U.S. Secret Service Protection Mission Funding and Staffing: Fact Sheet

Description: The U.S. Secret Service (USSS) has two broad missions, criminal investigations and protection. The protection mission, which is the focus of this fact sheet, covers the President, Vice President, their families, and candidates for those offices, along with the White House and Vice President's residence, through the Service's Uniformed Division. Protective duties also extend to foreign missions in the District of Columbia and to designated individuals, such as the DHS Secretary and visiting foreign dignitaries. This fact sheet provides information on USSS funding and staffing because congressional attention has turned to the USSS and its operations due to several recent incidents.

National Special Security Events

Description: Major events that are considered to be nationally significant may be designated by the President — or his representative, the Secretary of the Department of Homeland Security (DHS) — as National Special Security Events (NSSE). Beginning in September 1998 through February 2007, there have been 27 events designated as NSSEs. Some of these events have included presidential inaugurations, presidential nominating conventions, major sports events, and major international meetings. The U.S. Secret Service (USSS) is the lead federal agency responsible for coordinating, planning, exercising, and implementing security for NSSEs, and was designated as the lead agency in P.L. 106-544. This report provides information on USSS legislative authority for NSSEs, NSSE designation funding and training, and NSSE funding.

George Washington's Development as an Espionage Chief

Description: The American Revolution was a war of movement over great distances. Timely intelligence regarding the strength and location of the enemy was vital to the commanders on both sides. Washington gained his early experience in intelligence gathering in the wilderness during the French and Indian War. By the end of the American Revolution, Washington had become a skilled manager of intelligence. He sent agents behind enemy lines, recruited tory intelligence sources, questioned travelers for information, and initiated numerous espionage missions. Many heroic patriots gathered the intelligence that helped win the War for Independence. Their duties required many of them to pose as one of the enemy, and often incur the hatred of friends and neighbors. Some gave their lives in helping to establish the new American nation. It is possible that without Washington's intelligence service, American independence might not have been won.

Secret Service: Additional Guidance Would Enhance Financial Management and Communication of Candidate Protection Spending to Congress

Description: A letter report issued by the Government Accountability Office with an abstract that begins "Due to the unprecedented pace and crowds of the 2008 presidential campaign, the U.S. Secret Service (Secret Service), a component of the Department of Homeland Security (DHS), exceeded its budgeted amount for fiscal year 2009 presidential candidate nominee protection funding, but did not notify Congress of this shortfall (fiscal year 2009 shortfall) until June 2009--5 months after the Inauguration. In response to the Conference Report accompanying the 2010 DHS Appropriations Act, this report addresses the extent to which, at the time of the fiscal year 2009 shortfall, (1) Secret Service had the necessary internal controls in place to help ensure it could effectively manage and report on funds for presidential candidate protection; and (2) Secret Service and DHS had policies and procedures in place to help ensure that information related to the fiscal year 2009 shortfall was communicated to DHS and Congress. To conduct the audit work, GAO reviewed appropriation laws and regulations, Secret Service financial reports, and various DHS and Secret Service policy and procedural documents. GAO also interviewed officials from DHS and Secret Service."

Description: Interview with Warren D. Crumbling, Army veteran, special agent, and member of the White House Security Detail for President Lyndon B. Johnson. The interview includes Crumbling's personal experiences about education and employment before entering the military, basic training, various assignments, and being appointed to the White House Security Detail at President Lyndon B. Johnson's LBJ Ranch. Additionally, Crumbling talks about relations between the military and civilian law enforcement authorities in San Antonio during World War II, his marriage, his fourth enlistment and assignment to Kobe, Japan, various stateside assignments, his retirement from the Army, President and Mrs. Johnson, and his retirement from the Secret Service.
