Description: This document summarizes relevant EAs and EISs by briefly outlining the proposed action of each document and the decision made by the U.S. Department of Energy (DOE) or its predecessor agencies, the U.S. Atomic Energy Commission (AEC) and the US. Energy Research and Development Administration (ERDA). The summary includes the proposed action alternatives and current status of the proposed action. If a decision officially was stated by the DOE, as in a finding of no significant impact (FONSI) or a record of decision (ROD), and the decision was located, a summary is provided. Not all federal decisions, such as FONSIs and RODs, can be found in the Federal Register (FR). For example, although significant large-action FONSIs can be found in the FR, some low-interest FONSIs might have been published elsewhere (i.e., local newspapers).

ENERGY RESOURCES CENTER

Description: First I will give a short history of this Center which has had three names and three moves (and one more in the offing) in three years. Then I will tell you about the accomplishments made in the past year. And last, I will discuss what has been learned and what is planned for the future. The Energy and Environment Information Center (EEIC), as it was first known, was organized in August 1975 in San Francisco as a cooperative venture by the Federal Energy Administration (FEA), Energy Research and Development Administration (ERDA) and the Environmental Protection Agency (EPA). These three agencies planned this effort to assist the public in obtaining information about energy and the environmental aspects of energy. The Public Affairs Offices of FEA, ERDA and EPA initiated the idea of the Center. One member from each agency worked at the Center, with assistance from the Lawrence Berkeley Laboratory Information Research Group (LBL IRG) and with on-site help from the EPA Library. The Center was set up in a corner of the EPA Library. FEA and ERDA each contributed one staff member on a rotating basis to cover the daily operation of the Center and money for books and periodicals. EPA contributed space, staff time for ordering, processing and indexing publications, and additional money for acquisitions. The LBL Information Research Group received funds from ERDA on a 189 FY 1976 research project to assist in the development of the Center as a model for future energy centers.

Fiscal Year 1994 progress in implementing Section 120 of the Comprehensive Environmental Rresponse, Compensation, and Liability Act. Eighth annual report to Congress

Description: Congress passed the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) (Public Law 96-510), commonly known as Superfund, in 1980. The Superfund Amendments and Reauthorization Act (SARA) (Public Law 99-499), which amended CERCLA in 1986, added Section 120 regarding the cleanup of contaminated sites at Federal facilities. Under Section 120(e)(5) of CERCLA, each department, agency, or instrumentality of the Federal government responsible for compliance with Section 120 must submit an annual report to Congress concerning its progress in implementing the requirements of Section 120. The report must include information on the progress in reaching Interagency Agreements (IAGs), conducting Remedial Investigation and Feasibility Studies (RI/FSs), and performing remedial actions. Federal agencies that own or operate facilities on the National Priorities List (NPL) are required to begin an RI/FS for these facilities within 6 months after being placed on the NPL. Remediation of these facilities is addressed in an IAG between the Federal agency, the U.S. Environmental Protection Agency (EPA), and in some instances the state within which the facility is located. This report, prepared by the U.S. Department of Energy`s (DOE`s) Office of Environmental Management, is being submitted to Congress in accordance with Section 120(e)(5) of CERCLA. It is DOE`s Eighth Annual Report to Congress and provides information on DOE`s progress in implementing CERCLA Section 120 in Fiscal Year 1994 (FY 94), i.e., from October 1, 1993, to September 30, 1994. Site-Specific Analysis of Geothermal Development-Data Files of Prospective Sites

Description: This document presents site-specific data and sample development schedules for the first plant on line at 30 hydrothermal and 7 geopressured prospective sites (prospects) that are believed to be suited for supporting the geothermal generation of electricity. This report includes many prospects from an earlier METREK report on geothermal development scenarios. The list has been augmented with other sites chosen as development prospects by the division of Geothermal Energy (DGE) of the Energy Research and Development Administration (ERDA). The DGE additions include a general area called ''Cascade Range''. METREK has chosen the following specific Cascade Range Sites in place of that general area: Baker Hot Springs, Mount Hood, Lassen and Glass Mountain/ Diablo. All the prospects have been selected on the basis of current knowledge of hydrothermal and geopressured resources. The selection is intended for program planning purposes. Neither METREK nor the Federal government warrants that any of these sites will necessarily be developed, nor does their selection necessarily imply any commitment on the part of the Federal government to their development. Description: This Source Guide will assist those working with the National Environmental Policy Act (NEPA) of 1969 to become more familiar with the environmental assessments (EA) and environmental impact statements (EIS) that apply to specific activities and facilities on the Hanford Site. Uranium enrichment conference on modified contract option, Oak Ridge, Tennessee, July 22, 1975

Description: The questions and answers presented in this document originated at an industry-wide meeting sponsored by the Energy Research and Development Administration held in Oak Ridge, Tennessee, on July 22, 1975, to discuss features and provisions of an ERDA plan to adjust contracts held by firms receiving uranium enriching services from ERDA. On June 19, 1975, ERDA announced terms of an expanded contract modification plan. The modified contract option broadened a previous plan proposed on January 15, 1975, by the former Atomic Energy Commission. The meeting in Oak Ridge on July 22, 1975, was designed to provide additional information on the expanded contract option and to offer ample opportunity for questions and answers prior to August 18, 1975, by which time enriching services customers who chose the one-time option had to so notify ERDA. The meeting included presentations by officials of ERDA Headquarters and ERDA's Oak Ridge Operations on the features of the contract adjustment offer, including provisions for contract termination in whole, separative work schedule adjustments, and uranium feed delivery schedule relaxation. USERDA computer program summaries. Numbers 177--239

Description: Since 1960 the Argonne Code Center has served as a U. S. Atomic Energy Commission information center for computer programs developed and used primarily for the solution of problems in nuclear physics, reactor design, reactor engineering and operation. The Center, through a network of registered installations, collects, validates, maintains, and distributes a library of these computer programs and publishes a compilation of abstracts describing them. In 1972 the scope of the Center's activities was officially expanded to include computer programs developed in all of the U. S. Atomic Energy Commission program areas and the compilation and publication of this report. The Computer Program Summary report contains summaries of computer programs at the specification stage, under development, being checked out, in use, or available at ERDA offices, laboratories, and contractor installations. Programs are divided into the following categories: cross section and resonance integral calculations; spectrum calculations, generation of group constants, lattice and cell problems; static design studies; depletion, fuel management, cost analysis, and reactor economics; space-independent kinetics; space--time kinetics, coupled neutronics-- hydrodynamics--thermodynamics and excursion simulations; radiological safety, hazard and accident analysis; heat transfer and fluid flow; deformation and stress distribution computations, structural analysis and engineering design studies; gamma heating and shield design programs; reactor systems analysis; data preparation; data management; subsidiary calculations; experimental data processing; general mathematical and computing system routines; materials; environmental and earth sciences; space sciences; electronics and engineering equipment; chemistry; particle accelerators and high-voltage machines; physics; controlled thermonuclear research; biology and medicine; and data. Extraction of Point Source Gamma Signals from Aerial Survey Data Taken over a Las Vegas Nevada Residential Area

Description: Detection of point-source gamma signals from aerial measurements is complicated by widely varying terrestrial gamma backgrounds, since these variations frequently resemble signals from point-sources. Spectral stripping techniques have been very useful in separating man-made and natural radiation contributions which exist on Energy Research and Development Administration (ERDA) plant sites and other like facilities. However, these facilities are generally situated in desert areas or otherwise flat terrain with few man-made structures to disturb the natural background. It is of great interest to determine if the stripping technique can be successfully applied in populated areas where numerous man-made disturbances (houses, streets, yards, vehicles, etc.) exist.

Susanville Geothermal Investigations, California, Supplemental Technical Data

Description: The city of Susanville, in response to an unemployment rate exceeding 20 percent and other related community needs, has embarked on a comprehensive effort in community and economic development. To improve the local job market, an effort is underway to enhance the competitive position of the local commerce and industry. This effort is directed at the development of local geothermal resources in the form of an energy utility system to furnish low-cost energy to its job-intensive industry. The Susanville Geothermal Energy Project (SGEP) encompasses the research and development for the energy system. A team composed of key citizens, elected officials, city management, and industry has developed the project since late 1973. The Energy Research and Development Administration (ERDA) has contracted for a research program to define the economics of a community building an economic base through the utilization of geothermal energy. The ERDA effort will define the economic model, specific energy systems, and a program plan for the development of a demonstration geothermal utility system. An essential part of this effort will be the development of the institutional tools (policy, planning, organizational, financing, legal and environmental) as required for a community to implement such a development and utilization of its natural resources.

Preparation of system design descriptions

Description: A standard is presented which prescribes the purpose, scope, organization, and content of system design descriptions (SSD's), in order to promulgate a unified approach to their preparation and use by a project as the principal means to establish, describe, and control the individual system designs from conception and throughout the lifetime of the system. SDD's are comprehensive technical documents that specifically and completely define the design, including operation, maintenance, and reliability requirements, of individual systems which comprise a nuclear power plant or test facility. SDD's are prepared and maintained current by the responsible system designer and are the principal means of system design definition and control common to the designer and the other participating organizations responsible for the project. Oak Ridge National Laboratory Institutional Plan FY 1984-FY 1989

Description: In this plan, Oak Ridge National Laboratory (ORNL) continues to be committed to scientific and technological research that is based on technical excellence and innovation and that provides a foundation for and a stimulus to broader and more sustained economic growth. DOE is being asked to assist in establishing a new program for Laboratory cooperation with industry, beginning with an initial focus on materials science. The current Institutional Plan thus projects growth in the materials science area as well as in other basic physical science areas and suggests a new initiative designed to extend the various technology transfer activities and to make them more effective by using ORNL as the trial Laboratory for some of these different approaches. This Institutional Plan projects a stable future for ORNL, with only modest amounts of growth in selected areas of research for the FY 1984-FY 1989 planning cycle. Summaries of the overall picture of the proposed budget and personnel levels for the current planning cycle are included. Scientific programs, laboratory resource development, and private sector interactions are discussed.

Stable isotope research pool inventory

Description: This report contains a listing of electromagnetically separated stable isotopes which are available at the Oak Ridge National Laboratory for distribution for nondestructive research use on a loan basis. This inventory includes all samples of stable isotopes in the Research Materials Collection and does not designate whether a sample is out on loan or is in reprocessing. For some of the high-abundance, naturally occurring isotopes, larger amounts can be made available; for example, Ca-40 and Fe-56.

Summer institute in parallel programming (Organized by Ewing Lusk and William Gropp)

Description: On September 3--13, 1991, Argonne National Laboratory hosted a Summer Institute in Parallel Programming. The institute was organized by the Mathematics and Computer Science Division and was supported in part by the National Science Foundation and by the US Department of Energy. The objective of the institute was to familiarize graduate students and postdoctoral researchers with new methods and tools for parallel programming and to provide hands-on experience with a diverse array of advanced-computer architectures. This report summarizes the activities that took place during the ten-day institute.

History of the Energy Research and Development Administration

Description: Congress created the Energy Research and Development Administration on October 11, 1974 in response to the Nation's growing need for additional sources of energy. The new agency would coordinate energy programs formerly scattered among many federal agencies, and serve as the focus point for a major effort by the Federal Government to expand energy research and development efforts. New ways to conserve existing supplies as well as the commercial demonstration of new technologies would hopefully be the fruit of the Government's first significant effort to amalgamate energy resource development programs. This history briefly summarizes the accomplishments of the agency.

Operational tests of the BNL 24. 8 kW, 3. 8 K helium refrigerator

Description: The BNL 24.8 kW refrigeration system is completely installed and major portions of the acceptance tests have been completed. So far, the equipment tested has performed at or above design levels. The room temperature helium compressor station has been completely tested and accepted. The two-stage oil injected screw compressor system exhibited an isothermal efficiency of 57% while delivering a helium flow in excess of 4400 g/s. Data on the performance of the make-up gas cryogenic purifier is given. The refrigerator turbomachinery, 13 expanders and three cold compressors, has been tested at room temperature for mechanical integrity and control stability. The first cooldown to operating temperature will be attempted in late August, 1985. 2 refs., 5 figs.

Third workshop on geothermal reservoir engineering: Proceedings

Description: The Third Workshop on Geothermal Reservoir Engineering convened at Stanford University on December 14, 1977, with 104 attendees from six nations. In keeping with the recommendations expressed by the participants at the Second Workshop, the format of the Workshop was retained, with three days of technical sessions devoted to reservoir physics, well and reservoir testing, field development, and mathematical modeling of geothermal reservoirs. The program presented 33 technical papers, summaries of which are included in these Proceedings. Although the format of the Workshop has remained constant, it is clear from a perusal of the Table of Contents that considerable advances have occurred in all phases of geothermal reservoir engineering over the past three years. Greater understanding of reservoir physics and mathematical representations of vapor-dominated and liquid-dominated reservoirs are evident; new techniques for their analysis are being developed, and significant field data from a number of newer reservoirs are analyzed. The objectives of these workshops have been to bring together researchers active in the various physical and mathematical disciplines comprising the field of geothermal reservoir engineering, to give the participants a forum for review of progress and exchange of new ideas in this rapidly developing field, and to summarize the effective state of the art of geothermal reservoir engineering in a form readily useful to the many government and private agencies involved in the development of geothermal energy. To these objectives, the Third Workshop and these Proceedings have been successfully directed. Several important events in this field have occurred since the Second Workshop in December 1976. The first among these was the incorporation of the Energy Research and Development Administration (ERDA) into the newly formed Department of Energy (DOE) which continues as the leading Federal agency in geothermal reservoir engineering research. General-purpose computer networks and resource sharing in ERDA. Volume 3. Remote resource-sharing experience and findings

Description: The investigation focused on heterogeneous networks in which a variety of dissimilar computers and operating systems were interconnected nationwide. Homogeneous networks, such as MFE net and SACNET, were not considered since they could not be used for general purpose resource sharing. Issues of privacy and security are of concern in any network activity. However, consideration of privacy and security of sensitive data arise to a much lesser degree in unclassified scientific research than in areas involving personal or proprietary information. Therefore, the existing mechanisms at individual sites for protecting sensitive data were relied on, and no new protection mechanisms to prevent infringement of privacy and security were attempted. Further development of ERDA networking will need to incorporate additional mechanisms to prevent infringement of privacy. The investigation itself furnishes an excellent example of computational resource sharing through a heterogeneous network. More than twenty persons, representing seven ERDA computing sites, made extensive use of both ERDA and non-ERDA computers in coordinating, compiling, and formatting the data which constitute the bulk of this report. Volume 3 analyzes the benefits and barriers encountered in actual resource sharing experience, and provides case histories of typical applications.

Strategic planning for automation within an information services department

Description: Today there is a growing trend within organizations for departments to become ''islands of mechanization.'' Departments compete for machine and personnel resources in order to develop individualistic, automated systems which frequently overlap in data content. To avoid this trend and prevent development of future ''islands,'' organizations must emphasize management of in-house information systems to improve the economy of operations, meet organizational objectives more effectively, and control operations more efficiently. The method by which these goals can be realized is formal planning. Planning for information systems becomes the key to the present and future. The longer planning is delayed, the more costly it will be to combine, modify, and standardize existing subsystems into an integrated systems design. There are many different types of plans which can be developed, e.g., short-, medium-, and long-term plans. However, long-term or strategic planning is the most important, as it determines an organization's major objectives. Once objectives have been defined, policies and strategies can be developed for resource allocation to meet those objectives. Action plans will implement the strategies and make the objectives become a reality. A plan for data processing support for the Information Services Department at the Los Alamos Scientific Laboratory is described. The plan is an attempt to unify automation efforts within the Department and insure future planning. Department organization, concerns which led to plan development, background research which went into the plan, and, finally, the plan itself are described including major objectives, strategies, and plans of action.

Computer technology forecasting at the National Laboratories

Description: The DOE Office of ADP Management organized a group of scientists and computer professionals, mostly from their own national laboratories, to prepare an annually updated technology forecast to accompany the Department's five-year ADP Plan. The activities of the task force were originally reported in an informal presentation made at the ACM Conference in 1978. This presentation represents an update of that report. It also deals with the process of applying the results obtained at a particular computing center, Brookhaven National Laboratory. Computer technology forecasting is a difficult and hazardous endeavor, but it can reap considerable advantage. The forecast performed on an industry-wide basis can be applied to the particular needs of a given installation, and thus give installation managers considerable guidance in planning. A beneficial side effect of this process is that it forces installation managers, who might otherwise tend to preoccupy themselves with immediate problems, to focus on longer term goals and means to their ends.
