Farm Program Spending: What's Permitted Under the Uruguay Round Agreements

Description: This report discusses farm income and commodity price support proposals that might succeed the programs due to expire in 2002. A key question being asked of virtually every new proposal is how it will affect U.S. commitments under the 1994 Uruguay Round Agreement on Agriculture (URAA), which commitsthe United States to spend no more than $19.1 billion annually on domestic farm supports most likely to distort trade. The URAA spells out the rules for countries to determine whether their policies are potentially trade distorting, and to calculate the costs.

Experimental investigation of interference effects of lateral-support struts on afterbody pressures at Mach 1.9

Description: Report presenting testing of a series of single and double unswept, lateral-support struts at a Mach number of 1.9 on a cone-cylinder body at zero angle of attack. The struts consisted of a rectangular box section with identical wedge fairings fore and aft. Results regarding the shock-wave intersections and pressure distributions are provided.

A New Farm Program Option: Average Crop Revenue Election (ACRE)

Description: Farm commodity programs over the decades have focused on protecting farmers against declines in farm prices and not declines in revenue (price times production). Traditional programs for field crops provide benefits to producers when farm prices drop below specified levels. This report discusses the Average Crop Revenue Election (ACRE) program which Congress included in the Food, Conservation, and Energy Act of 2008 (P.L. 110-246) as a revenue based program option for farmers who enroll in traditional farm commodity programs. Unlike revenue protection provided by some crop insurance products, ACRE is designed to protect against losses from multi-year price declines.

Structural and Morphological Properties of Carbon Supports: Effect on Catalyst Degradation

Description: The object of this work was to identify correlations between performance losses of Pt electrocatalysts on carbon support materials and the chemical and morphological parameters that describe them. Accelerated stress testing, with an upper potential of 1.2 V, was used to monitor changes to cathode properties, including kinetic performance and effective platinum surface area losses. The structure and chemical compositions were studied using X-ray Photoelectron Spectroscopy and Scanning Electron Microscopy coupled with Digital Image Processing. As this is an ongoing study, it is difficult to draw firm conclusions, though a trend between support surface area overall performance loss was found to exist.

Analysis of barrel support saddles and forces between modules during assembly.

Description: As the Barrel Tile Calorimeter is constructed, the support saddles and the modules will be subjected to different forces, stresses, and deflections than when completely assembled. The purpose of this analysis is to examine the forces, stresses, and deflections acting on the support saddles and modules at various stages of assembly. The nominal weight of a barrel module is 20 tons. CERN Document number ATL-LB-EA-0001 'Summary of the Structural Analysis of the Barrel Support Saddles' describes in detail the structural analysis of the saddles and the completed barrel assembly. These calculations followed Eurocode 3. This paper examined several load cases which occur during the assembly of the Barrel. The following are the main conclusions: (1) The assembly is not stable until 18 modules are in place, and only then can the support cradle be removed; (2) The forces between modules are nominal and are far less that the forces in the completed cylinder with 64 modules in place and the cryostat load applied; (3) All of the stresses in the connections between modules are within acceptable limits; and (4) The interface between the cryostat supports and the cryostat move approximately 1.0 mm in the X and Y directions when the load of the cryostat is transferred to the Barrel.

Dairy Policy Issues
