Electrokinetic decontamination of concrete. Final report, August 3, 1993--September 15, 1996

Description: The ELECTROSORB{reg_sign} {open_quotes}C{close_quotes} process is an electrokinetic process for decontaminating concrete. ELECTROSORB{reg_sign} {open_quotes}C{close_quotes} uses a carpet-like extraction pad which is placed on the contaminated concrete surface. An electrolyte solution is circulated from a supporting module. This module keeps the electrolyte solution clean. The work is advancing through the engineering development stage with steady progress toward a full scale demonstration unit which will be ready for incorporation in the DOE Large Scale Demonstration Program by Summer 1997. A demonstration was carried out at the Mound Facility in Miamisburg, Ohio, in June 1996. Third party verification by EG&G verified the effectiveness of the process. Results of this work and the development work that proceeded are described herein.

Remote Manipulation for D&D Exhibiting Teleautonomy and Telecollaboration

Description: The purpose of the work is to enhance remote operations of robotic systems for D&D tasks by extending teleoperation with semi-autonomous functions. The work leverages the $1.2M dual-arm work platform (DAWP) developed with broad participation for the CP5 D&D, as well as 2,000 hr DAWP D&D operational experience. We propose to develop a reactive, agent-based control architecture well suited to unstructured and unpredictable environments, and cobot control technology, which implements a virtual fixture that can be used to guide the application of tools with force-feedback control. Developed methodologies will be implemented using a structured light sensor and cobot hand controller on the dual-arm system.

Streamlined Approach for Environmental Restoration (SAFER) Plan for Corrective Action Unit 553: Areas 19, 20 Mud Pits and Cellars, Nevada Test Site, Nevada, Rev. No. 0

Description: This Streamlined Approach for Environmental Restoration (SAFER) Plan addresses the actions necessary for the closure of Corrective Action Unit (CAU) 553: Areas 19, 20 Mud Pits and Cellars, Nevada Test Site (NTS), Nevada. It has been developed in accordance with the ''Federal Facility Agreement and Consent Order'' (FFACO) (1996) that was agreed to by the State of Nevada, the U.S. Department of Energy (DOE), and the U.S. Department of Defense. A SAFER may be performed when the following criteria are met: (1) Conceptual corrective actions are clearly identified (although some degree of investigation may be necessary to select a specific corrective action before completion of the Corrective Action Investigation [CAI]); (2) Uncertainty of the nature, extent, and corrective action must be limited to an acceptable level of risk; (3) The SAFER Plan includes decision points and criteria for making data quality objective (DQO) decisions. The purpose of the investigation will be to document and verify the adequacy of existing information; to affirm the decision for clean closure, closure in place, or no further action; and to provide sufficient data to implement the corrective action. The actual corrective action selected will be based on characterization activities implemented under this SAFER Plan. This SAFER Plan identifies decision points developed in cooperation with the Nevada Department of Environmental Protection (NDEP), where the DOE, National Nuclear Security Administration Nevada Site Office (NNSA/NSO) will reach consensus with the NDEP before beginning the next phase of work. Corrective Action Unit 553 is located in Areas 19 and 20 of the NTS, approximately 65 miles (mi) northwest of Las Vegas, Nevada (Figure 1-1). Inactive Tanks Remediation Program strategy and plans for Oak Ridge National Laboratory, Oak Ridge, Tennessee. Environmental Restoration Program

Description: The overall objective of the Inactive Tank Remediation Program is to remediate all LLLW tanks that have been removed fimn service to the extent practicable in accordance with the FFA and CERCLA requirements. Applicable or relevant and appropriate requirements (ARARs) will be addressed in choosing a remediation alternative. Preference will be given to remedies that are highly reliable and provide long-term protection. Efforts will be directed toward permanently and significantly reducing the volume, toxicity, or mobility of hazardous substances, pollutants, and contaminants associated with the tank systems. Where indicated by operational or other restraints, interim measures short of full and complete remediation may be taken to maintain human health and ecological risks at acceptable levels until full remediation can be accomplished.

Annual evaluation of routine radiological survey/monitoring frequencies for the High Ranking Facilities Deactivating Project at Oak Ridge, Tennessee

Description: The Bethel Valley Watershed at the Oak Ridge National Laboratory (ORNL) has several Environmental Management (EM) facilities that are designated for deactivation and subsequent decontamination and decommissioning (D and D). The Surplus Facilities Program at ORNL provides surveillance and maintenance support for these facilities as deactivation objectives are completed to reduce the risks associated with radioactive material inventories, etc. The Bechtel Jacobs Company LLC Radiological Control (RADCON) Program has established requirements for radiological monitoring and surveying radiological conditions in these facilities. These requirements include an annual evaluation of routine radiation survey and monitoring frequencies. Radiological survey/monitoring frequencies were evaluated for two High Ranking Facilities Deactivation Project facilities, the Bulk Shielding Facility and Tower Shielding Facility. Considerable progress has been made toward accomplishing deactivation objectives, thus the routine radiological survey/monitoring frequencies are being reduced for 1999. This report identifies the survey/monitoring frequency adjustments and provides justification that the applicable RADCON Program requirements are also satisfied.

Cost-effective facility disposition planning with safety and health lessons learned and good practices from the Oak Ridge Decontamination and Decommissioning Program

Description: An emphasis on transition and safe disposition of DOE excess facilities has brought about significant challenges to managing worker, public, and environmental risks. The transition and disposition activities involve a diverse range of hazardous facilities that are old, poorly maintained, and contain radioactive and hazardous substances, the extent of which may be unknown. In addition, many excess facilities do not have historical facility documents such as operating records, plant and instrumentation diagrams, and incident records. The purpose of this report is to present an overview of the Oak Ridge Decontamination and Decommissioning (D and D) Program, its safety performance, and associated safety and health lessons learned and good practices. Illustrative examples of these lessons learned and good practices are also provided. The primary focus of this report is on the safety and health activities and implications associated with the planning phase of Oak Ridge facility disposition projects. Section 1.0 of this report provides the background and purpose of the report. Section 2.0 presents an overview of the facility disposition activities from which the lessons learned and good practices discussed in Section 3.0 were derived.

NEPA and NHPA- successful decommissioning of historic Manhattan Project properties at Los Alamos National Laboratory, Los Alamos, New Mexico

Description: This paper describes experiences at Los Alamos National Laboratory during the process of planning and executing decommissioning and decontamination activities on a number of properties constructed as part of the Manhattan project. Many of these buildings had been abandoned for many years and were in deteriorating condition, in addition to being contaminated with asbestos, lead based paints and high explosive residues. Due to the age and use of the structures they were evaluated against criteria for the National Register of Historic Places. This process is briefly reviewed, along with the results, as well as actions implemented as a result of the condition and safety of the structures. A number of the structures have been decontaminated and demolished. Planning is still ongoing for the renovation of one structure, and the photographic and drawing records of the properties is near completion.

FRHAM-TEX{trademark} cool suit - OST reference No. 1854. Deactivation and decommissioning focus area

Description: This paper describes a demonstration project for the FRHAM-TEX Cool Suit{trademark} manufactured by FRHAM Safety Products. It is a one-piece, disposable, breathable, waterproof coverall designed to permit moisture generated by the wearer to be transmitted outside the suit. The performance of this suit was compared to a Tyvek{reg_sign} suit as a baseline. The suit is proposed as safety ware for workers at decontamination and decommissioning projects.

Programmatic agreement among the USDOE/RL Operations Office, the Advisory Council on Historic Preservation, and the WA State Historic Preservation Office for the maintenance, deactivation, alteration and demolition of the built environment on the Hanford Site, Washington

Description: This Programmatic Agreement (PA) addresses the built environment (i.e., buildings and structures) constructed during the Manhattan Project and Cold War Era periods of Hanford`s operational history. As such it encompasses the years 1943 through 1990. The identification, evaluation, and treatment of buildings and historic archeological remains on the Hanford Site predating 1943 will be accomplished through Sections 800.4 through 800.6 of the Council`s regulations. This PA will be in effect from the date of signature until September 30, 2000. Completion of the Sitewide Treatment Plan established under this PA satisfies all Section 106 requirements for identification, evaluation, and treatment necessary for all undertakings, up to and including demolition which may affect Manhattan Project and Cold War Era properties. This PA may be extended if the Sitewide Treatment Plan has not been completed by the end of FY 2000. Identification, evaluation, and treatment of properties constructed on the Hanford Site after 1990 will be handled pursuant to the regulations in effect at the time such properties are eligible for review.

Environmental restoration plan for the transfer of surplus facilities to the Facility Transition Program at Oak Ridge National Laboratory

Description: This report will provide guidance on management, coordination, and integration of plans to transition facilities to the Facility Transition Program and activities as related to the Oak Ridge National Laboratory (ORNL) Environmental Restoration Program facilities. Site wide integration of the Rocky Flats closure project

Description: The prime contractor for the Rocky Flats Closure Project (RFCP), Kaiser-Hill, in concert with the Department of Energy--Rocky Flats Field Office (DOE-RFFO) has applied a fully integrated, life-cycle, critical path schedule and work planning system to manage the work that is required to close the Site. The closure of the Site is complex, in that it houses over 700 facilities, 19,600 kilograms of Special Nuclear Material (Plutonium and Uranium), and over 160,000 cubic meters of Transuranic, Low Level, and Hazardous Waste. The deactivation, decommissioning, decontaminating, and demolition of this large number of facilities, while at the same time accommodating difficult on-going activities, significantly increases the sophistication required in the planning process. The Rocky Flats team has overcome these difficulties by establishing a money oriented critical path process, to provide a least-cost avenue to supporting on-going activities and a line-of-balance process for production oriented activities. These processes, when integrated with a typical activity-based project planning system, guide the way to the shortest and most cost-effective course for the closure of the Rocky Flats Site.

HEMISPHERIC CENTER FOR ENVIRONMENTAL TECHNOLOGY

Description: FIU-HCET participated in an ICT meeting at Mound during the second week of December and presented a brief videotape of the testing of the Robotic Climber technology. During this meeting, FIU-HCET proposed the TechXtract technology for possible testing at Mound and agreed to develop a five-page proposal for review by team members. FIU-HCET provided assistance to Bartlett Inc. and General Lasertronics Corporation in developing a proposal for a Program Opportunity Notice (PON). The proposal was submitted by these companies on January 5, 1999. The search for new equipment dismantlement technologies is continuing. The following vendors have responded to requests for demonstration: LUMONICS, Laser Solutions technology; CRYO-BEAM, Cryogenic cutting technology; Waterjet Technology Association, Waterjet Cutting technology; and DIAJET, Waterjet Cutting technology. Based on the tasks done in FY98, FIU-HCET is working closely with Numatec Hanford Corporation (NHC) and Pacific Northwest National Laboratory (PNNL) to revise the plan and scope of work of the pipeline plugging project in FY99, which involves activities of lab-scale flow loop experiments and a large-scale demonstration test bed.

Authorization basis for the 209-E Building

Description: This Authorization Basis document is one of three documents that constitute the Authorization Basis for the 209-E Building. Per the U.S. Department of Energy, Richland Operations Office (RL) letter 98-WSD-074, this document, the 209-E Building Preliminary Hazards Analysis (WHC-SD-WM-TI-789), and the 209-E Building Safety Evaluation Report (97-WSD-074) constitute the Authorization Basis for the 209-E Building. This Authorization Basis and the associated controls and safety programs will remain in place until safety documentation addressing deactivation of the 209-E Building is developed by the contractor and approved by RL.

Optimal facility and equipment specification to support cost-effective recycling

Description: The authors demonstrate a project management approach for D and D projects to select those facility areas or equipment systems on which to concentrate resources so that project materials disposition costs are minimized, safety requirements are always met, recycle and reuse goals are achieved, and programmatic or stakeholder concerns are met. The authors examine a facility that contains realistic areas and equipment, and they apply the approach to illustrate the different results that can be obtained depending on the strength or weakness of safety risk requirements, goals for recycle and reuse of materials, and programmatic or stakeholder concerns.

Decontamination and Decommissioning activities photobriefing book FY 1997

Description: The Decontamination and Decommissioning (D and D) Program at Argonne National Laboratory-East (ANL-E) is dedicated to the safe and cost effective D{ampersand}D of surplus nuclear facilities. There is currently a backlog of more than 7,000 contaminated US Department of Energy facilities nationwide. Added to this are 110 licensed commercial nuclear power reactors operated by utilities learning to cope with deregulation and an aging infrastructure that supports the commercial nuclear power industry, as well as medical and other uses of radioactive materials. With this volume it becomes easy to understand the importance of addressing the unique issues and objectives associated with the D{ampersand}D of surplus nuclear facilities. This photobriefing book summarizes the decontamination and decommissioning projects and activities either completed or continuing at the ANL-E site during the year.

Characterization report for Building 301 Hot Cell Facility

Description: During the period from October, 1997, through March, 1998, ANL-E Health Physics conducted a pre-D and D characterization of Building 301, referred to as the Hot Cell Facility. While primary emphasis was placed on radiological evaluation, the presence of non-nuclear hazardous and toxic material was also included in the scope of the characterization. This is one of the early buildings on the ANL-E site, and was heavily used in the 1950`s and 1960`s for various nuclear reaction and reactor design studies. Some degree of cleanup and contamination fixation was done in the 1970`s, so that the building could be used with a minimum of risk of personnel contamination. Work records are largely nonexistent for the early history of the building, so that any assumptions about extent and type of contamination had to be kept very open in the survey planning process. The primary contaminant was found to be painted-over Cs-137 embedded in the concrete floors, although a variety of other nuclides consistent with the work said to have been performed were found in smaller quantities. Due to leaks and drips through the floor, a relatively modest amount of soil contamination was found in the service trench under the building, not penetrating deeply. Two contaminated, disconnected drain lines leaving the building could not be traced by site records, and remain a problem for remediation. The D and D Characterization Plan was fulfilled.

Engineering evaluation/cost analysis for the 233-S Plutonium Concentration Facility

Description: The deactivated 233-S Plutonium Concentration Facility (233-S Facility) is located in the 200 Area. The facility has undergone severe degradation due to exposure to extreme weather conditions. A rapid freeze and thaw cycle occurred at the Hanford Site during February 1996, which caused cracking to occur on portions of the building`s roof. This has resulted in significantly infiltration of water into the facility, which provides a pathway for potential release of radioactive material into the environment (air and/or ground). The weather caused several existing cracks in the concrete portions of the structure to lengthen, increasing the potential for failed confinement of the radioactive material in the building. Differential settlement has also occurred, causing portions of the facility to separate from the main building structure thus creating a potential for release of radioactive material t the environment. An expedited removal action is proposed to ensure that a release from the 233-S Facility does not occur. The US Department of Energy (DOE), Richland Operations Office (RL), in cooperation with the EPA, has prepared this Engineering Evaluation/Cost Analysis (EE/CA) pursuant to CERCLA. Based on the evaluation, RL has determined that hazardous substances in the 233-S Facility may present a potential threat to human health and/or the environment, and that an expedited removal action is warranted. The purpose of the EE/CA is to provide the framework for the evaluation and selection of a technology from a viable set of alternatives for a removal action.

Incorporation of pollution prevention and waste minimization practices during the decommissioning of Building 310 at Argonne National Laboratory-East

Description: The decommissioning of radiologically contaminated buildings at Department of Energy (DOE) sites provides a major opportunity to include pollution prevention and waste minimization (P2/WMin) practices to minimize waste using authorized release opportunities, and recycle and reuse (R2) activities on a complex-wide basis. The ``P2/WMin Users Guide for Decommissioning Projects`` (a.k.a. Users Guide or Guide) will be used to incorporate P2/WMin practices into the decommissioning and dismantlement (D and D) of Building 310 retention tanks at Argonne National Laboratory-East (ANL-E). The Building 310 service floor retention-tank facility contains ten isolated retention tanks that served to store excess radioactive liquids generated during process operations. The building consists of three rooms containing three tanks each and a larger room containing one tank. Due to a concern that the deteriorating facility could expose personnel working in the vicinity to radioactive contamination, a decision was made to decommission the building. The Users Guide, a document prepared under the auspices of the Office of Pollution Prevention (EM-77), details a step-by-step approach for incorporating P2/WMin options into a project`s documentation and subsequent decommissioning activities. It is a compilation of lessons learned and strategic P2/WMin initiatives from across the DOE complex. The benefits derived from using P2/WMin initiatives for the D and D of Building 310 include an accelerated decommissioning schedule, reduction in health risk, and the elimination of six release sites from the DOE EM-40 list. The benefits derived from implementation of P2/WMin initiatives into this project include cost savings, reduction in long-term liability, and deployment of technologies without impacting scope or schedule for the project.

Removal action report on the Waste Evaporator Facility, Building 3506, at Oak Ridge National Laboratory, Oak Ridge, Tennessee

Description: The objective of the Waste Evaporator Facility (WEF) removal action was to remove the access obstacle to the Oak Ridge National Laboratory (ORNL) South Tank Farm presented by the above-grade portions of the WEF. The Engineering Evaluation/Cost Analysis Document recommended dismantlement of the above-grade portion of the facility as the chosen corrective action. The following sections provide a summary of the detailed construction objectives. The construction phase of the Waste Evaporator Facility (WEF) Removal Action was completed on June 25, 1996. The construction objectives set forth in the Action Memorandum (Jacobs 1995b) were met. There were a few deviations from the proposed plan that reduced activity durations and waste volumes generated. The Action memorandum does not require follow-on monitoring.

Record of the facility deactivation, decommissioning, and material disposition (D and D) workshop: A new focus for technology development, opportunities for industry/government collaboration

Description: This workshop was held at the Morgantown Energy Technology Center (METC) in Morgantown, West Virginia, on July 11--12, 1995. The workshop sought to establish a foundation for continued dialogue between industry and the DOE to ensure that industry`s experiences, lessons learned, and recommendations are incorporated into D and D program policy, strategy, and plans. The mission of the D and D Focus Area is to develop improved technologies, processes and products, to characterize, deactivate, survey, maintain, decontaminate, dismantle, and dispose of DOE surplus structures, buildings, and contents. The target is a five-to-one return on investment through cost avoidance. The cornerstone of the D and D focus area activities is large-scale demonstration projects that actually decontaminate, decommission, and dispose of a building. The aim is to demonstrate innovative D and D technologies as part of an ongoing DOE D and D project. OTD would pay the incremental cost of demonstrating the innovative technologies. The goal is to have the first demonstration project completed within the next 2 years. The intent is to select projects, or a project, with visible impact so all of the stakeholders know that a building was removed, and demonstrate at a scale that is convincing to the customers in the EM program so they feel comfortable using it in subsequent D and D projects. The plan is to use a D and D integrating contractor who can then use the expertise in this project to use in jobs at other DOE sites.

Lessons learned from decommissioning projects at Los Alamos National Laboratory

Description: This paper describes lessons learned over the last 20 years from 12 decommissioning projects at Los Alamos National Laboratory. These lessons relate both to overall program management and to management of specific projects during the planning and operations phases. The issues include waste management; the National Environmental Policy Act (NEPA); the Resource Conservation and Recovery Act (RCRA); the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA); contracting; public involvement; client/customer interface; and funding. Key elements of our approach are to be proactive; follow the observation method; perform field activities concurrently; develop strategies to keep reportable incidents from delaying work; seek and use programs, methods, etc., in existence to shorten learning curves; network to help develop solutions; and avoid overstudying and overcharacterizing. This approach results in preliminary plans that require very little revision before implementation, reasonable costs and schedules, early acquisition of permits and NEPA documents, preliminary characterization reports, and contracting documents. Our track record is good -- the last four projects (uranium and plutonium-processing facility and three research reactors) have been on budget and on schedule.
