Strategic Asia 2002 Final Report

Description: The Strategic Asia Program made considerable progress over the course of 2002--the program's first year with support from the Department of Energy--and completed all its tasks on schedule and within budget. Following a planning meeting in Washington in February 2002, a team of leading specialists wrote a series of original assessments regarding the impact of September 11 on the strategic environment in Asia, examining how perceptions and strategies of countries in the region changed following the terrorist attacks. The final products, Strategic Asia 2002-03: Asian Aftershocks and its accompanying executive summary, were published in September 2002. The program's research findings (some of which are summarized) were presented to policymakers in Washington and elsewhere throughout the year, and almost 2,000 copies of the book had been distributed by mid-2003.

A study in self-scheduling of high school students as opposed to computer scheduling

Description: The problem with which this investigation is concerned is that of determining success of selection of classes and satisfaction or dissatisfaction with self-scheduling as opposed to computer scheduling. A survey is made of 468 randomly selected high school students from four high schools in a large metropolitan school district.

A comparison of the academic achievements of seventh grade students in the semester unit plan with those in the quarter unit plan

Description: The problem with which this dissertation is concerned is to determine whether the semester unit plan offers seventh grade students greater academic gain in the basic subject areas than does the quarter unit plan. Texas offers school districts a choice of the two plans. This study is unique in that the district of this study has both plans in operation at the secondary level.

Comparing Response Frequency and Response Effort in Reinforcer Assessments with Children with Autism

Description: Reinforcer assessments have largely relied on the use of progressive ratio (PR) schedules to identify stimuli that function as reinforcers. PR schedules evaluate the reinforcing efficacy of a stimulus by measuring the number of responses produced in order to access a stimulus as the number of required responses increases. The current evaluation extends the literature on reinforcer assessments by measuring responding under a progressive force (PF) schedule, in addition to progressive ratio requirements. We compared responding under PR and PF schedules with two children with autism using a multielement design embedded within a reversal experimental design. Results were mixed and implications for further development of reinforcer assessment methods (particularly PF schedules) are discussed.

Description: This second annual report summarizes the research performed from 17 April 2004 through 16 April 2005. Major portions of the research in several of the project's current eight tasks have been completed. We have successfully developed the meteorological inputs using the best possible modeling configurations, resulting in improved representation of atmospheric processes. The development of the variable-grid-resolution emissions model, SMOKE-VGR, is also completed. The development of the MAQSIP-VGR has been completed and a test run was performed to ensure the functionality of this air quality model. Thus, the project is on schedule as planned. During the upcoming reporting period, we expect to perform the first MAQSIP-VGR simulations over the Houston-Galveston region to study the roles of the meteorology, offshore emissions, and chemistry-transport interactions that determine the temporal and spatial evolution of ozone and its precursors.

Accelerator improvement options for NuMI oroton intensity.

Description: In order to meet the needs for protons for MINOS and other experiments, substantial improvements will be necessary in the Booster and Main Injector. They have evaluated a number of improvements which would yield an increase in the number of protons on target for NuMI and Mini-BooNE in the years 2005-2008. They outline a possible program of improvements in the Booster and Main Injector which can be implemented in steps over a five year period and which could result in an increase in proton intensity through the Main Injector which is approximately four times what is currently possible. They provide a list of specific improvements and suggest a possible schedule for the implementation.

Acceleration errors in MBE-4 and in a driver

Description: Two different acceleration schedules have been implemented in MBE-4 and the resulting longitudinal emittance measured in each case. The question arises, whether this measured longitudinal emittance is small enough so that when scaled up to a driver, using induction pulsers of the same quality, the stringent constraint on {Delta}p/p at the final focus can be met.

LHC detector upgrades

Description: The LHC detectors are well into their construction phase. The LHC schedule shows first beam to ATLAS and CMS in 2007. Because the LHC accelerator has begun to plan for a ten fold increase in LHC design luminosity (the SLHC or super LHC) it is none too soon to begin to think about the upgrades which will be required of the present LHC detectors. In particular, the tracking systems of ATLAS and CMS will need to be completely rebuilt. Given the time needed to do the R & D, make prototypes, and construct the new detectors and given the accelerator schedule for the SLHC, work needs to begin rather soon.

Training and Operations Integrated Calendar Scheduler - TROPICS

Description: TROPICS is a rule-based scheduling system that optimizes the training experience for students in a power (note this change should be everywhere, i.e. Not reactor) plant environment. The problem is complicated by the condition that plant resources and users' time must be simultaneously scheduled to make best use of both. The training facility is highly constrained in how it is used, and, as in many similar environments, subject to dynamic change with little or no advance notice. The flexibility required extends to changes resulting from students' actions such as absences. Even though the problem is highly constrained by plant usage and student objectives, the large number of possible schedules is a concern. TROPICS employs a control strategy for rule firing to prune the possibility tree and avoid combinatorial explosion. The application has been in use since 1996, first as a prototype for testing and then in production. Training Coordinators have a philosophical aspect to teaching students that has made the rule-based approach much more verifiable and satisfying to the domain experts than other forms of capturing expertise.

Surface Environmental Surveillance Procedures Manual

Description: Environmental surveillance data are used in assessing the impact of current and past site operations on human health and the environment, demonstrating compliance with applicable local, state, and federal environmental regulations, and verifying the adequacy of containment and effluent controls. SESP sampling schedules are reviewed, revised, and published each calendar year in the Hanford Site Environmental Surveillance Master Sampling Schedule. Environmental samples are collected by SESP staff in accordance with the approved sample collection procedures documented in this manual.

Hanford Site Environmental Surveillance Master Sampling Schedule

Description: Environmental surveillance of the Hanford Site and surrounding areas is conducted by Pacific Northwest National Laboratory (PNNL) for the U.S. Department of Energy (DOE). Sampling is conducted to evaluate levels of radioactive and nonradioactive pollutants in the Hanford environs. 2003 Archaea: Ecology, Metabolism and Molecular Biology

Description: The Gordon Research Conference (GRC) on 2003 Archaea: Ecology, Metabolism and Molecular Biology was held at Proctor Academy, Andover, NH from August 3-8, 2003. The Conference was well-attended with 150 participants (attendees list attached). The attendees represented the spectrum of endeavor in this field coming from academia, industry, and government laboratories, both U.S. and foreign scientists, senior researchers, young investigators, and students. In designing the formal speakers program, emphasis was placed on current unpublished research and discussion of the future target areas in this field. There was a conscious effort to stimulate lively discussion about the key issues in the field today. Time for formal presentations was limited in the interest of group discussions. In order that more scientists could communicate their most recent results, poster presentation time was scheduled. Attached is a copy of the formal schedule and speaker program and the poster program. In addition to these formal interactions, ''free time'' was scheduled to allow informal discussions. Such discussions are fostering new collaborations and joint efforts in the field. I want to personally thank you for your support of this Conference. An applied study using systems engineering methods to prioritize green systems options

Description: For many years, there have been questions about the effectiveness of applying different green solutions. If you're building a home and wish to use green technologies, where do you start? While all technologies sound promising, which will perform the best over time? All this has to be considered within the cost and schedule of the project. The amount of information available on the topic can be overwhelming. We seek to examine if Systems Engineering methods can be used to help people choose and prioritize technologies that fit within their project and budget. Several methods are used to gain perspective into how to select the green technologies, such as the Analytic Hierarchy Process (AHP) and Kepner-Tregoe. In our study, subjects applied these methods to analyze cost, schedule, and trade-offs. Results will document whether the experimental approach is applicable to defining system priorities for green technologies.

LIFE: Recent Developments and Progress

Description: Test results from the NIF show excellent progress toward achieving ignition. Experiments designed to verify coupling of the laser energy to the fusion target have shown that the efficiency meets that needed for ignition. Several tests with the cryogenic targets needed for ignition have been performed, and world-record neutron output produced. The National Ignition Campaign is on schedule to meet its 2012 ignition milestone, with the next phase in the campaign due to start later this month. It has been a busy and very productive year. The NIF is in full 24/7 operations and has progressed markedly in the path toward ignition. The long-standing goal of the National Ignition Campaign to demonstrate ignition by the end of FY 2012 is on track. The LIFE plant design has matured considerably, and a delivery plan established based on close interactions with vendors. National-level reviews of fusion are underway, and are due to present initial findings later this year. A value proposition has been drafted for review. The LIFE project is ready to move into the delivery phase.

A Conjugate Arrangement for Measuring Commercial Viewing

Description: Commercial viewing was measured by a conjugate arrangement for 1 female and 3 male participants. Reinforcing qualities were evaluated according to screen variations and ratings. Subjects changed the screen clarity via knob pressing either making the screen more or less transparent, translucent or opaque based on commercial interest. Results were conducive to participant attentiveness or indifference to commercial viewing. Experimenter was able to identify the commercials that grasped and maintained the participants' viewing behavior. Conceptually this conjugate arrangement could enhance eye tracking technology to improve marketing and advertising strategies. This experiment yield results that suggest a more concrete analysis of consumer response to visual stimuli that maintains attending.

Estimating design costs for first-of-a-kind projects

Description: Modern scientific facilities are often outcomes of projects that are first-of-a-kind, that is, minimal historical data are available for project costs and schedules. However, at Fermilab, there was an opportunity to execute two similar projects consecutively. In this paper, a comparative study of the design costs for these two projects is presented using earned value methodology. This study provides some insights into how to estimate the cost of a replicated project.
