One of the objects of this bulletin is to give some account of the commonly observed physical characteristics of clays and sands as an aid to the use of these materials for constructing road.... In all cases a mixture of sand and clay is better than either material alone, except perhaps where it is impossible to drain a sandy road, and , in consequences, it it always wet.
