Societal health and urban sustainability indicators

Description: Without the social will, no city can successfully Undertake the planning and programs necessary for meaningful progress toward sustainability. Social will derives from wellsprings of vital societal health. This paper presents an approach to helping cities in APEC member economies initiate a program for developing indicators of sustainability. Representative indicators of social capital and other aspects of civic engagement, as proxies for societal health, are presented.

New Mexicans` perceptions of Los Alamos National Laboratory. Final report

Description: Since May, 1990, the Institute for Public Policy (IPP) has published Quarterly Profiles (QPs) of New Mexico`s citizenry. Each QP has focused on a different issue, but they have all asked a set of standard items, including questions about the public`s perceptions of the Los Alamos National Laboratories (LANL). Each year, the IPP has used the University of New Mexico`s Survey Research Center to conduct a telephone survey of a representative random sample of New Mexicans, and respondents were asked whether they had favorable or unfavorable views of LANL and the degree to which they perceived LANL as an environmentally responsible institution. As a result of this sustained research effort, the IPP now has a collection of fifteen consecutive QPs. With an aggregate sample size of over 8800, we are now able to make precise statistical inferences with greater confidence than was possible when using individual QP samples. Such an extremely large sample mitigates two kinds of common survey research problems.

The role of science and technology for energy and the environment

Description: The premise of this paper is that science, and the technology derived from science, is not the answer to energy and environmental problems. Science is a method of answering questions and as modern societies people must be very careful and specific in posing those questions. Many of the environmental issues addressed at the meeting are the direct result of not being specific enough in the demands placed on the science community. For example, when science was asked to increase chemical production to produce greater and greater quantities of consumer products, society forgot to ask that they be produced without significant damage to the environment. When society developed nuclear deterrents to protect national security interests, it failed to consider the life-cycle costs of these weapons systems. Now society must deal with a legacy of hundreds of billions of dollars in clean-up costs. One impediment has been that energy and environmental problems are intrinsically crosscutting, both across scientific disciplines and the decision-making systems of society. The author suggests that one approach to this problem is better integration across scientific disciplines and the integration of science and technology with political, economic and social factors. Three examples of successes are used to illustrate this.

American College of Nuclear Physics 1991 DOE day symposium: Aids and nuclear medicine

Description: Since first described in 1981, the acquired immunodeficiency syndrome (AIDS) has become the medical dilemma of the century. AIDS retrovirus, and the economic consequences of this exposure are staggering. AIDS has been the topic of conferences and symposia worldwide. This symposium, to be held on January 25, 1991, at the 17th Annual Meeting and Scientific Sessions of the American College of Nuclear Physicians, will expose the Nuclear Medicine Physicians/Radiologists to their role in the diagnosis of AIDS, and will educate them on the socio-economic and ethical issues related to this problem. In addition, the Nuclear Medicine Physicians/Radiologists must be aware of their role in the management of their departments in order to adequately protect the health care professionals working in their laboratories. Strategies are currently being developed to control the spread of bloodborne diseases within the health care setting, and it is incumbent upon the Nuclear Medicine community to be aware of such strategies.

Perennial grasses for energy and conservation: Evaluating some ecological agricultural, and economic issues

Description: Perennial prairie grasses offer many advantages to the developing biofuels industry. High yielding varieties of native prairie grasses such as switchgrass, which combine lower levels of nutrient demand, diverse geographical growing range, high net energy yields and high soil and water conservation potential indicate that these grasses could and should supplement annual row crops such as corn in developing alternative fuels markets. Favorable net energy returns, increased soil erosion prevention, and a geographically diverse land base that can incorporate energy grasses into conventional farm practices will provide direct benefits to local and regional farm economies and lead to accelerated commercialization of conversion technologies. Displacement of row crops with perennial grasses will have major agricultural, economic, sociologic and cross-market implications. Thus, perennial grass production for biofuels offers significant economic advantages to a national energy strategy which considers both agricultural and environmental issues.

Waste reduction through consumer education. Final report

Description: The Waste Reduction through Consumer Education research project was conducted to determine how environmental educational strategies influence purchasing behavior in the supermarket. The objectives were to develop, demonstrate, and evaluate consumer education strategies for waste reduction. The amount of waste generated by packaging size and form, with an adjustment for local recyclability of waste, was determined for 14 product categories identified as having more waste generating and less waste generating product choices (a total of 484 products). Using supermarket scan data and shopper identification numbers, the research tracked the purchases of shoppers in groups receiving different education treatments for 9 months. Statistical tests applied to the purchase data assessed patterns of change between the groups by treatment period. Analysis of the data revealed few meaningful statistical differences between study groups or changes in behavior over time. Findings suggest that broad brush consumer education about waste reduction is not effective in changing purchasing behaviors in the short term. However, it may help create a general awareness of the issues surrounding excess packaging and consumer responsibility. The study concludes that the answer to waste reduction in the future may be a combination of voluntary initiatives by manufacturers and retailers, governmental intervention, and better-informed consumers.

Toward integrated design of waste management technologies

Description: What technical, economic and institutional factors make radioactive and/or hazardous waste management technologies publicly acceptable? The goal of this paper is to initiate an identification of factors likely to render radioactive and hazardous waste management technologies publicly acceptable and to provide guidance on how technological R&D might be revised to enhance the acceptability of alternative waste management technologies. Technology development must attend to the full range of technology characteristics (technical, engineering, physical, economic, health, environmental, and socio-institutional) relevant to diverse stakeholders. ORNL`s efforts in recent years illustrate some attempts to accomplish these objectives or, at least, to build bridges toward the integrated design of waste management technologies.

From public participation to stakeholder involvement: The rocky road to more inclusiveness

Description: Surviving always at the edge of extinction, public participation in environmental decision making has an uncertain and problematic history. From its emergence from the urban planning and delivery system efforts of the 1960s to many siting and non-siting uses today, it remains a battleground, with few successes and many failures. While some compelling structural, organizational and cultural explanations for this state of affairs exist, the author offers a further one--a too-limited definition and vision of public participation. One then can argue for a more inclusive process such as stakeholder involvement (SI) to enable a more viable approach to decision making. One can argue that the narrow conceptualization offered in the term public participation (PP) is partly responsible for the meager results of decades of efforts by earnest practitioners. Because of the limited, unique, and self-selected publics that respond to the major PP mechanisms such as public hearings, PP has become largely the province of organized activist groups and is largely accepted as such by most parties, including PP professionals. The author reviews the roles of Congress, federal agencies/proponents, local governments, activist groups and PP professionals in creating the current limited PP processes. She discusses trends and prospects for moving to broader based, more inclusive SI approaches. The emerging SI approach presents major methodological and organizational challenges, but offers the promise of outcomes more likely to be legitimated and potentially more lasting.

Subtask 7.3 - The Socioeconomic Impact of Climate Shifts in the Northern Great Plains

Description: The Energy & Environmental Research Center (EERC) evaluated the water demand response/vulnerability to climate change factors of regional economic sectors in the northern Great Plains. Regardless of the cause of climatic trends currently observed, the research focused on practical evaluation of climate change impact, using water availability as a primary factor controlling long-term regional economic sustainability. Project results suggest that the Upper Missouri, Red River, and Upper Mississippi Watersheds exhibit analogous response to climate change, i.e., extended drought influences water availability in the entire region. The modified trend suggests that the next period for which the Red River Basin can expect a high probability of below normal precipitation will occur before 2050. Agriculture is the most sensitive economic sector in the region; however, analyses confirmed relative adaptability to changing conditions. The price of agricultural commodities is not a good indicator of the economic impact of climate change because production and price do not correlate and are subject to frequent and irregular government intervention. Project results confirm that high water demand in the primary economic sectors makes the regional economy extremely vulnerable to climatic extremes, with a similar response over the entire region. Without conservation-based water management policies, long-term periods of drought will limit socioeconomic development in the region and may threaten even the sustainability of current conditions.

Adapting to Climate Change in Europe and Central Asia

Description: Contrary to popular perception, ECA faces significant threats from climate change, with a number of the most serious risks already in evidence. Vulnerability over the next ten to twenty years will be dominated by socio‐economic factors and legacy issues. Even countries and sectors that stand to benefit from climate change are poorly positioned to do so. The next decade offers a window of opportunity for ECA countries to make their development more resilient to climate change while reaping numerous co‐benefits.

Effects of hydropower operations on recreational use and nonuse values at Glen Canyon and Flaming Gorge Dams

Description: Increases in streamflows are generally positively related to the use values of angling and white-water boating, and constant flows tend to increase the use values more than fluctuating flows. In most instances, however, increases in streamflows beyond some threshold level cause the use values to decrease. Expenditures related to angling and white-water boating account for about $24 million of activity in the local economy around Glen Canyon Dam and $24.8 million in the local economy around flaming Gorge Dam. The range of operational scenarios being considered in the Western Area Power Administration`s Electric Power Marketing Environmental Impact Statement, when use rates are held constant, could change the combined use value of angling and white-water boating below Glen Canyon Dam, increasing it by as much as 50%, depending on prevailing hydrological conditions. Changes in the combined use value below Flaming Gorge Dam could range from a decrease of 9% to an increase of 26%. Nonuse values, such as existence and bequest values, could also make a significant contribution to the total value of each site included in this study; however, methodological and data limitations prevented estimating how each operational scenario could change nonuse values.

Impacts of Western Area Power Administration`s power marketing alternatives on retail electricity rates and utility financial viability

Description: Changes in power contract terms for customers of Western`s Salt Lake City Area Office affect electricity rates for consumers of electric power in Arizona, Colorado, Nevada, New Mexico, Utah, and Wyoming. The impacts of electricity rate changes on consumers are studied by measuring impacts on the rates charged by individual utility systems, determining the average rates in regional areas, and conducting a detailed rate analysis of representative utility systems. The primary focus is an evaluation of the way retail electricity rates for Western`s preference customers vary with alternative pricing and power quantity commitment terms under Western`s long-term contracts to sell power (marketing programs). Retail rate impacts are emphasized because changes in the price of electricity are the most direct economic effect on businesses and residences arising from different Western contractual and operational policies. Retail rates are the mechanism by which changes in cost associated with Western`s contract terms are imposed on ultimate consumers, and rate changes determine the dollar level of payments for electric power incurred by the affected consumers. 41 figs., 9 tabs.

Externalities and electric power: an integrated assessment approach

Description: This paper describes an integrated assessment approach for considering the options that electric utilities have to meet the anticipated demand for their power. The objective that this paper considers is one of meeting the demand for power, with an acceptable degree of reliability, at minimum cost. The total cost is the sum of the private cost of producing the electric power plus the external costs that result from its production. These external costs, or externalities, are effects on the well-being of third parties that producers and consumers of electric power do not take into account in their decisions. The external costs include many different types of effects such as illness, ecosystem damage, and road damage. The solution to the problem of minimizing total cost is addressed in two steps. The first step uses damage function methods to establish a common metric for the weights of the different objectives (i.e., external costs). The damage function analysis also reduces the dimensionality of the analysis in the second step, and identifies criteria to include in that analysis. The second step uses multi-criteria decision methods. This analysis includes the most important externalities that the damage function analysis identifies and, in addition, potentially important factors that can not be quantified reliably using damage function methods. An example of the latter are the damages from global climate change. The two-step method that this paper describes addresses many of the limitations of the damage function method and multi-criteria methods, that arise when they are used separately. This linked method can be used by electric utilities for their integrated resource planning. It can also be adapted to other applications.

The concept of externality: Implications for TVA Environmental Research Center

Description: Pollution of the environment is a result of the economic activities of production and consumption. And although the market system is touted as the superior method of organizing and operating an economic system, society frequently is dissatisfied with some of the side effects. In these cases of market failure, a cry for intervention often is raised to obtain more socially-desirable solutions. Environmental pollution is one symptom of market failure. If the TVA Environmental Research Center is to focus on defining solutions to environmental problems and designing policy options for implementing such solutions, its efforts should benefit from an understanding of why the market fails and how it may be adjusted to produce more socially-desirable results. The purposes of this report are to: (1) promote an appreciation for and understanding of the concept of externality; (2) demonstrate the utility of the concept in the design and packaging of policy and technology for improved environmental performance; (3) provide a brief summary of the externality valuation issue currently being debated by the electric power industry; and (4) identify environmental research and development agenda opportunities or strategic considerations suggested for the Center by this review.

The impact of carbon taxes or allowances on the electric generation market in the Ohio and ECAR region

Description: The North American electricity grid is separated into 11 regional reliability councils, collectively called the North American Electric Reliability Council (NERC). The East Central Area Reliability Coordination Agreement (ECAR) is the reliability council that covers Ohio and Indiana, along with parts of Kentucky, Illinois, Maryland, Michigan, Pennsylvania, Virginia, and West Virginia. Ohio and the rest of the ECAR region rely more heavily on coal-fired generation than any other US region. The purpose of this report is to study the effect of carbon reduction policies on the cost and price of generation in the ECAR region, with an emphasis on Ohio. In order to do that, the author modeled the possible electric generation system for the ECAR and Ohio region for the year 2010 using a model developed at Oak Ridge National Laboratory called the Oak Ridge Competitive Electric Dispatch model (ORCED). He let the model optimize the system based on various factors and carbon reduction policies to understand their impact. He then used the electricity prices and assumed demand elasticities to change the demands while also requiring all power plants to be profitable. The author discusses the different potential policies for carbon reduction and issues involving a restructured market; describes the model used for this analysis, the ECAR electricity sector, and the establishment of a base case; and describes the results of applying various carbon emission reduction approaches to the region. 14 figs., 5 tabs.

Southern Appalachian assessment. Summary report, Report 1 of 5

Description: This final report for the Southern Appalachian Man and the Biosphere Program is comprised of two documents: (1) a brief summary of programs and projects, and (2) a more extensive summary report included as an attachment. The purpose of the program is to promote a sustainable balance between the conservation of biological diversity, compatible economic uses, and cultural values across the Southern Appalachians. Program and project areas addressing regional issues include environmental monitoring and assessment, sustainable development/sustainable technologies, conservation biology, ecosystem management, environmental education and training, cultural and historical resources, and public information and education. The attached summary report is one of five that documents the results of the Southern Appalachian Assessment; it includes atmospheric, social/cultural/economic, terrestrial, and aquatic reports.

Demographic impacts of utility rate designs

Description: Historically, utility customers have been differentiated into various customer classes, based on their utility service demand characteristics. In this paper we argue that greater differentiation, if based on value and cost of service, can be justified on grounds of economic efficiency, and if done properly can also promote economic equity. This would require a break with traditional customer classifications. With this break, more detailed information on how and why certain utility services arc consumed would be required. In line with the issue of heterogeneity, within the residential customer class, is the differential impact that different utility rates might have on different population groups. The purpose of this paper is to show how differences in the pattern of energy use may give rise to disparate economic impacts depending on the rate structure and how more equitable and efficient outcomes might be achieved if these differences are taken into account. For this purpose, an analytical model has been developed under the auspices of the US Department of Energy, Office of Economic Impact and Diversity. The Energy Policy Socioeconomic Impact Model (EPSIM), an econometric simulation model, has been developed to assess the economic impact of utility rate designs and demand-side management programs on various population groups. The following discussion provides a conceptual description of the theoretical underpinnings associated with the EPSIM.

Methodologies for defining quality of life

Description: Quality of life as a concept has been used in many ways in the public policy arena. It can be used in summative evaluations to assess the impacts of policies or programs. Alternatively, it can be applied to formative evaluations to provide input to the formation of new policies. In short, it provides the context for the understanding needed to evaluate the results of choices that have been made in the public policy arena, or the potential of choices yet to be made. In either case, the public policy question revolves around the positive or negative impact the choice will have on quality of life, and the magnitude of that impact. This discussion will develop a conceptual framework that proposes that an assessment of quality of life is based on a comparison of expectations with experience. The framework defines four basic components from which these expectations arise: natural conditions, social conditions, the body, and the mind. Each one of these components is generally described, and associated with a general policy or rhetorical category which gives it its policy vocabulary--environmental quality, economic well-being, human health, and self-fulfillment.

American Indian tribes and electric industry restructuring: Issues and opportunities

Description: The US electric utility industry is undergoing a period of fundamental change that has significant implications for Native American tribes. Although many details remain to be determined, the future electric power industry will be very different from that of the present. It is anticipated that the new competitive electric industry will be more efficient, which some believe will benefit all participants by lowering electricity costs. Recent developments in the industry, however, indicate that the restructuring process will likely benefit some parties at the expense of others. Given the historical experience and current situation of Native American tribes in the US, there is good reason to pay attention to electric industry changes to ensure that the situation of tribes is improved and not worsened as a result of electric restructuring. This paper provides a review of electricity restructuring in the US and identifies ways in which tribes may be affected and how tribes may seek to protect and serve their interests. Chapter 2 describes the current status of energy production and service on reservations. Chapter 3 provides an overview of the evolution of the electric industry to its present form and introduces the regulatory and structural changes presently taking place. Chapter 4 provides a more detailed discussion of changes in the US electric industry with a specific focus on the implications of these changes for tribes. Chapter 5 presents a summary of the conclusions reached in this paper.

Baltimore residential assistance demonstration project: Final report

Description: At the request of the City of Baltimore for assistance in developing the Global Action Plan (GAP) EcoTeam Program, DOE Office of Energy Efficiency and Renewable Energy provided GAP with $10,000 for a one-year demonstration project. The results of this action are as follows: four EcoTeams were established representing 28 households and 47 people; the self reported resource savings to date per household are on average: energy savings--9%, auto emission reduction--16%, solid waste reduction--52%, water savings--25%, dollar savings--$174; the initial seed team (prior to this funding) replicated and started 2 new teams, one of those teams replicated and started 2 more teams, the other team did not replicate; 4 volunteer coaches were recruited to coach each of these teams; a volunteer coordinator was recruited to provide local guidance for this demonstration project and help GAP reach out to the Fairfield low-income neighborhood, the volunteer coordinator was unable to establish any EcoTeams in this neighborhood as their priorities were establishing a neighborhood action team and addressing immediate health-related environmental issues; the volunteers have communicated information about this demonstration project among many community and Baltimore government leaders to solicit support for a full campaign and to assess the level of that support.

Managing in an environmentally constrained world

Description: In thinking about this issue, one comes to fundamental question: Why are we concerned at all? Why have all of us gathered here, rather than simply continue to clean up what we should from the past and control our emissions for the present and the future? The answer, I think, may be hinted at by several scenarios (which, although plausible given current trends, are intended to be hypothetical).
