Liaison activities with the Institute of Physcial Chemistry of the Russian Academy of Sciences: Midyear report

Description: The task `IPC/RAS Liaison and Tank Waste Testing` is a program being conducted in fiscal year (FY) 1996 with the support of the U.S. Department of Energy (DOE) Office of Science and Technology, EM-53 Efficient Separations and Processing (ESP) Crosscutting Program, under the technical task plan (TTP) RLA6C342. The principal investigator is Cal Delegard of the Westinghouse Hanford Company. The task involves a technical liaison with the Institute of Physical Chemistry of the Russian Academy of Sciences (IPC/RAS) and their DOE-supported investigations into the fundamental and applied chemistry of the transuranium elements (primarily neptunium, plutonium, and americium) and technetium in @ine media. The task has three purposes: 1. Providing technical information and technical direction to the IPC/RAS. 2. Disseminating IPC/RAS data and information to the DOE technical community. 3. Verifying IPC/RAS results through laboratory testing and comparison with published data.

Characterization of Russian ballistic furnace shells, February, 1999, batch

Description: This report documents the characterization of the latest batch of shells produced in the Ballistic Furnace System at the Lebedev Physical Institute, Moscow, Russia, that we received in mid-February, 1999. The batch consisted of three cassettes containing 36 shells in each cassette. An initial sphericity measurement was done, each shell was weighed, and shells were selected that were spherical enough to run on the Sphere Mapper AFM.

Material protection, control and accounting cooperation at the Urals Electrochemical Integrated Plant (UEIP), Novouralsk, Russia

Description: The Urals Electrochemical Integrated Plant is one of the Russian Ministry of Atomic Energy`s nuclear material production sites participating in the US Department of Energy`s Material Protection, Control and Accounting (MPC&A) Program. The Urals Electrochemical Integrated Plant is Russia`s largest uranium enrichment facility and blends tons of high-enriched uranium into low enriched uranium each year as part of the US high-enriched uranium purchase. The Electrochemical Integrated Plant and six participating national laboratories are cooperating to implement a series of enhancements to the nuclear material protection, control, and accountability systems at the site This paper outlines the overall objectives of the MPC&A program at Urals Electrochemical Integrated Plant and the work completed as of the date of the presentation.

Comparison with Russian analyses of meteor impact

Description: The inversion model for meteor impacts is used to discuss Russian analyses and compare principal results. For common input parameters, the models produce consistent estimates of impactor parameters. Directions for future research are discussed and prioritized.

Description: In this paper, we examine the logic and framework for the development of a capability to immobilize excess Russian weapons plutonium by the year 2004. The initial activities underway in Russia, summarized here, include engineering feasibility studies of the immobilization of plutonium-containing materials at the Krasnoyarsk and Mayak industrial sites. In addition, research and development (R&D) studies are underway at Russian institutes to develop glass and ceramic forms suitable for the immobilization of plutonium-containing materials, residues, and wastes and for their geologic disposal.

Russian Military and Security Forces: A Postulated Reaction to a Nuclear Detonation

Description: In this paper, we will examine how Russia's military and security forces might react to the detonation of a 10-kiloton nuclear weapon placed next to the walls surrounding the Kremlin. At the time of this 'big bang,' Putin is situated outside Moscow and survives the explosion. No one claims responsibility for the detonation. No other information is known. Numerous variables will determine how events ultimately unfold and how the military and security forces will respond. Prior to examining these variables in greater detail, it is imperative to elucidate first what we mean by Russia's military and security forces.

Production of Ra225 precursor for Ac225/Bi213 generators. Final CRADA Report.

Description: Russian subcontractors shipped two small deliveries of Ra225 to PNNL for evaluation. The activity was close to the requisite amount in the subcontract. The first labeled properly; the second did not. This showed that the Russians could supply Ra225 to the US; however they proved unable to meet future demands for larger amounts of activity. The US DOE attempts to get Ra225 from Russian should be terminated; the Russians, under Rosatom, are not interested in this business.

Site-wide physical inventory taking at IPPE

Description: As part of the US-Russian Cooperative Program of Material Protection, Control and Accounting, staff members of the Institute of Physics and Power Engineering (IPPE) have implemented procedures for taking physical inventory of nuclear materials at many of the facilities within the IPPE site. These include both large facilities, with substantial inventories and requiring dedicated inventory equipment and computers, and small facilities, with smaller amounts of material and subject to inventory by portable equipment. The experience to date demonstrates good progress toward the goal of regular physical inventory taking for the most attractive nuclear materials at IPPE.

Cooperative efforts of the materials protection control and accounting program at the electrochemical plant (Krasnoyarsk-45) in Russia-011

Description: The USDOE Material Protection Control and Accountability Program (MPC&A) has established a Project Team with the goal of providing the Russian Electrochemical Plant (ECP) with equipment and training to enable ECP to evaluate, develop, and implement a comprehensive plan and systems for physical protection, material controls, and accountancy upgrades. The MPC&A project will provide for improvements such as risk assessments, access control upgrades, computerized MC&A, communications systems upgrades, building perimeter surveillance and intrusion detection upgrades, vault upgrades, metal and nuclear material detection upgrades, along with mass measurement and non- destructive analysis (NDA) instrumentation. This paper outlines the overall objectives of the MPC&A project at the Electrochemical Plant.

Computerized materials protection, control, and accountability at the Institute of Physics and Power Engineering

Description: As part of a multifaceted approach to protecting its nuclear materials, The Institute of Physics and Power Engineering (IPPE) at Obninsk, Russia, has been computerizing its materials protection, control, and accountability capabilities. This is being accomplished in collaboration with the CoreMAS team at Los Alamos National Laboratory. Such international cooperation in applying advanced science and technology to managing and controlling nuclear materials will help reduce the threat of nuclear weapons proliferation by preventing acquisition of weapons-grade nuclear materials by unauthorized individuals, organizations, or states. One important characteristic of IPPE is that it encompasses several facilities that manage nuclear materials, and three of these facilities already operate their own independent (or independently developed) computerized accounting systems. This paper focuses on the importance of compatibility between the computerized accountability systems at the facilities, the ability of the individual systems to communicate with a single site-wide system, and the necessity of coordination between facilities in designing and developing computerized systems. The authors believe that the lessons learned at IPPE in coordinating these efforts have wide-ranging significance for other sites with multiple facilities.

Pending crisis in Russian civil military relations

Description: A key issue in the study of civil-military relations has been how to create a military sufficiently strong to ensure security from external threats while simultaneously preventing the military from using its preponderance of power in the domestic arena. This dilemma arises from the fear engendered by a large armed force created to combat foreign threats, but which is also inherently a threat to the society that created it. In Russia, however, the question is not how the civilian leadership can keep the military out of politics, but how the military can keep the leadership from politicizing the armed forces. The Russian military has no interest in resolving Russia`s domestic political problems. It is a professional military that prefers to leave politics to the politicians, and to carry out its mission of defending the nation against external attack. But the lack of responsible central leadership and the poor state of the economy are driving the military toward involvement in domestic politics if for no other reason than to ensure its own survival.

U.S.-Russian Geoscience Student Exchange Program

Description: The objective was to support administration and operation of the US-Russian Geoscience Student Exchange Program. During the grant period, thirty Russian geoscience students have completed the program. The students selected to participate in the program were recent graduates in geoscience from the leading Russian universities. On the students arrival in the US, the DOE grant provided funds for a one-week cultural orientation program through the facility of the Meridian House International, Washington DC. The students then traveled to Houston where they participated in a technical orientation in the offices of the petroleum company sponsors. Students spent two-semesters in US universities and a ten-week internship at the offices of the sponsoring oil companies or at the DOE facility in Bartlesville, Oklahoma. At the end of the program students returned to Russia where they are currently employed by the ministry and/or one of the US international oil companies. Some decided to continue their education and enrolled in US universities in Russian and the US. The list of participating students and their present status is attached.

Material protection control and accounting program activities at the Urals electrochemical integrated plant

Description: The Urals Electrochemical Integrated Plant (UEIP) is the Russian Federation`s largest uranium enrichment plant and one of three sites in Russia blending high enriched uranium (HEU) into commercial grade low enriched uranium. UEIP is located approximately 70 km north of Yekaterinburg in the closed city of Novouralsk (formerly Sverdlovsk- 44). DOE`s MPC&A program first met with UEIP in June of 1996, however because of some contractual issues the work did not start until September of 1997. The six national laboratories participating in DOE`s Material Protection Control and Accounting program are cooperating with UEIP to enhance the capabilities of the physical protection, access control, and nuclear material control and accounting systems. The MPC&A work at UEIP is expected to be completed during fiscal year 2001.

The Russian/American fuel cell consortium

Description: The consortium involves US fuel cell industries and research institutes, Russian institutes and ministries, US national laboratories, GAZPROM (GASPROM?), the Russian natural gas company, etc. Financial resources would be leveraged by matching the technical resources to solve problems in fuel cell power development. The talents of the Russian and US scientists previously engaged in developing nuclear weapons, would be utilized. The consortium (RAFCO) would be operated by a joint committee, DOE, and MINATOM (Russian Federation Ministry of Atomic Energy).
