Supporting National User Communities at NERSC and NCAR

Description: The National Energy Research Scientific Computing Center(NERSC) and the National Center for Atmospheric Research (NCAR) are twocomputing centers that have traditionally supported large national usercommunities. Both centers have developed responsive approaches to supportthese user communities and their changing needs, providing end-to-endcomputing solutions. In this report we provide a short overview of thestrategies used at our centers in supporting our scientific users, withan emphasis on some examples of effective programs and futureneeds.

Description: The body of this document contains a listing of DOE employees and DOE contractors who have submitted form DOE F 1300.2, Record of Non-Government Standards Activity, which is attached to the end of this document and to DOE Order 1300.2A. Additional names were added from rosters supplied by non-Government standards bodies. The committees or governing bodies in which the person participates is listed after each name. An asterisk preceding the committee notation indicates that the person has identified himself or herself as the DOE representative on that committee. Appendices to this document are also provided to sort the information by the parent employment organization, by non-Government standards activity, and by the proper names of the non-Government standards organizations and committees. 1998 federal technical standards workshop: Proceedings

Description: The theme for the 1998 workshop was Standards Management -- A World of Change and Opportunities. The workshop`s goal was to further the implementation of the National Technology Transfer and Advancement Act of 1995 (Public Law 104-113) through the sharing of standards management success stories, lessons learned, and emerging initiatives within the Executive Branch of the Federal Government. The target audience for this workshop included agency/department and contractor personnel and representatives of standards developing organizations that either used technical standards in their work for the Federal Government of participated in standards writing/management activities in support of the missions and programs of Federal agencies/departments. As with previous standards workshops sponsored by the DOE, views on the technical subject areas under the workshop theme were solicited from and provided by agency Standards Executives and standards program managers, voluntary standards organizations, and the private sector. This report includes vugraphs of the presentations.

The AMTEX Partnership{trademark}: Policy and procedures

Description: The AMTEX Partnership is a path-finding research and development collaboration among the US Department of Energy, the contract operators of its national laboratories, and research, education, technology transfer (RETT) consortia representing the integrated textile industry. The goal of AMTEX is to strengthen the competitiveness of the US textile industry. The complex nature of the collaboration requires consistent and reliable policy direction. The policies, stated in the form of a Mission, Vision, and Key Principles have remained largely unchanged since the inception of AMTEX in March of 1993. The policies define the primary roles and public accountabilities of the AMTEX participants whether in government, industry, or federal research laboratories. The organizational structure and procedures of AMTEX have evolved as better ways were found to implement and fulfill the intent of the Mission, Vision, and Key Principles. This document describes the policies and procedures of the AMTEX Partnership{trademark} as approved by the AMTEX Operating Committee on July 20, 1995. It supersedes all previous AMTEX policies and procedures.

Determining the structure of an optimal personnel profile for a transformed commission

Description: In the classic sociological sense, an organization such as a public utility commission is a social unit consisting of specific groupings constructed and reconstructed deliberately and with forethought to achieve specific goals. These organizational groupings determined on the basis of rational divisions of labor, power, and communication are designed with the objective of placing individuals into positions where they are expected to make the largest contribution towards achieving the organization`s goals. It is reasonable then to conclude that proponents of the classical view had in mind a readily identifiable common ground among the organization`s members that the organization exploits as it selects its goals. Recently, it has been argued that metaphors are an acceptable shorthand for this common ground that provides an insight into the types of personnel an organization would find most suitable for assisting its efforts to reach its goals. This report is one of a series of reports on the transformation of public utility commissions. Previous reports in the series have focused on the transformation of a commission`s culture, roles, and activities. This report focuses on the staffing dimension of the personnel mix needed to support these changes.

National Test Facility civilian agency use of supercomputers not feasible

Description: Based on interviews with civilian agencies cited in the House report (DOE, DoEd, HHS, FEMA, NOAA), none would be able to make effective use of NTF`s excess supercomputing capabilities. These agencies stated they could not use the resources primarily because (1) NTF`s supercomputers are older machines whose performance and costs cannot match those of more advanced computers available from other sources and (2) some agencies have not yet developed applications requiring supercomputer capabilities or do not have funding to support such activities. In addition, future support for the hardware and software at NTF is uncertain, making any investment by an outside user risky.

[National Academies' Board on Mathematical Sciences and their Application] Final technical report

Description: The National Academies' Board on Mathematical Sciences and their Applications (BMSA) is a primary interface between the research enterprise and federal agencies that rely on the mathematical sciences. The Board provides objective and authoritative advice on how best to apply the tools of mathematics, statistics, operations research, financial engineering, computational modeling, computational science, information analysis, and decision analysis to practical problems of national importance. In so doing, the Board strengthens the policy-making process and increases the visibility of, and appreciation for, the mathematical sciences while also identifying growth areas for the discipline. The Board consists of 18 pro bono experts from a broad range of quantitative fields, with experience in academia, industry, and national laboratories.

Inventory of U.S.-led International Activities on Building Energy Efficiency Initial Findings

Description: Several U.S. Government agencies promote energy efficiency in buildings internationally. The types and scope of activities vary by agency. Those with the largest role include the U.S. Agency for International Development (USAID), the U.S. Department of State and the Environmental Protection Agency (EPA). Both USAID and the Department of State have a substantial presence overseas, which may present some complementarities with the Department of Energy’s efforts to reach out to other countries. Generally speaking, USAID focuses on capacity building and policy issues; the Department of State focuses on broad diplomatic efforts and some targeted grants in support of these efforts, and EPA has more targeted roles linked to ENERGY STAR appliances and a few other activities. Several additional agencies are also involved in trade-related efforts to promote energy efficiency in buildings. These include the Department of Commerce, the Export-Import Bank, the Overseas Private Investment Corporation and the Trade and Development Agency (TDA). This initial synthesis report is designed to summarize broad trends and activities relating to international cooperation on energy efficiency in buildings, which can help the U.S. Department of Energy (DOE) in developing its own strategy in this area. The Pacific Northwest National Laboratory will develop a more complete synthesis report later in 2010 as it populates a database on international projects on building energy efficiency.

The Establishment of a Formal Midwest Renewable Energy Tracking System (M-RETS) Organization

Description: The objectives identified in requesting and utilizing this funding has been met. The goal was to establish a formal, multi-jurisdictional organization to: (1) ensure the policy objectives of the participating jurisdictions are addressed through increased tradability of the Renewable Energy Credits (RECs) from M-RETS and to eliminate the possibility that a single jurisdiction will be the sole arbiter of the operation of the system; (2) facilitate the establishment of REC standards including the attributes related to, the creation, trading, and interaction with other trading and tracking systems; and (3) have a centralized and established organization that will be responsible for the contracting and governance responsibilities of a multi-jurisdictional tracking system. The M-RETS Inc. Board ensures that the system remains policy neutral; that the attributes of generation are tracked in a way that allows the system users to easily identify and trade relevant RECs; that the system can add jurisdictions as needed or desired; and that the tracking system operate in such a way to allow for the greatest access possible for those participating in other tracking or trading systems by allowing those systems to negotiate with a single M-RETS entity for the import and export of RECs. M-RETS as an organizational body participates and often leads the discussions related to the standardization of RECs and increasing the tradability of M-RETS RECs. M-RETS is a founding member of the Environmental Trading Network of North America (ETNNA) and continues to take a leadership role in the development of processes to facilitate trading among tracking systems and to standardize REC definitions. The Board of Directors of M-RETS, Inc., the non-profit corporation, continues to hold telephone/internet Board meetings. Report of the CIRRPC Ad Hoc Planning Group

Description: A variety of vehicles have been used to try to ensure a coordinated Federal approach to the complex issues surrounding the utilization of and exposure to radiation. Subsequently, various committees were convened to seek improvements in coordination of Federal radiation research programs and in addressing policy matters. In 1984, the Committee on Interagency Radiation Research and Policy Coordination (CIRRPC) was established. CIRRPC is charged with acting as a coordinator, clearinghouse, and evaluator of Federal research effort on designated research projects and coordinating radiation policy between agencies, resolving policy conflicts and advising of the formulation of broad radiation policy; to the extent that these actions complement the research and policy activities of member agencies. The present report is a follow-up to the CIRRPC Retreat of July 21, 1988.

Reengineering business processes in government: A framework for performance improvement interventions

Description: The world is changing quickly, and government agencies have difficulty adapting. One reason is that they are based on a bureaucratic model derived from the industrial mass production era. While this model provides organizational benefits, such as stability and clear lines of authority, it also minimizes flexibility and diversity in service delivery. While the private sector has moved away from this model, the public sector remains wedded to a top-down, standardized service delivery system. Dissatisfaction with the traditional model of government is rampant. Constituencies are demanding that government agencies consume less and provide more. There is tremendous pressure on government at all levels in the United States to improve the efficiency and effectiveness of government services and programs. Improving government agency performance is far more complex than simply reinventing or reengineering the agency for these efforts are likely to fail in procedural and copying agencies. The framework and decision process described in this paper should be used to prevent the high failure rates associated with blanket approaches to reengineering and reinventing. The best opportunities for change at the federal level are probably with agencies that have been mandated a change in mission. These agencies will tend to have a clearer sense of the need for change and have a greater sense of urgency regarding adopting a new way of conducting business. Also, for a higher rate of success, internal or external consultants may be utilized to avoid simplistic or faddish solutions when the real problems may be due to complex organizational behavior.

1996 Central New Mexico Section [American Chemical Society] annual report

Description: The main goal of the Central New Mexico Section this year was to increase attendance at the local meetings. Throughout the course of the year attendance at the meeting more than doubled. This was brought on by several factors: having the meeting spread throughout the section (Albuquerque, Santa Fe, Las Vegas, Socorro, Los Alamos); supplementing the ACS National Tour speakers with interesting local sections speakers; and making full use of the newly formed Public Relations Committee. Activities during 1996 are summarized.
