The Relationship Between Environmental Barriers and Modes of Technology Transfer: A Study of United States Companies with Operations in Mexico

Description: This study is an empirical evaluation of the relationship between perceptions of the elements of the remote environment of business and the mode of transfer utilized by 90 United States companies transferring technology to Mexico. Characteristics of the technology, the company, and the industry were found, from a thorough search of the literature, to be the key aspects of technology transfer. The primary hypothesis predicted that a significant relationship would exist between perceptions of barriers and choice of transfer mode.

Overview of IPR Practices for Publicly-funded Technologies

Description: The term technology transfer refers to a broad set of processes that cover the flows of know-how, experience, and equipment for mitigating and adapting to climate change amongst different stakeholders, including governments, the private sector, and financial institutions, environmental organizations, and research/education institutions. (Metz et al. 2000). Transfer encompasses diffusion of technologies and technology cooperation across and within countries, and forms one element of the overarching goal of the Climate Convention (UNFCCC) to stabilize greenhouse gas concentrations in the atmosphere. Governments devote varying amounts toward sponsoring or in some manner supporting a broad array of research activities pursuing a diverse set of outcomes ranging from medicine to energy and the environment. These activities can take place within government-owned facilities, private companies, or universities or some combination thereof. Such pursuits may result in the identification of a patentable technology or process, as well as copyrightable computer programs or other publications worthy of intellectual property rights (IPRs) protection. Although the precise arrangements vary from country to country, there is a high degree of commonality in the manner in which the property rights to these publicly-sponsored results are assigned. Except in the case of 'pure research' the property rights are assigned to one or more of the participants to the research process; government, university, private contractor, etc. For example, captured under the 'pure research' classification is genomic sequence data that is immediately shared with the public at large and to a significant extent climate data resulting from government-sponsored research is placed in the public domain. The results of this review are intended to inform the Expert Group on Technology Transfer as called for by 2005 program of work.

Technology Utilization/Commercialization Activities at Argonne National Laboratory

Quarterly Technical Progress Report

Description: This project has identified all FDD oil reservoirs in Oklahoma; grouped those reservoirs into plays that have similar depositional origins; collected, organized, and analyzed all available data; conducted characterization and simulation studies on selected reservoirs in each plays; and implemented a technology transfer program targeted to the operators of FDD reservoirs. By fulfilling these objectives, the FDD project has had the goal of helping to sustain the life expectancy of existing wells and provide incentive for development and exploratory wells with the ultimate objective of increasing oil recovery.

Technology transfer to China

Science for Society Workshop Summary Report

Description: Science for Society, a workshop held at the Oak Ridge National Laboratory (ORNL) on September 27, 20111, explored ways to move Laboratory science toward use. It sought actionable recommendations. Thus the workshop focused on: (1) current practices that promote and inhibit the translation of science into use, (2) principles that could lead to improving ORNL's translational knowledge and technology transfer efforts, and (3) specific recommendations for making these principles operational. This highly interactive workshop struck a positive chord with participants, a group of 26 ORNL staff members from diverse arenas of science and technology (S and T), technology transfer, and external laboratory relations, who represented all levels of science, technology, and management. Recognizing that the transformation of fundamental principles into operational practices often follows a jagged path, the workshop sought to identify key choices that could lead to a smoother journey along this path, as well as choices that created roadblocks and bottlenecks. The workshop emphasized a portion of this pathway, largely excluding the marketplace. Participants noted that research translation includes linkages between fundamental and applied research and development (R and D), and is not restricted to uptake by manufacturers, consumers, or end users. Three crosscutting ideas encapsulate workshop participants observations: (1) ORNL should take more action to usher the translation of its S and T products toward use, so as to make a positive national and global impact and to enhance its own competitiveness in the future; (2) ORNL (and external entities such as DOE and Congress) conveys inconsistent messages with regard to the importance of research translation and application, which (a) creates confusion, (b) poses disincentives to pursue research translation, (c) imposes barriers that inhibit cross-fertilization and collaboration, and (d) diminishes the effectiveness of both the science mission and the translation of that science for use; and (3) ...

SHARED TECHNOLOGY TRANSFER PROGRAM

Description: The program established a collaborative process with domestic industries for the purpose of sharing Navy-developed technology. Private sector businesses were educated so as to increase their awareness of the vast amount of technologies that are available, with an initial focus on technology applications that are related to the Hydrogen, Fuel Cells and Infrastructure Technologies (Hydrogen) Program of the U.S. Department of Energy. Specifically, the project worked to increase industry awareness of the vast technology resources available to them that have been developed with taxpayer funding. NAVSEA-Carderock and the Houston Advanced Research Center teamed with Nicholls State University to catalog NAVSEA-Carderock unclassified technologies, rated the level of readiness of the technologies and established a web based catalog of the technologies. In particular, the catalog contains technology descriptions, including testing summaries and overviews of related presentations.

Commercialization of Los Alamos National Laboratory technologies via small businesses. Final report

Description: Over the past decade, numerous companies have been formed to commercialize research results from leading U.S. academic and research institutions. Emerging small businesses in areas such as Silicon Valley, Boston`s Route 128 corridor, and North Carolina`s Research Triangle have been especially effective in moving promising technologies from the laboratory bench to the commercial marketplace--creating new jobs and economic expansion in the process. Unfortunately, many of the U.S. national laboratories have not been major participants in this technology/commercialization activity, a result of a wide variety of factors which, until recently, acted against successful commercialization. This {open_quotes}commercialization gap{close_quotes} exists partly due to a lack, within Los Alamos in particular and the DOE in general, of in-depth expertise and experience in such business areas as new business development, securities regulation, market research and the determination of commercial potential, the identification of entrepreneurial management, marketing and distribution, and venture capital sources. The immediate consequence of these factors is the disappointingly small number of start-up companies based on technologies from Los Alamos National Laboratory that have been attempted, the modest financial return Los Alamos has received from these start-ups, and the lack of significant national recognition that Los Alamos has received for creating and commercializing these technologies.

Final Report: International Symposium on Environmental Biotechnology

Description: This meeting included technical presentations of state-of-the-art research which were integrated with tutorials and workshops by practicing technologies in the broad field of environmental biotechnology. This meeting was designed to be, in every respect, truly global. Over 150 excellent abstracts from around the world were accepted. For example, presentations were heard from technical workers in Southeast Asia, Russia, China, Europe, North Africa, India, and the US. By having these selected presenters, as well as identified experienced tutors with focused workshops, all participants benefited from this interactive symposium. A number of social events further promoted informal exchange of ideas, discussions of technical problems, and exploration of new applications. This international symposium on environmental biotechnology was on the campus of Northeastern University but all Boston area universities were included and participated using designed conference Co-Chairs. This symposium, with an attendance of several hundred people, was considered a major success. Workers with experience in one area of environmental biotechnology learned from the wealth of established backgrounds of those in other areas of environmental biotechnology. To formally disseminate conference results, it was pre-arranged that all technical presentations were reviewed for formal publications.

Preparation of Northern Mid-Continent Petroleum Atlas

Description: As proposed, the third year program will continue and expand upon the Kansas elements of the original program, and provide improved on-line access to the prototype atlas. The third year of the program will result in a digital atlas sufficient to provide a permanent improvement in data access to Kansas operators. The ultimate goal of providing an interactive history-matching interface with a regional data base will be demonstrated as the program covers more geographic territory and the data base expands. The atlas will expand to include significant reservoirs representing the major plays in Kansas, and North Dakota. Primary products of the third year prototype atlas will be on-line accessible digital data bases and technical publications covering two additional petroleum plays in Kansas and one in North Dakota. Regional databases will be supplemented with geological field studies of selected fields in each play. Digital imagery, digital mapping, relational data queries, and geographical information systems will be integral to the field studies and regional data sets. Data sets will have relational links to provide opportunity for history-matching, feasibility, and risk analysis tests on contemplated exploration and development projects. The flexible "web-like" design of the atlas provides ready access to data, and technology at a variety of scales from regional, to field, to lease, and finally to the individual well bore. The digital structure of the atlas permits the operator to access comprehensive reservoir data and customize the interpretative products (e.g., maps and cross-sections) to their needs. The atlas will be accessible in digital form on-line using a World-Wide-Web browser as the graphical user interface. Regional data sets and field studies will be free-standing entities that will be made available on-line through the Internet to users as they are completed. Technology Transfer: NNSA Did Not Implement the Technology Infrastructure Pilot Program

Description: Correspondence issued by the General Accounting Office with an abstract that begins "The Department of Energy is required to establish a technology infrastructure pilot program to improve technology partnership activities. The National Nuclear Security Administration (NNSA), in April 2002, reported that it was unable to implement the technology infrastructure pilot program in fiscal year 2001, because of other programming priorities. NNSA also said that it did not have any immediate plans to implement the pilot program in fiscal year 2002. Although it has not funded the pilot program, NNSA stated that it supports technology partnerships with private entities that fulfill mission requirements and agreed that the "cluster" type of infrastructure that the pilot program would promote is important for its facilities because community and economic development are enhanced."
