Hydroacoustic Evaluation of Overwintering Summer Steelhead Fallback and Kelt Passage at The Dalles Dam, 2009-2010

Description: This report presents the results of an evaluation of overwintering summer steelhead (Oncorhynchus mykiss) fallback and early out-migrating steelhead kelts downstream passage at The Dalles Dam (TDA) sluiceway and turbines during fall/winter 2009 through early spring 2010. The study was conducted by the Pacific Northwest National Laboratory (PNNL) for the U.S. Army Corps of Engineers, Portland District (USACE). The goal of this study was to characterize adult steelhead spatial and temporal distributions and passage rates at the sluiceway and turbines for fisheries managers and engineers to use in decision-making relative to sluiceway operations. The study was from November 1, 2009 to April 10, 2010. The study was divided into three study periods: Period 1, November 1 - December 15, 2009 for a fall/winter sluiceway and turbine study; Period 2, December 16, 2009 - February 28, 2010 for a turbine only study; Period 3, March 1 - April 10, 2010 for a spring sluiceway and turbine study. Sluiceway operations were scheduled to begin on March 1 for this study; however, because of an oil spill cleanup near the sluice outfall, sluiceway operations were delayed until March 8, 2010, therefore the spring study period did not commence until March 8. The study objectives were to (1) estimate the number and distribution of overwintering summer steelhead fallbacks and kelt-sized acoustic targets passing into the sluiceway and turbines at TDA between November 1 and December 15, 2009 and March 1 and April 10, 2010, and (2) estimate the numbers and distribution of adult steelhead and kelt-sized targets passing into turbine units between December 16, 2009 and February 28, 2010. Monitoring of Downstream Salmon and Steelhead Trout at Federal Hydroelectric Facilities, 1985 Annual Report.

Description: Juvenile salmonids were monitored on their seaward migration at three key sites on the Snake-Columbia River system by the National Marine Fisheries Service (NMFS). This was a part of the total monitoring effort in the Water Budget Center's (WBC) smolt monitoring program on Columbia Basin salmonid stocks. In addition to the three key sites, the NMFS also initiated a sampling effort at bower Monumental Dam. Funding was provided by the Bonneville Power Administration (BPA). The major sampling sites were at Lower Granite, McNary, and John Day Dams: sampling at these sites provided data primarily for evaluation of smolt survival, travel time, and migrational timing as required by the WBC. At bower Monumental Dam catch data was to provide a general indication of smolt passage and comparison with the hydroacoustics passage index as determined by Bio-Sonics of Seattle, WA. To achieve these goals it was necessary to monitor and index salmonid smolt passage at the three major sites. This involved: (1) the systematic sampling of the smolt migration from 27 March to 23 July at bower Granite Dam, 29 March to 26 September at McNary Dam, 28 March to 1 April, 20-22 April, and 27 April to 29 October at John Day Dam; (2) recovering and recording brands; (3) providing the WBC with a daily index of smolt passage at bower Granite and McNary Dams and daily sample numbers at John Day Dam; and (4) providing the WBC with daily summaries of brand recapture data. Daily catch and brand recapture data from Lower Monumental Dam was reported to the WBC as required during the sampling season, 23 May through 9 July.

A Fisheries Evaluation of the Wapato, Sunnyside and Toppenish Creek Canal Fish Screening Facilities, Spring 1988 : Annual Report.

Description: We evaluated the effectiveness of new screening facilities at the Toppenish Creek, Wapato, and Sunnyside canals in southcentral Washington State. Screen integrity tests indicated that fish released in front of the screens were prevented from entering the canal behind the screens. Screen efficiency estimates are 99% ({+-}0.6%) for Toppenish Creek, 99% ({+-}0.3%) for Wapato, and 98% ({+-}0.5%) for Sunnyside. During 1987 at the Wapato Canal, we estimated screen efficiency was 97% ({+-}l%). We conducted descaling tests at the Toppenish Creek Screens. We estimated that 0.2% of steelhead Qncorhynchus mykiss smelts released during tests were descaled. None of the fish released through the fish return pipe were descaled. We measured the time required for fish to move through the screen facilities. The time required for 50% of the test fish to exit the Toppenish Creek Screen forebay was 4 to 9 h for rainbow trout fry and up to 39 h for steelhead smelts. The time for 50% of the test fish to exit the Wapato and Sunnyside screen forebays was less than 8 h. As with past studies, exit times varied with canal flow and species. After 39 h at Toppenish Creek, half the steelhead smelts were still in the forebay when canal flows were 20 cfs. At Sunnyside, half the chinook salmon fry exited the forebay in 1 h or less. Methods used in 1988 were the same as those used at Sunnyside in 1985 and in subsequent years at Richland, Toppenish/Satus, and Wapato. The methods and previous results have been reviewed by the Washington State Department of Fisheries, U.S. Fish and Wildlife Service, National Marine Fisheries Service, Northwest Power Planning Council, and Yakima Indian Nation.

A Fisheries Evaluation of the Westside Ditch and Wapato Canal Fish Screening Facilities, Spring 1989 : Annual Report.

Description: We evaluated the effectiveness of new fish screening facilities in the Westside Ditch and Wapato Canal in south-central Washington State. The screen integrity tests indicated that test fish released in front of the screens could enter the canal behind the screens. At Westside Ditch, between 6% and 25% of the zero-age fry passed through the rotary drum screens. The 6% estimate is based on tests with rainbow trout Oncorhynchus mykiss fry. The 25% estimate is based on monitoring chinook salmon 0. tshawytscha fry that were diverted from the river into the irrigation ditch. At Westside Ditch, we estimated that 1.8% of steelhead 0. mykiss smolts and 0.3% of chinook salmon smolts released during tests were descaled. The time required for 50% of the test fish to exit from the Westside Ditch Screen forebay was 3 to 8 h for chinook salmon smolts and up to 28 h for steelhead smolts. Methods used in 1988 were first used at Sunnyside in 1985 and were used in subsequent years at Richland. Toppenish/Satus. Wapato. and Toppenish Creek. The methods and 1985 through 1987 results have been reviewed by the Washington State Department of Fisheries, U.S. Fish and Wildlife Service, National Marine Fisheries Service, Northwest Power Planning Council, and the Yakima Indian Nation.

Fish Research Project, Oregon : Evaluation of the Success of Supplementing Imnaha River Steelhead with Hatchery Reared Smolts: Phase One : Completion Report.

Description: Two streams in the Imnaha River subbasin (Camp Creek and Little Sheep Creek) and eight streams in the Grande Ronde River subbasin (Catherine, Deer, Five Points, Fly, Indian, Lookingglass, Meadow, and Sheep creeks) were selected as study streams to evaluate the success and impacts of steelhead supplementation in northeast Oregon. The habitat of the study streams was inventoried to compare streams and to evaluate whether habitat might influence the performance parameters we will measure in the study. The mean fecundity of hatchery and natural steelhead 1-salts returning to Little Sheep Creek fish facility in 1990 and 1991 ranged from 3,550 to 4,663 eggs/female; the mean fecundity of hatchery and natural steelhead 2-salts ranged from 5,020 to 5,879 eggs/female. Variation in length explained 57% of the variation in fecundity of natural steelhead, but only 41% to 51% of the variation in fecundity of hatchery steelhead. Adult steelhead males had an average spermatocrit of 43.9% at spawning. We were also able to stain sperm cells so that viable cells could be distinguished from dead cells. Large, red disc tags may be the most useful for observing adults on the spawning grounds. The density of wild, juvenile steelhead ranged from 0 fish/l00{sup 2} to 35.1 (age-0) and 14.0 (age-1) fish/l00m{sup 2}. Evidence provided from the National Marine Fisheries Service suggests that hatchery and wild fish within a subbasin are genetically similar. The long-term experimental design is presented as a component of this report.

Yakima River Radio-Telemetry Study: Steelhead, 1989-1993.

Description: A 4-year radio-telemetry study was made of steelhead in the Yakima River basin, with the objectives of determining the run timing, passage patterns at irrigation diversion dams, and morphometric characteristics of different Yakima basin steelhead substocks and determining where and when the substocks become separated; evaluating adult steelhead passage at Yakima River basin diversion dams; determining steelhead migration , temporal distribution, and habitat utilization in the Yakima River basin; identifying spawning distribution and timing of steelhead; and determining the amount and cause of pre-spawning mortality of radio-tagged steelhead. Recommendations are given.

Columbia River Basin Salmon and Steelhead: Federal Agencies' Recovery Responsibilities, Expenditures and Actions

Description: A letter report issued by the General Accounting Office with an abstract that begins "Before 1850, an estimated 16 million salmon and steelhead returned to the Columbia River Basin annually to spawn. Over the past 25 years, the number of salmon and steelhead returning to the Columbia River Basin has averaged only 660,000 per year although annual population levels have varied widely. Factors such as over-harvesting, construction and operation of dams, degradation of spawning habitat, increased human population, and unfavorable weather and ocean conditions have contributed to the long-term decline. The population decline has resulted in the listing of 12 salmon and steelhead populations in the basin as threatened or endangered under the Endangered Species Act. Once a species is listed as threatened or endangered, the act requires that efforts be taken to allow its recovery. Eleven federal agencies are involved with salmon and steelhead recovery efforts in the Columbia River Basin. The National Marine Fisheries Service (NMFS), as the lead agency, is responsible for preparing a recovery plan and consulting with the other federal agencies on their planned actions. The 11 federal agencies estimate expenditures of $1.8 billion from fiscal year 1982 through fiscal year 1996 and $1.5 billion from fiscal year 1997 through fiscal year 2001 on efforts specifically designed to recover Columbia River Basin salmon and steelhead. In addition to the $1.5 billion, the 11 federal agencies estimated that they expended $302 million in the last five fiscal years on modifications to mission-related projects that benefited, but were not specifically directed at, salmon and steelhead, such as erosion control to improve crop productivity and wildlife habitat, which also improves stream flows and reduces sedimentation in spawning habitat. Hydroacoustic Evaluation of Overwintering Summer Steelhead Fallback and Kelt Passage at The Dalles Dam Turbines, Early Spring 2011

Description: This report presents the results of an evaluation of overwintering summer steelhead (Oncorhynchus mykiss) fallback and early out-migrating steelhead kelts downstream passage at The Dalles Dam turbines during early spring 2011. The study was conducted by Pacific Northwest National Laboratory (PNNL) for the U.S. Army Corps of Engineers, Portland District (USACE) to investigate whether adult steelhead are passing through turbines during early spring before annual sluiceway operations typically begin. The sluiceway surface flow outlet is the optimal non-turbine route for adult steelhead, although operating the sluiceway reduces hydropower production. This is a follow-up study to similar studies of adult steelhead passage at the sluiceway and turbines we conducted in the fall/winter 2008, early spring 2009, fall/winter 2009, and early spring 2010. The goal of the 2011 study was to characterize adult steelhead passage rates at the turbines while the sluiceway was closed so fisheries managers would have additional information to use in decision-making relative to sluiceway operations. Sluiceway operations were not scheduled to begin until April 10, 2011. However, based on a management decision in late February, sluiceway operations commenced on March 1, 2011. Therefore, this study provided estimates of fish passage rates through the turbines, and not the sluiceway, while the sluiceway was open. The study period was March 1 through April 10, 2011 (41 days total). The study objective was to estimate the number and distribution of adult steelhead and kelt-sized targets passing into turbine units. Use of a Fish Transportation Barge for Increasing Returns of Steelhead Imprinted for Homing, 1983 Annual Report.

Description: A study was conducted to determine if transporting steelhead, Salmo gairdneri, smolts by barge from Dworshak National Fish Hatchery to a release site in the Columbia River below Bonneville Dam would result in increased returns of adults to the fishery and hatchery. Eight separately identifiable groups of about 30,000 steelhead each were marked and released in 1982. During 1983, over 251,000 smolts were marked - about 30,000 fish for each of four test lots (barged) and four control lots (released into the Clearwater River near the hatchery). The health and status of smoltification of the juvenile fish were monitored from March to the release date for each group. The fish sampled were considered to be in good health and well advanced in smoltification at release. Fish from the control release were recovered at dams and in the estuary along their migration route. Approximately 29% of the fish from the control release were transported from collector dams (Lower Granite, Little Goose, and McNary) as part of the routine transportation program. The relatively large number of 1-ocean age adult steelhead (179) recovered at adult collector dams (Lower Granite, McNary, and Bonneville) and in the Indian fishery (Columbia River Zone 6) indicates a high survival of steelhead released as smolts in the spring of 1982. Survival of Wells Hatchery Steelhead in the Mid-Columbia River, Part I, Smolt Monitoring Program, 1984 Annual Report.

Description: Survival of steelhead trout (Salmo gairdneri) from Wells Hatchery (WDG) was studied in 1984 to derive an index of steelhead survival in the mid-Columbia. This index was determined as part of the Smolt Monitoring Program conducted by the fishery agencies and tribes through the Water Budget Center. The program in 1984 was limited because of fish availability. A major goal of the 1984 program was to adapt techniques which have largely been used for specific research purposes, to a management program that is to be repeated annually. Such a program requires that minimum disruption of the existing fishery management program occurs. Sufficient fish were allocated to the program to allow two replicate test releases from Pateros, Washington and two paired control releases below Priest Rapids Dam. These mark groups were recovered at McNary Dam, and survival was calculated as the ratio in proportion recovered for the test and control groups. Data from the second replicate release was judged to not sufficiently meet the experimental criteria and was rejected. The first replicate was judged to be suitable, and survival was calculated. Estimated survival for the first steelhead replicate from Pateros to below Priest Rapids Dam was 0.5181 with a lower 95% confidence interval of 0.4626 and an upper confidence interval of 0.5736.

Protection of Wild Adult Steelhead in Idaho by Adipose Fin Removal: 1984-1985 Annual Report.

Description: All Idaho hatchery-reared steelhead released in the spring of 1985 received an adipose fin clip to differentiate between natural or wild and hatchery, fish, thus allowing for protection of wild fish in the sport harvest. Between 25 September and 14 December 1984, 6,360,542 steelhead trout (Salmo gairdneri) were marked by excising the adipose fin. A total of 10,336 man hours were required to complete the operation. Clip quality and healing, mortality, and adipose fin composition were determined. Quality checks indicated less than 1% of the fish had more than 25% of the fin remaining. Combined mortality at all three hatcheries was 0.3% of the total fish marked. Observed and in vivo test showed complete healing of the excision within 3-4 weeks (observed) and 22 days (in vivo). Bibliographies were compiled for fin regeneration, marked fish survival, hooking mortality, and related catch-and-release studies.

Steelhead Supplementation in Idaho Rivers : 2001 Project Progress Report.

Description: In 2001, Idaho Department of Fish and Game (IDFG) continued an assessment of the Sawtooth Hatchery steelhead Oncorhynchus mykiss stock to reestablish natural populations in Beaver and Frenchman creeks in the upper Salmon River. Crews stocked both streams with 20 pair of hatchery adults, and I estimated the potential smolt production from the 2000 adult outplants. n the Red River drainage, IDFG stocked Dworshak hatchery stock fingerlings and smolts from 1993 to 1999 to assess which life stage produces more progeny when the adults return to spawn. In 2001, IDFG operated the Red River weir to trap adults that returned from these stockings, but none were caught from either group. Wild steelhead populations in the Lochsa and Selway river drainages were assessed and the chinook salmon Oncorhynchus tshawytscha escapement was enumerated in Fish Creek. I estimated that 75 wild adult steelhead and 122 adult chinook salmon returned to Fish Creek in 2001. I estimated that slightly more than 30,000 juvenile steelhead migrated out of Fish Creek. This is the largest number of steelhead to migrate out of Fish Creek in a single year since I began estimating the yearly migration in 1994. Juvenile steelhead densities in Lochsa and Selway tributaries were somewhat higher in 2001 than those observed in 2000. Crews from IDFG collected over 4,800 fin samples from wild steelhead in 74 streams of the Clearwater, Snake, and Salmon river drainages and from five hatchery stocks during the summer of 2000 for a DNA analysis to assess Idaho's steelhead stock structure. The DNA analysis was subcontracted to Dr. Jennifer Nielsen, Alaska Biological Science Center, Anchorage. Her lab developed protocols to use for the analysis in 2001 and is continuing to analyze the samples. Dr. Nielsen plans to have the complete set of wild and hatchery stocks analyzed in 2002.

Monitoring and Evaluation of the Prototype Surface Collector at Bonneville First Powerhouse in 2000: Synthesis of Results

Description: This report describes research done to evaluate the Prototype Surface Collector at Bonneville Dam, Powerhouse I, on the Columbia River. The surface collector is being evaluated as a means for bringing downstream migrating salmon and steelhead through the powerhouse while avoiding the turbines. The report describes evaluations conducted by PNNL, National Marine Fisheries Service, and various contractors using radio telemetry, hydroacoustics, and computational fluid dynamics models. The evaluation will provide information to the U.S. Army Corps of Engineers for their 2001 decision on whether to use surface flow bypass or extended-length submersible bar screens for long-term smolt passage at Bonneville Dam.

However, this surface flow outlet may be the optimal non-turbine route for fallbacks in late fall after the sluiceway is typically closed for juvenile fish passage and for overwintering summer steelhead and kelt passage in the early spring before the start of the voluntary spill season. The goal of this study was to characterize adult steelhead spatial and temporal distributions and passage rates at the sluiceway and turbines, and their movements in front of the sluiceway at TDA to inform fisheries managers’ and engineers’ decision-making relative to sluiceway operations. The study periods were from November 1 to December 15, 2008 (45 days) and from March 1 to April 9, 2009 (40 days). The study objectives were to 1) estimate the number and distribution of overwintering summer steelhead fallbacks and kelt-sized acoustic targets passing into the sluiceway and turbines at TDA during the two study periods, respectively, and 2) assess the behavior of these fish in front of sluice entrances. We obtained fish passage data using fixed-location hydroacoustics and fish behavior data using acoustic imaging. For the overwintering summer steelhead, fallback occurred throughout the 45-day study period. John Day River Sub-Basin Fish Habitat Enhancement Project; 1998 Annual Report.

Description: During 1998, three new projects were completed improving 1.8 miles of stream and riparian habitat. Protection for these reaches required the construction of 3.2 miles of riparian fence and 7 livestock water gaps. A previously leased property on the Mainstream was converted from apriarian pasture to a corridor fence after no significant recovery had occurred.

Description: In 1982, the National Marine Fisheries Service began a 6-year study to determine if transporting steelhead, Salmo gairdneri, smolts by barge from Dworshak National Fish Hatchery (NFH) to a release site on the Columbia River below Bonneville Dam would result in increased returns of adults to the various fisheries and to the hatchery homing site. During 1982 and 1983, over 500,000 juveniles were marked and serially released as controls from the hatchery or barged as test fish to below Bonneville Dam. As of July 1986, returns of adults to various recovery sites from juveniles released in 1982 are virtually complete. Returns of one- and two-ocean fish from the 1983 release are nearly complete. The 1983 test releases showed much less homing impairment and delay in upstream migration than 1982 releases. Most adults from both control and test releases in 1983 and control releases in 1982 migrated a considerable distance upstream and overwintered in the Snake and Clearwater Rivers - behavior similar to Clearwater River fish previously transported from Lower Granite Dam. In contrast, many of the adults from test releases in 1982 failed to migrate upstream very far in the fall and overwintered in the Columbia River.

Monitoring of Downstream Salmon and Steelhead at Federal Hydroelectric Facilities, 1986 Annual Report.

Description: The 1986 smolt monitoring project provided data on the seaward migration of juvenile salmon and steelhead at Lower Granite, Lower Monumental, McNary, John Day, and Bonneville Dams. The number of fish sampled by species, brand recaptures, and pertinent flow data were provided for the purpose of evaluating smolt survival, travel time, and migrational timing.

Biological and Physical Inventory of the Streams within the Nez Perce Reservation; Juvenile Steelhead Survey and Factors that Affect Abundance in Selected Streams in the Lower Clearwater River Basin, Idaho, 1983-1984 Final Report.

Description: A biological and physical inventory of selected tributaries in the lower Clearwater River basin was conducted to collect information for the development of alternatives and recommendations for the enhancement of the anadromous fish resources in streams on the Nez Perce Reservation. Five streams within the Reservation were selected for study: Bedrock and Cottonwood Creeks were investigated over a two year period (1983 to 1984) and Big Canyon, Jacks and Mission Creeks were studied for one year (1983). Biological information was collected and analyzed on the density, biomass, production and outmigration of juvenile summer steelhead trout. Physical habitat information was collected on available instream cover, stream discharge, stream velocity, water temperature, bottom substrate, embeddedness and stream width and depth. The report focuses on the relationships between physical stream habitat and juvenile steelhead trout abundance.
