issues related to the underlying technical support for minimum operating-reserve requirements, alternative ways to pay for these reserves, the data needed to support the analysis of these requirements, and the mix of functions that are currently included within operating reserves.

Customer Choice and the Power Industry of the Future

An Analysis of the Impacts of the Projected Natural Gas Curtailments for the Winter 1975-76

Utility Locating in the DOE Environment

Description: Some advances have been made in utility locating in recent years and standards have been recently published to try and categorize the level of information known about the utility in the subsurface. At the same time some characterization about the level of effort or technology in the geophysicist approach to utility locating may be generalized. The DOE environment poses some added difficulties and this presentation covers these issues, costs and the technical approach that has been developed at the INEEL to prevent utility hits and how it fits into the generalized classification of effort.

Reference Design of 100 MW-h Lithium/Iron Sulfide Battery System for Utility Load Leveling

Description: This report covers the first year in a two-year cooperative effort between Argonne National Laboratory and Rockwell International to develop a conceptual design of a lithium alloy/iron sulfide battery for utility load leveling. A conceptual design was developed for a 100 MW-h battery system based upon a parallel-series arrangement of 2.5 kW-h capacity cells. The sales price of such a battery system was estimated to be very high, $80.25/kW-h, exclusive of the cost of the individual cells, the dc-to-ac converters, site preparation, or land acquisition costs. Consequently, the second year's efforts were directed towards developing modified designs with significantly lower potential costs.

Conceptual Designs for Utility Load-Leveling Battery with Li/FeS Cells

Description: In 1978, a conceptual design of a 100 MW-h load-leveling battery system having Li alloy/FeS cells was developed as a result of a joint effort between ANL and Rockwell International. Most of this cost was contributed by the submodule structure and the charge equalization scheme, which was the same as that developed for electric-vehicle batteries.
