Standards for Evaluating Paintings by Children in the Primary Grades

Description: Since most adults generally evaluate children's creative expression by adult standards, view it as meaningless, and frequently present children with hackneyed forms of visual "art"--such as stencil patterns, or color books in which the children are encouraged to copy adult drawings--the purpose of this study is to develop legitimate standards which the adult observer may use in judging children's paintings and to explain these standards through analyses of children's paintings selected from Grades I through III.

Mass Calibrations

Description: Abstract: The NIST calibration service for standard masses is described. Weights which are accepted for calibration range in nominal values from 1 mg to 13,600 kg (30,000 pounds). We also accept weights used to generate standard pressures in piston gages. Cleaning procedures used on weights prior to calibration are described. The measurement algorithms (including density determinations of single-piece kilogram weights) and the uncertainties assigned to calibrated weights are discussed. We also describe the system now in place to monitor the quality of calibrations. Finally, we assess the limitations of the present controls on measurement quality and outline improvements which are underway.

Analysis of activities in production typewriting and development of a teaching model and standards

Description: The problem of this study is an analysis of activities in production typewriting, development of a teaching model, and establishment of production standards. The study has four main purposes which are: (1) to identify the time spent in keystroking, decision making, typing from longhand copy, erasing an original, typing and correcting one carbon copy, and proofreading; (2) to test the correlation between anxiety level and decision-making time, and IQ and decision-making time; (3) to analyze the differences in difficulty level of six production tasks and develop a teaching model; and (4) to discover the mean gross words per minute rate and total number of errors on six production tasks and develop production standards.

Analysis of U.S. Net Metering and Interconnection Policy

Description: Historically, the absence of interconnection standards has been one of the primary barriers to the deployment of distributed generation (DG) in the United States. Although significant progress in the development of interconnection standards was achieved at both the federal and state levels in 2005, interconnection policy and net-metering policy continue to confound regulators, lawmakers, DG businesses, clean-energy advocates and consumers. For this reason it is critical to keep track of developments related to these issues. The North Carolina Solar Center (NCSC) is home to two Interstate Renewable Energy Council (IREC) projects -- the National Interconnection Project and the Database of State Incentives for Renewable Energy (DSIRE). This paper will present the major federal and state level policy developments in interconnection and net metering in 2005 and early 2006. It will also present conclusions based an analysis of data collected by these two projects.

Microwave Attenuation Standards and Measurements

Description: Report discussing microwave attenuation measurement methods and standards. In addition, a relatively new and more precise way of representing and analyzing an attenuation measurement is presented. This in turn permits more rigorous definitions and error analyses than were previously possible. The referral of microwave attenuation measurements to standards operating at lower frequencies is discussed with particular attention to the errors in the referral processes as well as the errors in the standards themselves. Desirable characteristics are listed for attenuators which are suitable for calibration. Measurement methods are classified and described. Comments are made on the accuracy and convenience of various methods, and references are given which cover most of the basic and important research in this field.
