Coal Surface Mining Reclamation Costs: Appalachian and Midwestern Coal Supply Districts

Carbon Sequestration on Surface Mine Lands

Carbon Sequestration on Surface Mine Lands

Description: Since the implementation of the federal Surface Mining Control and Reclamation Act of 1977 (SMCRA) in May of 1978, many opportunities have been lost for the reforestation of surface mines in the eastern United States. Research has shown that excessive compaction of spoil material in the backfilling and grading process is the biggest impediment to the establishment of productive forests as a post-mining land use (Ashby, 1998, Burger et al., 1994, Graves et al., 2000). Stability of mine sites was a prominent concern among regulators and mine operators in the years immediately following the implementation of SMCRA. These concerns resulted in the highly compacted, flatly graded, and consequently unproductive spoils of the early post-SMCRA era. However, there is nothing in the regulations that requires mine sites to be overly compacted as long as stability is achieved. It has been cultural barriers and not regulatory barriers that have contributed to the failure of reforestation efforts under the federal law over the past 27 years. Efforts to change the perception that the federal law and regulations impede effective reforestation techniques and interfere with bond release must be implemented. Demonstration of techniques that lead to the successful reforestation of surface mines is one such method that can be used to change perceptions and protect the forest ecosystems that were indigenous to these areas prior to mining. The University of Kentucky initiated a large-scale reforestation effort to address regulatory and cultural impediments to forest reclamation in 2003. During the three years of this project 383,000 trees were planted on over 556 acres in different physiographic areas of Kentucky (Table 1, Figure 1). Proceedings of Twenty-Seventh Annual Institute on Mining Health, Safety and Research

Description: This Proceedings contains the presentations made during the program of the Twenty-Seventh Annual Institute on Mining Health, Safety and Research held at Virginia Polytechnic Institute and State University, Blacksburg, Virginia, on August 26-28, 1996. The Twenty-Seventh Annual Institute on Mining, Health, Safety and Research was the latest in a series of conferences held at Virginia Polytechnic Institute and State University, cosponsored by the Mine Safety and Health Administration, United States Department of Labor, and the Pittsburgh Research Center, United States Department of Energy (formerly part of the Bureau of Mines, U. S. Department of Interior). The Institute provides an information forum for mine operators, managers, superintendents, safety directors, engineers, inspectors, researchers, teachers, state agency officials, and others with a responsible interest in the important field of mining health, safety and research. In particular, the Institute is designed to help mine operating personnel gain a broader knowledge and understanding of the various aspects of mining health and safety, and to present them with methods of control and solutions developed through research. Field Laboratory in the Osage Reservation -- Determination of the Status of Oil and Gas Operations: Task 1. Development of Survey Procedures and Protocols

Description: Procedures and protocols were developed for the determination of the status of oil, gas, and other mineral operations on the Osage Mineral Reservation Estate. The strategy for surveying Osage County, Oklahoma, was developed and then tested in the field. Two Osage Tribal Council members and two Native American college students (who are members of the Osage Tribe) were trained in the field as a test of the procedures and protocols developed in Task 1. Active and inactive surface mining operations, industrial sites, and hydrocarbon-producing fields were located on maps of the county, which was divided into four more or less equal areas for future investigation. Field testing of the procedures, protocols, and training was successful. No significant damage was found at petroleum production operations in a relatively new production operation and in a mature waterflood operation.

CARBON SEQUESTRATION SURFACE MINE LANDS

Description: An authorized budget was unavailable during this first 3-month working period of this project. Our ability to use the $100K that DOE had dedicated to the project was frustrated by the internal problem of getting an account number issued to bill our expenses to. This has delayed the initiation of a portion of the tasks to be performed. However, enough has been accomplished to allow the project to meet the first years planting goals. This will also allow the initiation of several start-up activities that could not have been possible without established tree plantations.

CARBON SEQUESTRATION SURFACE MINE LANDS

Description: Over 160 acres (64.8 ha) of tree seedlings have been planted in eastern and western Kentucky that depict a mixed stand similar to the native vegetation of the area. All these sites have been assessed and various instrumentation is or is planned for installation to monitor environmental conditions and changes on the areas. The environmental conditions include temperature, aspect, slope, rainfall, and other treatment or condition factors.

If the sensors (geophones) are not adequately coupled to the surrounding rock mass, the resulting data will be of very poor quality. Off-highway vehicle technology roadmap.

Description: The off-highway sector is under increasing pressure to reduce operating costs (including fuel costs) and to reduce emissions. Recognizing this, the Society of Automotive Engineers and the U.S. Department of Energy (DOE) convened a workshop in April 2001 (ANL 2001) to (1) determine the interest of the off-highway sector (consisting of agriculture, construction, surface mining, inland marine) in crafting a shared vision of off-highway, heavy machines of the future and (2) identify critical research and development (R&D) needs for minimizing off-highway vehicle emissions while cost-effectively maintaining or enhancing system performance. The workshop also enabled government and industry participants to exchange information. During the workshop, it became clear that the challenges facing the heavy, surface-based off-highway sector can be addressed in three major machine categories: (1) engine/aftertreatment and fuels/lubes, (2) machine systems, and (3) thermal management. Working groups convened to address these topical areas. The status of off-highway technologies was determined, critical technical barriers to achieving future emission standards were identified, and strategies and technologies for reducing fuel consumption were discussed. Priority areas for R&D were identified. Given the apparent success of the discussions at the workshop, several participants from industry agreed to help in the formation of a joint industry/government ''roadmap'' team. The U.S. Department of Energy's Office of Heavy Vehicle Technologies has an extensive role in researching ways to make heavy-duty trucks and trains more efficient, with respect to both fuel usage and air emissions. The workshop participants felt that a joint industry/government research program that addresses the unique needs of the off-highway sector would complement the current research program for highway vehicles. With industry expertise, in-kind contributions, and federal government funding (coupled with the resources at the DOE's national laboratories), an effective program can be planned and executed. Investigation of GPS/IMU Positioning System for Mining Equipment

Description: The objective of this project is to investigate the applicability of a combined Global Positioning System and Inertial Measurement Unit (GPS/IMU) for information based displays on earthmoving machines and for automated earthmoving machines in the future. This technology has the potential of allowing an information-based product like Caterpillar's Computer Aided Earthmoving System (CAES) to operate in areas with satellite shading. Satellite shading is an issue in open pit mining because machines are routinely required to operate close to high walls, which reduces significantly the amount of the visible sky to the GPS antenna mounted on the machine. An inertial measurement unit is a product, which provides data for the calculation of position based on sensing accelerations and rotation rates of the machine's rigid body. When this information is coupled with GPS it results in a positioning system that can maintain positioning capability during time periods of shading.

INTEGRATED ROBOT-HUMAN CONTROL IN MINING OPERATIONS

Description: This report contains a detailed description of the work conducted in the first year of the project on Integrated Robot-Human Control in Mining Operations at University of Nevada, Reno. This project combines human operator control with robotic control concepts to create a hybrid control architecture, in which the strengths of each control method are combined to increase machine efficiency and reduce operator fatigue. The kinematics reconfiguration type differential control of the excavator implemented with a variety of ''software machine kinematics'' is the key feature of the project. This software re-configured excavator is more desirable to execute a given digging task. The human operator retains the master control of the main motion parameters, while the computer coordinates the repetitive movement patterns of the machine links. These repetitive movements may be selected from a pre-defined family of trajectories with different transformations. The operator can make adjustments to this pattern in real time, as needed, to accommodate rapidly-changing environmental conditions. A Bobcat{reg_sign} 435 excavator was retrofitted with electro-hydraulic control valve elements. The modular electronic control was tested and the basic valve characteristics were measured for each valve at the Robotics Laboratory at UNR. Position sensors were added to the individual joint control actuators, and the sensors were calibrated. An electronic central control system consisting of a portable computer, converters and electronic driver components was interfaced to the electro-hydraulic valves and position sensors. The machine is operational with or without the computer control system depending on whether the computer interface is on or off. In preparation for emulated mining tasks tests, typical, repetitive tool trajectories during surface mining operations were recorded at the Newmont Mining Corporation's ''Lone Tree'' mine in Nevada.

CARBON SEQUESTRATION OF SURFACE MINE LANDS

Description: The January-March 2004 Quarter was dedicated to tree planting activities in two locations in Kentucky. During year one of this project there was no available mine land to plant in the Hazard area so 107 acres were planted in the Martin county mine location. This year 120 acres was planted in the Hazard area to compensate for the prior year and an additional 57 acres was planted on Peabody properties in western Kentucky. An additional set of special plots were established on each of these areas that contained 4800 seedlings each for special carbon sequestration determinations. Plantings were also conducted to continue compaction and water quality studies on two newly established areas as well as confirmed measurements on the first years plantings. Total plantings on this project now amount to 357 acres containing 245,960 tree seedlings.

This included the analyses of the species success at each of the sites and quantifying the baseline data for future year determination of research levels of mixes. CARBON SEQUESTRATION ON SURFACE MINE LANDS

Description: The April-June 2004 quarter was dedicated to the establishment of monitoring systems for all the new research areas. Hydrology and water quality monitoring continues to be conducted on all areas as does weather data pertinent to the research. Studies assessing specific questions pertaining to carbon flux has been established and the invasion of the vegetation by small mammals is being quantified. The approval of two experimental practices associated with this research by the United States Office of Surface Mining was a major accomplishment during this period of time. These experimental practices will eventually allow for tree planting on long steep slopes with loose grading systems and for the use of loose dumped spoil on mountain top removal areas with no grading in the final layer of rooting material for tree establishment.

CARBON SEQUESTRATION ON SURFACE MINE LANDS

Description: An area planted in 2004 on Bent Mountain in Pike County was shifted to the Department of Energy project to centralize an area to become a demonstration site. An additional 98.3 acres were planted on Peabody lands in western Kentucky and Bent Mountain to bring the total area under study by this project to 556.5 acres as indicated in Table 2. Major efforts this quarter include the implementation of new plots that will examine the influence of differing geologic material on tree growth and survival, water quality and quantity and carbon sequestration. Normal monitoring and maintenance was conducted and additional instrumentation was installed to monitor the new areas planted.

20% Wind by 2030: Overcoming the Challenges in West Virginia

Description: Final Report for '20% Wind by 2030: Overcoming the Challenges in West Virginia'. The objective of this project was to examine the obstacles and constraints to the development of wind energy in West Virginia as well as the obstacles and constraints to the achievement of the national goal of 20% wind by 2030. For the portion contracted with WVU, there were four tasks in this examination of obstacles and constraints. Task 1 involved the establishment of a Wind Resource Council. Task 2 involved conducting limited research activities. These activities involved an ongoing review of wind energy documents including documents regarding the potential for wind farms being located on reclaimed surface mining sites as well as other brownfield sites. The Principal Investigator also examined the results of the Marshall University SODAR assessment of the potential for placing wind farms on reclaimed surface mining sites. Task 3 involved the conducting of outreach activities. These activities involved working with the members of the Wind Resource Council, the staff of the Regional Wind Energy Institute, and the staff of Penn Future. This task also involved the examination of the importance of transmission for wind energy development. The Principal Investigator kept informed as to transmission developments in the Eastern United States. The Principal Investigator coordinated outreach activities with the activities at the Center for Business and Economic Research at Marshall University. Task 4 involved providing technical assistance. This task involved the provision of information to various parties interested in wind energy development. The Principal Investigator was available to answer requests from interested parties regarding in formation regarding both utility scale as well as small wind development in West Virginia.
